Abstract

We explore the dynamics of the elite political settlement in Bangladesh after the democratic transition in 1991 and its impact on the elite interactions in the arena of competitive electoral democracy. We trace the history of how a political settlement around regime succession developed in the mid-1990s, and then experienced difficulties in multiple stages, and finally broke down in 2011. Violence was instrumentally used, by the ruling elites and the main opposition party, to influence the processes of negotiations around the succession of power. We argue that ‘partyarchy’—where political parties exert informal control of the party through formal processes and institutions—and dynastic rule prevent the political elites from reaching a stable settlement around regime succession. We also show how the changes to the rules of the game around regime succession have led to a qualitative shift in the extent and nature of violence in the political domain, and explore why democratic consolidation remains elusive.  相似文献

Abstract

This article explores the opportunities and conundrums of understanding violence at critical junctures following ruptures in political orders through the prism of political settlements. While there is an emerging body of scholarship on political settlements, we specifically examine its relationship to violence, which we argue has been under-theorised. Through comparative country case studies (Bangladesh, Egypt, Kenya, Sierra Leone), we examine in a historicised manner how these types of settlements interact with various forms of violence at various scales. The article reconceptualises political settlements in relation to three forms of violence, intrinsic, instrumental and resultant, and shows how multi-scale dynamics and formal/informal interactions shape the violent nature of political settlements in different contexts.  相似文献

This article challenges traditional interpretations of political violence in Northern Ireland. Based on a series of ethnographic studies undertaken in republican and loyalist communities in Belfast, Northern Ireland, I argue that it is the question of state legitimacy, not materialism, culture or religion, that is core to understanding the underpinnings and history of political violence in Northern Ireland. Research findings suggest that communal support for and tolerance of paramilitary groups and their tactics are underpinned by security‐related concerns and a crisis of legitimacy which renders the state unable to claim a monopoly on the use of force. In contradistinction to counter‐insurgency theorists, I argue that the basis for paramilitarism is not created by fear of reprisal or intimidation. Rather, intra‐communal fears of identity loss and threats (both perceived and real) from the outgroup have created a space for republicanism and loyalism in both its political and paramilitary forms.  相似文献

What do we learn from Turkey and Tunisia regarding the relationship between political Islamism and democratization? Variables identified by current research such as autonomy, “moderation”, and cooperation with secular actors can cut both ways depending on various political-institutional conditions and prerogatives. Particularly, the article argues that preoccupation with “conquering the state from within as opposed to democratizing it” has been a key priority and intervening variable undermining the democratizing potential of the main Turkish and Tunisian political Islamic actors – primarily the AKP and Ennahda. These actors have prioritized acceptance by and ownership of their respective nation states over other goals and strategies, such as revolutionary takeover or Islamization of the state and confrontations with state elites. This has led to a relative neglect of designing and building institutions, whether for Islamic or democratic transformation. Hence, while contributing to democratization at various stages, these actors have a predisposition to adopt and regenerate, reframe and at times augment the authoritarian properties of their states. Research should ask how secular and religious actors can agree on institutions of vertical and horizontal state accountability that would help to address the past and present sources of the interest of political Islamists in conquering rather than democratizing the state.  相似文献

ABSTRACT

Drawing on international political sociology, this article shows how the merger of development and security has become part of the ideational architecture that facilitates a new ‘feel-good’ militarism in Africa. Contemporary international reform efforts are designed to restrain military power in the name of development, democracy and civilian oversight, but also to strengthen the coercive capacities of African security institutions and make them more efficient in the global fight against violent extremism. Such defensive development efforts have implications for the historically problematic relationship of the African state with modern forms of organised force, reconfiguring and recalibrating relations and dynamics between the state, military forces and external actors. The article concludes that defensive development is fraught with combative contradictions and risks becoming the handmaiden not only of increased militaristic violence, but also of oppression and the restriction of freedom and democracy.  相似文献

Abstract

This introductory article to the special issue on ‘Trust and Mistrust in Contemporary Japan’ lays out key trust concepts used in social science research. It then turns towards the Japanese case, summarizing important research on the notion of trust and Japanese politics and society, according to which trust levels are comparatively low. The subsequent part provides an overview on the case studies that scrutinize issues related to political trust in particular. As the contributions invariably point to low levels of political trust, we finally reflect on problems in Japan's politics in relation to the notion of trust.  相似文献

Numerous arguments have been advanced in the academic and policy literature as concerns the democratizing potential of decentralization reforms in third-wave developing and transition countries; numerous also have been the case studies signalling the short-comings of these reforms. In addition, analysis of local political participation has become an important dimension of studies of democratization. Taking the case of Bolivia as an example, this article addresses an issue which has been generally overlooked in this literature, that is the process of constitution of local political agents. Where do political agents come from in the context of democratization of local politics? Additionally, this article raises questions regarding the relationship between greater inclusion and deepening democracy in the local political sphere.  相似文献

ABSTRACT

The literature on political exclusion and conflict tends to treat grievance-based mechanisms with broad-brush strokes and does not differentiate between types of political exclusion. This study disaggregates politically-excluded groups into two subgroups: groups that experience political discrimination from the state, and groups without political power that are not explicitly discriminated against. We posit that discriminated groups are more likely to experience grievances and therefore are more prone to conflict than excluded groups that are not actively discriminated against. We further posit that the effect of discrimination on conflict is moderated by interactions with economic inequalities and the share of elites. Using dyadic data for 155 ethnic groups in 28 Sub-Saharan African countries, we find that among politically-excluded groups it is indeed discriminated groups that are responsible for most of the association between political exclusion and conflict. Groups that face active, intentional, and targeted discrimination by the state are significantly more likely to be involved in conflict than excluded groups who do not face this explicit form of discrimination. Additionally, we find that discriminated groups who also experience economic inequalities are less likely to engage in conflict, whilst an increased presence of elites within discriminated groups can precipitate the chances of conflict.  相似文献

ABSTRACT

This article addresses a question relevant to many non-democratic regimes: how can a successful dominant party be an institutionally weak one? President Yoweri Museveni and his National Resistance Movement (NRM) have dominated Ugandan politics since coming to power in 1986. However, the NRM does not possess many of the institutional endowments that other dominant parties use to control mass and elite politics, such as central control of candidate selection, autonomous mobilizing structures, or dispensation of sufficient political finance to its candidates. Instead, the party secretariat has no real institutional power independent of the personalist Museveni regime, and its local branches house fierce internal competition each election in which most incumbents lose office. This article argues that the NRM mobilizes so well for Museveni despite its institutional deficits due to the precise nature of the competitive process its local elites go through to win its nomination (or “flag”) and the subsequent general election. This process sees self-organized and self-financed candidates and their factions rejuvenate the party and mobilize votes for the concurrent presidential election as a by-product of their competition with one another. The article makes this argument with qualitative data from three districts gathered during the 2016 elections.  相似文献

Utilizing over 100 interviews conducted with Greek political and military elites, this article offers a refinement of the process of political learning, believed to contribute to democratic consolidation by modifying individuals' beliefs about political goals and the best means to achieve them. Using the Greek case as an empirical test, this study confirms the democratization literature's claim that elites learn from singular catastrophic events. It offers a refinement, however, of specific lessons and the related behavioural change. Moving beyond the main conclusions of that literature, the article argues that learning can arise in a variety of ways and from varied experiences. Inductive trial-and-error learning stimulated by success can also play a key role as can slow and cumulative learning, which results from the accumulation of both positive and negative lessons, and can proceed in a two-step process of instrumental learning first, followed by more principled learning later. Learning thus sometimes takes a tangled course: elites take tentative steps, implement small policy changes, observe the effects of their actions, and learn from them as lessons accumulate, interact and slowly reinforce each other. Finally, learning does not always guarantee moderation and the adoption of democratic attitudes, tactics, and policies. As the article illustrates, the political learning process is often best characterized as highly contingent and complex.  相似文献

ABSTRACT

What factors increase the likelihood of nomination violence? Nomination violence can be an expression of both horizontal conflict, between local political elites, and vertical conflict, between national and local elites. We theorize about factors that may increase the risks of vertical and horizontal conflict and leverage a unique dataset of constituency-level nomination violence obtained from surveys with 464 domestic election observers active in the 2016 Zambian general election. Our statistical analyses show constituencies with an incumbent standing for re-election were more likely to experience nomination violence. Also, contrary to previous research on general election violence, we theorize and find that more rural constituencies had a higher propensity for nomination violence than urban constituencies. Our findings highlight the importance of intra-party power relations and the bargaining relationship between the centre and periphery.  相似文献

ABSTRACT

Does foreign aid strengthen or weaken post-conflict states? We examine the effects of aid on tax collection after civil war, an important dimension of state effectiveness. While the literature emphasizes aid’s perverse effects, the relationship between aid dependence and the growth of tax collection is unclear. We argue that the impact of aid reflects its political utility for ruling elites in consolidating their authority after civil war. While dominant parties subvert tax strengthening reforms to solidify their political base, elites in more fractionalized settings rely on external political backing to manage internal challenges to their authority, and are more likely to comply with donor conditions. We test this argument through a Latent Curve Analysis of tax collection rate growth in post-civil war countries from 1978 to 2012. We find that aid is associated with slower growth in tax collection in dominant party settings, and more rapid tax growth in politically fractionalized settings. The findings highlight the need for attention to internal political dynamics to explain aid effectiveness after civil war, and point to opportunities to strengthen institutions in some post-conflict countries.  相似文献

Comparing the political cultures of Spain and Greece before and during the dictatorships, the article seeks to explain the different outcomes of the regimes’ self-transformation attempts, the one that succeeded (Spain) and the other that failed (Greece, the little-known “Markezinis experiment”). Its position is that the abandoning of hard-line ideological stances that have been called “absolute politics”, which was the main contributor to the Spanish Reforma’s success, did not work in Greece due to the persistence of the post-civil war and pre-dictatorial cleavages in both elites and civil society, thus rendering the mellowing of confrontation lines and the consensual politics necessary for the negotiations and mutual concessions between elites and counter-elites unfeasible. The result was, in contrast to the Spanish reforma Pactada, a reverse to authoritarianism perpetrated by the hard-line officers, prolonging the regime for eight crucial months.  相似文献

ABSTRACT

This article develops a theory – rooted in the experience of the African National Congress in South Africa – to explain how, and why, a dominant political party is less likely to conduct orderly elections to select its political leadership. First, I demonstrate that canny party leaders – operating in the space between a divided society and a weak state – make an ideological turn to a “congress-like” political party, which is clever (in the short term) because it provides party leaders with an in-built electoral majority. It is, however, also a dangerous manoeuvre because it essentially endogenizes social competition for state resources inside the dominant party. This displacement of social competition away from the public sphere towards the partisan organization increases the likelihood of disorderly competition for party candidacies. Second, I demonstrate how this competition need not necessarily become the basis of violent competition inside the dominant party. The party leadership can use intra-party elections to stabilize competition, but only if the party invests in an organization that applies impartially the rules that govern the election.  相似文献

The early elite of the African National Congress (ANC) embraced values of moral improvement, individual responsibility and a sense of social consciousness. The ANC now governs South Africa, but with what appears to be a different set of principles. The current scourge of corruption, increasing state control, coupled with a general lack of service delivery point to behaviour of the ruling party which is inward-looking, self-seeking and self-preserving. Arguing that political culture and its accompanying values and attitudes is a prime motivator of behaviour, the paper seeks to understand the changing political culture of the dominant party. To understand the political culture of the ANC we use interviews with ANC parliamentarians and ANC supporters conducted in 2006–2007 and 2013 as well as an analysis of the ANC's Strategy and Tactics policy documents. We contend that the liberal values of the early elites were never fully embedded, but in their stead is a liberationist culture, where the state is normatively understood to be extensive and embodying the will of the people. We argue, that through the resulting centralized determination of the interests of the people, patronage networks, and diminishing of accountability, a system conducive to corruption and the pursuit of personal interest is created.  相似文献

Abstract

This introductory article to the special issue on “Japanese Political Economy Revisited: Diverse Corporate Change, Institutional Transformation, and Abenomics” starts with a short summaryof the changing perceptions of Japan's political economy from its meteoric rise as worldwide leading model in the 1970s and 1980s to its demotiontoa problem and reform case since the later 1990s. Based on this overview, it identifies some striking issue and open questions in this conventional view of Japan's political economy as problem and the high expectations on Abenomics as Japan's current economic reform programme. Then we discuss the articles of the special issue and their new contributionsto a better understanding of the developments at the corporate level as well as institutional change and economic reforms at the macro level in the last two decades. Finally, this introductory article ends with a short outlineof a new research programme and four central research questions about the Japanese political economy.  相似文献

ABSTRACT

For national publics, terrorism is today one of the key policy challenges facing European governments. Yet little is known about whether and how the objective national economic, societal and political context influences public opinion about terrorism. The present article addresses this gap in the current research. Using Eurobarometer data, it is demonstrated that excluding a nation’s level of terrorism, no other objective national economic, societal or political indicator sways public attitudes towards terrorism. Objective national economic, societal and political factors are also found not to impact on the relationship between citizens’ economic conditions and public attitudes towards the same. Our results finally demonstrate that people’s perceived economic, cultural and physical (safety) insecurities tend to be a stronger predictor of these attitudes than the objective national context or (social) class differences. The article then discusses the implications of these ?ndings.  相似文献

The conflict between the Revolutionary United Front (RUF) and the Sierra Leonean government represents a highly instructive study for reintegration projects. Far from being a conventional political insurgency readily lending itself to peaceful political transformation, the RUF possessed within the ranks of its young and brutalised recruits a fundamental rejection of Sierra Leone's political structures. As such, Sierra Leone presented a unique challenge for reintegration efforts, requiring not only the immediate reconciliation of ex-combatants with victims and civil society, but also the long-term political incorporation of a group of youths defined by their very disengagement from and distrust of the political system. This article argues that the Sierra Leone experience demonstrates that successful political reintegration does not simply amount to political participation per se, but rather requires specific forms of political participation, which reinforce the primacy of peaceful political interaction over and above other means for affecting change. In this regard, this article concludes that despite progress in many key areas, former fighters of the RUF have yet to be fully politically reintegrated.  相似文献

ABSTRACT

Unrecognised internationally, Somaliland operates as a hybrid political order where a range of state and non-state entities provide security, representation and social services. Local business elites have impacted state formation after war by lobbying against a range of regulations, providing the government with loans and contributions rather than paying sufficient taxes, and by hindering the development of sound financial institutions. The success of such activities has led to de facto protectionism, where foreign ventures have had limited access to the Somaliland market. While such protectionism may have negatively impacted economic development and growth opportunities, recent engagements by multinational corporations in the Berbera port suggest that foreign private investments risk sparking violent conflict. In contrast, domestic businessmen have played a role in preventing or resolving violent conflict at crucial stages in Somaliland’s recent history. Based on fieldwork in Somaliland, we argue that the impact of international corporate actors in post-war contexts needs to be understood in light of local culture and power dynamics, in which the political and economic roles of local business elites are central.  相似文献

Abstract

Based on theoretical considerations in the course of the author's current research on the conducting of and changes in political campaign communication in post-1990 Cameroon, this article revisits central discourses on the de-Westernisation of communications studies and outlines culturally-nested theoretical considerations to comprehensively study the practices and changes in political campaign communication in Africa. The article argues that although drawing on supposedly ‘Western’ theories, overall the proposed theoretical considerations constitute an example of a more viable approach to de-Westernise communications theory. The considerations have strong potential to improve our understanding of political campaign communication practices and the changes they may effect in Africa, if they are incorporated into research and not discarded simply on the grounds of regional exceptionalism, as is predominantly the case in Africa.  相似文献
