正In an interview with Beijing Review,Alvaro Rodriguez,International Secretary of the Communist Party USA (CPUSA),shared his thoughts on the need for development and social justice.This is an edited version of the interview:     

The CPC and the World:A Glorious Century of Engagement

T HE year 2021 marks the centenary of the found-ing of the Communist Party of China (CPC).It's also an occasion to review the CPC's exchanges with the rest of the world.Taking the central role in directing Chinas progress on revolution,recon-struction,reform,opening-up,and modernization,the CPC has maintained a close connection with the rest of the world since its establishment.     

Auld Lange Syne

正International figures support the CPC and PRC throughout history The life path of many an international figure has crossed with that of the Communist Party of China(CPC) over the past 100 years. As China witnessed tremendous progress and change,their stories,too,have been remembered. Rewi Alley(1897-1987) was one of those international friends,who shared long-term ties with the CPC dating all the way back to the earliest of days when the Party was embracing the struggle to save the nation from peril.     

The Logic of Change of the CPC's Human Rights Discourse Since the Founding of the People's Republic of China

Since the founding of the People's Republic of China70 years ago,the human rights discourse of the Communist Party of China has been constantly updated.In the early years of the founding of the People's Republic of China,the CPC spontaneously formed a collective discourse on human rights with the right to subsistence and self-determination as its core;in the 1980 s,in the process of reflection and refutation,the CPC paid more attention to individual rights,and gradually increased the sense of a human rights discourse with Chinese characteristics;since the 1990s,the CPC has combined the specific national conditions and the international environment to form a human rights discourse.The system of human rights discourse has been constructed in terms of the order of priority of human rights protection,path of human rights development,relationship between human rights and sovereignty,and development of the world human rights cause.Since the 18~(th) National Congress of the CPC,the CPC has put forward the idea that "living a happy life is the primary human right" at home and the idea of building a Community with a Shared Future for Human Beings for the world,and the discourse system of human rights with Chinese characteristics has gradually been improved.The independent variable of the change of human rights discourse of the CPC is the specific national conditions at different stages and the recognition of national identity formed on this basis.The other variable is the international environment and external relations that China is facing.     

我国应对突发事件的现状分析与对策研究

突发事件的发生有着极为深刻的国际国内政治的、经济的、社会的和自然的原因.我国在突发事件应对中存在着应急信息通报不及时、不充分甚至隐瞒信息,社会力量参与不足等问题.我们党要增强应对突发事件的能力,需要在提高和增强党员的能力和本领、完善我国突发事件应急机制、加强立法、强化依法办事、完善行政问责制、妥善处理群体性突发事件等方面做出不懈努力.     

十四大以来中共中央关于国家安全的论述与决定

1992年以来,在党的十四大到党的十七大报告中,中共中央对国家安全的认识不断拓展和深化,从国际扩展到国内,从传统安全领域扩展到了非传统安全领域.在倡导以"互信、互利、平等、协作"为核心的"国际安全观"的同时,越来越重视"公平、正义、法治、民主"为核心内容的"国内安全观",并决定"针对传统安全威胁和非传统安全威胁的因素相互交织的新情况,增强国家安全意识,完善国家安全战略","抓紧构建"和"健全""维护国家安全的科学、协调、高效的工作机制",从而形成了一种统领国际与国内两个大局、兼顾传统与非传统两个方面的全面系统的新安全观.     

外警培训中翻译人员工作的几点思考

随着全球一体化趋势的发展,各国交往日益频繁,国际犯罪率也呈现出逐年上升的趋势。为有效打击国际犯罪、加强国际警务合作、搭建国际警务平台,我国于2000年开始培训国外警察。在培训中,翻译人员的综合素质成为衡量培训效果的一项重要指标。基于实际工作经验,本文笔者总结了外警培训中翻译人员的工作内容、应具备的素质,分析了目前该项工作中翻译人员存在的普遍问题,并针对这些问题,提出了相应的解决对策。     

中共三代领导集体对台方针政策研究

从 ５０年代中国共产党第一代领导集体制定的解放台湾（包括武力解放和和平解放两个阶段）的方针, 到７０年代末以后党的第二代领导集体确立的“和平统一,一国两制”对台工作的大政方针,直到９０年代以来党的第三代领导集体提出的发展两岸关系、推进祖国和平统一进程的八项主张,纵观这一发展脉络,可以看出,中共三代领导集体根据不同历史时期的国际国内形势、包括海峡两岸关系状况制定的对台方针政策,堪称是马克思主义普遍原理与祖国统一实践相结合的典范。     

和谐社会语境中党的意识形态建设路向初探

面对国内外形势的新变化，对新时期党的意识形态建设提出了新的要求。我们党的意识形态建设必须密切注重合规律性与合目的性价值原则的统一，既坚守国情党情实际和马克思主义原则立场，保持马克思主义的连续性，又切实体现民众利益愿望要求的发展变化，扩大党的意识形态的包容性，真正做到马克思主义的与时俱进。

《中国共产党历史》第二卷用马克思主义哲学思维方法,分析了党29年前进中的失误曲折及发展过程,形成了党的失误观。它主要论述了这些失误形成的国际国内客观原因、党的主体原因、深层次的本质原因,阐明了人民群众在党的失误曲折中推动历史前进的伟大作用、党主要依靠自己的力量不断纠正自身发展中的失误并理智地把教训变为财富、开辟新的未来等重大问题,对于人们客观科学地认识这些失误与曲折,具有重要的意义。     

习近平人类命运共同体思想的建构逻辑与价值外延

党的十八大以来,习近平总书记在众多国际外交场合以及国内重要会议上,反复阐述人类命运共同体思想,并进行了深刻论证。它是建构在共同国际权益观、共同利益观、共同可持续发展观的价值基础之上,以马克思共同体思想为来源,以中国优秀传统文化为动力,以历代党的领导人的思想为基础,面对当前世界性发展难题提出的中国国际秩序观。此外,它的价值实现了外延,为世界走向和平、走向共同发展、实现全球治理提供了现实可能的“中国方案”。

发展是保持党的先进性和发挥社会主义制度优越性的基础。我们必须把发展作为党执政兴国的第一要务,不断开创现代化建设的新局面,这是马克思主义的根本要求,也是党执政的一条宝贵的历史经验。只有紧紧咬住发展这个主题不放松,才能在激烈的国际竞争中站稳脚跟,赢得优势。     

加强执政能力建设是党的建设的根本课题

加强党的执政能力建设是在国际竞争中应对挑战,促进三个文明协调发展,增强党的执政基础,提高党的拒腐防变能力和抵御风险能力的迫切需要。必须加强党的思想建设以增强执政为民意识,加强制度建设以提高执政为民水平,加强干部队伍建设以完善择优汰劣机制,加强基层党组织建设以增强执政基础,加强党风廉政建设以确保领导干部廉洁从政和执政为民。     

CPC’s Secret to Success

Why does the Communist Party of China (CPC) remain popular despite making several serious mistakes? How could the CPC make China the world’s second-largest economy? These are among the 13 questions answered by Xie Chuntao, a professor with the Party School of the Central Committee of the CPC, in his latest national bestseller-Why and How the CPC Works in China. 中国与巴布亚新几内亚警务合作的现状、挑战及对策

新时期背景下的国际化警务人才培养
