“The China problem” in the eyes of the China‐watchers

This research is a survey study of the opinions of one group of China scholars in the U.S.—scholars teaching Chinese politics in American universities—on issues concerning the People's Republic of China. Our findings suggest that despite some new developments in the Sinologist community in the U.S., China scholars continue to favor more generous and more pragmatic approaches toward China. They are more concerned with practical issues such as regional stability and economic ties with China and do not want the U.S. to be highly moralistic in dealing with China.

From 2018 to 2020, the number of U.S. companies attending the China International Import Expo (CIIE) increased from 180 to 198, with their total exhibition area one of the largest among all participating countries and regions. This year, some 200 U.S. com-panies attended the expo's fourth edition that took place in Shanghai from November 5 to 10, hitting a new high. Their active engagement in the CIIE mirrors U.S. businesses' continued passion for the Chinese market, the only major economy to achieve positive growth last year amid the worldwide impact of COVID-19, a Xinhua News Agency commentary read.

Bank lending turns lackluster in China as the country gears up to tame lingering inflation. Despite a weakened U.S. economy, China continues increasing its holdings of U.S. Treasury securities. State-owned enterprises are losing some momentum, as a result of cost inflation. Telecom equipment maker Huawei fares well, drawing strength from booming consumer device businesses. Chinese companies are expected to accelerate their pace of venturing overseas.

"冷战"时期,以美国为代表的西方社会,以联合国为舞台,借助新闻媒介之手,曾经展开过一场禁毒遏共外交活动。这既是当时特殊的"冷战"背景下美国遏制与孤立新中国的产物,更是美国对外政策实施过程中以话语权优势制衡对手的惯有手法,而由此助长了东南亚"金三角"毒品源地的坐大,则显然是以意识形态为标尺的"冷战"背景下禁毒外交取舍不当之"苦果"。唯有摒弃意识形态领域的偏见,保持禁毒的初衷不变,国际禁毒事业方能得以长足发展。     

A Due Regard for Multilateralism

A World Trade Organization (WTO) arbitrator on January 26 ruled on the case of the United States—Countervailing Duty Measures on Certain Products From China, determining that China may impose trade retaliations against the U.S. with respect to trade in goods in the amount of$645 million annually given the U.S. failure to comply with a WTO ruling in force. China now urges the U.S. to take immediate action to right its wrongs in trade remedy investigations targeting China.

Defending the Yuan Recent complaints from the United States about the Chinese yuan have escalated.Chinese Premier Wen Jiabao said China is an advocate of free trade and opposed the idea of taking aggressive measures to force another country's currency to either depreciate or appreciate.

重要基础设施是对公共安全和国计民生有重大或关键影响的设施与资产.中美两国重要基础设施的类型主要涉及通讯、能源、交通、国防、金融等设施与资产,中国应将有象征性的建筑物、高层建筑物和应急机构纳入重要基础设施的范围.在安全保护方面,中国可借鉴美国的保护措施,构建自上而下协调统一的保护网络,引入风险管理方法进行脆弱性和威胁的识别和评估.     

美国因素在两岸关系和平发展进程中的影响

美国对两岸和谈的政策立场,是出于维系台海“不统、不独、不战”局面的战略考虑,以保证自己在台海地区的最大战略利益。美国既不希望两岸举行统一谈判又希望两岸达成和平协议的复杂心态,表现在一方面希望两岸进行谈判,降低敌对状态,另一方面又长期对台提供军售,使其增加与大陆相抗衡的资本。此一“双轨政策”对两岸和平关系的构建,有着不同方向的影响,往往起了互相抵消的作用。由于中国政府对台湾当局谋求“法理台独”的强烈反应以及台海紧张局势的升高,美国政府在20世纪90年代后期开始对两岸政治谈判采取较为积极的态度,反对台湾单方面改变现状。美国的上述战略考虑,在反对台湾“独立”、维系两岸和平这一点上,与中国政府的立场有相通之处,客观上为构建两岸关系和平发展框架提供了较好的外部条件。

《金融服务现代化法》是美国金融法史上一部重大、意义深远的法律,其许多规定对世界各国金融立法和金融监管发展方向产生重要影响。它在金融业实现混业经营前提下所确立的功能监管原则给中国金融监督立法带来有益的启示。中国金融监管立法应考虑构建统一基本法,引入功能监管、双线多头监管制。     

论当今国际社会的特点及对中国国际社会战略的启示

当今国际社会是以美国为首的西方国家主导、经济全球化为核心的全球化加速发展、国际政治问题社会化和国际社会问题政治化、权力政治和权利政治共存竞争的全球性国际社会。这启示中国应当在坚持符合国家利益和国际利益的原则基础上,以营造良好国际环境与塑造和谐国际社会为目标,更积极地融入国际社会,在融入中做到传统外交和非传统外交并重,保持一颗平常心和自信心,灵活对待社会主义国家和发展中国家身份,着力处理好与大国和周边国家的关系,尤其是中美两国之间的关系问题。     

The Taiwan issue: A test of Sino‐U.S. relations

The available literature has overwhelmingly focused on the Taiwan issue as an obstacle and highlighted its negative role within the Sino‐U.S. relationship. Despite their historically sensitive and often acrimonious relations, it is still a puzzle why China and the United States continue their positive engagement and cooperation. We hope to contribute to the existing literature by systematically examining how and to what extent the Taiwan issue has influenced the Sino‐U.S. relationship. Therefore, this article examines the nature of Sino‐U.S. relations from perceptional, domestic, and international behavioral levels as observed through their reactions to the Taiwan problem. We argue that similarities between Chinese and American perceptions, relatively stable or peace‐favored domestic factors, as well as often restrained and cooperative behaviors by the two great powers may result in improved ties and greater regional stability and harmony. We conclude that despite its apparent negative impact, the sensitive Taiwan issue will not lead the overall Sino‐U.S. relationship into a state of comprehensive confrontation.     

The Human Side of Poverty Alleviation

正Poverty shouldn't be a controversial subject, but it is. The World Bank, the World Health Organization, the U.S. State Department and pretty much every government in the world has a different definition of what poverty means. In China, absolute poverty is defined as 11 yuan a day; this is about $1.7. The World Bank disagrees and sets a higher number. In 2011 the U.S. considered people to be in poverty if their consumption was less than $21.7 a day. If that were the case, given inflation, almost all Chinese people outside of a few large cities would be in poverty. But living in China is different.
