Although the powerful have always sought advice from the knowledgeable, it took the appeal of the policy sciences movement of the late 1940s and onward to build and consolidate a veritable industry of policy analysis and advice. 1 One of the hallmarks of this development was the advent of institutes that were exclusively devoted to produce research‐based policy arguments and to inject these into the policy‐making process. These organisations were referred to as ‘think tanks’. Half a century later, the project of the policy sciences movement has been amply criticised, and has mutated into various philosophies of policy analysis, each harbouring distinct and often conflicting perspectives on the nature and role of (scientific) knowledge in the battle of arguments that is public policy‐making. The first wave of the policy sciences movement's privileging of science‐based policy has not disappeared. In fact it is currently experiencing a revival under the banner of ‘evidence‐based policy’. But it has to compete with other views of public policy‐making which deconstruct the authority claim of scientific knowledge, emphasising instead its contestability. Yet there are now more organisations that refer to themselves, or can be labelled, as ‘think tanks’ than ever before. Why? And what does it mean to be a ‘think tank’ in the post‐positivist era and in the increasingly boundary‐less, highly networked societies of today? This article first surveys recent developments in the world of think tanks as reported by the international literature on the subject, and then examines the implications for understanding the nature and role of Australian think tanks.  相似文献

This article discusses recent trends to incorporate the results of systematic research (or ‘evidence’) into policy development, program evaluation and program improvement. This process is consistent with the New Public Management (NPM) emphasis on efficiency and effectiveness. Analysis of evidence helps to answer the questions ‘what works? and ‘what happens if we change these settings?’ Secondly, some of the well known challenges and limitations for ‘evidence‐based’ policy are outlined. Policy decisions emerge from politics, judgement and debate, rather than being deduced from empirical analysis. Policy debate and analysis involves an interplay between facts, norms and desired actions, in which ‘evidence’ is diverse and contestable. Thirdly, the article outlines a distinction between technical and negotiated approaches to problem‐solving. The latter is a prominent feature of policy domains rich in ‘network’ approaches, partnering and community engagement. Networks and partnerships bring to the negotiation table a diversity of stakeholder ‘evidence’, ie, relevant information, interpretations and priorities. Finally, it is suggested that three types of evidence/perspective are especially relevant in the modern era – systematic (‘scientific’) research, program management experience (‘practice’), and political judgement. What works for program clients is intrinsically connected to what works for managers and for political leaders. Thus, the practical craft of policy development and adjustment involves ‘weaving’ strands of information and values as seen through the lens of these three key stakeholder groups. There is not one evidence‐base but several bases. These disparate bodies of knowledge become multiple sets of evidence that inform and influence policy rather than determine it.  相似文献

While ‘evidence‐based’ or ‘rationalist’ approaches to criminal policy may appeal to technocrats, bureaucrats and a number of academics, they often fail to compete successfully with the affective approaches to law and order policies which resonate with the public and which appear to meet deep‐seated psychological needs. They also often fail to recognise that ‘policy’ and ‘politics’ are related concepts and that debates about criminal justice are played out in broader arenas than the academy, the bureau or the agency. To be successful, penal reform must take account of the emotions people feel in the face of wrongdoing. Further, successful reform must take into account changes in public ‘mood’ or emotions over time and be sensitive to different political and social cultures. This article argues that criminal justice policies are more likely to be adopted if, in addition to the gathering and presentation of evidence, they recognise and deal with the roles of emotions, symbols, faith, belief and religion in the criminal justice system. It also recognises that evidence alone is unlikely to be the major determinant of policy outcomes and that the creation and successful implementation of policy also requires extensive engagement and evidence‐based dialogue with interested and affected parties. This necessitates a different kind of modelling for evidence‐based policy processes.  相似文献

The characteristics and evolution of evidence‐based policy making in Australia and other mature democracies have been mapped extensively in this journal. This article advances research on the use of evidence in policy making, examining changes in the New South Wales workers’ compensation system from 2012 to 2014. This analysis of two phases of policy change, legislative implementation and statutory review, highlights the limitations of building integrated, coherent evidence‐based policy in a contentious policy area. The article finds that the collection of wide and detailed evidence will not satisfy requirements of evidence‐based policy without political will, transparency, and accountability.  相似文献

There is a tension in the evidence‐based policy paradigm as it concerns Aboriginal and Torres Strait Islander people, particularly with regard to their standing as evidence providers. Aboriginal people in Australia have primarily been seen as a ‘problem to be solved’ and racialised views of Aboriginal competence have allowed for past policy, now recognised as harmful, to be justified as being ‘for their own good’. This article considers some of the complexities of the evidence‐based policy paradigm as it applies to the Indigenous policy domain, arguing that in such a turbulent field the use of evidence is inevitably ideological and selective. The article concludes that, in light of persistent institutional inequalities, including Aboriginal and Torres Strait Islander voices and perspectives in genuine dialogue about policy is the only way to navigate this difficult terrain with any chance of success.  相似文献

The growing call for social policy to be evidence‐based implies that ‘evidence’ possesses an intrinsic authority. Much of the evidence used by governments to formulate or evaluate social policy is signified through statistics and the language of quantification. Evidence presented in this way has the appearance of certainty and a legitimacy that seems beyond challenge. Having an appreciation of the history and sociology of the ‘science of the state’, as statistics was originally defined, helps demystify the authority of social statistics. This enables policy‐makers and program administrators to better discern the policy merit of numerical evidence.  相似文献

Governments' demands for results in a complex and rapidly changing policy environment call for more strategic and nuanced ways of approaching policy. Drawing on the work of the British interpretive ‘turn’, evidenced in the network governance literature and the differentiated polity critique of Westminster narratives, and of Liedkta on strategy as design, this paper suggests that shared strategic narratives, more consciously applied to policy development and implementation, could deliver better results; that consensus from shared meaning‐making may have depth, and that it could emphasise the transformative over the conservative forces of individuals' traditions and beliefs. Data for the paper came from a micro‐study on the implementation of SmartGate automated border processing system in New Zealand.  相似文献

This article addresses debates on the formulation of public policy, building upon a body of literature which has focused on the interconnectedness between the venues of policy action and the way issues are defined. It does so by focusing on the strategic role of policy actors in a policy subfield and their attempts at manipulating either frames or venues in order to shape policy. The novelty here consists in pointing to the involvement of regulators in such strategic action. An emerging body of research has indeed shown that the activity of formally independent regulators is not necessarily limited to the implementation of delegated regulatory competencies and that they are increasingly engaged in policy‐making activities. Thus, by resorting to the agenda‐setting and framing literature, the article sheds light on novel pathways through which regulators intervene in policy‐making activities, making a claim that they have very good ‘tools’ at their disposal in order to shape policy. These dynamics are examined in the case of the last piece of the EU's pharmaceutical framework – the 2004 Directive on Traditional Herbal Medicines – which provoked intense debate among manufacturers of herbals, retailers, consumers, and both EU‐level and domestic‐level regulatory authorities.  相似文献

The advent of ministerial advisers of the partisan variety – a third element interposing itself into Westminster's bilateral monopoly – has been acknowledged as a significant development in a number of jurisdictions. While there are commonalities across contexts, the New Zealand experience provides an opportunity to explore the extent to which the advent of ministerial advisers is consistent with rational choice accounts of relations between political and administrative actors in executive government. Public administration reform in New Zealand since the mid 1980s – and in particular machinery of government design – was quite explicitly informed by rational choice accounts, and normative Public Choice in particular. This article reflects on the role of ministerial advisers in the policy‐making process and, on the basis of assessments by a variety of political and policy actors, examines the extent to which the institutional and relational aspects of executive government are indeed consistent with rational choice accounts of the ‘politics of policy‐making’. The reader is offered a new perspective through which to view the advent, and the contribution of ministerial advisers to policy‐making in executive government.  相似文献

Evidence‐based policy and the contemporary politics of spin are said to characterise contemporary politics and policy. The paper asks firstly what sense is to be made of this coincidence, and then documents this coincidence. It then asks how credible is the conception of ‘evidence’ espoused by advocates of evidence‐based policy when it is conventionally represented as an ‘objective’ counter to ideology, spin or opinion? It points to major problems with the conventional understandings of ‘evidence’. It is suggested that while the evidence‐based policy literature relies on the associations ‘evidence’ is presumed to have with ‘sensory data’, this is neither the case nor all that defensible. The paper reprises arguments advanced by Henry Mayer and Hannah Arendt that the relationship of politics to the empirical was and is a far more complex relationship than is conventionally understood to be the case.  相似文献

Democratic governments have spent much of the last two decades attempting to recalibrate their governance systems around a single focal entity: the citizen. The all‐pervasive rhetoric of citizen‐centred governance has seen policies conceived, delivered and evaluated in terms of the satisfaction levels achieved by individual ‘citizens’. This article argues that by disaggregating societal interests down to the smallest available individual unit – the citizen – policy makers have created unrealistic expectations of individual participation, leading to public distrust when ‘citizen‐centred’ rhetoric does not match reality. Simultaneously, the focus on individual outcomes has narrowed the policy‐making gaze away from wider society‐level measures that could create more robust policy options in the face of ‘hard choices.’ The result – paradoxically – is that the more government focuses on pleasing the individual citizen, the less trusting those citizens are of government's ability to deliver meaningful outcomes.  相似文献

This article examines the dearth of any representative Indigenous role in national Indigenous affairs policy‐making and suggests a remedy. After making the case for a specific Indigenous place in national policy‐making, the article considers the reasons for the failure of the Aboriginal and Torres Strait Islander Commission (ATSIC), the body that filled this brief for a decade and a half. The article then considers three possible ways of ensuring an Indigenous role in the policy‐making process: a replacement for ATSIC with specific policy powers; set seats for Indigenous representatives in federal parliament; and the creation of a new elected body whose role would be to review Indigenous affairs legislation. The article concludes that the latter proposal in particular is worth trialling as it would ensure a significant Indigenous voice in national policy‐making while learning from the mistakes that led to ATSIC's demise.  相似文献

Developing ways to bridge the long‐recognized gap between researchers and policy makers is increasingly important in this age of constrained public resources. As noted by recent scholarship, progress toward evidence‐informed policy making requires both improving the supply of research that is reliable, timely, and relevant to the policy process and promoting demand and support for this information among decision makers. This article presents a case study of the Pew‐MacArthur Results First Initiative, which is working in a growing number of state and local governments to build systems that bring rigorous evidence on “what works” into their budget processes and to support its use in resource allocation decisions. The initiative's experience to date is promising, although creating lasting and dynamic evidence‐based policy‐making systems requires a long‐term commitment by both researchers and policy makers.  相似文献

One of the more interesting features of contemporary policy‐making is the way in which certain policies and administrative processes have been branded. While this is not yet a common feature, it does appear to be one that is increasing in importance. This article looks at the phenomenon through a consideration of one particularly interesting case; the Gateway Review Process (subsequently Gateway), a policy with a related set of administrative processes which is both branded and franchised. Gateway also seems a successful example of a much more common feature of contemporary policy making: policy transfer. It has been transferred from the UK to five Australian jurisdictions, New Zealand and Holland. This article examines the extent to which the branding, and indeed the franchising, of Gateway is responsible for the putative success of that transfer. We begin with a very brief consideration of the literature on branding and franchising to situate our discussion, before outlining the ways in which branding and politics intersect. In the main part of the article we focus on the branding of public policy and on the Gateway case.  相似文献

This article explores the major influences on pay‐TV policy‐making in Australia from the late 1970s, when the issue was first discussed in the context of proposals to establish a domestic communications satellite, up until the introduction of pay‐TV in Australia in 1995, thereby placing current developments in the pay‐TV industry in context. The article argues that among larger broadcasting and telecommunications issues, pay‐TV has never been ‘the main game’. For both Coalition and Labor governments, the expansion of existing free‐to‐air television services in regional Australia and the introduction of competition in telecommunications have been much more important policy priorities than the introduction of pay‐TV. Furthermore, because pay‐TV policy‐making largely took place in this wider policy context, the structure of the broadcasting and telecommunications industries also shaped pay‐TV policy outcomes.  相似文献

In this article, we review the EU's significance for social policies in the UK. The EU has a limited legal role or institutional capacity to directly regulate the social policies of its member states. This role is even more limited in the case of non‐eurozone countries. There are a handful of EU policy measures which have had effects on social policy in the UK. However, these effects have not changed the institutional arrangements for making, organising and delivering social policy, which remain firmly in the hands of UK governments. In consequence, a ‘Leave’ or ‘Remain’ result has relatively limited implications for social policy, except in the case of specific social groups: notably for UK and other EU nationals who have lived and worked in at least one other EU country. Other EU legislation and regulation is compatible with the current and historical policy preferences of UK governments and political parties.  相似文献

The Australian Labor Party's (ALP) 2007 Policy Platform asserted ‘Labor will pursue new and innovative measures designed to foster greater participation and engagement of the Australian population in the political process’ ( Manwaring 2010 ). As such they seemed to have a clear commitment to a more participatory form of democracy. This commitment appeared to be reflected in two initiatives they introduced in power: the 2020 Summit (on this see Fawcett, Manwaring and Marsh 2011 ) and federal community cabinets. More broadly it could be argued that Labor were following a trend identified internationally as a move from government to governance, more specifically to ‘network governance’ (Rhodes 1997) in which governments encouraged greater participation in policy‐making, recognising that governments could at best steer, not row. Indeed, as Marinetto contends ( 2003 : 593), this idea has taken on a ‘semblance of orthodoxy’ in discussions of public policy.  相似文献

Regulatory authorities are increasingly relying upon performance data for developing public policy. However, this reliance necessarily assumes that the data are free from material distortion. This paper provides a conceptual framework for understanding the ‘means’, ‘motive’, and ‘opportunity’ for distorting data employed in high‐stakes performance‐management programmes. We present empirical evidence which suggests that the use of data drawn entirely from financial statements by no means guarantees a distortion‐free depiction of performance. In addition, we provide econometric evidence of some important determinants of performance data distortion. Taken as a whole, the following analysis provides a comprehensive picture of the salient matters which must be addressed to ensure accurate data for public policy‐making purposes.  相似文献

Use of metaphors is a staple feature of how we understand policy processes – none more so than the use of ‘policy stages’/'cycles’ and ‘multiple streams’. Yet even allowing for the necessary parsimony of metaphors, the former is often criticised for its lack of ‘real world’ engagement with agency, power, ideology, turbulence and complexity, while the latter focuses only on agenda‐setting but at times has been utilised, with limited results, to understand later stages of the policy process. This article seeks to explore and advance the opportunities for combining both and applying them to the policy‐formation and decision‐making stages of policy making. In doing so it examines possible three, four and five stream models. It argues that a five stream confluence model provides the highest analytical value because it retains the simplicity of metaphors (combining elements of two of the most prominent models in policy studies) while also helping capture some of the more complex and subtle aspects of policy processes, including policy styles and nested systems of governance.  相似文献
