Despite the fact that public procurement of innovation (PPI) has become an increasingly popular policy tool, there has been a lack of holistic approaches to assessing policies promoting PPI. This article attempts to address this gap by proposing a framework which links the multiple levels and aspects related to the design and implementation of PPI policies. By adopting a systemic understanding of “public procurement” as well as “innovation policies,” this article positions PPI as a cross‐domain policy which is inherently a mix of procurement and innovation‐related interventions. The article develops an assessment framework using “vertical coherence” and “horizontal coherence” as criteria. It then illustrates the use of the framework by applying it to PPI policies in China. The framework can aid the conduct of ex ante as well as ex post assessment of PPI policies, which can further inform policy design, implementation, and learning.  相似文献

The advocacy coalition framework (ACF), a unified framework for understanding the policy process, has been applied in various countries and regions; however, there are few contributions from Japan, despite seemingly favorable conditions for applying it. An exploration of what hinders ACF applications in Japan is worthwhile for developing the ACF as a framework for comparative policy process studies across various social and political settings. Therefore, this study aims to systematically review previous Japanese ACF studies. Our review found that Japanese ACF studies are fewer in number, have less coverage of policy fields, and have less methodological diversity and transparency than international trends. While most of the Japanese ACF studies supported the basic hypotheses of the ACF, we found a need to refine some hypotheses and research methods of the ACF studies. We also discuss the background factors in the inactivity of ACF studies in Japan and suggest solutions for it.  相似文献

Governments frequently develop policies that are strategic in nature. Strategic issues at the national level are those requiring long timeframes for impact, coordinated approaches across multiple tiers of government, are cross‐sectoral, and require systemic approaches to design and implementation. Yet the process of how national strategic polices are developed and implemented in Australia is unclear, and largely unattended in the literature. This paper provides a foundation to understanding the characteristics of strategic polices and approaches to their development. Five national policies are compared (National Competition Policy, National Strategy for Ecologically Sustainable Development, the Strategic Roadmap for Australian Research Infrastructure, Australia in the Asian Century, and the National Food Plan) and discussed. An analytical framework is constructed and key attributes of strategic policy identified.  相似文献

This paper seeks to explain policy stalemates that persist despite recognition of their risks and damages, as well as the factors and processes that enable a breakthrough and lead to policy change. The paper seeks to fill a gap in the Advocacy Coalition Framework (ACF) theory by supplementing it with Narrative Analysis (NA). We claim that NA provides a link missing in the ACF that is required for the transformation of “necessary” conditions—like external and internal shocks to the system—into “sufficient” conditions for policy persistence or change. We use the ACF to delineate coalition members and their belief systems and policy positions, as well as external, internal, and structural shocks to the system. We rely on NA to analyze the narratives employed in the public arena, which turn conditions necessary both for hurting stalemates and for policy change into sufficient conditions. We illustrate the benefits of combining the two approaches through a study of Israel's water policy during four decades (1970s–2000s) based on government records and on information from interviews with key players.  相似文献

In 2005, the Ontario government passed the Places to Grow Act and the Greenbelt Act, both major changes in land use policy designed to preserve greenspaces and combat urban sprawl in the Greater Golden Horseshoe, Canada's largest conurbation. This article examines the actors, actor beliefs, and inter‐actor alliances in the southern Ontario land use policy subsystem from the perspective of the Advocacy Coalition Framework (ACF). Specifically, this paper undertakes an empirical examination of the ACF's Belief Homophily Hypothesis, which holds that inter‐actor alliances form on the basis of shared policy‐relevant beliefs, creating advocacy coalitions. The analysis finds strong evidence of three advocacy coalitions in the policy subsystem—an agricultural coalition, an environmentalist coalition, and a developers' coalition—as predicted by the hypothesis. However, it also finds equally strong evidence of a cross‐coalition coordination network of peak organizations, something not predicted by the Belief Homophily Hypothesis, and in need of explanation within the ACF.  相似文献

The analysis of policy change has produced a number of contrasting theoretical approaches, each offering a lens through which to view policy phenomena. This article suggests that the existing menu of approaches for understanding change can be usefully complemented by an understanding of the role played by value conflict. Using institutionalist analysis, I argue that the need to make value‐choices in a nondisruptive way shapes large areas of government activity, particularly in Westminster systems, and explains many observed patterns of stability and change. Building on work by Thacher and Rein, I describe and characterize six types of response to value conflict, giving examples of the role and implications of each. It is not claimed that all policy change can be understood in this way—simply that some types of change reflect the value‐based nature of public policy itself, and the fact that political and bureaucratic systems must evolve mechanisms for dealing simultaneously with thousands of competing and conflicting policy values.  相似文献

校车安全问题何以进入决策者的视野是理解《校车安全条例(草案征求意见稿)》得以快速发布的关键。采用案例分析法,从多源流理论视角对校车安全的源流发展、焦点事件和政策行动者等方面进行整体分析,研究表明:校车安全政策议程是政策企业家在政策窗口开启之时推动问题、政策和政治三大源流汇合的结果。相比垃圾桶模型、触发机制模型和议程设置理论,多源流模型在本案例中更具解释力。同时,多源流模型面临中国情境,源流之间存在相关性,而非完全独立。拥有双重身份的政策企业家具有从政府机构中打开"政治窗口"的可能性,这为多源流模型的本土化应用与后续研究提供了一个可供考察的角度。最后,指出阻碍校车安全政策议程设置的主要因素包括,制度性利益表达通道不通畅、政府部门对焦点事件处理能力和水平不高、管理权限划分模糊。为此,应创建有效的制度性利益表达通道、积极关注媒体舆情,扩大问题来源、科学合理划分管理权限。这些问题及对策对于其他政策领域也具备一定的借鉴意义,这也是本研究对政策制定者的启迪所在。  相似文献

Although policy entrepreneurship is essential for fostering policy innovations to achieve sustainable development, the literature has conflated different types of entrepreneurship and disaggregated it using inconsistent terminology. We conceptualize entrepreneurship using a six-stream variant of the multiple streams framework (MSF)—which addresses key limitations of the original MSF—to examine entrepreneurial activities in the case of the Jyotigram Yojana, a widely recognized policy innovation for managing the energy–water nexus in Gujarat, India. We find that whereas policy and political entrepreneurship no doubt played a significant role in coupling the streams and fostering this policy innovation, the process broker, program champion, and technology innovator were also important in policy formulation, implementation, and “success.” We conclude that the six-stream variant of MSF is useful for identifying and distinguishing various types of entrepreneurship involved in policy innovation for sustainability.  相似文献

Paul Sabatier’s 1988 Policy Sciences paper, “An advocacy coalition framework of policy change and the role of policy-oriented learning therein” (21:129–168), introduced the advocacy coalition framework (ACF) to the policy discipline. Over the past 30 years, the ACF has become a generalizable theory of policy change. Another feature is the ongoing critical self-assessment and revisions of the framework’s theoretical and empirical assumptions. As a result, there have been many reviews of the ACF. However, the popularity of Sabatier’s contribution and the most cited article in this journal is its wider significance beyond the ACF. A bibliometric analysis of 737 peer-reviewed publications citing this paper is undertaken. This is followed by a summary chronicling ACF reviews and scholarship comparing the ACF with other policy process theories and frameworks.  相似文献

Opportunistic electoral fiscal policy cycle theory suggests that all subnational officials will raise fiscal spending during elections. Ideological partisan fiscal policy cycle theory suggests that only left‐leaning governments will raise election year fiscal spending, with right‐leaning parties choosing the reverse. This article assesses which of these competing logics applies to debt policy choices. Cross‐sectional time‐series analysis of yearly loan acquisition across Mexican municipalities—on statistically matched municipal subsamples to balance creditworthiness across left‐ and right‐leaning governments—shows that all parties engage in electoral policy cycles but not in the way originally thought. It also shows that different parties favored different types of loans, although not always according to partisan predictions. Both electoral and partisan logics thus shape debt policy decisions—in contrast to fiscal policy where these logics are mutually exclusive—because debt policy involves decisions on multiple dimensions, about the total and type of loans.  相似文献

The Advocacy Coalition Framework (ACF), developed by Sabatier and Jenkins-Smith in the late 1980s, has proven to be a valuable theory to explain policy change. At the same time, however, researchers have identified limitations in the ACF relating to various dimensions such as definitions of key variables, their operationalization, and the universal applicability of the framework to any context, be it Europe, the US, or countries outside the OECD. The key question addressed in this article is whether the ACF, like most other established public policy theories or frameworks developed in a western industrialized context, can be applied to very young (sub)systems in volatile contexts. We try to answer this question by applying the ACF to the development of the Mozambican higher education subsystem, a subsystem that fits the conditions of volatility and nascence. On the one hand this subsystem is characterized by a turbulent environment and a weak democracy. On the other hand, the higher education subsystem is built practically from scratch. The findings of the study suggest that the ACF is built on basic assumptions that do not apply to a country with a high degree of civil and political turbulence. Some revisions need to be made to improve the ACF’s fit to such a context.

This paper addresses a gap in state‐level comparative social policy research by analyzing policies that support low‐income families with children. Variation in state policy “packages” is measured by considering three characteristics of 11 social programs. Individual measures of policy are found to be weakly and inconsistently inter‐correlated at the state level, but when cluster analysis is used to analyze multiple dimensions simultaneously, five clusters or regime types are identified that have distinctive policy approaches. These range from the most minimal provisions, to conservative approaches emphasizing private responsibility, to integrated approaches that combine generous direct assistance with employment support and policies that enforce family responsibility. A comparison of a subset of programs at two points in time (1994 and 1998) suggests that states made substantial changes in cash assistance and taxation policies after the 1996 federal welfare reforms. The magnitude and direction of these changes remained consistent with the state clusters identified in 1994. © 2001 by the Association for Public Policy Analysis and Management.  相似文献

In the wake of the COP21 conference in Paris, the transition to a low‐carbon energy supply remains a central issue on the political agenda. The deployment of renewable energies is often challenged by multiple issues (e.g., public acceptance, landscape protection, and so forth). Political actors try to overcome such challenges with various measures; however, the policy instruments used vary greatly in their strength. This article questions what factors lead to the adoption of strong policy instruments promoting hydroelectricity. Explanatory factors are derived from Kingdon's multiple streams framework and are analyzed with fuzzy‐set qualitative comparative analysis within the Swiss cantons. The findings show that the strength of policy promoting hydroelectricity depends on the conjunction of mainly two factors: ambitious climate targets and an already well‐established hydroelectricity sector that generates large tax revenues for the cantons. Depending on the context, the strength of left‐wing and green parties as well as the current level of exploitation play an important role with the aforementioned factors.  相似文献

This article examines the development of policy to promote renewable electricity in the province of Ontario (Canada) between 1995 and 2006. Drawing upon both the role of ideas in policy development and a “multiple streams approach,” it is argued that changes in the problem, policy, and politics streams—and their coupling by key political entrepreneurs—account for two significant shifts in Ontario's efforts to promote the increased use of renewable electricity. The first shift occurred on July 3, 2003 when the Ontario Commissioner of Alternative Energy, Steve Gilchrist, announced that sole dependence upon free markets to support renewable electricity was being displaced by a new commitment to a renewable portfolio standard. The second shift occurred on March 21, 2006 when the Ontario Premier, Dalton McGuinty, announced that dependence upon a bidding system to promote renewable electricity was being supplemented by a commitment to feed‐in tariffs. A focus upon the evolution of ideas, combined with an appreciation for timing, continues to provide the explanation for the development of renewable electricity policy in Ontario.  相似文献

This article suggests theoretical refinements to the multiple streams framework (MSF) that make it applicable to parliamentary systems and the decision‐making stage of the policy process. Regarding the former, the important role of political parties in parliamentary democracies is highlighted. Party policy experts are expected to be members of the policy communities in the policy stream and to promote viable policy alternatives in their respective parties, while the party leadership is concerned with adopting policies in the political stream. With regard to the latter, the introduction of a second coupling process to analyse decision making more rigorously is suggested. Moreover, the article provides operational definitions of the framework's key concepts when applied to parliamentary systems and derives a systematic set of falsifiable hypotheses for agenda‐setting and decision making in these systems, thus addressing one of the main critiques against the MSF – namely that no hypotheses can be derived from it.  相似文献

Despite its worthy motives, social market philosophy provides neither a useful analytical framework for understanding modern capitalism, nor the policy tools to address our present economic and social predicament. The concept of ‘market failure’, with its underlying assumption of market equilibrium, does not capture the systemically adverse outcomes of collective market forces. A more sophisticated understanding of capitalist economies, and the societies in which they exist, would recognise that the market economy is a dynamic but not self‐regulating system. It is embedded in, and impacts on, four other economies – of the natural environment, of family and care, of voluntary association, and of the public sector – which operate under different motivations and allocative principles. The role of government is central, to balance the values created by different kinds of institutions and to constrain the dynamic impacts of market forces. A number of policy conclusions are offered arising from this framework.  相似文献

Housing support policy for persons with disabilities who require access to 24‐hour formal or informal support is changing throughout Australia. This is consistent with international trends including: independent living in generic housing; facilitating choices about where and with whom people live; individualised home‐based support; and community integration. Are these trends leading to policies that are effective in the Australian context? This article presents a framework for analysing the effectiveness of new approaches to housing support using a rights perspective. The framework consists of four domains: client outcomes; administrative systems; service viability; and coordination between formal and informal carers. Applying the framework to six case studies found that they all aim to foster independence, while providing effective individualised, holistic housing support.  相似文献

The monetary policy framework of India has undergone several transformations reflecting underlying macroeconomic and financial conditions as also the dominant socio‐politico‐economic paradigm. The present study makes pertinent commentary notes on different monetary policy approaches, including, for instance, the era of development planning, the era of monetarism, the era of multiple indicator approach, and the era of inflation targeting in India along with their respective advantages and disadvantages.  相似文献

This article discusses recent trends to incorporate the results of systematic research (or ‘evidence’) into policy development, program evaluation and program improvement. This process is consistent with the New Public Management (NPM) emphasis on efficiency and effectiveness. Analysis of evidence helps to answer the questions ‘what works? and ‘what happens if we change these settings?’ Secondly, some of the well known challenges and limitations for ‘evidence‐based’ policy are outlined. Policy decisions emerge from politics, judgement and debate, rather than being deduced from empirical analysis. Policy debate and analysis involves an interplay between facts, norms and desired actions, in which ‘evidence’ is diverse and contestable. Thirdly, the article outlines a distinction between technical and negotiated approaches to problem‐solving. The latter is a prominent feature of policy domains rich in ‘network’ approaches, partnering and community engagement. Networks and partnerships bring to the negotiation table a diversity of stakeholder ‘evidence’, ie, relevant information, interpretations and priorities. Finally, it is suggested that three types of evidence/perspective are especially relevant in the modern era – systematic (‘scientific’) research, program management experience (‘practice’), and political judgement. What works for program clients is intrinsically connected to what works for managers and for political leaders. Thus, the practical craft of policy development and adjustment involves ‘weaving’ strands of information and values as seen through the lens of these three key stakeholder groups. There is not one evidence‐base but several bases. These disparate bodies of knowledge become multiple sets of evidence that inform and influence policy rather than determine it.  相似文献
