ABSTRACT

The use of ‘neopatrimonialism’ as a category in mainstream scholarship on African polities and economies is ubiquitous. A critique by Thandika Mkandawire has shown that the ‘neopatrimonial school’ is devoid of conceptual coherence and analytical power – it is an expression of a prejudice, not a useful tool for research and analysis. The article endorses Mkandawire's view but points out that this is by no means the only example of its kind. On the contrary, the use of categories which assume the superiority of societies in the global North over those in Africa is widespread. The article illustrates this by discussing and criticising two others, the ‘democratic consolidation’ paradigm and the ‘failed state’ framework. It argues that all three shape assumptions by scholars in Africa as well as outside it which obstruct concrete analysis. A critique of these paradigms is thus essential to the development of scholarship on and about Africa.  相似文献

ABSTRACT

Thandika Mkandawire is a Malawian economist and public intellectual. He is currently Chair and Professor of African Development at the London School of Economics. He was formerly Director of the United Nations Research Institute for Social Development, and Director of the Council for the Development of Social Science Research in Africa (CODESRIA). In 2015, he published an influential critique of neopatrimonialism, ‘Neopatrimonialism and the Political Economy of Economic Performance in Africa: Critical Reflections’.

His empirical analysis demonstrates that neopatrimonialism can neither explain heterogeneity in political arrangements nor predict variability in economic outcomes. He argues that its dominance in scholarly and popular discourses of the continent derives from its appeal to crude ethnographic stereotypes. Yet such stereotypes are at odds with the idea that African citizens can be trusted to vote intelligently. As a result, the neopatrimonial school tends to seek political arrangements that can circumnavigate democratic politics, particularly in the form of bureaucratic authoritarianism or external agents of restraint. Against this, Mkandawire insists on an approach that recognises the importance of democratic politics, and the critical role that ideas, interests and structures play in shaping African societies. In this interview with the Journal of Contemporary African Studies (JCAS), Mkandawire reflects on the historical genesis of neopatrimonialism, the political economy factors that likely explain the ways in which it has taken hold in African scholarship and public discourse, and how to move forward.  相似文献

ABSTRACT

This article demonstrates the role of non-elites in the struggle for transparency and accountability in Kyrgyzstan’s mining sector. Most existing accounts foreground elite strategies and political machines in the governance of post-Soviet societies. Drawing on recent anthropological work on post-Soviet politics and applying it critically to the literature on neopatrimonialism, this article sheds light on the adoption of political game strategies by community members (non-elites) to advance their interests and challenge elite dominance within the case study’s mining communities. This finding responds to recent calls to interrogate the activities of non-elites at the margins of neopatrimonial contexts. The article advances a research agenda on how practices by non-elites shape the multiple meanings and enactments of transparency and accountability by elites in natural resource governance. It also points to the need to explore how and why “communities” exert their “agency” in governing natural resources within post-Soviet contexts.  相似文献

The rise of Turkish Islamic capitalism, and with it an Islamic bourgeoisie and the accompanying lifestyle has profound implications for the Muslim world, since the Turkish Muslims have been backed by a relatively successful democratic and liberal system that has allowed them to integrate more easily into the global system. Focusing mainly on the members of the Islamic-oriented Association of Economic Entrepreneurship and Business Ethics (?G?AD), the aim of this article is to demonstrate the inherent (in)compatibility and contradictions between Islam and capitalism in contemporary Turkey, and by extension in the Muslim world. From the start, for the Turkish Muslim bourgeoisie, the burning questions were ‘how to earn’ and, more importantly, ‘how to consume’ within a capitalist system while still not transgressing Islamic boundaries. In order to overcome these challenges, the article argues that, rather than creating an ‘alternative Islamic economic system’, Islamic actors have reduced – in some cases, even eliminated – this discursive and ideological tension between Islam and capitalism by (a) trying to introduce Islamic morality into capitalism and (b) redefining both Islam and capitalism. Through these mechanisms they have also broadened and deepened Turkish modernity.  相似文献

Abstract

Giorgio Agamben argues that in contemporary governance the use of ‘emergency’ is no longer provisional, but ‘constitutes a permanent technology of government’ and has produced the extrajudicial notion of crisis. The engendering of ‘zones of indistinction’ between the law and its practice is what Agamben defines as a ‘state of exception’. This article adopts the notion enunciated by Agamben and revisits it in the Islamic Republic of Iran. There, the category of crisis has been given, firstly, a juridical status through the institution of maslahat, ‘expediency’, interpreted in a secular encounter between Shica theological exegesis and modern statecraft. Secondly, crisis has not led to the production of a ‘state of exception’ as Agamben argues. Instead, since the late 1980s, a sui generis institution, the Expediency Council, has presided and decided over matters of crisis. Instead of leaving blind spots in the production of legislative power, the Expediency Council takes charge of those spheres of ambiguity where the ‘normal’ – and normative – means of the law would have otherwise failed to deliver. This is a first study of this peculiar institution, which invites further engagement with political phenomena through the deconstruction and theorization of crisis politics.  相似文献

Abstract

This article investigates the political dynamics shaping the post-2010 ‘de-Europeanisation’ of Turkey’s judicial system, particularly regarding judicial independence and rule of law. The analysis suggests the limits of conventional Europeanisation accounts emphasising causal factors such as European Union (EU) conditionality and the ‘lock-in effects’ of liberal reforms due to the benefits of EU accession. The article argues that the Justice and Development Party’s (AKP’s) bid for political hegemony resulted in the reversal of rule of law reforms. De-Europeanisation is discussed in terms of both legislative changes and the government’s observed discourse shift.  相似文献

This article focuses on a specific aspect of the international context surrounding the Tunisian transition to democracy. Through the case of the German political foundations in Tunisia, this study argues that the country’s journey to democracy has not been an exclusively domestic affair, but has also been the product of the engagement of international actors and their interplay with domestic groups. Building on evidence from semi-structured interviews and data triangulation the article shows that since the late 1980s four German political foundations operating in Tunisia created platforms for ‘political debate’ – alternative to the regime’s but not subversive – and encouraged political training. The article posits that initially the German political foundations helped Ben Ali’s regime in the making of a ‘façade liberalisation’, while in the long run their activities generated unintended consequences that in part undermined its ‘authoritarianism upgraded’. The article demonstrates that their longstanding presence on the ground allowed the German political foundations to develop patterns of trust with and between political and civil groups, ultimately improving the capacity of their action after the revolution.  相似文献

ABSTRACT

Between 2010 and 2011, the UK’s Department for International Development (DFID) funded a large-scale experiment on Kenyan schools. The policy experiment tested the effects of cutting teachers’ salaries and hiring them on short-term contracts, but the intervention failed after sustained opposition from teacher unions and parent associations. This article critically revisits the narrative of how this experiment was designed, implemented and interpreted, finding evidence that the experiment violated empirical logic. It examines whether the theory of neopatrimonialism can explain the ways in which vested interests may have undermined the empirical logic of the experiment. By doing so, the analysis tests the explanatory utility of neopatrimonialism, and casts light on the conditions under which policy experiments in Africa may be anti-empirical.  相似文献

Contemporary developments throughout the world have been marked by post-truth politics. Epitomized by a disregard for truth coupled with a reliance on emotive arguments, the term ‘post-truth politics’ has not yet been adequately reflected upon by political or social theory. This article uses Turkey’s 15 July (2016) abortive coup as an entry point to address this gap and argues that the post-truth has altered both the grammar and vocabulary of politics. The term denotes the contemporary shift from a ‘regime of truth’ to a ‘regime of common sense’, which also operates as the discursive ground of new populisms. While treating three contending narratives of 15 July – ‘kamikaze coup’, ‘staged coup’ and ‘controlled coup’ – this article focuses on the post-truth elements in the government’s narrative performance that obstructed the pursuit of truth and set the conditions for a particular interpretation of the events of 15 July.  相似文献

This article provides a novel conceptual framework to understand the impact of the European Union on Turkish politics and policies in the aftermath of the opening of accession negotiations in 2005. It argues that the post-2005 developments in Turkey not only attest to lesser and more limited Europeanisation, but also entail a process that is increasingly gaining momentum in the country and which is referred to as ‘de-Europeanisation’.  相似文献

This article details and dissects the promotion by the World Bank’s International Finance Corporation of financial intermediaries – entities such as wholesale and retail micro-finance organisations and deposit-taking banks – as a key component within the push to establish and extend capitalist social relations in the underdeveloped world. It argues that the approach must be seen as emanating not out of some (re)discovery of key methods that foster the substantive and sustainable improvement of material conditions but rather the material and ideological interests attending late capitalism. Focusing on financial intermediary support in the Asia-Pacific, this article begins by outlining the new politics of development driving financial intermediary support and the broader agenda to which it belongs. The second section of the article details some “working examples” of the International Finance Corporation’s support of financial intermediaries in the Asia-Pacific, fleshing out the precise form that financial intermediary support takes. The article concludes by highlighting how the approach is further consolidating the death of development as a modern nationalist/internationalist project and deepening the distribution of late capitalism’s contradictions.  相似文献

ABSTRACT

Since the Turkish government’s recent turn to authoritarianism, tens of thousands of public dissidents and government critics have been subjected to dismissals and revocation of civic rights via emergency decrees. The victims call this process ‘civil death’. We aim to understand the logic behind this form of punishment in Turkey by examining the differential genealogy of civil death in the work of Hannah Arendt, Bertrand Ogilvie, Giorgio Agamben, and Achille Mbembe. We demonstrate that a later form of civil death was used by totalitarian regimes in a process leading to the reduction of targeted individuals as ‘superfluous’ and as ‘living corpses’ in concentration camps. In these contexts, death became an instrument of biopolitical and necropolitical powers. We propose that although contemporary punishment of public dissidents in Turkey shares some similarities with these forms of civil death, it may more fittingly be identified as civic death. We argue that while civil death is based on the classical political right of the sovereign to ‘make die’ after first reducing targeted individuals to little more than living corpses, civic death is linked to the power of the sovereign to ‘let die’ through the exclusion of public dissidents from economic, social, and political life.  相似文献

ABSTRACT

This article develops the concept of “reign-seeking” to capture the unprecedented collective action of the Thai professional and official elite prior to the 2014 military coup and the establishment of a military regime. It argues that this phenomenon reflects broad and deep political dynamics, for which the dominant scholarship on authoritarianism and Thai politics cannot adequately explain. The changing incentives of these supposedly non-partisan actors are interwoven with neo-liberal governance reform driven by a desire for depoliticisation and the minimisation of rent-seeking. This idea has been rationalised in Thailand since the promulgation of the 1997 Constitution resulting in the rise of technocratic and judicial bodies designed to discipline elected politicians and political parties. However, such institutional reconfigurations have consolidated the incentive for people considering themselves to be prospective candidates to “reign” in these organisations. As evident in the 2014 coup, these unconventional political actors – academics, doctors and civil society leaders – made collective efforts to topple the elected government in exchange for gaining selection into the wide range of unelected bodies. Governance reform in Thailand has hitherto reinforced the status quo, although the article further argues that reign-seekers should be seen as contingent, rather than consistent, authoritarians.  相似文献

ABSTRACT

In spring 2015, Turkey witnessed the unexpected rise of the HDP, founded by the Kurdish Liberation Movement together with the Turkish radical left, against President Erdo?an’s authoritarian rule. In this article, I will employ contemporary literature on left populism to explain the HDP’s rise as an alternative left hegemonic project against the neoliberal authoritarianism that Erdo?an represents. After discussing the historical context from which the HDP emerged and grew, I will evaluate its discourse and strategies based on a conceptualization of left-wing populism. Lastly, I will discuss the challenges that the HDP confronted after the June 2015 elections and the differences between the Turkish and Western European contexts for a left-wing populist strategy.  相似文献

Using the 2009 Amnesty in Nigeria’s Niger Delta, this paper explores youth manipulation of neopatrimonial systems of coercion and cooptation. It makes three arguments. First, the violence preceding the amnesty declaration was as much a youth-led insurgency to protest social and environmental justice issues as it was a crisis within Nigeria’s neopatrimonial system. Second, the amnesty programme was designed to re-constitute the collapsed neopatrimonial system, linking youth to patrons both within the Delta and in the broader Nigerian society. Finally, the paper argues that a counter hegemonic process through which youth express their agency by manipulating the amnesty in innovative ways is going on simultaneously. These arguments indicate a need to reconsider familiar tropes of ethnicity, culture and institutional deficits in the way we think about governance projects in post-colonial Africa and the tendency to exaggerate the relevance of the ‘bigman’.  相似文献

Abstract

The ‘Marikana massacre’ that happened on 16 August 2012 at Lonmin mine near Rustenburg in the North-West province of South Africa, in which the South African police shot dead 34 mineworkers for protesting against low wages and other unbearable employment and/or living conditions, cannot be understood as merely an accidental event. It may therefore be useful to view the massacre as one of those tragedies that dramatises, in visible ways, the generally hellish conditions which the peoples of the non-Western world have come to endure ever since the advent of Western modernity. The ‘voyages of discovery’ undertaken by figures such as Christopher Columbus after 1492 marked the commencement of a world system characterised by a Western-centred modernity whose ‘darker side’ inflicted hellish conditions on the non-Western subject, while its ‘brighter side’ in the West saw positive developments – from the 16th-century ‘rights of people’ to the 18th-century ‘rights of man’, up to the late-20th-century ‘human rights’. This article is a decolonial critique on the Marikana massacre and seeks to explain how the modern world system has, since its advent in 1492 as global power structure, been producing a series of ‘Marikana-like’ conditions and events on the part of the non-Western subject that underlies its hierarchical arrangement. The article's point of departure is that rather than understand the Marikana massacre as a unique event or accident, it can better be characterised as a sign of the non-Western subject's subjection to Western-centred modernity. The article explicates how the modern South African state and capital are part of the same ‘colonial power matrix’ (Quijano 2000a), hence the two were bound to be on the same side against labour during the Marikana massacre.  相似文献

Abstract

The article compares the EU accession discourses, during the 2002, 2007 and 2011 elections, of Turkey’s governing Justice and Development Party (AKP) with those of the two main opposition parties, the Republican People’s Party (CHP) and the Nationalist Action Party (MHP), tracking the continuities and shifts in their discourses. In the light of Habermas’s distinction between pragmatic, ethical and moral justifications, the discourses are analysed on the basis of three explanatory logics – interests, rights and identity – by means of a theoretically guided qualitative content analysis of the election manifestos of these three political parties. These logics, emerging and shifting in line with periodical dynamics, have been instrumental to varying degrees in the discourses of Turkey’s political elites.  相似文献

Abstract

Many Turkish and European scholars have been (re)producing texts that praise the normative impact of the European Union (EU) which has helped the political transformation of Turkey. Nevertheless, the recent deterioration of democracy in the country indicates that the EU has been losing its transformative influence on Turkey. This might be regarded as de-Europeanisation. However, this article argues that the conceptual framework of de-Europeanisation can only partially explain the current situation in Turkey and the EU’s impact, and that an analysis based on counter-conduct, as produced by EU governmentality, may provide insight into a subtler dynamic at work in the country.  相似文献

ABSTRACT

This article is a study of Sue Nyathi's novel The Polygamist as a cultural production dealing with African modern polygamy1 in the context of HIV and AIDS. What is termed ‘modern polygamy’ in this article is a practice where men have several ‘wives’ but not in the African traditional sense, especially within the Shona culture, but in the sense of what is popularised as a ‘small house’ phenomenon. Nyathi's novel is discussed within the following frameworks corresponding to the three distinct parts of the article. In the first part of the discussion, the dichotomy between economic/ social status and ‘modern polygamy’ is explored. The second part of the discussion is a gendered perspective of ‘modern’ polygamy and particularly highlights gender constructions in Nyathi's representation of ‘modern’ polygamy. In the last section, multiple sexual relations and HIV and AIDS are discussed. Significantly, the article demonstrates that imaginative literature is a cultural site that can help us understand human behaviour and HIV and AIDS; particularly in what in religious terms would be referred to as ‘old testament’ polygamy that poses a danger to health and the social fabric in its new form in modern Zimbabwean society.  相似文献

This contribution analyzes relations between capitalistLandnahme*, the current twofold??economic and ecological??crisis of capitalism and social inequality. The core assumption is that capitalist societies need to constantly seize non-capitalist social environments in order to safeguard processes of dynamic self-stabilization. At present however, a tipping point seems to have been reached as conventional economic growth, set to overcome economic crisis, inevitably increases ecological dangers. Advanced capitalist societies thus face a growth dilemma and it seems necessary to readjust the ??axes of inequality??. To this purpose a theory of capitalistLandnahme is essential, as this approach encapsulates an extended concept of exploitative relations, which allows for a pluralistic understanding of social antagonisms and relations of domination. This article offers a topical analysis of finance capitalism in order to exemplify this approach. It argues that theLandnahme theorem can be brought to bear fruitfully as an analytical link between a theory of capitalism and research in intersectionality.  相似文献
