This essay examines the remarkable careers of Elinor and Vincent Ostrom, exploring polycentricity and human management of common property resources from the “no‐name fields” of public administration in the late 1950s, through the metropolitan public service industries and public choice approach to democratic administration in the 1960s and 1970s and the institutional analysis of common pool resource management of the 1980s and 1990s. It continues with the diagnosis of the self‐governing capabilities of socio‐ecological systems in the 2000s. Many continuities underlie focal shifts in attention. Their work will be related to developments in the public administration field along with illustrations of their pioneer example for public administration on research as a collaborative enterprise. The 2009 Nobel Laureate in economics, Elinor Ostrom has been working from an academic background and intellectual tradition that, particularly through her long‐term collaboration with Vincent Ostrom, is strongly rooted in the classical and prevailing institutional concerns that may be seen as core to public administration as an academic field of education and research.

The idea of administrative limits—in the sense of constraints or bounds on what can be achieved by the activity of administration in general and public administration in particular—is important for a proper understanding of twenty‐first‐century public administration. What are the effective limits of taxable capacity in the modern state, as debt‐ridden governments seek to reduce debt levels and budget deficits after the financial crashes and economic recession of the late 2000s? What are the limits of safety and security that can be realistically achieved by administrative structures and procedures in a so‐called risk society? What are the limits to the achievement of ambitious social engineering to improve the human lot by conventional organizations and bureaucracies? Such issues are not new. Questions of this kind have long been asked by scholars in the intersecting fields of public administration, policy studies, and political science. Nonetheless, the author argues, they address issues that are of continuing, central importance to government and society in today’s world.  相似文献

Emotional labor has become an important topic in the study of organizational behavior, but no research has examined how it is affected in individuals’ motivational bases. Public administration scholars have started to study this concept, but empirical studies are still in their infancy. Focusing on a particular type of motivational base—public service motivation (PSM), this article assesses how PSM and its three dimensions (attraction to policy making, commitment to public interest, and compassion) affect two common emotional labor activities (surface acting and deep acting). Using data from a survey of certified public management students, the results show that PSM is negatively associated with surface acting and positively associated with deep acting. Among the PSM dimensions, attraction to policy making is positively associated with surface acting; compassion is negatively associated with surface acting and positively associated with deep acting; and commitment to public interest is not associated with surface acting or deep acting.  相似文献

Public administration is an interdisciplinary field, building on a variety of disciplinary approaches and values. But how well does the field of public administration reflect those values and processes? In contrast to previous arguments regarding the degree to which the field does or should incorporate values and lessons from other academic disciplines, this study provides a systematic assessment of the field’s reliance on research and theory from the fields of law, management, and political science. An analysis of journal citations across these fields suggests that research in public administration is largely isolated from the three disciplines that are commonly believed to form its foundation.  相似文献

What are the apparent research and methodological trends in PAR’s content over the past decade? From the perspective of the journal’s 70‐year history, with its aim to “mesh” practitioner and academic knowledge creation, topical coverage since 2000 reflects striking continuity, emphasizing many of the “bread and butter” administrative issues such as planning, human resources, budgeting, and public management. A marked increase in coverage is apparent in the application of more sophisticated quantitative statistical methodology, as well as in the number of female authors, while the number of practitioner authors declined sharply. Throughout the first turbulent decade of the twenty‐first century, three intellectual themes stood out: evaluations of New Public Management, connections between practitioners and academicians, and responsiveness to immediate social, economic, and political challenges. Given the constant demand for usable knowledge, scholars seem to have marginalized attention to the historical context and epistemological foundations of the study. The central challenge in the years ahead will be to effectively use research methods in response to the big questions of government and society that defy measurement. Pursuant to its extensive program of market reforms, China’s government tried to restructure itself to support a market‐dominated economy. Reform efforts have included elements that are familiar to scholars of public administration: streamlining government, strengthening bureaucratic capacity, distancing government from firms, and establishing independent regulators. But how deep have these reforms been, and with what ultimate goals? This article examines a crucial segment of the economy—China’s so‐called lifeline industries—to show how reforms to China’s economic governance system have been mapped onto an existing system characterized by extreme institutional fragmentation and an inability to imbue new governmental bodies with authority. Moreover, for these key industrial sectors, the Chinese party‐state’s strong interests in ownership, revenues, and social policy dictate that it use a variety of tools to protect these interests.  相似文献

Employee turnover is a key area for public administration research, but one about which there is much still to be learned. Insights from an extensive body of research on employee turnover in a specific area of the public sector—public education—contributes to the understanding of employee mobility in public organizations more generally. The authors present a conceptual framework for understanding employee turnover that is grounded in economic theories of labor supply and demand, which have formed the foundation of many studies of teacher turnover. The main findings of this body of work are documented, noting connections to the literature on public employee turnover, lessons that can be learned, and potential new areas for empirical inquiry for scholars of turnover in the public sector.  相似文献

To what extent were Woodrow Wilson’s ideas about public administration informed by German organic political theory? Drawing on the writings of Wilson, Lorenz von Stein, and Johann K. Bluntschli on public administration, and comparing American and German primary sources, the author offers insights into Wilson’s general concept of public administration, as well as his understanding of the politics–administration dichotomy. With regard to current administrative research, this study underscores how the transfer of ideas profoundly contributes to advancing comparative public administration and helps clarify terminological difficulties and conflicting perspectives among diverse administrative science traditions.  相似文献

In 2015, Public Administration Review celebrated its 75th year of publication. For this milestone, the PAR Editorial Board selected the 75 most influential articles in the history of the journal and invited scholars to “revisit a selection of these articles” in order “to take stock of what these articles meant for the field.” Bibliometrics offers a complementary view of the history of a discipline and the evolution of its research and practice agendas through an analysis of its published literature. This article examines the changes over time in PAR from 1940 through 2013 in authorship: contributions, impact, gender composition, institutional and national affiliation, profession as scholar or practitioner, collaboration networks, and the status of the 75 influential articles. Through an extensive quantitative analysis of scholarly production, this article demonstrates PAR’s centrality to the discipline of public administration and its bridging role between public administration and political science.  相似文献

In the field of public administration practice, China has a history of several thousand years, whereas the United States has a much shorter history of hundreds of years of governance. In terms of the scholarly development of public administration in China, the roots of those intellectual resources can be traced far back, to Confucius’s ideology of governance and the ancient development of a civil service system some 2,000 years ago. In terms of the systematic development of public administration as an independent subject of learning, however, the United States has been a leader worldwide. Public administration as a discipline in the United States dates back to the late nineteenth century, with extensive scholarly research and publications in the early twentieth century ( Follett 1926 ; Goodnow 1900 ; Taylor 1912 ; Weber 1922 ; White 1926 ). In the Chinese context, although there were occasional studies of public administration in the first half of the twentieth century, systematic study was deferred until the middle of the 1980s. They were only truly continued following the official launch of master of public administration degree programs at the beginning of the twenty‐first century. In this respect, China was a latecomer, and Chinese scholars almost always date the study and scholarship in this field to about 1980. Over the past eighty years or so, the United States has established more than 200 MPA and related programs, while China has founded 100 MPA programs in just the past eight years. Recognizing the urgent need for MPA training, China is trying to catch up to the demand for social development and societal transition. Considering that China has a population of 1.3 billion, compared to a population of 300 million in the United States, it looks as if there is great potential for China to expand its MPA programs.  相似文献

Gordon Tullock is one of the founders of the field of public choice, of the Public Choice Society, and of the Public Choice Center. He is a coauthor with James M. Buchanan of one of the true classics in the public choice field—The Calculus of Consent. Does the public administration research from the late 1970s and 1980s on managing decline contain useful lessons for today's Great Recession? Do these studies serve our current research needs? Why has decline continued to be a major focus of research in generic management, but not in public administration? The answers to these questions give some clues as to a possible new, revitalized research agenda for our field. Whereas public administration often viewed organizational decline as a self‐contained set of problems requiring remedial action, generic management and sociology research on decline tended to view the topic as part of organizational phases and life cycles, linking decline to growth, stability, and change. Viewing decline as part of the organizational life cycle encourages researchers to take a longer view of organizations and their management, and thus its orientation is more strategic than reactive. Three areas of decline studies are identified as relevant irrespective of sector: (1) implications of decline for human resources management, (2) effects of decline on organization structure and design, (3) the relation of strategy and decline.  相似文献

Few topics in the study of contemporary public organizations better illustrate the burdens—and potential benefits—of sustaining dialogue between practitioners and scholars than the interplay between leadership, organizational culture, and public sector performance. Following two decades of intensive research and advocacy, the last 10 years have seen diminished scholarly attention to this subject, while efforts to shape culture remain central to the leadership of public organizations. Proponents of the behavioral public administration movement call for greater use of theories from psychology and experimental research designs to improve the rigor of public administration research. We agree that the use of such theories and methods will provide much-needed reinforcements to public administration research, but the approach taken so far might be too narrow and might unnecessarily alienate scholars using other perspectives and research approaches. Reflecting on our own training and experiences, we suggest that adopting a more inclusive approach that employs insights and research tools not only from psychology but also from other disciplines will provide public administration scholars with a stronger footing in their efforts to generate actionable knowledge for public managers and policy makers. We also identify some key methodological issues that behavioral public administration scholars need to consider and address as the use of experiments becomes more common in public administration research. Finally, we encourage public administration scholars interested in behavioral research questions to do more to contribute to broader management and organizational behavior research.  相似文献

Although the influence of government regulation on organizations is undeniable, empirical research in this field is scarce. This article investigates how the understanding of and attitudes toward government regulation among public, nonprofit, and for‐profit managers affect organizational performance, using U.S. nursing homes as the empirical setting. Findings suggest that managers’ perceptions of regulation legitimacy—views of regulation fairness, inspectors’ effectiveness, and internal utility of the mandates—positively affect service quality. Subgroup analysis suggests that managers’ views of regulation matter in nonprofit and for‐profit organizations but not in public organizations. In nonprofit homes, performance declines when managers report higher regulatory expertise—better knowledge of the regulatory standards. In for‐profit facilities, frequent communication with regulators lowers quality. These findings suggest that the regulated entities’ views of government regulation are central to their success, which necessitates improvements in the regulatory process.  相似文献

Does compliance with rules ensure better program performance and accountability? Since the 1980s, many scholars have answered no to this question, arguing that as managers attempt to comply with a growing thicket of rules, they often lose sight of the performance of their agencies and programs. Even the defenders of a rules‐based approach have tended to view it as a necessary, though inconvenient, means of ensuring that democratic values and public rights are protected in the functioning of government. But does compliance with rules inevitably result in a loss of efficiency and effectiveness in the performance of public projects? This essay presents a case study of a public works project and three additional case summaries to demonstrate a theoretical proposition that compliance with rules for contracting and competitive selection of contractors can be an essential element of both a project’s success and its accountability.  相似文献

What intellectual influence, if any, have British public administration scholars had on their American counterparts since World War II? In this article, the author briefly reviews the major areas of theory and research in the British study of publication administration, further identifying important contributions by British scholars in the areas of modernist‐empiricism, the new public management, regulation, policy networks and governance, and interpretive theory. Although there is a discernible American influence on British public administration, there is little British impact on U.S. public administration; nowadays it is a one‐way street. Increasingly, British scholars are involved in a growing community of European public administration scholars with whom they share active, two‐way connections. Recent European developments suggest that American and European public administration academics are growing further apart. Due to the immense strength of modernist‐empiricism throughout American universities, plus the interpretive turn to a European epistemology of “blurred genres,” these twin, traditionally self‐referential, communities seem to be parting company with an attendant danger that future intellectual engagement may be a dead end.  相似文献
