United States rapprochement with China should be re-examined by taking into consideration the American negotiating approach towards Beijing regarding the role of Japan, the United States' major Asian ally and China's long-term rival in East Asia. Whilst announcing the Nixon Doctrine, which increased pressure on Japan to strengthen its defense and regional responsibilities, Nixon and Kissinger used the so-called “Japan Card,” Japan's possible military resurgence and China's long-term fear of it, as a tacit negotiating tool to justify to Chinese leaders the continued United States military presence in East Asia. This article examines the impact of the United States rapprochement with China on the American negotiating process with Chinese leaders for the continuation of the United States–Japan Security Treaty and to what extent it changed China's policy toward American relations with Japan.  相似文献

Post-Cold War, balancing theory has fallen on “hard times.” A question of crucial importance for 21st-century peace and stability concerns how Asia–Pacific secondary states are responding militarily to China's rise. China's rapid growth, military modernization, and controversial policies vis-à-vis contested space and territories on its periphery make it a prime candidate for counterbalancing behavior. Yet several recent studies claim that secondary states are accommodating, even bandwagoning with, Beijing. This study challenges these claims, attributing them largely to problematic research designs not uncommon in the wider balancing literature. It proposes a methodological corrective, arguing for widespread employment of an alternative analytical framework relying on clearer definitions and explicitly delineated sets of 21st-century-relevant metrics reflecting the myriad ways contemporary militaries enhance their capabilities in response to perceived threats. Applied systematically to original analysis of the contemporary Asia–Pacific, this framework uncovers what existing studies miss—evidence of practically significant and accelerating balancing against China.  相似文献

Cross-Strait relations remain deadlocked following Chen Shui-bian's inauguration as Taiwan's president. Amid this political stalemate, Chen's administration decided to change the 'no haste, be patient' ( jie-ji yueng-ren ) policy while refusing to endorse the 'one China' principle. While this policy change is in response to domestic demands, Chen and his ruling Democratic Progressive Party (DPP) are unlikely to reap any benefit from these actions without active cooperation from China's leaders. Beijing will continue to use its economic clout in an attempt to pull Taiwan into political union, as Taipei needs to nurture an environment favourable for domestic and foreign investment in Taiwan in order to maintain its competitive edge over China and thus preserve its de facto independence. Beijing's leaders will need to rethink their rigid stand on the 'one China' principle, since increased cross-Strait economic integration may not lead to the expected political union they desire.  相似文献

In the past 60 years, India-China relations have oscillated between friendship, hostility and indifference. In recent times, both countries have started competing for global economic gains and political status. In light of these events, the objective of this article is to analyze various strategies used by China against India, and India's policy response to these strategies. The article evaluates the process of foreign policy decision making in India, and traces the historical evolution of India's foreign policy towards China. It then deconstructs China's foreign policy towards India, and provides the rationale behind its strategies. The article suggests that after initial engagement with India on the question of boundary disputes, Chinese foreign policy has undergone a dramatic shift since 2007. It specifically evaluates the twin Chinese tactics of military incursions and denial of legitimacy to the Indian territories of Arunachal Pradesh and Ladakh. Based on an analysis of China's previous boundary disputes resolution record with neighbors, these tactics are identified as an extension of China's new strategy for resolving such disputes. The article concludes by suggesting various policy options available to India to counter China's new strategy on the Sino-Indian border.  相似文献

The central argument of this paper is that China's economic diplomacy not only improves its political relations with ASEAN countries but also promotes regional economic co-operation and integration. This paper is organised into two parts. The first part starts with a review of Chinese foreign policy changes in order to show how Beijing adjusted its foreign policy to pursue its economic and political interests. It also examines China's political and institutional efforts to forge the coming Free Trade Area (FTA) with ASEAN. The second part studies China–ASEAN trade relations from three aspects: the adjustment of Chinese industrial structure, foreign direct investment to both sides and the formation of a production network with China at the centre. While difficulties and problems are unavoidable in the construction of CAFTA, with China's active efforts and the enhanced co-operation between China and ASEAN, the building of CAFTA is moving towards fulfilment.  相似文献

The horrific famine China experienced during the early 1960s not only highlighted the failures of Communist Parry policies, but also sparked a debate within the administration of John F. Kennedy over possible US reactions. Several of Kennedys closest advisors argued for sending American surplus food, while others were adamant that no change should be made in US policy. Regional security and regional order in East Asia are shaped profoundly by the United States, the People's Republic of China, and U.S.-China relations. The COVID-19 crisis accelerated a negative trajectory in the relationship between Washington and Beijing. As with so many issues, here, too, the situation in the time of COVID is much like the status quo ante, only more so. The pandemic-related and pandemic-exacerbated problems in U.S.-China relations pose challenges for security and stability in East Asia. During the radical phase of the Cultural Revolution in 1967–1969, China's violation of the diplomatic norms of the international community reached an unprecedented level. Two dozen British diplomats and private citizens on the mainland became de facto hostages of their host government. In response to China's hostage-taking, the British government preferred quiet diplomacy to extreme retaliation such as a rupture of diplomatic relations and economic sanctions. It focused on negotiations through minimal publicity and reciprocal gestures. But in China, the British found a culturally different negotiating partner that was obsessed with principles rather than details. Through a step-by-step negotiating approach recommended by the Sinologists in the British Mission, London was finally successful in securing the release of its detained nationals. The lesson of Britain's quiet diplomacy was a culture-sensitive approach to negotiation and the ability to separate the hostage question from the wider political and economic relationship that would facilitate the resolution of future hostage crises.  相似文献

China's multi-faceted endeavour to expand its influence in Africa has attracted worldwide scholarly and media attention. This article examines the different moments of China's soft power endeavour, from projection through its state media to representation and lived experiences in South Africa and Zimbabwe, two African countries which receive a significant level of attention in China's policymaking. Through interdisciplinary methodologies such as content analysis, online questionnaires and in-depth interviews conducted in China, South Africa and Zimbabwe, the authors found that China's state-engineered soft power initiatives have resulted in partial success in the two countries. The conclusions indicate that China faces many challenges in fully accomplishing its intended goal. The findings provide new insight into China's political impact in Africa within the context of Beijing's growing influence on Africa's political and economic future.  相似文献

New Delhi has been grappling with the challenge of China's rapid rise for some time now. Even as they sign loftily worded documents year after year, the distrust between China and India is actually growing at an alarming rate. True, economic cooperation and bilateral political as well as socio-cultural exchanges are at an all time high; China is India's largest trading partner. Yet this cooperation has done little to assuage each country's concerns about the other's intentions. The two sides are locked in a classic security dilemma, where any action taken by one is immediately interpreted by the other as a threat to its interests. This article examines the trajectory of contemporary Sino-Indian relations from India's perspective and argues that a troubled history coupled with the structural uncertainties engendered by their simultaneous rise is propelling the two Asian giants into a trajectory that they might find rather difficult to navigate in the coming years. This is an empirical analysis of India's changing approach towards China in the context of China's recent rise, not a theoretical exposition of the issue.  相似文献

Realists agree that great powers balance the military power of rising powers, but there is little agreement regarding secondary-state responses to rising powers. First, there are differences regarding whether secondary states balance or accommodate rising powers. Second, there are differences among realists regarding the distinct roles of economic and military factors in secondary-state alignment policies. Third, some scholars argue that state alignments are not necessarily determined by realist variables, but can reflect preferences shaped by intentions, historical experiences, or cultural influences. This paper addresses these issues in balance-of-power theory. Its empirical focus is the impact of the rise of China on secondary-state alignments in East Asia. After examining the complex mix of China's military and economic reach in East Asia, it concludes that secondary-state behavior is sensitive to local variation in the great power capabilities and that secondary states tend to accommodate rather than balance rising powers. It further concludes that economic capabilities alone are insufficient to generate accommodation, so that the political-economy literature should reexamine cases of apparent secondary-state accommodation to economic dependency, sensitive to the presence of military vulnerability on the part these secondary states to proximate great powers. These conclusions suggest that there is nothing sui generis or culturally-determined in East Asian international politics and that realism can explain alignment behavior among East Asian states as well as it does among European states. Research on East Asia's response to China's rise that is sensitive to intra-regional variations in U.S. and Chinese military and economic capabilities also challenges assumptions of an emerging Chinese regional hegemony or of a costly region-wide U.S.-China competition.  相似文献

After two and half decades of market reforms in China, the question of whether reforms have created favourable social conditions for democracy and whether the country's emerging entrepreneurial class will serve as the democratic social base have become hotly debated issues in both academic and policy circles. Based upon an analysis of two regions – Sunan and Wenzhou, the two prototypical local development patterns in China – the article argues that different patterns of economic development have produced distinct local level social and political configurations, only one of which is likely to foster the growth of democratic practices. It suggests that China's political future is largely dependent upon the emerging class structure and class relations that reform and development have produced. If the market reforms and economic development only enrich a few (like the Sunan case), then the possibility of democratic transition will likely be very bleak. Nonetheless, the possibility of a brighter alternative exists, as demonstrated by the Wenzhou case. These arguments thus link China's political transition to critical social conditions, echoing Barrington Moore's influential work on the social origins of democracy and dictatorship.  相似文献

Among China's unresolved frontier questions, the South China Sea has become the most complex and troubled, and arguably the most significant and disconcerting. The economic and security stakes are high and the stake-holding states numerous and diverse. The claims that China (and others) make about the region reflect such interests but they are, ultimately, legal claims. Beijing's assertions of rights to the disputed areas have rested on three conceptually distinct grounds. Each presents a different mix of challenge and accommodation to international legal norms and the interests of other states, including China's neighbors, near-neighbors and the United States.while China's behavior (as well as that of other interested states) has been more and less assertive at various times, China's three basic arguments claiming rights to the region have been comparatively stable. Both China's pattern of multiple legal arguments and fluctuating actions and rhetoric do little to resolve the debate over whether a rising China will be deeply disruptive of the regional and international order or whether it can—with sufficient skill and tolerable adjustments—be accommodated and integrated. Although China's stance on rights in the South China Sea may be partly the accidental product of conflicting agendas and shifting assessments, Beijing's embrace of three distinct lines of legal argument arguably constitutes a strategy that serves China's interests given the factual, legal and strategic environment that China faces.  相似文献

The United States, the third actor in what is still too often perceived as a bilateral and 'internal' dispute, will likely continue to prevent the direst of scenarios from taking place in cross-Strait relations: Taiwan independence, Taiwan's forced absorption by China, or even war. This outside constraint as well as the rapid development of multiple relations across the Strait hopefully will narrow the options available to Beijing and Taipei in the future. Nevertheless, while economic integration and cultural affinities may ease the development of a form of political integration, a formal unification that would solve the sovereignty issue and result in the dissolution of the Republic of China seems unlikely, even after the People's Republic of China democratises. More likely, a particular formula recognising that Taiwan is part of China but not 'mainland China' may be worked out by the two governments when Beijing eventually finds it to be both an interest and politically acceptable to formalise the 'integration without reunification' situation.  相似文献

The problems of Russia's energy sector, the part of the economy most broadly linked with Russia's prosperity and revived international influence, have been emphasized by the global financial crisis. Yet it remains an open question whether this, as well as various other factors, including the beginning of a genuine gas market and China's methodical advances in Central Asia, could encourage Russia to take the difficult decisions needed to make the energy sector more responsive and competitive. For its part, the EU has the potential to influence Russia, but if it continues to define itself by its divisions, it will not be able to use the influence it has gained. Without a strategic and coordinated approach, the EU is unlikely to be able to overcome its security dilemma and could find that the future is determined by other actors.  相似文献

The consequences and implications of China's rise have been analyzed and discussed from a number of perspectives. There has been little analysis that specifically evaluates the implications for the Atlantic Alliance, however, and whether an international system defined by U.S.-China bi-polarity would lead to a strengthening or a weakening of the transatlantic relationship. This article argues that China's rise will create security dynamics that likely will lead to a weakening of the Atlantic Alliance. It is unlikely that China's rise will provide NATO with a renewed purpose or give a convincing rationale for alliance cohesion the way the Soviet Union once did. Instead, China's rise will reveal divergent strategic interests and priorities among the members of the Atlantic Alliance, with a real possibility that America's rebalancing toward the Asia-Pacific could intensify perceptions on both sides of the Atlantic of NATO's declining geopolitical value and relevance.  相似文献
