This article uses a case-study methodology to explore the impact of problematic relationships on the initiation of consensus-building efforts. The article notes that poor relations hinder the initiation process, while the expectation of benefits likely to result from the effort fosters the involvement of parties. The association between poor relations and expected benefits is explored with a focus on the appeal of collaboration. Strategies are then outlined to help facilitators to deal with problematic relationships by mitigating poor relations, highlighting incentives for participation, and building on the appeal of collaboration. Facilitators can use these strategies to increase their chances of success in initiating consensus-building efforts.  相似文献

Using the negotiations over the future of Northern Ireland and other case examples, the author develops a conceptual framework for analyzing how negotiators seek to build momentum and overcome stalemate. The framework focuses on the choices negotiators face between taking action and waiting in the hope that counterparts will make concessions, exploring the importance of perceptions of time-related costs and action-forcing events in shaping decision making. The framework highlights the uneven, nonlinear nature of the flow of negotiation processes from initiation to agreement or breakdown, and focuses on the ways negotiators seek to influence the flow by shaping perceptions of time-related costs, structuring action-forcing events, and creating linkages among sets of negotiations.  相似文献

This article presents and analyzes the elements of the Western Hemisphere's longest standing boundary dispute and the crucial role of the region's oldest multilateral conflict resolution mechanism in working out an historic agreement in October 1998. Other factors in combination were also critical for success: an existing international legal framework, multilevel bilateral and multilateral diplomacy, decisive leadership and statecraft, and public diplomacy. The analysis suggests that the final settlement is a significant milestone in international diplomacy, demonstrating that even the most deeply ingrained differences between states can be resolved by the patient and persistent efforts of all parties involved.  相似文献

This article examines the organization and development of the Mid-Atlantic European Union Simulation Consortium (MEUSC), with special emphasis on linking theory to practice within its simulation program. The MEUSC program, initiated in 1993, brings fifteen colleges and universities to Washington, D.C., each December for an intercollegiate experiential learning exercise on the European Union. During the simulation, students meet with professional diplomats from both the United States and Europe, and they engage in consensus-building activities that mirror the decision-making processes of the EU Commission, Parliament, Council of Ministers, and the European Council. As a result, participants are able to refine and enhance a range of academic and practical skills that are keys for success in today's political and business worlds. The authors of this article make special use of a survey that was undertaken to gauge the impact of the simulation on its participants and, thus, its success as an educational venture.  相似文献

The study of interstate conflict has yielded a voluminous literature to date, yet much of the recent work has only just begun to underscore the importance of domestic factors in predicting conflict initiation in democracies. In short, some of these studies find that when electoral accountability is greater—measured in a variety of ways—interstate conflict becomes less likely. Despite this burgeoning literature, scholars have spent far less time analysing the role linkage institutions, such as stable party systems, have played in foreign policy discussions. To address this gap, we argue that in more stable party systems conflict initiation becomes less likely due to the greater accountability present in these systems. This conjecture is supported by the results of a time-series cross-sectional analysis of 48 democracies from 1978 to 2000 that uses multiple measures of conflict initiation and party system stability.  相似文献

Middle Powers are generally understood to perform diplomatic functions of constructive engagement and consensus-building to facilitate agreement in international negotiations. Middle Powers may, however, adopt more confrontational roles, especially when their accommodative functions become deficient. Whilst theoretical perspectives on Middle Powers account for such roles, limited empirical evidence has been provided to explore the conditions under which they revert to combative diplomacy. This article contributes to this area by examining the role of South Africa in the 2003 Cancun Ministerial Conference of the World Trade Organisation. During this period, South Africa shifted to a more confrontational approach epitomised by the heightening of its public diplomacy against developed countries and its co-leadership of the G-20 coalition of developing countries. The Cancun Ministerial collapse reflected both the possibilities and limitations of combative diplomacy as South Africa enhanced its international prestige but failed to extract any meaningful concessions, whilst triggering the threat of diplomatic retaliation by the major trading powers.  相似文献

Many smallholder farmers in Lao People’s Democratic Republic are transitioning from subsistence to commercial production. This article employs the Agriculture Innovation System (AIS) framework to report on empirical findings from six case studies of Lao smallholder production. It identifies the actors, organisations, and institutions involved in systemic commercialisation of subsistence farming and articulates patterns of interactions that contribute to the relative success of the transition. Of the factors identified in the case studies, the most important enablers of commercial production and adoption of innovative technologies were technical and financial assistance, access to markets, and the formation of farmer associations/organisations.  相似文献

In fully automated e‐negotiation all involved parties are software agents, so negotiation takes place in a multiagent system between software agents that have been developed as a computer system for automating tasks in a specific application domain. A multiagent system is a group of agents that interact and cooperate with each other to fulfill their objectives or to improve their performance. How do these agents negotiate with each other to manage their task interdependencies? What negotiation mechanisms are needed? These are important questions. In this article, we present a conceptual framework for modeling and developing automated negotiation systems. This framework represents and specifies all the necessary concepts and entities for developing a negotiation system as well as the relationships among these concepts. This framework can also be used to model human negotiations scenarios for analyzing these types of negotiations and simulating them with multiagent systems. The work reported in this article is the first unified framework that represents all the needed elements for modeling and developing automated negotiation systems and existing relationships between them.  相似文献

When national leaders are replaced, the incoming leader often represents different interests to those of his predecessor. Such shifts in national priorities affect both the onset of WTO disputes and the resolution of ongoing disputes. In particular, leader turnover increases the likelihood that a nation will be involved in a WTO dispute as either plaintiff or defendant, and, if a dispute is ongoing, then leader change in a defendant state increases the likelihood of significant concessions by the defendant. The impact of leader change on both the initiation and settlement of disputes is greater in non-democratic states than democratic states.  相似文献

Prior studies find that military dictatorships display a high propensity to initiate militarized interstate disputes (MIDs). Yet, there is little agreement on which feature of military regimes can best explain this behavior. This article distinguishes between three potential causes: coup risk, the dictator's affiliation with the military, and the military's influence on politics. Using recent data on authoritarian regimes, I find that, whereas coup risk is a strong predictor of conflict initiation, the dictator's affiliation does not affect his foreign policy. Furthermore, I find tentative evidence that the military's influence on domestic politics has a negative effect on MID initiation. These findings thus challenge the view that military regimes' foreign policy is due to the military's organizational culture: the relationship between military regimes and dispute initiation seems to be due to factors that simply happen to add up in military autocracies but are essentially unrelated to regime type.  相似文献

While the academic study of counterterrorism has gained momentum in recent years, it still suffers from major theoretical weaknesses. One of the most prominent shortcomings is an absence of theories that can effectively explain the factors that shape the counterterrorism policies of democratic regimes. The present study attempts to fill this theoretical void in two ways. First, it proposes an analytical framework for a classification of counterterrorism policies. Second, it presents a theoretical framework that strives to uncover the factors that have influenced the struggle against domestic terrorism in democratic regimes. The analyses, which have used a unique and comprehensive dataset that documents counterterrorism policies in eighty-three democracies, show that the robustness of the regime's democratic foundations as well as the symbolic effect of terrorism are major forces in shaping the democratic response to it, while the direct impact of terrorism is less influential than assumed in the literature.  相似文献

中日两国在两千多年的交往过程中,双边关系既有处于平衡状态的时期,也有处于平衡状态被打破的时期。而对于中日关系的平衡状态起到巨大影响作用的主要有主客观两种因素。客观因素主要指不断变化的国际和地区秩序;主观因素主要指中日两国的历史记忆。世界金融危机的爆发开启了国际秩序的新的深刻变革,而在新的国际秩序中,中日两国间的新平衡状态也将不会超出准世界大国与经济大国间关系这一框架。而为了进一步促进中日两国间平衡状态的形成,则有必要通过增强"友好记忆",弱化"对立记忆"来改善两国间的历史记忆。  相似文献

In development studies, programme sustainability has gained significant attention in recent years. One challenge to sustainability is the range of stakeholders involved in international development projects, presenting multiple perspectives and priorities, not always in harmony, nor necessarily communicated. This article presents an approach to facilitating stakeholder sustainability dialogue, an analytic framework for programme sustainability inquiry comprising five dimensions: political; economic; institutional; ownership; and practice. To demonstrate this framework we describe inquiry into stakeholder perspectives in one Afghanistan education development project. The results indicate the value of multidimensional, multiperspectival inquiry in identifying areas of potential sustainability challenge and strength.  相似文献

This article examines a case study from Malaysia, the Credit Union Malaysia, to illustrate how the capability framework and institutions have practical value within the scope of microcredit, and how the constraints that the disadvantaged face can be relaxed through the use of microcredit. The capability approach provides an analytical framework to describe how a microcredit scheme can overcome the problems posed by conversion factors in order to enlarge the space of capabilities available to individuals.  相似文献

EU sanctions invoked in response to the Iranian nuclear crisis (2006–2016) were long considered to be of limited effectiveness in halting Iran’s nuclear ambitions. Recently, however, sanctions seem to have contributed to a breakthrough in the negotiations over Iran’s nuclear programme. This article aims at explaining this evolution. It, therefore, designs a framework that explains why sanctions (fail to) change targets’ behaviour. Since the sanctions effectiveness literature lacks an integrated framework to explain evolutions in effective coercion, this article merges sanctions effectiveness variables and Bretherton and Vogler’s actorness criteria. Applying the resulting framework to two broad episodes of the Iranian case (2006–2013 and 2013–2016), this article provides a first test of the framework’s added value. It concludes that a full understanding of sanctions effectiveness requires consideration of external, internal, and in-between factors.  相似文献

The article elaborates a framework for understanding the relevance of transnational competence to the dynamics that mark the transformations of our time. Nongovernmental stakeholders interacting through dense civil-society networks that permeate domestic-foreign frontiers bear increasing responsibility for the course of events. Based on linked interests, interorganizational knowledge generation and aggregation, partnerships, and interpersonal/intercultural interactions, they are deeply involved in addressing the many challenges posed by an ever more interdependent world. Transnational competence lubricates transterritorial networks and projects. Here, the authors extend earlier work that posited a worldwide skill revolution both by developing explicit dimensions of transnational competence and by introducing a behavioral component. The new framework provides analytical groundwork for explaining why some people, groups, and networks are more effective than others in forging meaningful transnational solidarities, negotiating and benefiting from the intensifying experience of globalization, and waging successful transnational campaigns. The article also probes how the spread of transnational competence is being facilitated by global migration and transmigration trends. The final section explores the governance implications of expanding transnational competency for the emergent epoch.  相似文献

This article presents a framework for understanding the process of news gathering as a negotiation between reporters and the people and institutions they cover. News gathering is shaped by constant tension between the "deal" - getting the story - and the relationship among those concerned. Competing actors and multiple levels exacerbate the reporter's dilemma, a variant of the classic negotiator's dilemma. Using case material from published accounts of news gathering, this article points to practical implications for all involved parties in negotiating with the media.  相似文献

This article identifies and examines the role of actors involved in the process of large-scale land acquisitions in Cameroon. It is based on primary data from interviews conducted among principal actors. Findings reveal that government, chiefs, and to some extent elites, play key roles in formal and informal processes that grant land to investors. However, both processes neglect women and affected communities because there are no mechanisms to hold actors accountable to them, especially to women who depend on land for their livelihood. The article concludes that a legal framework that makes the process transparent and promotes accountability and gender inclusiveness is indispensable.  相似文献

Globalization has always involved more than just trade. Particularly as expressed by the United States and Europe at the turn of the millennium, it was a framework in which openness, interconnectedness, and the exchange of cultural and intellectual influences on the global level were seen as beneficial in and of themselves. The contrast is stark between that vision of international order and the one that is emerging today. Often forgotten, however, is that this vision of international order was not the only one being advanced.
