Insofar as Europe's security and cohesion have for decades been premised upon a strong American political and strategic engagement, Washington's intention to “rebalance” to Asia casts a shadow over the sustainability of a stable and coherent geopolitical order on the continent. This article argues that as the United States seeks to rebalance strategically towards the Asia-Pacific region a number of “indigenous” geopolitical trends are becoming increasingly important in Europe: an Anglo-French entente for a “maritime” Europe, a German-French “continental” project of economic and political integration, and Russia's resurgence across Europe's East. The growing prominence of competing geopolitical visions for Europe might even call into question the cohesion and direction of the institutional expressions of the U.S.- engineered Western order in Europe, namely the Atlantic Alliance and the European Union. Increasing geopolitical and institutional contestation, we contend, pose a number of challenges for both U.S. interests and European security.  相似文献

This article focuses, first, on the under-explored issues of new regionalism: its subnational level and transnational regional cooperation as an initial stage of new regionalism. Second, it analyses the development of new regionalism between a country in regime transition (Russia in the 1990s) and stable democratic actors (in Europe). Third, it addresses the question of whether European integration contributes to new regionalism outside Europe's geographic borders. The regions chosen for this analysis are the 89 constituent units of Russia. Such variables as historical legacies, regime transition as domestic context, and the European integration as an international context all remain stable for the 89 units of analysis. Thus, the research design allows one to distinguish other potential variables that may be significant in the development of new regionalism. Given that Russia is located on both the European and Asian parts of the Eurasian continent, the research design also permits the testing of the hypothesis that regional integration and new regionalism are interconnected across Eurasia.  相似文献

This article traces the chronology of the interwar decline of European influence and power, arguing that its origins outside Europe are to be found as much in the paradoxical status of international administration of colonial and post-colonial areas as in the direct challenges posed to European stability by revisionist states in the early 1930s. It demonstrates that an inherent ambivalence toward the interwar colonial world and its relationship to Europe presaged and conditioned the collapse of Europe's own balance of power.  相似文献

While most combat aircraft used by the Royal Swedish Air Force (RSAF) were designed and manufactured in Sweden and, with the exception of surplus aircraft, only delivered to the RSAF, the JAS 39 Gripen multi‐role aircraft is different. Gripen aircraft being delivered to the RSAF are partly manufactured by British Aerospace (BAe), and Saab and BAe are, ‘arm in arm’, marketing it abroad. This article describes the background of as well as the Saab‐BAe Gripen joint venture as such, and raises a few issues involved in Europe's ‘globalization’ of national military‐industrial activities.

By joining up with BAe, Saab has joined one of the major aerospace companies in Europe. It seems likely that the Saab‐BAe joint venture is Sweden's exit from indigenous combat aircraft designs, and the entrance to European multinational projects in the future. BAe's role in Europe's aircraft and missile industrial restructuring is likely to decide Sweden's place and role. The joint venture as such, and the problems involved in reaching a united, binding and in its implementation restrictive European export Code of Conduct, suggests that the Gripen will be exported according to the common export interests in Britain and Sweden.  相似文献

The US and most of Europe disagree over the validity of a human rights approach to economic development and planning. These differences manifest themselves in policy outcomes with higher protections in Europe for the poor, the vulnerable, and the weak. The US approach of limited state action, on the other hand, appears to create insecurity for the needy. Europe's success in poverty alleviation presents an ethical challenge to US reluctance to accept legal obligations to provide a basic right of subsistence to its citizens.  相似文献

Abstract

Security agendas in Europe have gone through some striking modifications over the last couple of decades, reflecting changes in both the nature and the scope of post-Cold War security concerns. While the traditional security concerns have not completely disappeared, new sources of insecurity and instability have emerged out of the post-Cold War politico-strategic environment in Europe's peripheries. Turkey sits at the nexus of this hitherto marginalized theatre of risks and challenges. Thus, while investigating this new and broader security environment for Europe and then locating Turkey's role and place in such milieu, this article argues that Turkey has a critical role to play in this endeavour of achieving security and stability in both Europe and its surrounding regions.  相似文献

The article explores ideological fault lines among Sunni Muslim militants (jihadists) in Europe since the mid-1990s. It argues there have been disputes among the militants about whether to prioritize local struggles or Al Qaeda's global war, and about the legitimacy of launching terrorist attacks in European states offering political asylum to Muslims. It concludes that Europe's militants have become more ideologically unified in conjunction with the invasions of Afghanistan, Iraq, and the Mohammed drawings, seeing European countries as legitimate and prioritized targets, and identifying with Al Qaeda.  相似文献

Abstract

This article assesses the relative burden European members of NATO are bearing in the war in Afghanistan. Some argue that the current contribution of European forces is on par with the American contribution. However, current studies do not analyze Europe's ISAF contribution in comparison to some benchmark by which relative burden-sharing can be accurately determined. This article compares Europe's involvement in the war in Afghanistan to past missions, current contributions and in light of the benefits each country is likely to enjoy. The quantitative and qualitative findings show that there is an extensive amount of free-riding occurring both in terms of hard and soft power, although it varies across time and even within NATO Europe. Inadequate forces provided by European NATO countries jeopardize the likelihood of success in Afghanistan.  相似文献

This article develops a concept of civil society in Central Asia distinct from that which emerged from the East European communist societies of the late 1980s. Kazakhstan presents a case study of a civil society that conceptually can be located between the vibrant civil society of the Baltic democracies and the civil society of the strongly repressive environments of Belarus or Uzbekistan. Kazakhstan's authoritarian structures and cultural traditions make it difficult to develop strong independent civic organizations – cooperation tends to mark state-civil society relations more than contestation, which shaped much of Eastern Europe's experience. Even in a context of relative affluence where civil society organizations are allowed some space to engage in critical activities, contestation tends to be minimized. This is only partially related to state suppression and cooptation; a political culture that views democratic processes as potentially destabilizing is also a significant factor. Kazakhstan represents a distinct Central Asian model of civil society, comparable to Russia but qualitatively different from that found in either Eastern or Western Europe, where civil society is less willing to confront the state, more cooperative with the authoritarian system, and wary of the potential for civic activism to degenerate into instability. Differentiating types of civil society is important because a key component of Western democracy assistance programmes has been providing assistance to build and strengthen civil societies. By refining our understanding of distinct civil society patterns in Central Asia, we can enhance our knowledge of political processes in this critical region, and we may improve the effectiveness of democracy assistance programmes. The study is grounded in field research, interviews, civil society workshops, survey research, and government documents.  相似文献

This article documents Anders Behring Breivik's reception on the Russian far Right, with a comparative view to Western Europe. On July 22, 2011, Breivik carried out two terrorist attacks in Norway, killing 77 people. Based on a variety of open sources, the article finds that Breivik has received much more open support in Russia than in Western Europe. I suggest there are three main reasons why Russia stands out. First, a weaker social stigma attached to Right-Wing extremism reduces the cost of publicly embracing Right-Wing terrorists. Second, higher levels of violence in Russian society increase desensitization and violence acceptance. Third, the embrace of Breivik fits into a vibrant tradition of iconizing Right-Wing militants on the Russian far Right. The article highlights Russia as a hotspot of Right-Wing extremist activism in Europe. It also provides insights that may prove useful in future comparative research on cross-national variation in Right-Wing violence and terrorism.  相似文献

This article claims that the European Union (EU) has had a very peculiar relationship with the globalized post-Cold War economic order. On the one hand, the EU was instrumental in bringing about this order. It aggressively promoted (both internally and externally) the principles and policies upon which this economic order has been based. On the other hand, this proactive engagement was translated within the EU into a highly polarized and antagonistic public discourse that led to a serious identity crisis. In this way, it is argued that economic globalization emerged in the EU as a debate on the nature and future of Europe. After 2005, this polarized and antagonistic discourse started to change. The rise of flexicurity, as a new way of thinking about Europe's place and orientation in the global political economy, has been instrumental in this shift. The article examines and evaluates these developments and their implications for the European project.  相似文献

NATO remains the United States’ principal instrument for shaping the security environment in Europe. It acts as a long‐run hedge against a possible resurrected Russian threat to the continent and to dampen the prospects for the renationalization of military and security policies in Europe. The United States faces formidable challenges to ensure the viability of NATO after the Cold War. Washington must be prepared to engage in a grand balancing act on several fronts to perpetuate the Alliance. It must support NATO enlargement to move the Alliance's geopolitical center eastward, but not to territory that would practically indefensible in the event of a resurgent Russia. Out‐of‐area operations will preoccupy Alliance attention in the near‐future, but too great an appetite for undertaking peacekeeping missions might over time substantially erode the Alliance's ability to deter or withstand the political and military pressure from a resurgent Russia or major power or coalition on the outlying areas of the Eurasian landmass.  相似文献

This article examines the strategic decisions that led to the struggle between Britain and Germany, exploring how a great war involving Europe's leading powers could come to pass. In 1914, there were no forces beyond the control of decision makers pushing them into the grisly war of attrition that destroyed the social and political fabric of nineteenth-century Europe and ushered in the horrors of the twentieth century. Rather, those horrors resulted from poor policy and strategic choices made by the leaders of the great powers. The war's outbreak underscores history's contingent nature, dramatically showing how errors in judgment on the part of political and military leaders can ruin great countries. One stark lesson of the Great War is that no leader sought as an outcome the conflagration produced by their decisions. Today, China's weapons programs and foreign policy assertiveness conjures up fears that Beijing seeks to establish a new international order, much as Germany's rulers tried to do a hundred years ago with such catastrophic consequences. Shaping the internal debate among China's rulers, so that they judge self-restraint in armaments and strategy as being in their best interest, will test the strategic acumen of American leaders in the years ahead.  相似文献

In order to make it more effective as an actor on the international scene, the European Union is being urged to reverse its foreign policy priorities. EU enlargement policy has fallen out of grace and many want to see Europe acquire a “normal” foreign policy with a global rather than merely regional reach, significant military means and centralised governance. Management of various conflicts in Africa and Asia is also in vogue. Such a policy shift will define the nature of Europe's actorness. It is argued that, with all its defects, the EU performs quite well as a civilian regional power and efforts to transform it into a traditional military power with a global reach could make things worse rather than better.  相似文献

The institutional arrangements and mechanisms for preventing and managing conflicts will determine the future of European security and the balance of power in a wider Europe. Russian policy and Russia‐NATO relations are anaylsed within the context of the ongoing changes at Russia's southern periphery. The embryos of three distinct security systems are developing ‐ a Russia‐led, a NATO‐led and one led by the international community. The article suggests that instability in the southern periphery in the future will require security cooperation and a joint approach by Russia and NATO countries.  相似文献

Instead of analyzing just some recent developments of Russia's domestic, foreign and security policies, this article focuses in particular on mid‐ and long‐term strategic trends and the consequences of Russia's decline for European and Eurasian Security. It argues that Russia is still in a long‐term socio‐economic decline and it is unrealistic to expect that Moscow will regain its former status as a Great Power or even Superpower in the mid‐term future even of its economy and military power improve rapidly and substantially. Against this background, two other powers of the Eurasian landmass, the EU and China will surpass Russia in international standing and secure great power status in the coming decades with far‐reaching consequences for the international system and Russia's security as well as for its role in Europe and Central as well a East Asia. In this light, the article analyzes strategic trends in domestic, foreign and security policies, including the impact of often overlooked factors such as demographic trends and the health crisis, of decentralization, regionalization and fragmentation within the Russian Federation, the future of Russia's military reform policies (including Russia's draft military doctrine of October 1999 and its nuclear illusions) and their implications for Russia's future foreign and security policies.  相似文献

NATO's entry into the Balkan war raised salient questions about the alliance's broader mission and, more generally, about Europe's security architecture. This article confronts these questions by revisiting the debate about collective defense versus collective security as organizing principles for alliances. NATO is viewed as serving a hybrid role of promoting collective defense and regional collective security. This latter, under‐valued function relates to NATO's role in promoting internal cohesion among its members and is crucial to understanding the alliance's evolution and its persistance long after the Cold War.  相似文献

Abstract

Surveys such as the European Commission's Eurobarometer regularly reveal high levels of public support for European Security and Defence Policy (ESDP). This paper argues, however, that public support for ESDP is only superficial, not substantial. First, there is no homogeneous ‘European’ public support for ESDP. Second, security and defence, as covered by ESDP with its focus on global crisis-management, rank very low among Europeans’ priorities. Third, Europeans are very sceptical about the appropriateness of military means, and hence a core element of ESDP, as a legitimate instrument in international affairs. These reservations are likely to have constraining effects on ESDP's future development. At the same time, there are compelling reasons for the further development of ESDP. Therefore, Europe's political elites should initiate a public diplomacy campaign inside the EU in which the case for Europe's further evolution as a strategic security and defence actor is made. ESDP operations are the most promising starting points as they illustrate both the normative and the ‘realist’ necessities of European engagement in global security affairs.  相似文献
