The Obama Administration's desire to push forward with strategic nuclear arms reductions during the President's second term requires the navigation of numerous shoals and reefs. U.S. and Russian negotiators will have to overcome both political and military obstacles to accomplish post-New START reductions in long-range nuclear weapons. For example, efforts to reduce offensive nuclear weapons are complicated by U.S. and NATO plans for missile defenses deployed in Europe and by exigencies in U.S. and Russian domestic politics. In addition, the military-technical aspects of cyber war and nuclear deterrence can no longer be treated, analytically or practically, as isolated compartments. This article considers several aspects of the relationships among possible post-START offensive force reductions, advanced conventional weapons including missile defenses, and emerging cyber capabilities.  相似文献

This analysis examines NATO’s tactical/non-strategic nuclear weapons in the Cold War both for their perceived deterrent value against the Soviet Union and Warsaw Pact and as potential war fighting weapons. Within this debate lay questions related to extended deterrence, security guarantees, regional or theatre conflict, and escalatory potential. A central tenet that emerged in Europe was that nuclear weapons needed emplacement on the territory of non-nuclear NATO members to make deterrence more tangible. It raised huge questions of consultation. Once the Soviet Union had intercontinental missiles, the credibility of American readiness to use nuclear weapons in defence of its allies came into question. European alternatives and different consultation mechanisms to facilitate nuclear use became central to intra-NATO relations. Actively debated across NATO, they directly concerned above all the United States, Britain, and France—the nuclear weapons states in the NATO area—and West Germany, the potential main battleground in a Warsaw Pact invasion. Although dormant in NATO since the end of the Cold War, these issues will likely see revisiting in both Europe and other regional trouble spots.  相似文献

Abstract

This article examines the contemporary Anglo-American defence relationship. It begins by setting the general historical and contemporary context, including the impact of the Iraq war, before focusing on the military dimension. The main body of the paper addresses UK/US military planning and operations, UK defence budgetary issues, nuclear weapons collaboration and the impact of changing strategic relationships between the UK, US and Europe. The author argues that the longstanding defence partnership is threatened by a number of factors, including interoperability problems, the UK's national and defence spending priorities, the likely impact of a decision to replace Trident and the decline in the importance of the transatlantic strategic partnership in NATO. The paper concludes that changing US strategic priorities and further reductions in Britain's military capabilities are likely to erode the perceived value of the Anglo-American defence partnership on both sides of the Atlantic.  相似文献

Of the five North Atlantic Treaty Organization (NATO) European countries of US nuclear forward deployment, Italy is the least-known and studied case, even though the country hosts the largest number of US nonstrategic nuclear weapons (NSNWs) and still has two bases of deployment. The paper aims at filling this gap by analyzing Italy's current view on the presence, value, and future of NSNWs hosted on its territory. The analysis begins with the examination of the process of profound devaluation that has minimized, starting from the end of the cold war, Italy's original interest in this category of weapons. It then examines the reasons why Rome continues to pursue conservative nuclear weapon policies and distances itself significantly from the progressive camp of NATO members, particularly Germany, that explicitly call for the withdrawal of US NSNWs from Europe. Through the study of the Italian domestic politics and security culture, the article explains Italy's opposition to any radical change in the NATO nuclear status quo, and its reluctance to pursue policies that are consistent with the process of nuclear devaluation that the country has experienced over the past two decades.  相似文献

This article discusses the North Atlantic Treaty Organization (NATO) debate regarding American nonstrategic nuclear weapons (NSNW) in Europe, given the broad spectrum of views on nuclear issues when comparing individual member states. What is striking is the gap between public attitudes – which are broadly hostile to keeping NSNW in Europe – and elite opinion, which privileges the maintenance of NATO commitments to preserve alliance cohesion. To better understand this tension, this article dissects the elements of extended nuclear deterrence in Europe, addressing the difficulties associated with current nuclear-sharing arrangements. For some NATO states, the alliance's nuclear weapons are a political liability, since nuclear sharing clashes with international disarmament and nonproliferation commitments. For other NATO members, maintaining the status quo is preferable, as long as there is no alliance-wide consensus on the question of NSNW. These debates have been put to rest, for now, with NATO's Deterrence and Defense Posture Review, which reaffirmed the purpose of the alliance's nuclear weapons. However, these divisive debates point to more fundamental issues in alliance management, namely the credibility of American commitments, the sustainability of extended nuclear deterrence in Europe and the inevitable political tensions these questions provoke at the domestic level for NATO allies.  相似文献

Abstract

The New Strategic arms reduction treaty nuclear arms control agreement signed by US President, Barack Obama, and Russian President, Dmitry Medvedev, in 2010 is likely to achieve ratification in both Washington and Moscow, but it is too early to break out the champagne or vodka. Even successful ratification of this agreement is, at best, an important but incremental part of the US–Russian policy ‘reset’ and the larger agenda for both states with respect to arms reduction and nonproliferation. Further reductions in both states’ inventories of strategic nuclear weapons are a necessary preface toward credible leadership in stopping the spread of nuclear arms – especially in the looming test cases of Iran and North Korea. In addition, both states have to decipher a policy-strategy nexus for emerging missile defense technologies: in particular, whether missile defenses should be seen as possible means of cooperative security, as between NATO and Russia, or whether they are firewalls in the way of further progress in offensive nuclear arms reductions.  相似文献

Abstract

Missile defenses will neither derail the post-Cold War political relationship between the US and Russia nor repeal the existence of mutual deterrence as between their respective nuclear arsenals. Because politics rules strategy and strategy must pay homage to the realities of physics, missile defenses will emerge into arsenals gradually, if at all. Whether missile defenses exacerbate political tensions, or can be deployed cooperatively by the United States and/or NATO and Russia, is not a technological given, but a political decision point that will require care taking by the current and prospective administrations in Washington and Moscow.  相似文献

This article analyses the potential motivations behind the opposition of a number of Central and Eastern European States (CESs) to the withdrawal of US deployed nonstrategic nuclear weapons (NSNWs) from Europe. It shows why CES governments obtain no military benefits from the deployed NSNW; it argues CES are unlikely to truly see them as a promising bargaining chip; it suggests CES can derive only limited prestige from US-deployed weapons and the contrasting norm of ‘nuclear disarmament’ likely offers a more attractive option; and it assesses potential bureaucratic interests as improbable to play a decisive role. In contrast, the article proposes a more nuanced elaboration of the transatlantic ‘linkage’ argument. It maintains CES have significant motives to keep the United States involved in Europe, shows how they are likely to mistrust US commitment pledges, and argues they are prone to use the NSNW debate as a convenient instrument (within a limited toolbox) towards locking in the US foothold on the continent.  相似文献

The institutional arrangements and mechanisms for preventing and managing conflicts will determine the future of European security and the balance of power in a wider Europe. Russian policy and Russia‐NATO relations are anaylsed within the context of the ongoing changes at Russia's southern periphery. The embryos of three distinct security systems are developing ‐ a Russia‐led, a NATO‐led and one led by the international community. The article suggests that instability in the southern periphery in the future will require security cooperation and a joint approach by Russia and NATO countries.  相似文献

The second enlargement of the North Atlantic Treaty Organization (NATO) since the end of the cold war fueled an ongoing debate over whether the alliance contributes to democratization in Europe. In the 1990s, critics warned that the 1999 NATO enlargement would cultivate a new cold war and prove irrelevant to democratic consolidation in central Europe. Events have not borne out these forecasts, however. In Poland, not only did NATO build a civilian consensus in favor of democratic control over the armed forces corresponding to NATO norms, but it also delegitimized Polish arguments for defense self-sufficiency that had derived their credibility from Poland's experience of military vulnerability and foreign domination. Such democratizing and denationalizing trends have contributed to stability in postcommunist Europe. An assessment of the seven states that joined in 2004 similarly reveals some scope for NATO's influence in all cases. The alliance's access to domestic reform processes, however, will be uneven across cases in ways largely consistent with the predictions of the theoretical framework in this article.

Sarkozy's decision to bring France back into NATO's integrated military structure in 2009 represents in some ways a break with French exceptionalism. But how deep is this change? This article examines whether the decision has led to a real integration of France along various dimensions of integration; whether the decision represents a continuation or a break with the traditional French approach and the effects of this reintegration on NATO/EU cooperation. The empirical analysis of French political and military practices in NATO combines a focus on macro-level foreign policy formulations with a micro-level study of how French officials and representatives communicate and interact on a day-to-day basis. The analysis shows that France has become increasingly integrated into NATO since 2009 on most dimensions except with regard to cultural integration. Thus, France may be reintegrated in practice, but not yet in principle.  相似文献

In the last eighteen months, missile defence has emerged as a controversial issue between the United States and its European allies. The administration's plans have provoked a major debate in Europe and the United States. Since the spring of 2007, however, the Bush administration has begun to develop a much more effective public outreach campaign designed to address public concerns. It has also sought to strengthen the link between its bilateral efforts at missile defence and those of NATO and made a number of important proposals designed to reduce Russian concerns.  相似文献

Abstract

This article assesses the relative burden European members of NATO are bearing in the war in Afghanistan. Some argue that the current contribution of European forces is on par with the American contribution. However, current studies do not analyze Europe's ISAF contribution in comparison to some benchmark by which relative burden-sharing can be accurately determined. This article compares Europe's involvement in the war in Afghanistan to past missions, current contributions and in light of the benefits each country is likely to enjoy. The quantitative and qualitative findings show that there is an extensive amount of free-riding occurring both in terms of hard and soft power, although it varies across time and even within NATO Europe. Inadequate forces provided by European NATO countries jeopardize the likelihood of success in Afghanistan.  相似文献

The article argues that NATO is a nuclear-addicted alliance. It focuses on how the addiction developed, the damage caused by the addiction and ways in which it may be overcome. After outlining the origins to NATO's nuclear addiction, the article turns to the recent defence and deterrence posture review (DDPR), which is seen as a classic example of ‘addict behaviour’ spoiling the best chance NATO has had for overcoming its addiction. The article offers an assessment of the DDPR, portraying the outcome of the process as not only a lost opportunity, but unfortunately also as a position that limits the possibilities for reaching a constructive agreement on the important question of the remaining non-strategic nuclear weapons based in Europe. The article ends by suggesting 12 steps for NATO to overcome its addiction, although it is acknowledged that the DDPR has severely restricted NATO's room for maneuver leaving only a slim chance for ‘complete recovery’.  相似文献

This study evaluates the role of tactical nuclear weapons (TNWs) for NATO today. Historically, TNWs fulfill five objectives. First, they provide a deterrent by denial capability. Second, TNWs serve to deter TNWs by other countries. Third, as the most ‘useable’ of nuclear weapons, they offer militaries solutions to a small target set of hardened targets. Fourth, they bridge the interface between nuclear and conventional forces, maintaining linkage up the ladder of escalation. Fifth, they serve as a powerful political symbol of an extended deterrent commitment. While the perception is that their utility for NATO in plausible European contingencies is low, we argue that there is variation in the political and military roles of TNWs. We submit that, in general, the first role has lost its significance but the other objectives remain relevant to NATO's present political circumstances, especially as a symbol of the transatlantic relationship and as a safeguard against Russian belligerence. Accordingly, TNWs remain a significant part of NATO's capabilities and should remain deployed in Europe.  相似文献

This article traces the evolution of Kashmir as a “nuclear flashpoint,” and the relationship between Kashmir, nuclear weapons, and regional security. The first section discusses the concept of a geopolitical flashpoint, providing a definition and a series of historical examples. The Kashmir issue and its role in the broader Indo-Pakistani conflict fit reasonably neatly into this definition. A second section briefly traces the history of nuclear weapons programs in the region, as the potential for nuclear escalation by competing powers or their allies is a key factor in defining nuclear flashpoints (a post-1945 phenomenon). The third section examines the evolution of the Kashmir issue and successive Indo-Pakistani crises within a nuclearized regional environment from 1984 to 2003. The final section assesses the prospects for Kashmir in the near future, and concludes that due to underlying political factors, Kashmir will remain a nuclear flashpoint for the foreseeable future.  相似文献

This article examines NATO's first strategic project, the Medium Term Defence Plan (MTDP) of 1950, and the plan that led to the 1952 Lisbon Force Goals, a landmark in the evolution of NATO's strategic thinking because the failure to reach the Lisbon goals allegedly drove NATO into its subsequent dependence on nuclear weapons from which it has never been weaned. The article disputes this interpretation by showing that the MTDP was conditioned by the desire of the United States to maintain its autonomy over the use of atomic weapons, and its freedom from the constraints of the new alliance. The MTDP was a paradox: a conventional strategy designed to mask the rules governing the balance of decision-making power within NATO which maintained American peripheralism against the integrative pressures of the alliance. Lisbon was actually part of a deepening nuclear commitment on the part of the United States, sustained by the willingness of the Europeans to endorse the rearmament plan in exchange for promises of further economic assistance.  相似文献

Abstract

In July 1977, newly elected President Jimmy Carter suddenly found himself confronted with a difficult neutron bomb decision. With a narrow victory in Congress, pro neutron‐bomb forces had successfully presented the President with the authority to proceed with production. Unfortunately, as the months passed, Carter failed to move swiftly with production of the neutron warheads which many NATO alliance members saw as a much needed deterrent to the Warsaw PACT'S massive armor superiority.

Confronted with mounting international and domestic opposition to the neutron weapon, Jimmy Carter, in the fall of 1977, insisted that the NATO allies officially support American production of the warheads before the United States would produce it. Spurred on by Carter's indecision and by certain NATO members’ reluctance to officially support the weapon, the Soviet Union shifted its propaganda machine into high gear in a massive effort to sway international opinion against the weapon.

During the first few months of 1978, Western Europe saw a flood of protests against this so‐called “inhumane” weapon. Domestic communist and left‐wing socialist opposition to the neutron bomb precipitated a precarious right‐left split within many Western European socialist parties. Nowhere was this split more graphically illustrated than within the ruling West German Social Democratic Party (SPD). Chancellor Helmut Schmidt and his moderate technocrats basically favored the neutron bomb, but feared crippling left‐wing SPD opposition and possible defections if West Germany complied with American demands to break with over 30 years of U.S.‐West German nuclear precedent and agree officially to American production of a nuclear weapon, the neutron bomb.

Only after much American cajoling did the allies move toward official NATO support for production. Carter had failed to understand the disastrous political implications which left‐wing opposition had created within the NATO countries and refused to let Schmidt and other leaders off the hook. And then in an amazing move, after Schmidt and the NATO allies had risked political ruin to reach an agreement to support the neutron bomb, President Carter pulled the rug from under them on April 7,1978, when he indefinitely delayed a decision on the weapon.

With this decision, Carter had set a dangerous precedent by yielding to Soviet pressure and had missed an opportunity to win the favor of skeptical NATO allies and critics who asserted he was too weak and indecisive. But above all, Carter had unnecessarily alienated and angered NATO leaders like Schmidt who risked possible political ruin by supporting the neutron bomb.  相似文献

The last decade of the twentieth century witnessed radical and potentially constructive adaptation of NATO. Although retaining its core function of collective defence and serving as the transatlantic security forum for consultation and co‐operation, the Alliance pursued new directions in support of wider stability in Europe through enlargement to its east, forging partnerships with former adversaries, and conducting peace enforcement operations outside the treaty area. But the transformation of NATO remains a work in progress. This article discusses three key questions: the nature of peace support operations, the capability to provide for both collective defence and crisis management, and managing further Alliance enlargement while maintaining a working relationship with Russia.  相似文献
