During the past few decades traditional state‐centred governing arrangements have been critiqued and replaced by alternative modes of governance. Higher education is one of the public sectors where such shifts in governance have been seen. As a consequence of the reshuffling of authority and responsibilities across the different levels in Dutch higher education, universities as organizations have become important foci of attention in the system’s coordination. The main question addressed in this article is to what extent we can speak of an organizational transformation of Dutch universities. Based on conceptual ideas from researchers such as Greenwood and Hinings (1996), Ferlie et al. (1996) , and Brunsson and Sahlin‐Andersson (2000) , we use a framework that focuses attention on the concepts of the construction of identity, hierarchy and rationality to systematically analyse the various aspects of transformations of professional organizations.  相似文献

In the context of welfare delivery, hybrid organizations mix public and ‘new’ market, social, and professional types of mechanisms and rationales. This article contributes to our understanding of accountability within hybrid organizations by highlighting how accountability obligations can become hybrid, simultaneously formal and informal. Instead of seeing accountability as hybrid only in the sense of the coexistence of types of organizational mechanisms and structures (i.e., the prevalence of both state and market types), we examine accountability arrangements governing a hybrid model—primary care commissioning in England—and interrogate the relationships between accountability actors and their accountability forums. We conceptualize ‘hybrid accountability obligations’ as a state whereby the nature of obligation underpinning accountability relationships is both formal-informal and vertical-horizontal concurrently. The article concludes by highlighting the consequences of this kind of hybridity, namely how it extended discretion from welfare delivery to the domain of welfare governance.  相似文献

This symposium article examines how the threefold governance framework of the symposium actually works across multiple policy sectors and multiple politically systems. It undertakes a comparative survey of governance‐related developments across three policy sectors: environment, education/higher education and forests. To control for differentiation in political structures, the article studies the policy sectors with respect to three political systems Canada, England and Germany, taking into account the role of the European Union, the federal systems and international actors. This broad macro comparative focus enables the authors to make one of the first empirical efforts to assess the presence and sweep of governance arrangements across both policy sectors and states; and to assess the degree of convergence around particular governance practices.  相似文献

Across the Americas, from Northern Mexico to Colombia’s mountain valleys and Brazil’s shantytowns, escalating armed violence and the growing power of criminal organizations has generated immense public concern about the breakdown of the rule of law. While some policy makers and journalists write about state failure and the emergence of ungoverned spaces, the evidence presented in this article will show that far from a lack of governance or a failure of the state, criminal organizations often collaborate with a variety of state actors to create varied systems of localized order that perpetuate criminal power and undermine most policy efforts to control crime and violence. In contrast to past scholarship’s reliance on single case studies to analyze the efforts of armed actors to build localized orders, this article offers a systematic comparative analysis of a police-connected protection racket and a drug gang operating in two Rio de Janeiro neighborhoods under similar political conditions. Analysis of the evidence shows that variation in the organizational structures of the armed actors and, in particular, their proximity to state officials, poses varied consequences for local development, including the dynamics of politics and policymaking, associational life, and violence and security.  相似文献

Public organizations vary considerably. Yet little attention has been paid to the systematic analysis of this diversity. Drawing on case studies of four public organizations and a survey on all central government organizations in Denmark, variations in tasks, environments, constituencies, and central governance are conceptualized. Public organization tasks can be analysed at three levels ranging from user-oriented outputs, general outputs which can further be divided into policy goals, scope of profile, standard setting and capital accumulation, to the normative base of the public sector. Public organizations vary with regard to the emphasis put on level of output and on how the different aspects of the tasks are interrelated. Variations in constituencies and exchange cycles with the environment are further related to different task profiles. Finally it is shown that central oversight organizations compete with other actors in the public organizations' environment in the governance of public organizations. From an organizational point of view 'the state' appears to have a humble and remote position.  相似文献

This article investigates the relationship between democratic practices and the design of institutions operating in collaborative spaces, those policy and spatial domains where multiple public, private and non-profit actors join together to shape, make and implement public policy. Partnerships are organizational manifestations of institutional design for collaboration. They offer flexibility and stakeholder engagement, but are loosely coupled to representative democratic systems. A multi-method research strategy examines the impact of discourses of managerialism, consociationalism and participation on the design of partnerships in two UK localities. Analysing objective measures of democratic performance in partnerships and interpreting the discursive transition from earlier practices in representative democratic institutions we find that institutional designs for collaboration reflect different settlements between discourses, captured in the distinction between club, agency and polity-forming partnership types. The results show how the governance of collaborative spaces is mediated through a dominant set of discursively defined institutional practices.  相似文献

The article discusses institutional forms of governance, understanding governance as hybrid forms of collaboration, involving government, market actors and/or civil society actors. By utilizing data from a study made of three Norwegian cities, six collaborative efforts are presented, and discussed in relation to analytical characteristics derived from both network theory and organizational theory. This analysis illustrates that these collaboration efforts can, on the one hand, be understood as something located between networks and organizations. On the other hand, one may argue they belong to none of the two theoretical categories, implying the need for new theories regarding collaboration. These observations are followed by some theoretical reflections about how democratic governments can influence collaborations, and ensure that the common will can actually become real.  相似文献

The European Union (EU) inherited ‘indirect administration’ from classical international organizations: policies adopted by the international organization are subsequently to be implemented nationally by member states themselves, and not by bodies owned by the international organization. This arrangement has often led to legislation being incorporated and applied rather differently across countries. In order to harmonize implementation practices within the EU, we have witnessed a development from ‘indirect administration’ to more ‘direct administration’ in the sense that national agencies work closely with the European Commission, EU agencies and sister agencies in other member states, partly bypassing national ministries. Thus, stronger coordination across levels may counteract strong coordination at the national level. This ‘coordination dilemma’ seems to have been largely ignored in the literatures on EU network governance and national ‘joined‐up government’, respectively. The ambition of this article is twofold: first, the coordination dilemma is theoretically and empirically illustrated by the seeming incompatibility between a more direct implementation structure in the multilevel EU administrative system and trends towards strengthening coordination and control within nation states. Second, the article discusses organizational arrangements that may enable systems to live with the coordination dilemma in practice.  相似文献

This article looks at the application, in the anti-corruption realm, of the analytical framework developed for transnational human rights advocacy by Risse, Ropp, and Sikkink. Focusing on Azerbaijan, Kazakhstan, and Turkmenistan, this article shows that the level of integration with Western actors on the state and corporate levels determined the degree to which the transnational anti-corruption regime has been accepted in the Caspian region. As the transnational regime does ultimately lack coercive powers, the tension between transnational demands and national political elites does not translate into serious conflict, as a broader formal acceptance of the transnational anti-corruption regime offers national actors only limited opportunities to genuinely promote the issue.  相似文献

This article deals with newly emerging international collaborative initiatives around two issues connected to climate change: removal of fossil fuel subsidies and improving climate information disclosure practices in the business sector. While networked initiatives on the gradual removal of fossil fuel subsidies and a multi-actor network on disclosure of climate change information do not explicitly mobilize collective actions around climate change, they supplement and reinforce a wide array of other transnational initiatives and partnerships around climate change mitigation efforts. Analysed networks equip transnational policy processes around the climate change issue, initially formed by the United Nations Framework Convention on Climate Change's member states, with new policy tools to mitigate human-induced climate change and hugely expand the membership of policy-making at the international level. Newly emerging transnational networks in the area of fossil fuel subsidies removal and improving climate change information disclosure practices in the corporate world also strive for harmonization of policy methods and instruments across international boundaries. The experience of the European Union (EU) in promoting climate change actions among its member states and in sustaining collaboration with private actors can serve as an exemplary and learning tool for transnational policy networks across continents. And the size of the EU's market together with its governance structure provides it with a common legitimate voice at the international arena for climate change decision-making.  相似文献

Abstract

Despite a growing interest in transit migration and border controls along migration routes, there is relatively little work on the production and operation of the category of ‘transit’ itself. This article investigates how Niger emerges as a country of migration ‘transit’ and what impacts this categorisation has had on security and development interventions targeting the country. Building from the literature on the governance of transit migration and on the ‘migration state’, this article theorises transit as a political label. It argues that Niger’s status as a transit country is constructed through a ‘polyvocal’ process involving the discourse and everyday assumptions of international and local actors. The article locates this shared understanding in official texts, everyday routines, and sub-state diplomatic practices. It goes on to argue that these framings, despite divergent rationales, have effects visible in the evolution of security intervention in Niger. These include shifts in the location of border security, the blurring of migration into other transnational threats, and the creation of new domestic institutional practices. The article contributes to theorising the political construction and specificity of transit-ness and provides a fresh case for the research agenda on inter-state relations around migration governance.  相似文献

This article explores the organizational complexities that occur when religions attempt to operate globally. Based on the author's research on one of the new Japanese religions—Sekai Kyusei-kyo—it focuses on two aspects of transnational religious coordination. First, it shows how culture shapes religions' reception in each locality. Second, it shows the superiority of heterarchical over hierarchical organization: like successful transnational corporations, heterarchical religions move decision-making to the periphery, leaving the center with the task of normative integration. Local culture can, however, trump even such organizational flexibility. The article explores the theoretical implications of this for market-oriented sociologies of religion.  相似文献

Suicidal violence involves three levels of analysis: individual motivations, organizational strategies, and societal conflicts. Using rationalist, culturalist, and structuralist approaches to contentious politics, this article explores the intersection of rationality, norms, and conflict in the making of extreme violence. The case of Palestinian suicide bombers demonstrates the interdependence of the three approaches to explaining suicidal violence. For individuals, self-sacrifice is conceived as an act of personal redemption rooted in religious morality and national salvation. For organizations, human bombs provide strategic advantages in the context of asymmetrical warfare. For collectivities, martyrs are venerated when three conditions converge: (1) cultural norms encompass symbolic narratives that honor martyrdom; (2) legitimate authorities acquiesce to extreme violence; and (3) conflicts generate feelings of victimization and threat by external enemies.  相似文献

In the last decade experiments with decentralized democratic governance and citizen involvement have been launched throughout Europe in functional domains as varied as housing, environmental planning, primary schools and care for the elderly. This article analyses such democratization processes through the lense of cultural theory as formulated by Thompson, Ellis and Wildavsky (1990). It argues that cultural theory provides a framework for understanding why formal democratic rights and rules are not necessarily matched by democratic images among actors. It draws on empirical material from the Danish social housing sector, which is widely recognized for its decentralized governance system and extensive tenant involvement.  相似文献

The discussion examines private sector development policy implementation in Singapore, examining the new role of the government's economic development agencies from the point of changing relationships among public and non-state actors in the policy arena. Singapore's model of private sector development consists of an exclusive network of partnerships among economic development agencies and between these agencies and private sector actors, such as business and organized labour, as integral policy stakeholders. As Singapore has moved within the past 15 years towards its articulated goal of becoming a knowledge-based economy and an industrial hub in the Asia Pacific region, the country's model of network governance is undergoing a gradual reconfiguration to include a greater role for local enterprises in the policy process. The changing institutional mechanics of network governance surrounding the new model of private sector development in Singapore are examined, along with the highlights of some implications surrounding this shift.  相似文献

Little is known about organizational functioning and managerial behavior in Africa. The need for organizational development and change is urgent. Current attempts to reform African public sector organizations tend to focus on mechanistic measures, neglecting the complexity of organizational life. Western approaches to organizational development tend to reflect their cultural milieu and may contain elements which are irrelevant or inimical to African contexts. There is a need to develop concepts and approaches to organizational development and change which are effective and sensitive to African contexts.

Most African nations have been independent for less than four decades. Immense changes have taken place on the African continent during that time. ‘Development’ remains the most common word in the rubric of Africa. Many governments still claim to be ’revolutionary,’ although change since independence has generally not been radical. ’Change’ in education has meant more schools, more teachers, more colleges, more universities: more and more of the Western assumption that education and learning inevitably means schooling. ’Change’ in health provision has meant more hospitals, more imported drugs, more complex procedures, more university trained medical practitioners: more and more of the health arrangements which the rich countries of the West can afford less and less. ’Change’ in organizational arrangements has meant more -- and bigger -- bureaucracies, more ministries, more departments, more parastatal corporations, more bureaucrats, more procedures, more forms, more control mechanisms: more and more of the organizational structures and practices which are now seen to retard change and development.  相似文献

At the same time that comparative and international political scientists have been confronting the problems of analysing state behaviour under conditions of uncertainty, state-centred political scientists are attempting, somewhat belatedly, to deal with the increasing complexity and uncertainty which underpins modern governance. Yet despite similar research agendas these disciplines have continued to speak past each other. This article contends that policy transfer analysis can provide a context for integrating some key concerns of these disciplines. Further, we argue that the process of policy transfer should be examined through a structure and agency approach with three dimensions: global, international and transnational levels, the macro-level and the interorganizational level. This three-dimensional model employs the notion of a policy transfer network as a middle-range level of analysis which links a particular form of policy development (policy transfer), microdecision making in organizations, macrosystems and global, transnational and international systems. It is hoped that this approach will stimulate an empirical research agenda which will illuminate important policy developments in domestic and world politics.  相似文献

Abstract

The question that motivates this article is: what are the mechanisms through which the prosecution of the drug war in Latin America lead to human rights repression? In answering this question, I theorise that drug enforcement is a coalition of actors that facilitates domestic and international consensus around prohibition as a mechanism for corporate expansion. Drug war infrastructure financing is likely to facilitate the expansion of corporate investments by resource-seeking industries that require greater land use, which encroaches on the ancestral territories of indigenous peoples. And, in response to indigenous resistance to corporate appropriation of ancestral lands, resource-seeking transnational corporations will collude with private security firms and paramilitary organisations to repress and eliminate indigenous resistance. In the process of accumulating capital in Latin America, transnational corporations, domestic security, and paramilitary organizations are the drug enforcement coalition’s mediators of terror.  相似文献

During disasters, partnerships between public and nonprofit organizations are vital to provide fast relief to affected communities. In this article, we develop a process model to support a performance evaluation of such intersectoral partnerships. The model includes input factors, organizational structures, outputs and the long‐term outcomes of public–nonprofit partnerships. These factors derive from theory and a systematic literature review of emergency, public, nonprofit, and network research. To adapt the model to a disaster context, we conducted a case study that examines public and nonprofit organizations that partnered during the 2010 Haiti earthquake. The case study results show that communication, trust, and experience are the most important partnership inputs; the most prevalent governance structure of public–nonprofit partnerships is a lead organization network. Time and quality measures should be considered to assess partnership outputs, and community, network, and organizational actor perspectives must be taken into account when evaluating partnership outcomes.  相似文献

A number of new governance structures has been introduced in the Danish public sector. These include contract agencies, user boards, boards of directors, marketization, corporatization, involving voluntary organizations in public services, EU-funded state border crossing co-operation, and Europeanization in many forms. Despite their obvious dissimilarities, these governance structures have one thing in common: they challenge the foundations of the public sector and territorial representative democracy by blurring the distinctions between politics and administration; between public and private; and between national and international. If politicians and voters are deprived of the capacity to make these distinctions, political responsibility is bound to fade away. Also, each new governance structure down-loads degrees of indeterminateness in the public sector since they may interact in unforeseen ways and introduce new actors, roles and practices in the public sector. This may cause the development of a more flexible public sector marked by 'local' appropriateness and adaptability but also by a multitude of inconsistent models and principles. To avoid the latter, a general discourse on values and their institutional requirements and the invention of public 'domains' is needed.  相似文献
