Approaches to terrorism and peacebuilding have a complex relationship with each other, which may be explained according to four categories outlined in this article. These range from blocking each others’ aims, nullifying terrorism, supporting a very limited, or a broader peace process. Each of these categories has implications for the inclusion and reconciliation of a wide range of actors and the hybrid nature of the emerging peace. This relates to the critical approach of using theory to create emancipatory forms of peace, which is used as a basis for the examination of the production of hybridity via the interaction of approaches to terrorism and peacebuilding in five cases in this article. These include Sri Lanka, Kashmir, the Middle East, Nepal, and Northern Ireland. We argue that “post-liberal” possibilities for a hybrid form of peace (which are inherent in such conflicts) offer a “post-terrorist” potential for peace processes.  相似文献

During the 1930s and 1940s Keynes developed the vision of a world in which every country would be able to pursue its own New Deal. He believed in the Second World War that Anglo‐American partnership would provide the foundations of this benevolent new order. But his enterprise was frustrated by Washington's insistence on economic orthodoxy. It was an outcome which left Keynes pessimistic about the prospects for international economic cooperation. However the prejudices of Keynes's first biographer, Roy Harrod, in combination with the political exigencies of the early cold war period, obscured the extent of his disillusionment.  相似文献

Agenda-setting theory is central to understanding the connection between media and American government. Indeed, legislative and executive branches of American government are often characterized by their publicity-seeking behavior. This is not true of the judicial branch. However, the importance of media coverage is magnified for the United States Supreme Court because, lacking the public affairs mechanisms of the other two branches, the Court is dependent on media dissemination of information about its decisions. Despite this important role, little is known about what attracts media to cover Supreme Court cases. We ask what case characteristics attract media attention. We examine the effect of case variables on general media coverage of Court decisions (a concept we call “newsworthiness,” measured by whether mention of a given case decision appears on the front page of the New York Times) and on inclusion of a case on a list of legally significant cases over time (a concept we call “legal salience,” measured by the appearance of a case in the Congressional Quarterly's Guide to the Supreme Court). Examining cases over a 54-year period, we identify characteristics of cases appearing in either the New York Times or the CQ Guide or both. We conclude media news values may not always lead to coverage of the most legally salient cases, but some overlap indicates several cues used to judge immediate newsworthiness of cases stand the retrospective evaluation of legal significance.

Is climate change a national security threat to the United States? This question remains a subject of debate in academia and has received renewed emphasis in the policy community. Even taking a narrow definition of national security, climate change already constitutes a national security threat to the United States, both in terms of direct threats to the country as well as its broader extraterritorial interests. While some of these purported threats—abrupt climate change and sea-level rise—have been overstated by advocates, several concerns, mostly related to the effects of extreme weather events on the United States and its strategic interests overseas, are sufficient enough that they already constitute security threats. That climate change potentially poses a direct threat to the U.S. homeland and its overseas interests suggests the subject warrants serious attention.  相似文献

For the past sixty‐seven years, the Council on Foreign Relations has dedicated itself to enlarging the public dialogue on matters affecting U.S. foreign policy and international affairs. This effort is to be commended. It stands as a testimony to your strong sense of civic responsibility, and it illustrates yet another way in which America's private and public sectors cooperate in matters of national concern.

Forty‐one years ago, Foreign Affairs published the landmark article—"Mr. X"— calling for a bold new approach to the challenges of the post‐war world. At that time, the international structure and order inherited from the nineteenth century had collapsed, and attempts to replace it were directed from two philosophically distinct and antagonistic power centers. This was the era of the Cold War.

America met those challenges with a sense of daring and determination. The Truman Doctrine, the Marshall Plan, NATO—these stand as testimonials to imaginative leadership and effort. The renewed vitality of Western Europe and Japan—protected by the shield of a strong and effective deterrence—are a measure of its success.

Today, America faces another historic challenge occasioned neither by war nor post‐war dislocations. Rather, it results from changes set in motion by a new and powerful dynamic which in recent years has exploded onto the world scene—the grand spectacle of the Information Revolution.  相似文献
