A large literature has studied the trend of greaterpolarization between Democrats and Republicans in Congress.This paper empirically examines the extent to which inflationand unemployment explain cyclical movements ofpolarization over time. An informal application of thestandard Downsian spatial competition model of partiesgenerates the following relationships, ceteris paribus: (1)inflation should be associated with policy convergence, (2)unemployment should be associated with polarization, (3) theeffect of unemployment on polarization should be larger inmagnitude than the effect of inflation on convergence, and (4)the effect of unemployment on polarization should be strongerin the House than in the Senate. We estimate the relationshipbetween vote records and business cycle conditions over the1947–1999 period using a GLS model with varying lags. Ourresults are broadly consistent with these business cyclehypotheses of polarization, though greater support is found inHouse data than in Senate data.  相似文献

减少突发公共事件带来的损失,实现快速有效的应急管理已经成为各国、各级政府部门的一项重要工作,也是国内外学者研究的一个热点.而建设完善的国家突发公共事件应急管理体系,目前也已经成为我国迫切需要研究的课题.基于国内外应急管理体系建设现状,综述了各国在应急管理体系建设方面取得的主要成果,分析了我国应急管理体系中存在的一些问题.通过抽象和梳理应急管理体系的基本业务,给出了基本业务流程,并以国家安全生产应急管理的业务为例分析了微观层面的应急管理业务流程,给出了一个具有一定代表性的业务流程分析案例.最后对应急管理体系建设的工作重点进行了分析与展望.  相似文献

十几年来,中国的证券市场经历了从无到有、波澜壮阔的发展历程,由于对这一新生事物缺乏经验,致使相关法律法规严重滞后,影响了中国证券市场的规范化进程。虚假信息、内幕交易等问题导致股价上下巨幅波动,严重违背了证券市场的三公性。本揭示了中国证券市场近几年来的规范化进程,从信息披露角度出发,结合对违法违规上市公司的解剖,指出现行证券市场法律法规存在的问题,期望证券法及相关配套法律法规的出台能给中国证券市场创造一个美好的未来。  相似文献

The article analyzes how business interests responded to European integration. It draws on survey data of eight hundred German, French, British, and European Union (EU) trade associations as well as thirty-four large firms. The argument is that the multilevel governance approach to European integration captures the realities of EU interest intermediation better than neofunctionalism and intergovernmentalism. The article suggests that the strategies of interest organizations depend mainly on their location in the EU multilevel system and on their governance capacities. I distinguish two kinds of governance capacities: negotiation capacities and organizational resources. The analysis proceeds in the following steps: After outlining the three theories of European integration and presenting their implications for interest groups, a brief overview of the relative importance for interest organizations of EU and national institutions over time is provided. Then, cluster analysis techniques serve to identify types of interest groups according to their lobbying strategies in the multilevel system: niche organizations, occasional players, traditionalists, EU players, and multilevel players are distinguished. The composition of these clusters and the characteristics of their members support the multilevel governance approach and indicate that multilevel players have greater governance capacities than organizations in the other clusters.  相似文献

At the same time as many researchers in public administration are suggesting the emergence of similar New Public Management (NPM) forms in Organization for Economic Co-operation and Development (OECD) countries, a substantial number of those working in comparative political economy are rediscovering differences between countries. This paper explores a key component of NPM—business-like central government agencies—in four countries: the UK, the U.S., Germany, and Japan. So far, the private sector side of the NPM story has largely been neglected. However, the business-like agency model as developed in the UK was influenced by the Anglo-American system of corporate governance. In comparative political economy, the Anglo-American system is seen as different from that in Germany or Japan. These differences are important for understanding transfer through emulation of the UK agency model by policy-makers in other countries. An apparent inconsistency may be developing, with governments using an NPM form based on an Anglo-American model of business that is far from universal in business itself.  相似文献

Business incubators are intended to enhance the growth of new firms by minimizing business failures. The environment for incubators improved as governmental policies shifted their emphasis toward small business generation. However, not enough is understood about how, why, and under what circumstances new firms succeed within the sheltered environment of incubators. Devolution was a response to a decline in legitimacy in the territorial politics of the UK. To differing extents and in different ways, there was a legitimacy gap in Scotland, Wales and Northern Ireland. This has largely been restored in the non-English parts of the UK but has created new problems of legitimacy in England. The West Lothian Question and territorial finance are the unfinished business of devolution. Using Beetham's classic work on The Legitimation of Power, this article argues that the situation today in England resembles that which existed before devolution in the non-English parts of the UK: there is nothing illegal in the current constitutional arrangements; but there are constitutional anomalies and inconsistencies, which may lead to a withdrawal of consent.  相似文献

The tech stock crash of 2000 discredited the new economy as business model. This article introduces a journal special issue which takes up the challenge of putting new economy developments into this post-crash perspective and establishing long-run continuities, without discounting the importance of what happened. This article opens the debate by highlighting two themes in the articles that are collected together in the special issue: first, it discusses what was and is the new economy in the USA; second, it examines the relevance and resonance of the new economy in Europe.  相似文献

A re‐analysis of three Swedish studies of political trust at local level shows that the extent to which citizens trust the system of democracy in municipalities correlates strongly with how the employers in that area assess the state of the local business climate. This article deals with the question of how this can be understood. Three sets of underlying explanations are tested: social capital theory, a theory of local well‐being and political‐institutional conditions. The empirical analysis shows that only the theory of local well‐being can explain consistently why political trust and a flourishing local business climate occur in concert. The study emphasises the need to expand research on political trust to also take into account the role played by the business climate. This has been completely ignored in previous research on political trust. Such knowledge would be highly relevant to local policy making. In order to capture the specific mechanisms at work, qualitative case studies of municipalities are suggested as the next step of research.  相似文献

Governments create the political and economic environment in which their countries' businesses operate, usually described as the ‘enabling environment’ or ‘investment climate’. In response, business associations seek to influence public policy to make it easier for their members to “do business”. Scholars suggest that interest groups are able to form lasting relationships with governments based on a resource exchange mechanism. This paper suggests that, at least in developing countries, a more nuanced explanation is necessary. Business associations, in particular, need proactively to pursue a logic of ‘competence’ as well as a logic of ‘positive relationships’. This paper assesses the outcomes of advocacy projects undertaken by business associations in Kenya in the period 2008–2013, considers the degree to which the associations contributed to the decision to change policy and then analyses the factors perceived by business associations to have led to their success in influencing public policy. We find evidence to support the expectation that business associations must develop a wide range of competences whilst building relationships with multiple stakeholders. This paper explores the role of corporate social responsibility and the reporting thereof in the fight against corruption. A special focus is laid on the international endeavors to improve transparency through reporting, and the paper elaborates extensively on the United Nations Global Compact (UNGC), the Organisation for Economic Co‐operation and Development (OECD) Guidelines for Multinational Enterprises and the Global Reporting Initiative's (GRI) Sustainability Reporting Guidelines. Voluntary initiatives, such as the UNGC, the OECD guidelines, and the GRI guidelines, are considered to play an important role in providing the trust‐based informal social norms, without which markets and societies cannot function.
