‘Joined‐up government’ (JUG) approaches have emerged in many industrialized countries as a means to tackle persistent ‘wicked’ public and social policy problems (Pollit 2003 ). Despite this, limited evidence exists concerning their implementation or effectiveness. ‘JUG’ was popularized by the Blair Government (UK) with its focus on addressing social exclusion. Following in these footsteps, in 2007 the Australian Government launched the Social Inclusion Agenda: a joined‐up approach to improving the wellbeing of all Australians and addressing disadvantage. This paper focuses on findings from a study that examined the SIA as a natural experiment in JUG. Drawing on the implementation experiences of federal policy makers, our findings lend weight to emerging research into JUG that suggests that compatibility and consistency between goals, instruments, and processes is critical to success. We argue that closer attention needs to be given to developing ‘supportive architecture’ around joined‐up initiatives to facilitate implementation.  相似文献

Is social capital a prerequisite for prosperity? This paper analyzes social capital and economic performance in the British regions. Like Italy, Britain has a north–south economic divide. Are these differences caused by unequal stocks of social capital? This paper provides limited support for the hypothesized relationship between some indicators of social capital (especially trust and civic associations) and economic performance. Economic associations, however, are negatively correlated. This highlights shortcomings in social capital theory in terms of transferring the concept to new settings, the mechanisms linking social capital to production and the translation of social capital into public policy.  相似文献

ABSTRACT

This article makes the case for rethinking the social contract concept with attention to countries affected by conflict, fragility, and fraught transition. Inspired by related policy efforts and engaging scholarship across multiple disciplines, this piece and the multi-country research represented in this Special Issue aim to build the intellectual lineage of the concept. A conceptual framework and proposed heuristic device for enhancing policy and practice is presented. Five case studies and a thematic paper on inclusion are discussed with this in mind. Comparative findings and implications are assessed for how resilient social contracts aid the attaining and sustaining of peace.  相似文献

During the crisis, the European Union's ‘social deficit’ has triggered an increasing politicisation of redistributive issues within supranational, transnational and national arenas. Various lines of conflict have taken shape, revolving around who questions (who are ‘we’? – i.e., issues of identity and inclusion/exclusion); what questions (how much redistribution within and across the ‘we’ collectivities) and who decides questions (the locus of authority that can produce and guarantee organised solidarity). The key challenge facing today's political leaders is how to ‘glue’ the Union together as a recogniseable and functioning polity. This requires a double rebalancing: between the logic of ‘opening’ and the logic of ‘closure’, on the one hand, and between the logic of ‘economic stability’ and ‘social solidarity’, on the other. Building on the work of Stein Rokkan and Max Weber, this article argues that reconciliation is possible, but only if carefully crafted through an extraordinary mobilisation of political and intellectual resources. A key ingredient should be the establishment of a European Social Union, capable of combining domestic and pan‐European solidarities. In this way, the EU could visibly and tangibly extend its policy menu from regulation to (limited, but effective) distribution, reaping the latter's benefits in terms of legitimacy. The journey on this road is difficult but, pace Rokkan, not entirely impervious.  相似文献

Policy makers, public administrators, the media, and others are celebrating the "success" of the latest version of welfare reform, codified into law by the Personal Responsibility and Work Opportunity Reconciliation Act of 1996. Most often, success is defined in terms of declining case loads or some other economic measure—a practice that does not provide a true sense of the impact of policy changes such as welfare reform. Assessing the human impact of policy change requires more than evaluating economic outcomes; it requires knowing the resources of beneficiaries of social services and their conditions of life from various perspectives. Thus, we must strive for greater understanding about the sociocultural aspects of people's lives that create the whole person—aspects such as health, family and friendship networks, housing situations, public and private support service and program use, conditions of work, and so forth. This is how we come to understand one's quality of life. The present research creates a conceptual model of quality of life and illustrates the model using data from a follow–up study of former welfare recipients in a county in northern Virginia. Evaluation activities that are premised on a quality–of–life model will help policy actors understand the impact of policies and how public institutions can be managed strategically within their very complex contexts, especially in an era of welfare reform.  相似文献

Abstract

Most people believe that competitive institutions are morally acceptable, but that there are limits: a friendly competition is one thing; a life or death struggle is another. How should we think about the moral limits on competition? I argue that the limits stem from the value of human sociability, and in particular from the noninstrumental value of a form of social connectedness that I call ‘mutual affirmation.’ I contrast this idea with Rawls’s account of social union and stability. Finally, I show how these ideas provide the basis for a powerful argument in favour of social provisions for public goods: for example, a strong public health care system moderates the stakes in labour market competition, preventing the competition from descending into a life or death struggle.  相似文献

In this article my principal aims are to explain why the concept of social capital has proven so popular among policy makers and to develop a critical response to it. In order to do so I bring together macro- and micro-level analyses that focus, on the one hand, on broad structural changes associated with globalisation and, on the other, on specific attempts at increasing social capital within the everyday lives of communities. To develop my macro-level analysis I suggest that the conjunction of economic volatility and demographic mobility that has affected the West since the 1970s has made building social capital an attractive option within a more general experiment with new forms of power. My claim here is that building social capital is among a clutch of recent policy initiatives designed to repair the ideological resources of contemporary liberal states, where it is the tearing as well as the weakening of the social fabric that is at stake. I focus on the British case because building social capital has been explicitly highlighted by the UK government as a vehicle for civic renewal. The micro-analysis proceeds by analysing recent surveys and policies undertaken by Camden Council. Micro refers here to local symptoms of global change; to the micro-powers being developed in response and to the local authorities where social capital policies are being operationalised. I associate these with biopolitical and ideological interventions into the very building blocks of the social. Overall, the genealogy of social capital explores how the concept's discursive significance has shifted as it moves from the democratisation literature into the policy arena and becomes entangled in relations of power. In the latter context it examines the impact of concerns about segregation that justify intrusive policies associated with social capital building.  相似文献

Proponents of social capital theory have long argued not only that it is in the best interest of civic life to build social capital but also that social capital is vital for the economic health of communities. This has been confirmed by recent research showing that social capital, especially in its bridging form, is positively associated with job creation at the metropolitan statistical area level. At the same time, social capital is often viewed as something either inherent or absent within a community. This article takes on that assumption by presenting a policy‐based approach to developing social capital. It provides two theoretical explanations for how social capital affects economic development and identifies four lessons for economic development practitioners to use to enhance social capital. These research‐based recommendations for economic development practitioners and policy makers seek to improve the social capital and, consequently, the economic development of their community.  相似文献

Contemporary Australian public policy has come to rely increasingly on technical reports produced by commercial consultants in contrast to the traditional approach, which employed disinterested public servants to generate the specialist information required to inform decision makers. This approach is fraught with problems, not least the fact that ‘hired guns’ have strong incentives to create the ‘answers’ sought by their employers. By way of a ‘cautionary tale’, this paper examines the empirical evidence adduced in favour of radical amalgamation of Tasmanian local authorities in Local Government Structural Reform in Tasmania, produced by Deloitte Access Economics (DAE) (2011), and commissioned by the Property Council of Tasmania. In particular, the paper provides a critical analysis of the econometric modelling undertaken in the DAE (2011) Report. We find that if the DAE model is re‐estimated – employing alternative functional forms – then the empirical evidence in support of Tasmania council merges evaporates.  相似文献

Despite extensive attention being paid to the effects of the Universal Basic Income (UBI) on society at large, there has been little analysis on the relationship between gender inequality and UBI. The purpose of this article is first to reflect on the feminist arguments in favour of UBI and then to examine some of these points by also considering other available policies. By looking into the role of women’s work in both productive and reproductive activities, it is argued that UBI should not be disregarded as a social policy. However, its transformative capacity to empower women and to strengthen their role in society should not be overestimated. In order to address this gap, policy makers should address misconceptions around gender norms and acknowledge the multiple forms of women’s work across the social relations of production and reproduction.  相似文献

The desire to base policy at least in part upon scientific information is a clear trend in Australian governance. The growing literature on how to facilitate this intent highlights a few important principles complemented by examples from the application of social sciences. An example from a very large research project based on physical sciences responding to a national crisis is presented in the context of how it approached delivery to policy‐makers. The Murray‐Darling Basin Sustainable Yields Assessment, widely considered an outstanding success in both scientific terms and for its impact, is reviewed with respect to how the scientific challenge of assessing the future security of water resources in Australia's most important and politically contentious catchment translated into the policy domain. The lessons learned offer a potential template for science with policy intent.  相似文献

The result of the 2016 European Union (EU) referendum revealed a disconnect between policy makers and the public, particularly those who could be considered part of Britain’s contemporary working class. Whilst there has been significant attention paid to the parliamentary activity to agree the terms under which Britain will leave the EU, there has been comparatively less attention paid to the causes of the vote, and what can be done to improve public trust in democracy. This article proposes a new public attitudes‐led policy‐making model, using democratic innovations and design thinking, to reconnect policy making to the public and improve political equality.  相似文献

This paper explores the ambiguous purchase that claiming Turkish ethnicity has in Bulgarian Turkish migrants' attempts to access formal and social citizenship. I suggest that despite the new Citizenship Law, which appears to eliminate ethnic privilege, the emphasis on Turkish ethnicity continues to play a significant role in the migrants' attempts at inclusion. I seek to resolve this seeming tension between, on the one hand, the continuing significance of ‘Turkishness’ in migrants' discursive claims, and, on the other hand, the failure of most of these claims to materialize in practice by addressing the question of social and economic capital. Although ethnic belonging continues to be an important facet of citizenship, social class makes a significant difference in determining who qualifies as a citizen and has access to social citizenship. I thus argue that we need to expand the current terms of the debate on the inclusiveness of citizenship in Turkey, which revolve around ‘denationalization’ and ‘postnationalism,’ to include questions of class-based exclusion.  相似文献

The role of the public in US policy making has shifted substantially during the past several decades. This shift is particularly evident in environmental policy, where collaboration among multiple stakeholders is on the rise. Much of the literature on collaborative environmental management emphasizes the need for widespread community involvement, especially from private citizens. Many proponents of collaboration have argued that broad inclusion can lead to better environmental solutions while also establishing legitimacy, building social capital, and overcoming conflicts. Yet such broad inclusion may be costly in terms of time, energy, and resources, and it may not yield the desired results. Thus, a key question is how the breadth of public involvement is linked to collaborative group accomplishments. This study, using watershed groups in Ohio, demonstrates several links between group membership and results. Groups with a broader array of participants tend to excel in watershed plan creation, identifying/prioritizing issues, and group development and maintenance. In addition, groups comprised of a relatively balanced mix of governmental and non-governmental participants are more likely to list planning/research and group development and maintenance results than are groups comprised primarily of non-governmental participants. In contrast, groups with a narrower membership and groups that are composed primarily of non-governmental participants may focus more on pressuring government for policy change.  相似文献

The deeply embedded nature of dominant assumptions creates an accepted language and way of thinking about ICT, leaving little space for alternative perspectives and ideologies. Policy directions link information technology, the information economy, innovation, competition and global markets. Innovation and information and communications technology constructs a particular application of innovation and directs funding accordingly. Given that policy is about how we categorise, about naming and naming shapes action, the question is what lenses do policy makers use to make choices in their synthesis of social, political and economic life? Using the Australian Information Communications and Technology (ICT) policy as a case study, this article will argue that policy reflects the economic, social and political ideologies of the decision makers. Despite opportunities for input into policy multiple perspectives are limited. Specifically the article looks at claims around consultation, the assumption that the information economy will benefit all Australians, the development of framework conditions for the information economy and the role of government.  相似文献

Debates over evidence-informed policymaking are predominantly structured from a western paradigm of ontology and epistemology. Other ways of being and knowing are neither privileged by the policy space nor the discipline, certainly not in the same way or to the same degree. This is changing, however, in the face of cultural recognition and with diversity and inclusion agendas and within the contexts of post-truth politics and the questioning of expertise. This article explores the contribution of Indigenous ways of knowing and being as providing valid, alternative forms of evidence that ought to inform the policymaking process. Australian experience suggests that Indigenous evidence and knowledge offers unique, substantive insights that are offered as ‘gifts’ to inform policy and public administration communities. This contribution is unrecognised and unincorporated into public administration at Australia and the world's peril given that Indigenous approaches offer new exciting ways forward for engagement, sustainability, and policy innovation. It should not be co-opted or presumed. Indigenous peoples need to be given self-determination avenues to decide what they wish to share or not, why, and how.  相似文献

Child support is always a difficult area of public policy, balancing the sometimes competing needs of children, resident and non‐resident parents and the state. This article provides a relatively rare insight into some of the processes involved in developing the new Australian Child Support Scheme (CSS), which will commence full operation in July 2008. In particular, this article shows how microsimulation modelling was used by the Ministerial Taskforce on Child Support and the government in the policy reform process. The availability of such sophisticated distributional analysis and modelling allowed the development of a comprehensive picture of how the reforms would affect CSS clients, thereby facilitating the adoption of major policy change. This article also provides a blueprint for policy‐makers of how modelling can facilitate their policy development processes.  相似文献

John Kingdon's Multiple Streams Framework (MSF) constitutes a powerful tool for understanding the policy process, and more specifically, agenda‐setting, through three separate streams: problems, policies and politics. This article argues that the MSF would benefit from further development of the problem stream. It introduces a clearer conception of agency into the problem stream by suggesting the inclusion of the problem broker. The problem broker is a role in which actors frame conditions as public problems and work to make policy makers accept these frames. The problem broker makes use of knowledge, values and emotions in the framing of problems. The use of these three elements is seen as a prerequisite for successful problem brokering – that is, for establishing a frame in the policy sphere. Other important factors are: persistence, access to policy makers, credibility and willingness. Problem brokers also need to know who to talk to, how and when in order to make an impact. The context, in terms of, for example, audience and national mood, is also crucial. The inclusion of the problem broker into the MSF strengthens the analytical separation between streams. According to Kingdon, policies can be developed independently from problems. The MSF, therefore, enables a study of policy generation. The inclusion of the problem broker, in the same sense, makes it possible to investigate problem framing as a separate process and enables a study of actors that frame problems without making policy suggestions. The MSF is, in its current form, not able to capture what these actors do. The main argument of this article is that it is crucial to study these actors as problem framing affects the work of policy entrepreneurs and, thereby, agenda‐setting and decision making.  相似文献

Abstract: Citizen involvement is regarded as a desirable component of public policy making, particularly policy in the social welfare field. This paper examines different conceptions of social welfare and different conceptions of citizen participation. Participation is a term with many shades of meaning, and policy makers should distinguish between sociotherapy, market research and citizen power, all of which come under the rubric "citizen participation". Different conceptions of participation are appropriate in different policy circumstances and these circumstances are examined with reference to two recent Australian participatory programs in the welfare field. The paper concludes with an examination of the applicability of participation, leadership and expertise to public administration, and argues that these three values exist in a dialectical relationship and that social justice and the effectiveness of programs will be limited if too much reliance is placed on any one of these values.  相似文献
