India holds a crucial position in the "Belt and Road" initiative. How India sees the "Belt and Road" and whether it will participate in the construction still remain to be seen. This article analyzes India's attitude toward the "Belt and Road" and the possibility of China and India joining hands for future cooperation.

Implementation of China's Silk Road Economic Belt and 21st-Century Maritime Silk Road (B&R) initiative and the advent of Asian Infrastructure Investment Bank (AIIB) have redirected attention to infrastructure building in economic development.The domestically driven B&R policy is rewriting the geoeconomic and geopolitical map of Eurasia,while AIIB catalyzes a positive change in the dynamics of international development cooperation.They provide opportunities for South Asia which has economic potential but limited foreign investment inflow thus far.

中亚地区地处欧亚大陆腹地,是陆上直接与中国接壤的地区之一,也是连接亚欧大陆的交通要道和多种文化的汇集点。由于自身特殊的地理位置,中亚五国自苏联解体获得独立以来,一直是世界各大国和各种政治势力角逐的重点区域。2013年9月,习近平主席在哈萨克斯坦首次提出建设"丝绸之路经济带"倡议,得到了中亚地区国家的积极响应。6年来,中亚地区国家成为"一带一路"倡议落地成果最多、进展最快的地区之一。但是,由于这些国家复杂的内外部环境,"一带一路"倡议在中亚地区同样也面临各种复杂的局面和挑战。本文通过梳理该倡议在中亚地区国家取得的成绩,分析归纳出"一带一路"倡议在中亚地区面临着国家政治稳定性、军事安全性、国内经济民生和社会问题、国家间利益冲突、世界其他国家的影响和干扰等五方面挑战。面对这些风险和挑战,我们在中亚地区推进"一带一路"倡议时,应当兼顾各方利益,共同构建中国-中亚"利益共同体"和"命运共同体"。

中美之争是全球治理陷入当前困境的外在表现。全球化发展至今,军事等传统安全问题已经不是全球治理最大的困扰,如何在全球权力结构变化之下调整治理思路、模式以应对资源枯竭、环境恶化等具有跨界特征的问题才是当务之急。现有的全球治理具备了奥兰·扬所提出的国际制度变迁的内部矛盾、权力结构变化、外部压力等要素,已处于明显变革之中。与全球治理并行推进的《变革我们的世界:2030年可持续发展议程》(简称"2030议程"),以新型伙伴关系合作、多元化等核心理念获得了全球最大范围的支持,并由于具有显著的外部性而承载着全球治理的责任。"2030议程"在理念普适性和目标务实性方面的优势,为全球治理以可持续治理为新内涵实现理念的转换和相关实践提供了机会。但不可忽视的是,目前主导力量不足以及公共产品匮乏的现状,将严重制约全球可持续治理的落实。中国提出的"一带一路"倡议,以"人类命运共同体"的理念指导,沿着可持续发展的道路推进相关国家、地区的有效发展和治理。~①中国在主动提供治理公共产品的同时,不断以"共商、共建、共享"原则和多方参与分享的创新理念提高相关国家的参与能力,为国际可持续治理培育和储备支持力量,并推动解决治理变革的关键制约因素。随着"一带一路"倡议不断得到全球认可和支持,全球可持续治理将不断从中获得现实和潜在的改革动力。因此中国可以更多的担当,从全球可持续治理的角度,通过理论的完善和实践的充实,将"一带一路"倡议定位于全球可持续治理的中国方案。     

When All Roads Lead to Beijing. Assessing China’s New Silk Road and its Implications for Europe

The Belt and Road, unveiled by President Xi Jinping in late 2013, is China’s most ambitious geo-economic and foreign policy initiative in decades, combining a land-based Silk Road Economic Belt and a sea-based 21st Century Maritime Silk Road which connect China to Europe. With this grandiose initiative, Beijing seeks to tackle industrial overcapacity at home and acquire political influence abroad through investment. Sitting at the end-point of the maritime Silk Road, Southeast Europe and the Mediterranean have been the main focus of investment in infrastructure projects so far. If managed successfully by both sides, China’s Belt and Road could be a great opportunity for a European continent that is still struggling to recover from the crisis. What is urgently needed in Europe is a comprehensive response to China’s new initiative, with the focus not only on the economy and trade, but also on the monetary and financial aspects of the Belt and Road, including discussion of the political and security implications of Beijing’s inroads into Europe and its neighbourhood.

The Belt and Road Initiative and its Implications for China-Europe Relations

The EU brought out a Global Strategy for foreign and security policy in June 2016, which indicates European efforts to reflect on and reshape its grand strategy. Meanwhile, China is also conducting an in-depth assessment of the international order under transition, and strives to rebalance its own national development and foreign policies. Beijing is pursuing a connectivity-oriented grand strategy. The peaceful rise of China depends on whether China and other economies can fully leverage each other’s development opportunities, and become stronger by taking advantage of increasing interconnectedness in the world. The One Belt, One Road (OBOR) initiative is a key element of such a grand strategy and will have far-reaching implications for China-Europe relations.

The Perception and Reaction of Indonesia to the Belt and Road Initiative and Suggestions for China's Response

Participation,support and understanding of countries along the Belt and Road are requisites for promoting and implementing this major initiative.Indonesia,a major ASEAN economy,is crucial but Indonesia has a limited perception of the B&R initiative.Although its government welcomes it and the ruling coalition cooperates positively,parts of the military and opposition are skeptical of China's intent.The B&R initiative is well-received among the Indonesian Chinese group,while Indonesian academic circles remain cautious and somewhat critical.From a Chinese viewpoint,easing negative or hostile emotions appropriately would be well-timed.China should settle the Natuna issue,adjust its publicity in Indonesia,use diplomacy,and promote Sino-Indonesia cultural exchange and commtnications.Chinese enterprises should focus on project quality and uphold social responsibilities.Short-term goals are reducing Indonesia's opposition and obstruction of B&R,while long-term goals are enhancing the recognition and likeability of the Initiative 's worthwhile plans.
