ABSTRACT

Power-sharing is a governance approach favoured by external actors for building state capacity and legitimacy in post-conflict societies. Yet it can be unstable and crisis-prone, compelling external actors to guide cross-community cooperation. Why and how do external actors seek to maintain power-sharing and prevent its collapse when operational difficulties emerge? We explore the distinction between ‘light touch’ and ‘heavy hand’ techniques and the motivations of external actors in defusing power-sharing crises. We find a trade-off between the short-term value of crisis management (‘putting out fires’) and the long-term objectives of sustainable local arrangements and external exit (local actors ‘going it alone’).  相似文献

ABSTRACT

This study examines popular perceptions about the ruling state on the Chinese Internet before and along the state’s project of ‘online public opinion guidance.’ We chose two historical moments from 2011 and 2016, and systematically captured and analysed massive amounts of speech traces on Weibo that contain the term tizhi, a discursively flexible, yet distinctive, concept onto which sentiments related to the state are projected. Combining semantic network clustering and critical discourse analysis, our analyses have revealed, historically and macroscopically, the relative dominance of differing ways of evaluating regime legitimacy on the Chinese Internet. Among other things, the previously dominant legitimacy-challenging imaginary grounded in (Western) democratic references has imploded and become absorbed by a nationalist, ‘civilizational competition’ discourse that enhances regime legitimacy. Additionally, the legitimacy-criticizing imaginary within the party-state’s ‘reform framework’ has become depoliticized into administration-focused compartments. By exploring the ‘regime imaginaries’ held by ordinary people, this study complements the scholarship on Chinese state legitimacy that predominantly focuses on historico-structural analyses, policy initiatives, or the party elite’s normative justifications. It also makes methodological and conceptual advances for researching the complex cultural frames, political tropes, and repertoires of local references that comprise regime imaginaries.  相似文献

ABSTRACT

By critically assessing Filipino migrants’ fraught and uneven experiences of the public, I illustrate how race and class hierarchies operate to mark Filipino temporary foreign workers as foreign ‘others’. Because public spaces are structured in gendered and racialized ways, Filipino migrants strategically navigate public spaces to ensure their safety and create their own spaces of belonging that give them refuge against xenophobia. I argue further that the paradoxical discourses of multicultural inclusion and economic protectionism invoke the figure of the ‘good’ migrant and the ‘bad’ migrant. These, in turn, promote contradictory actions towards migrants, whose public acceptance hinge on wildly variable and changing notions of inclusion/exclusion and economic acceptability. These lead to the passage of inconsistent policies where migrants are read as being ‘good’ one day, and as being ‘bad’ the next.  相似文献

Abstract

In the wake of the 2015/2016 migration crisis, EU policy-makers have urged returning more irregular migrants. In order to achieve this, the EU has adopted a series of non-binding documents for European administrations (such as the EU Return Handbook) and agreed on informal return deals with countries of migrants’ origin including Afghanistan. This article argues that the EU’s shift towards soft law has not altered the EU’s return policy in a profound way. Yet, it has managed to ‘convert’ EU return policy by emphasizing a particular interpretation of existing hard law (towards more restrictive practices and a stronger focus on ‘efficiency’). The soft law approach has also allowed policy-makers to signal action in times of crisis at lower legislative and sovereignty costs.  相似文献

The social field in which deportations of illegalized migrants are operationalized is often perceived to be comprised of two opposing sides that together form a deportation regime: on the one side, street-level state agents, on the other side, civil-society actors. Focusing ethnographically on deportation case managers and NGO workers in the Netherlands, a country known for its consensus politics, our study reveals significant convergences in the manners that illegalized migrants are treated by both sides in usage of terminology, handling of face-to-face interactions and worldviews on issues like belonging and justice. Given these convergences, we argue that the field in which deportation is being negotiated and practiced amounts to a continuum formed by state agents and NGO actors. We argue that a deportation continuum is underlined by shared political subjectivities and creates a sealed-off political realm that restricts the initiatives of activist citizens, imaginaries of citizenship and alternatives for deportation policies.  相似文献

ABSTRACT

Silvio Berlusconi's use of ethnicity and immigration as national security issues in his successful campaign for election to the Italian presidency in 2008 was by no means unique in contemporary Europe. What was surprising was the speed of his right-wing government's legislative restriction of migrants in the form of the so-called ‘security package’, first introduced just five weeks after the election. Woodcock explores the striking fact that this ‘security package’, and the intense wave of racist violence by Italians against Roma that it legitimized and encouraged, was proposed and justified in response to media reports of Italian babies being stolen by ‘Zingari’ from the ‘nomad camps’ and of Italian women being raped and beaten by Romanian men of ‘Zingari’ ethnicity. Gender and ethnicity are the twin constitutive discourses of modern European society, and racialized subjects are necessarily gendered. The stereotype of ‘dangerous black men sexually threatening white women’ has been mobilized in a vast range of European and colonial nationalist projects in order to justify the policing of both racialized masculine subjects and women as objects of the patriarchy. Similarly, the depiction of women as hysterical, sexually vulnerable objects in need of (white) masculine protection is an old story that the Italian media recognize as a fairy tale even as they reproduce the discourse. Woodcock explores what has not been mentioned thus far, namely, that gender stereotypes are vital to the mobilization of violent racism against the Roma in contemporary Italy, and how conservative gender binaries are strengthened and policed in a time of social crisis through the stereotyping of Roma as racial threat.  相似文献

ABSTRACT

CasaPound Italia (CPI) is an Italian extreme-right movement. It has its headquarters in Rome but the movement has branches in other northern and southern cities. Members of CPI define themselves as ‘Fascists of the Third Millennium’. Bulli’s article focuses on the mix of cultural imaginaries that the organization offers to its members and sympathizers as well as for public consumption. The movement is able to function at different levels of political mobilization—and to recruit members by presenting a targeted set of incentives designed to engage them politically—which include various forms of cultural identification. All these levels are linked by a common idealized subjectivity that brings together classic elements of historic Fascism, including cultural references to the ‘speed of action’ typical of Futurism, with an overcoming of the party-centred post-Fascist Italian political subculture. Bulli’s article emphasizes CPI’s strategic construction of a multifaceted cultural imaginary in which language, communication and codes of conduct play a role comparable to values and ideology.  相似文献

Abstract

This paper analyses the instrumental role of cultural landscape in the regionalisation of European states and identities through a case study of the planned redevelopment of València, capital of the Spanish autonomous region the Comunitat Valenciana. Briefly articulating recent theories of state rescaling and ‘new regionalism’ to cultural landscape this paper poses the question: how may landscapes be planned by ‘new’ regional states to rescale regionalist territories and imaginaries? The planning and promotion of the cultural entertainment complex the City of Arts and Sciences demonstrates how one regional state—the Generalitat Valenciana—sought to redefine an historically contested and historicist regionalism through landscapes of modern, entrepreneurial regionalism. Paying more attention to the cultural landscape enriches our theories of how state rescaling and ‘new’ regionalism are narrated discursively and represented materially.  相似文献

ABSTRACT

Why do more men than women vote for populist radical-right (PRR) parties? And do more men than women still vote for the PRR? Can attitudes regarding gender and gender equality explain these differences (if they exist)? These are the questions that Spierings and Zaslove explore in this article. They begin with an analysis of men's and women's voting patterns for PRR parties in seven countries, comparing these results with voting for mainstream (left-wing and right-wing) parties. They then examine the relationship between attitudes and votes for the populist radical right, focusing on economic redistribution, immigration, trust in the European Union, law and order, environmental protection, personal freedom and development, support for gender equality, and homosexuality. They conclude that more men than women do indeed support PRR parties, as many studies have previously demonstrated. However, the difference is often overemphasized in the literature, in part since it is examined in isolation and not compared with voting for (centre-right) mainstream parties. Moreover, the most important reasons that voters support PRR parties seem to be the same for men and for women; both vote for the populist radical right because of their opposition to immigration. In general, there are no consistent cross-country patterns regarding gender attitudes explaining differences between men and women. There are some recurring country-specific findings though. Most notably: first, among women, economic positions seem to matter less; and economically more left-wing (and those with anti-immigrant attitudes) women also vote for the PRR in Belgium, France, Norway and Switzerland; and, second, those who hold authoritarian or nativist views in combination with a strong belief that gays and lesbians should be able to ‘live their lives as they choose’ are disproportionately much more likely to vote for PRR parties in Sweden and Norway. Despite these findings, Spierings and Zaslove argue that the so-called ‘gender gap’ is often overemphasized. In other words, it appears that populist radical-right parties, with respect to sex and gender, are in many ways simply a more radical version of centre-right parties.  相似文献

ABSTRACT

Through a discourse analysis of French and Swedish legislative debates from 1968 to 2017, this article examines how actors challenge and reinforce dominant ideas about the link between nationality and political rights. We argue that the broader political culture influences which discursive strategies – or ‘frames’ – are more likely to structure parliamentary debates in different national contexts. However, our analysis also shows that legislators sometimes develop new discursive frames in which they reinterpret dominant norms to make them consistent with their views. Through this incremental process of reinterpretation and reformulation of dominant ideas, debates over non-citizen voting rights have chipped away at the link between nationality and political rights. Our findings suggest that initiatives to enfranchise non-citizens trigger lower levels of conflict when they can be framed as a policy tool for immigrant integration rather than as a matter of popular sovereignty.  相似文献

ABSTRACT

Historians and social scientists generally understand nationalism to be the defining feature of fascism. Kunkeler's study challenges that assumption with his examination of Swedish fascist movements through the notion of self-identification. Using fascist periodicals, he traces the development of Swedish fascists' identification with the movement—in relation to matters of race, nation and the signifiers of ‘fascism’ and ‘National Socialism’—from the early 1920s, when an overt attachment to Mussolini's project was evident, through a National Socialist phase showing cautious commitment to Nazi Germany, and ending with a final phase of strategic anonymity. In the face of criticism that fascism was an alien import, Swedish fascists adapted their public profile to accommodate such national sensitivities, developing a racialist ideology that was not confined by national borders and was believed to be more in tune with Swedish political culture at the time. When public opinion turned decisively against ‘international fascism’ in the mid-1930s, they were forced to discard the name and image of ‘fascism’ altogether and enter a final phase of public anonymity that, in any case, involved no significant ideological metamorphosis.  相似文献

ABSTRACT

This article is discussing how the peace-building practices of the African Union have distinct ordering and space-making effects. Taking a socio-spatial perspective, it is argued that the peace and security projects through which the African Union, as a spatial entrepreneur, is addressing the scourge of ‘terrorism and violent extremism’ are geared towards (re-)establishing sovereignty that member states have lost in the past over their territories. While the African Union is favouring a spatial format that could be called ‘multiple networked regionalism’, the actual socio-spatial orders that are emerging around Africa’s transregional conflicts are far less clear cut.  相似文献

The American ‘return’ to East Asia is currently characterized by a particularly high degree of competition with Beijing among the small and medium powers of Southeast Asia, where the recent Chinese ‘charm offensive’ achieved its most significant outcomes.

This article, hence, aims to explore the nature and patters of this ongoing process of strategic repositioning put into practice by Myanmar within the political triangle with Washington and Beijing. Against this backdrop, we will draw upon the conceptualization of ‘hedging strategy’, which identifies a set of multidimensional ‘insurance policies’ adopted by small actors in their relations vis-à-vis great powers.  相似文献

Abstract

The imagination opens onto a reconciliation of the past with the future, especially when it is activated as a retrieval of the memories of collective suffering. This is especially the case with the Latin American experience, with its history of military governments and their ‘dirty wars’ against their civilians. Using Ricoeur's notion of the metaphorical imagination, and drawing on Dussel's work on ethical hermeneutics, this paper argues that, in the act of remembering, other social imaginaries can be created as possibilities that go beyond the concrete present, and which occur from the vantage points of oppressed others.  相似文献

Abstract

Through a framework drawn from Karl Polanyi's substantivist theorization of economic practices, this paper evaluates the quest for equitable urbanization in Chongqing, a major city-region in south-western China. Illuminating the tensions arising from two interrelated reforms, namely the ambitious attempt to construct 40 million m2 of public rental housing between 2010 and 2012, and the large-scale drive to ensure peasant migrants enjoy equal access to social benefits as current urban residents, the paper explains how the quest for equitable urbanization magnifies two nationwide dimensions of institutionalized uneven development, namely (i) the caste-like categorization of populations according to ‘urban’ and ‘rural’; and (ii) the coastal bias in national economic development. The paper concludes that this state-driven pursuit of spatial egalitarianism in Chongqing expresses the dialecticism of economic development in China: it is a social ‘counter-movement’ against the effects of an uneven spatiality that was instituted to drive and deepen the marketization of Chinese society.  相似文献

If the ‘move to the left’ in the 2000s in Argentina and Brazil was the result of a longer process of contentious mobilization from below, enacted primarily during the latter part of the previous decade, what kind of social imaginaries have been enacted in the newest wave of discontent and what is its likely effect on the post-neoliberal form of governance? The argument put forward here is that the newest wave of social protest elicits the re-enactment of the liberal imaginary indirectly expressed under the notion of the republic. This operation tends to undermine the bases of post-neoliberalism, i.e. ‘the popular’, ‘the national-popular’ and ‘anti-neoliberalism: the imaginaries that defined the move to the left in the region. A new activated public, associated with middle-class sectors, raises new demands and does not identify with the ‘anti-neoliberal’ camp. Inasmuch as this activation entails a dispute over the name of the people, it signals a slowdown in the efficacy existing populist formations possess to deepen the movement towards more radical reforms.  相似文献

ABSTRACT

This article explores the practice and political significance of politicians’ journeys to conflict zones. It focuses on the German example, looking at field trips to theatres of international intervention as a way of first-hand knowledge in policymaking. Paying tribute to Lisa Smirl and her work on humanitarian spaces, objects and imaginaries and on liminality in aid worker biographies, two connected arguments are developed. First, through the exploration of the routinized practices of politicians’ field trips the article shows how these journeys not only remain confined to the ‘auxiliary space’ of aid/intervention, but that it is furthermore a staged reality of this auxiliary space that most politicians experience on their journeys. The question is then asked, second, what politicians actually experience on their journeys and how their experiences relate to their policy knowledge about conflict and intervention. It is shown that political field trips enable sensory/affectual, liminoid and liminal experiences, which have functions such as authority accumulation, agenda setting, community building, and civilizing domestic politics, while at the same time reinforcing, in most cases, pre-existing conflict and intervention imaginaries.  相似文献

ABSTRACT

This article analysis the socio-political form of the migrant squats, and the socio-spatial interactions they foster and generate. Drawing on empirical research, it focuses on the Athenian context where, since September 2015, political groups belonging to the anti-authoritarian and Left-libertarian movement, occupied some empty buildings to host migrants in transit through the country. From a political perspective, the squats are interpreted here as strategies of struggle to gain access to the space of the city and they also constitute instances of migrant activism and resistance to the European border regime. Moreover, migrant occupations represent practices and sites for contesting citizenship, intended as a category of political status; as such, they exceed the limits of this category and move beyond the boundaries of the nation-state, originating practices of citizenship ‘from below’, while at the same time they produce subjectivities that choose to ‘opt out’ of citizenship as a legal status. This article is situated within the contextualisation of space and autonomy. Migrant squats are looked at from the angle of the ‘gaze of autonomy’, since they are aimed both at contesting citizenship as an exclusionary feature, and at revindicating the activists’ (both migrants and non) presence in the space of city.  相似文献

ABSTRACT

This article takes issue with de-politicised and moralistic conceptions of the Responsibility to Protect (R2P) and, inspired by the political theory of Hannah Arendt, develops a ‘re-politicised’ and ‘de-moralised’ account of R2P. It argues that by relying on a link between a moral responsibility to ‘save strangers’ and practical political action, R2P turns a blind eye to the political interest of powerful actors. And by trying to transform R2P into a ‘blueprint’, ‘roadmap’ or ‘emergency plan’ for political action, many commentators try to render obsolete political deliberation and practical judgement on a case-by-case basis. The present article argues that it is necessary to develop a more realistic view of R2P’s role and potential in world politics. R2P, it is argued, has an important discursive function and considerable potential to influence and guide international decision-making processes. Drawing on Arendt’s conception of ‘evil’ as a crime against humanity itself, this article reframes R2P as a ‘responsibility to protect humanity from evil’. An Arendtian understanding of mass atrocities as crimes against our common humanity (i.e. as evils) facilitates the development of a re-politicised and de-moralised account of R2P: This account recognises its discursive role, it actively seeks to generate political interest for action in the face of harrowing mass atrocities but also acts as a leash on intervention in less severe cases.

In January 2010, hundreds of illegal migrants took to the streets of Rosarno in Italy for a violent protest against the acts of racism which they had routinely suffered. A collective subject, considered invisible, dared to revolt. These migrants are an anomaly in the social, legal, and political senses. Their revolt is an example of rebellions who constitute a litmus test for the discourse of citizenship; it reveals itself as a form of political subjectivity and highlights the corporeality of the conflict. Understanding the revolt also troubles the boundary between body discourses and traditional political theory. In this paper, I analyse the revolt through categories of contemporary political theory such as the ‘bare life’ of Giorgio Agamben, and the ‘disagreement’ of Jacques Rancière. I show how these categories only partially help to interpret the phenomenon of this uprising. However, the Spinozist concept of indignatio is a more useful intellectual tool to interpret and understand the phenomenon of the revolt of Rosarno.  相似文献
