Bush: The Sequel     
This article examines the likely foreign policy initiatives of the U.S. under the leadership of George W. Bush. The new president has outlined a fairly thorough critique of America's international behavior in the 1990s. Because a leader's public statements arguably serve to persuade various audiences and to build support for policy change, the article takes Bush's words quite seriously—along with those spoken or written by his closest foreign affairs advisors. Bush intends to abandon the so-called Clinton Doctrine and deploy national missile defenses. He is critical of American policies toward China and Russia, but has not presented bold new initiatives toward those powers. Under the rubric of "compassionate conservatism," Bush may alter U.S. relations toward the Global South in some interesting ways. The president and his advisors often purport to be realists, but the article demonstrates that their own words belie this claim as they often justify policies based on ideals rather than the pursuit of power.  相似文献

The aim of this article is to contribute to our understanding of both the debate over the war in Iraq and its implications for the future of U.S. foreign policy by examining the relationship between neoconservatism and realism. The article begins by establishing the connection between the tenets of neoconservatism and the arguments for war against Iraq. The primary focus is on the neoconservative Bush Doctrine that served as the primary justification for the Iraq War. Next, we turn to the arguments that realists put forth in their attempt to steer America away from the road to war. The realists, however, proved to be unsuccessful in their attempt to prevent war and in the final section we address the central question of the article; why did realism fail in the debate over Iraq?  相似文献

This article argues that the elevation of preemption to a cardinal status in the Bush Doctrine following September 11, 2001 resulted from a larger strategic consideration—to convince rogue states to discontinue their weapons of mass destruction programs and their sponsorship of terrorism. Dismantling the Saddam Hussein regime in Iraq as a demonstration of preemptive action was seen as necessary to ensure the forceful and credible conveyance of this message to other rogue states, especially Iran and North Korea. I call this strategic logic behind publicizing preemption, "demonstrative compellence." Because the logic of preemption in the Bush Doctrine relied heavily on the Iraq war and its demonstrative force, it has little relevance to the future conduct of U.S. foreign policy and should not be described as revolutionary.  相似文献

In contrast to the Clinton administration, which tried to isolate Sudan, George W. Bush initiated a dialogue with Khartoum and followed a “constructive engagement” policy. Three factors explain this radical change in U.S foreign policy: the influence of American evangelicals, the significance of the war on terror, and economic interests, particularly the oil lobby. With the end of the Cold War, the subsequent global war on terror, the global economic recession, and wars in Afghanistan and Iraq, one would think that the United States would have formulated a grand strategy for dealing with these problems. This, however, is not the case. This article advances a grand strategy of “restrainment,” as a guiding concept for our approach to international politics. It builds from the principle that U.S. policy must seek to restrain—individually and collectively—those forces, ideas, and movements in international politics that create instability, crises, and war.  相似文献

President Bush and Prime Minister Manmohan Singh of India signed a statement of intent in 2005 to allow India access to civilian nuclear technology, despite its not being a signatory to the Nonproliferation Treaty. This deal would reverse decades of U.S. nonproliferation policy, since India was the source for much of U.S. law on this count. It would require Congress to amend that law to create special exceptions for India. Rationales and critiques of the proposed deal have focused on its impact on the future exercise of U.S. authority on nonproliferation policy worldwide. But the broader impact may be felt internally, since nonproliferation decisions have been inextricably linked to national security imperatives. In acknowledging an economic justification for allowing India access to nuclear energy, the deal has also created a new dependency between U.S. national security policy and the energy profile of emerging powers.  相似文献

The Middle East, one of the most turbulent regions in the world, has embarked on another round of chaos since America waged the Iraq war in 2003, new players vying to fill the power vacuum, entrenched hatred multiplying with new wounds. Ecstasy turned into agony as Americans watched the war unfold. U.S. think tank researchers and politicians, reflecting on the war and U.S. Middle East policy, urged the Bush administration to adjust the policy and break the strategic impasse. Under grave pressure from home and abroad, the White House finally began to respond. Against this backdrop, the year 2007 witnessed the most intensive and extensive shift of U.S. Middle East policy in recent years and a drastic return of realism in America's foreign policy. These policy changes rippled in the Middle East, precipitating policy changes of other powers and transformation of the geopolitical landscape. The Middle East, as we can see, is heading toward a new age of pain and growth.  相似文献

Information has emerged as a critical—potentially the decisive—front in both the global war with violent radical Islam and the overlapping but so far largely unadmitted Cold War with nonviolent radical Islam. In fact, the information front is undoubtedly the closest thing that al Qaeda has to a strategic center of gravity. Unfortunately, America faces an extremely hostile information environment in the Middle East and al Qaeda has proven far more effective at getting its message across than has the United States. A more effective U.S. information strategy would be one that stresses three themes: a democratic critique of radical Islam; an Islamic critique of radical Islam; and a critique of the crisis in Middle Eastern civilization. While these will not necessarily make the U.S. or its policies more popular, they may drive a wedge between radical Islam and potential supporters.  相似文献

How was the ouster of Saddam Hussein defined as the solution to America's Iraq problem? Current scholarship on the U.S. invasion of Iraq tends to focus on the post-9/11 road to war, promoting models of policy capture, intelligence manipulation, threat-inflation, or rhetorical coercion of Bush administration opponents. In this essay, I trace the “Ideapolitik” of regime change in the 1990s and show that Bush's post-9/11 rhetoric was firmly embedded in a preexisting foreign policy consensus defining Saddam Hussein as the “problem” and his overthrow as its “solution.” Drawing upon recent research in international relations and public policy, I show how the idea of regime change prevailed in redefining American strategy for Iraq. While the September 11, 2001 attacks had important effects on the Bush administration's willingness to use force, the basic idea that ousting Saddam Hussein would solve the Iraq problem was already embedded in elite discourse. Saddam Hussein's ouster was not simply the result of idiosyncratic or nefarious decision-making processes within the Bush administration, but was instead the realization of a social choice made by U.S. foreign policy elites well before George W. Debates regarding the Bush Administration's grand strategy began long before the forty-third president left office. A group of distinguished historians and political scientists have argued over the course of the last few years that the Administration's grand strategy did not represent a major break with historical precedent, as is sometimes argued, but continued the evangelical support for liberty that has always made the United States a “dangerous nation” to tyrants. Along the way, this revisionism creates straw men, and co-opts or redefines terms that are central to the traditional understanding of U.S. foreign policy. It also seems to misunderstand grand strategy itself, focusing almost entirely on continuity of ends while ignoring the rather glaring discontinuities in the ways that generations of U.S. presidents have chosen to pursue them. Overall, the revisionist project fails in both of its tasks, which are: To make the case that the Bush administration took actions of which the Founding Fathers would have understood and approved; and by implication, to justify the unnecessary, tragic war in Iraq.  相似文献

During George Bush's presidency the Cold War drew to a close and his administration triumphed in the Gulf War. Some viewed these events as a harbinger of a new world order. Basking in the success of the Gulf War, Bush's approval ratings soared, and prominent Democrats reconsidered challenging him in 1992. Foreign policy themes might have seemed a natural emphasis in campaign rhetoric. Yet, on the eve of the election, Bush abandoned efforts to rally the public with such appeals.

This article identifies primary metaphorical themes employed by Bush to define foreign policy reality. Bush's rhetoric was fundamentally ordered by the orientational metaphor of war. Other themes reinforced central premises of the war metaphor and reflected enduring premises of American exceptional ism. However, critical constraints blunted Bush's rhetorical intentions, and perhaps nullified constraints presidents traditionally have harnessed to define rhetorical situations to fit a preferred world view.

A disjuncture between rhetorical expectations and intentions beset the administration as the 1992 election approached. The electorate turned an anxious gaze to domestic politics and the condition of the economy. Furthermore, the war metaphor met a public demonstrably leery of U.S. meddling in the internal politics of other countries. Preference for the war metaphor, finally, represented a significant challenge to the political identity of Bush and the Republican Party.  相似文献

In the years since 9/11, there is no doubt that the emphasis of U.S. global strategy has been on counter-terrorism and the war in Iraq. During this period of time, the U.S. investment in strategic, political and military resources in the Middle East, Iraq, and the war on terror, which are the top priorities on the list of Bush's foreign policy, has been far greater than in any other fields. However, there are some in the U.S. who believe that China's rise has been much ignored by the U.S., due to the global war on terror (GWOT), and that America should, in fact, be focusing more on China, not the Middle East. However, as we see it, China has by no means been ignored by the U.S., neither has China's rise been the result of U.S. ignorance.  相似文献

The "Bush Doctrine" asserting the right to preemptively attack states that support or harbor terrorists and pursue weapons of mass destruction (WMD) has bitterly divided world opinion. Many seemingly long-settled questions of international politics, especially involving the unilateral use of force, have been reopened. Although we are concerned about the implications of the Bush Doctrine, we do not agree that it fundamentally changes world politics as some have asserted. Instead, we argue that the global debate leading up to the war in Iraq signals widespread support for existing international norms. Most states continue to see force as a last resort, properly subject to multilateral control in all but the most urgent cases of imminent self-defense. The nature of American diplomatic maneuverings in the United Nations and the public statements of high-level officials suggest that even the United States continues to recognize the importance of these norms.  相似文献

Following the terrorist attacks of September 11, 2001, U.S. president George W. Bush articulated a new national security strategy based on striking terrorist organizations and the states that harbor them before they could endanger the United States. Though expressed in the language of preemption, the Bush strategy embodied a far more problematic doctrine of preventive warfare. Whereas the grounds for preemption lie in evidence of a credible, imminent threat, the basis for prevention rests on the suspicion of an incipient, contingent threat. We argue that an American national security strategy that embraces preventive war will set an inauspicious precedent, undermining normative restraints on when and how states may use military force.  相似文献

Of the two major Palestinian factions, Hamas has demonstrated that it is more radical and willing to use acts of terrorism than Fatah. While some arguments have made the case that Hamas has become more moderate in light of efforts to develop stable institutions of government and societal organizations, there has not been conclusive evidence of this ideological shift. In fact, the continued adherence to the Muqawama (resistance) Doctrine represents a decisive facet of the movement's enduring pledge to nullify the state of Israel through a prolonged war of attrition. This article examines the role of political pragmatism in the evolution of Hamas. First, it discusses why the moderation argument alone does not provide an adequate understanding of the movement's evolution, especially since it continues to embrace the use of terrorism and violence as facets of Islamism and as an extension of the Muqawama Doctrine. Second, rather than solely using the moderation argument, this article offers an alternative approach which considers how the combination of strategic policy approaches implemented by Hamas has reflected the role of pragmatism in pursuing its domestic and foreign policy agendas, which are intertwined with the values of the Muqawama Doctrine.  相似文献

This article hopes to contribute to the strategic content of U.S. foreign policy by offering a definition of grand strategy and case for reorienting U.S. policy around it. Rather than advocate a specific grand strategy—a matter still open for debate—the analysis concludes with a set of attributes to assess whether a proposed grand strategy constitutes a “good” grand strategy. It concludes by introducing the concept of an applied grand strategy approach, which may help to identify and assess the strategic implications of foreign policy choices.  相似文献

The Bush administration's designation of its national strategy as a war on terror highlights the importance of combating terrorism on an international level. Fundamental to this effort is bilateral intelligence-sharing. Intelligence reform efforts to date have focused on improving intelligence-sharing within the U.S. intelligence community. However, critical intelligence can be gained through America's international partners. Debates over U.S. grand strategy have devoted a disproportionate level of attention to the War on Terror itself rather than the evolving strategic environment. Challenges including an impending shift in the balance of power, structural deficits, and divided public opinion will significantly impact the policy options available to government leaders, but they have not been adequately addressed. This article analyzes the options available for U.S. grand strategy following the George W. Bush presidency by relating key U.S. national interests with domestic and international policy constraints on the horizon. The analysis concludes that the United States must adopt a defensive grand strategy to rebuild popular consensus, to prevent further strain on the military, and to consolidate its gains in Iraq and Afghanistan. However, this strategy will require flexible coalitions, not formal international organizations, because of a significant divergence of security interests and capabilities with its European allies.  相似文献
