Feminist scholars have been highly attentive to the ways that crises have become an everyday technique of global governance. They are particularly sensitive to the mechanisms through which ‘crisis management’ entrenches the power of particular economic orders and constrains the possibilities, and space, for contestation and critique. This paper seeks to contribute to but also to extend existing feminist research on financial crisis by arguing that, over the course of what has commonly been labelled the ‘global financial crisis’, the emergence of ‘crisis governance feminism’ has enabled existing structures and mechanisms of gendered privilege, such as the global financial industry, to suppress calls for their overhaul and to re-entrench their power in the global political economy. Adopting a discursive approach to gender and governance that situates gender centrally in understanding governance discourses and their reproduction of common sense (about what people do, how they labour, where they invest and so on), this paper argues that the governance of crisis in the contemporary era, in particular the various actors, institutions, policies and ideas that have sought to describe and ‘contain’ the global financial crisis, are gendered. Gender has become, in the contemporary global political economy, a technique of governance, and with deleterious effects. Despite inciting more discussion of ‘gender’ in economic systems than ever before (particularly in terms of discussions of ‘economic competitiveness’), this paper argues that the ‘global financial crisis’ has precipitated and continues to reproduce techniques of governance that trivialise feminist concerns while further embedding a masculinised, white and elitist culture of global financial privilege.  相似文献

The article focuses on the politics of representation in Kosova since the United Nations took over ‘peace management’ in 1999. It uses UN propaganda posters (political pedagogy) and local nationalist political advertising as a way to read the multiple gendered discourses of representation. It shows how gender is used relationally between competing forces – the ‘international community’ and nationalists – as a tool to ensure UN's imposition of Western policies and norms and as a mechanism for local politicians to consolidate their domination of the domestic/private sphere. Moreover, it discusses the price paid to mimic the West: how Kosovar politicians have sought to ‘undo’ national identity in favour of a Western self-representation through a gendered abnegation of Islam. Thus, as an intrinsic part of the discourse of ‘peace-building’, these images represent the site of power production, domination, negotiation, and rejection, involving the collaboration of different actors, institutions, and individuals. Three specific points will be made: first, the article seeks to show that a Western political modernization discourse has, paradoxically, reinforced patriarchal relations of power and traditional gender roles in Kosova through the subjugation of women. Second, it explains the inability to resolve competing Albanian narratives – one relying on the legacy of peaceful resistance and the other on the armed struggle against Serbian domination during the 1990s. Third, through the intermeshing of international peace-keepers and local nationalist patriarchs, it will show how the militarization of culture is perpetuated through, and in relationship to, gender.  相似文献

Discrimination and violence against women in India often tend to be discussed, framed and explained in cultural terms alone. It is a commonplace assumption that Indian cultural norms are responsible for women’s oppression in India and that India’s moves to open up the economy to globalisation will usher in modernity and empower women. Another similar assumption is that gendered violence and patriarchal oppression are produced and located primarily in the (Indian traditional) family and community, and that women’s entry into the globalised workforce will empower and help them confront and overcome such violence and oppression. This paper attempts to challenge this false binary between ‘family/community/tradition/culture’ and ‘modern political economy’. It looks at the methods used across various sites—household/family, college/university and factory—to subject women’s labour and sexuality to a regime of surveillance and gendered discipline. It also looks at the ways in which this regime is disrupted and challenged repeatedly by women’s protests.  相似文献

Abstract

Various Australian politicians have argued for the need to combine ‘hard heads and soft hearts’ in politics. Unfortunately, this article argues that that recognition is not yet fully accepted in Australian political science. While there has been a significant progress, both in terms of the number of senior women in the discipline and the gender content of Australian political science, problems still remain. Unfortunately, some of the issues are still those identified by Carole Pateman in her famous 1981 address as President of the Australian Political Studies Association when she noted both the underrepresentation of women in political science and that there was a tendency to define ‘the political’ in narrow ways that excluded the study of women and issues that were of concern to them. This article will explore why political science has been less open to incorporating feminist insights than some other related disciplines. It will analyse a number of issues regarding the gendering of Australian political science. These include narrow definitions of the ‘political’; a continuing implicit (gendered) prioritising of various fields and approaches as ‘hard’ political science and the denigration of other fields as ‘soft’; and the impact of neo-liberalism and the importance of the ‘political’ as a site for constructions of gender identity. It argues that the continuing resistance to ‘reinventing’ political science to take account of gender is particularly concerning given the potential impact on definitions of research ‘excellence’. The article also identifies some areas where more research needs to be done.  相似文献

Abstract This paper explores the ways in which the ‘Aussie battler’ identity of the character Kenny Smyth in the film Kenny (2006) is both visible through its hegemonic status and cultural ubiquity, and invisible as the marker of normative Australian identity. This paper examines the ‘mainstream’ and ‘battler’ identities and the discourse that surrounds them, in particular looking at working-class masculinity which are argued to be both hegemonic and centralising. The paper explores how identities such as these, which exist at the axis of invisibility/visibility, can access narratives of entitlement and marginalisation. As a partially gendered and fully classed construct, the ‘battler’ identity operates within mainstream and mainstreaming culture in often exclusionary ways, denying any real challenge to classed and gendered inequality while using classed narratives to make a claim for more cultural, social and economic space.  相似文献

This article argues that an adequately historicized and politicized understanding of the women's movement in Nepal (or elsewhere) requires a detailed examination of the construction of the gendered subject herself in the complex geo-political space of the emergent (Nepali) nation state. In turn, this unravelling of the gendered subject in Nepal serves to reinforce the premise that the representation of ‘the Nepali Woman’ as a single over-arching category is a contemporary construction, which has been achieved at the expense of consistently effacing the historically prior multiple and contested ethnic/caste identities taken by thrust upon women in what is now the new Nepal. The ‘natural’ goal of the women's movement since post-1990 Nepal to achieve a (single) feminist agenda has become part of the problem, as it can only be achieved at the expense of respecting the radical diversity and difference that is covered over by the ‘theoretical fiction’ of the unified nation of Nepal. The main important players, whether it be the women from mainstream political parties, or the women of the NGO world or the Communist Party of Nepal (Maoists), have all contributed to excluding and silencing radical diversity in the name of expediency and elite power brokering. Moreover, it is argued that the contours of this composite discourse continue to be shaped by the international aid industry in Nepal, where ‘development’ is not merely the epistemic link between Nepal and the ‘West’, it is also the locus classicus of generic apolitical consciousness-less Nepali woman whose cause is taken up by scholar and activist alike.  相似文献

Since the Moroccan invasion in 1975, official reports on visits to Sahrawi refugee camps by international aid agencies and faith-based groups consistently reflect an overwhelming impression of gender equality in Sahrawi society. As a result, the space of the Sahrawi refugee camps in Algeria and, by external association, Sahrawi society and Western Sahara as a nation-in-exile is constructed as ‘ideal’ (Fiddian-Qasmiyeh, 2010, p. 67). I suggest that the ‘feminist nationalism’ of the Sahrawi nation-in-exile is one that is employed strategically by internal representatives of the Popular Front for the Liberation of Saguia el-Hamra and Río de Oro (POLISARIO), the Sahrawi Arab Democratic Republic (SADR) and the National Union of Sahrawi Women (NUSW), and by external actors from international aid agencies and also the colonial Moroccan state. The international attention paid to the active role of certain women in Sahrawi refugee camps makes ‘Other’ Sahrawi invisible, such as children, young women, mothers, men, people of lower socio-economic statuses, (‘liberated’) slave classes and refugees who are not of Sahrawi background. According to Elena Fiddian-Qasmiyeh (ibid.), it also creates a discourse of ‘good’, ‘ideal’ refugees who are reluctant to complain, in contrast to ‘Other refugees’. This feminisation allows the international community not to take the Sahrawi call for independence seriously and reproduces the myth of Sahrawi refugees as naturally non-violent (read feminine) and therefore ‘ideal’. The myth of non-violence accompanied by claims of Sahrawi secularity is also used to distance Western Sahara from ‘African’, ‘Arab’ and ‘Islamic’, to reaffirm racialised and gendered discourses that associate Islam with terrorism and situate both in the Arab/Muslim East. These binaries make invisible the violence that Sahrawis experience as a result of the gendered constructions of both internal and external actors, and silence voices of dissent and frustration with the more than forty years of waiting to return home.  相似文献

Although a devout Evangelical, living in an era that largely predated the dissemination of sexological discourses of female same-sex desire, Constance Maynard (1849–1935), the prominent Victorian educational reformer, pursued a series of same-sex relationships. This essay focuses on Maynard's relationship with the Anglo-Irish Marion Wakefield (1876–1956), exploring the role of Maynard's erotic imagination in the constitution, contestation, and consolidation of the imagined geographies of imperialist discourse. Maynard's erotic positioning of her lover in diverse imperial landscapes reveals the ostensibly ‘private’ discourses of the erotic imagination to be profoundly implicated in the ‘public’ discourses of empire. At the same time, the domestic settings in which these landscapes were imagined and in which the women's illicit desires were enacted, pose a challenge to the gendered spatial dichotomies—private/public, domestic/imperial, and home/away—of both imperialist discourse and the historiography of empire.  相似文献

The ‘epistemic’ violence that has beset gender discourses in education refutes the claim that progress is measured by figures and numbers of Jordanian women in schools and the workplace. While such discourses demand to be contextualized, deconstructed and resisted, they also necessitate creating a link between political praxis and gender politics. My argument centres on the indispensable role critical discourse can play in locating these instances of ‘epistemic’ violence and revealing the manner in which the themes of constructed gender knowledge have been subjugated to the political praxis of each context. Interventions by donors and NGOs have more often than not been emasculated by the political considerations of governments and establishments. The result has been ‘disciplined’ gender politics in education, perpetuating traditional discursive practices, roles and stereotypes instead of acting as an emancipatory power. Human development reports and traditional literature on gender bias in education have failed to account for such discursive/power practices. In this paper, I shed light on the national, the international and the textual ‘knowledge’ that surrounds gender bias in education in a context like Jordan. I conclude by demonstrating the importance of the national and its discursive practices in reformulating approaches based on the international (human development reports) and the textual (literature on gender bias and stereotypes in education).  相似文献

The aim of this article is to discuss the way prostitution was perceived during the British rule in Palestine (1918–48), analyzing the differing perspectives of the British colonial authorities and the Jewish national community. The major concerns of the civil and military colonial authorities were focused on issues of ‘social hygiene’ and the trafficking in women and children. This often involved the transfer of both legislation and discourse from the metropolis. The Jewish community, on the other hand, was concerned mainly with the evolving national project. Prostitution was seen as a ‘mixing ground’ of Jewish women and British and Arab men, thus threatening the boundaries of the national collective. Whilst the article is attentive to the importance of studying prostitution in its historical specificity, it also considers the many ways in which this case study illuminates the complex series of relationships between both colonialism and prostitution, and gender and nationalism. Women were important to the imagining of the nation not only for their symbolic power—as ‘mothers of the nation’, for example; the construction of nationalist discourses also involved focusing on ‘negative’ gendered phenomena, such as prostitution. In these ways, the article seeks to contribute to our understanding of the multiple significance of gendered categories in the process of nation-building.  相似文献

Using, as a point of departure, Tim Lott's recent autobiography where he attempts to make sense of his mother's suicide of 1988 through a reconstruction of his family genealogy, this article tries to map the production of gendered, classed, and racialized subjects and subjectivity in west London. It addresses the tension between Lott's discourse of his own white working-class boyhood during the 1970s where questions of ‘race’ are all but absent, and the racialized ‘commonsense’ that pervades the interviews with other local white contemporaries of Lott and his parents. These narratives are analysed in relation to the socio-economic context and the political activism of the period. Theoretically, it analyses the ‘diaspora space’ of London/Britain, interrogating essentialist ‘origin stories’ of belonging; reaching out to a glimmer on the horizon of emerging non-identical formations of kinship across boundaries of class, racism and ethnicity; and exploring the purchase of certain South Asian terms – ‘ajnabi’, ‘ghair’ and ‘apna/apni’ – in constructing a nonbinarized understanding of identification across ‘difference’.  相似文献

Recent scholarship has given increasing attention to studying women’s involvement in conflict and mass violence. However, there is comparatively less discussion of the experiences of women as actors and perpetrators in conflict, and limited discussion of women as defendants in international criminal tribunals. This article explores this under-researched area. By analysing legal materials from the cases of six female defendants, this article investigates the extent to which legal discourses are shaped by stereotypes regarding femininity, conflict and peace. It identifies three gender narratives—mothers, monsters and wives—used in relation to female defendants, which highlight the incompatibility of femininity with violence, and deny women’s agency in political and military contexts. Thus, this article concludes that female defendants in international criminal tribunals are viewed through gendered lenses, and discussed in accordance with gendered themes. This gendered justice is problematic, as it reinforces patriarchal gender stereotypes, and may hinder attempts to facilitate gender justice.  相似文献

In this article I examine the friction between xenophobic discourses on migration and the crisis caused by the politics of austerity in Greece. On the one hand, an ‘excessive’ influx of migration is managed through violent means by the state and the para-state; on the other, a ‘scarcity’ of domestic resources is blamed for a ‘rise’ in racist attitudes, and the political ascent of a fascist movement-cum-parliamentary party, Χρυσ? Αυγ? (Golden Dawn). ‘Crisis’ is said to give rise to ‘austerity’—and hostility. Inverting the inverted causal relationship between crisis, austerity and hostility, I problematise representations of hostility towards migrants that construct racism as a consequence of economic conditions or even as the antidote to the ‘bitter pill’ Greeks have been forced to swallow. I examine how racialised and gendered violence secures the politics of austerity in Greece focusing on three eruptions of violence (the feminicidal acid attack on Konstantina Kouneva, the murder of Shehzad Luqman and the drowning of eleven refugees near the island of Farmakonisi). I draw concrete connections between the politics of austerity and what, drawing on Sara Ahmed, might be termed an ‘affective economy of hostility’ that articulates racialised and gendered modes of belonging and estrangement. Some bodies are rendered vulnerable and precarious, while others assert an entitled relation to national space while being economically disentitled by austerity measures.  相似文献

Conceptions of citizenship which rest on an abstract and universal notion of the individual founder on their inability to recognize the political relevance of gender. Such conceptions, because their ‘gender-neutrality’ has the effect of excluding women, are not helpful to the project of promoting the full citizenship of women.The question of citizenship is often reduced to either political citizenship, in terms of an instrumental notion of political participation, or social citizenship, in terms of an instrumental notion of economic (in)dependence. The paper argues for the recognition of citizenship as gendered, and as an ethical, that is non-instrumental, social status which is distinct from both political participation and economic (in)dependence. What unites us as citizens, in our equal membership of the political community, need not rely on a conception of us as ‘neutral’ (abstract, universalized, genderless) individuals undertaking one specific activity located in the public realm, but can take account of the diverse ways in which we engage in ethically-grounded activities on the basis of our different genders, ethnic and cultural backgrounds and other differences, in both the public and private realms.A convincing feminist conception of citizenship necessarily involves a radical redefinition of the public/private distinction to accommodate the recognition of citizenship practices in the private realm. The paper builds on the observation that the concept of ‘citizenship’ is broader than the concept of ‘the political’ (or ‘the social/economic’), and contends that feminism provides us with the emancipatory potential of gendered subjectivity, which applies to both men and women. The recognition of gendered subjectivity opens the way to the recognition of the diversity of citizenship practices.It is not that women need to be liberated from the private realm, in order to take part in the public realm as equal citizens, but that women – and men – already undertake responsibilities of citizenship in both the public and the private realms.  相似文献

The life and work of Gabriela Mistral, the first Latin American writer to be awarded the Nobel Prize for Literature in 1945, is examined as an example of how difficult it was for women to win recognition as intellectuals in 20th-century Latin America. Despite an international reputation for erudition and political commitment, Mistral has traditionally been represented in stereotypically gendered terms as the ‘Mother’ and ‘Schoolteacher’ of the Americas, and it has been repeatedly claimed that she was both apolitical and anti-intellectual. This article contests such claims, arguing that she was not only committed to fulfilling the role of an intellectual, but that she also elaborated a critique of the dominant male Latin American view of intellectuality, probing the boundaries of both rationality and nationality as constructed by male Euro-Americans. In so doing, she addressed many of the crucial issues that still confront intellectuals today in Latin America and elsewhere.  相似文献

This article engages the work of Luisa Passerini in order to analyze the oral histories of women who belonged to the Movimiento de Izquierda Revolucionaria (MIR) in Chile during the 1960s and 1970s. It argues that a theoretical framework that considers the interplay between memory, testimony, and gender as well as a transnational historical perspective can help explain how feminism and ‘new left’ groups emerged from the revolutionary 1968 context. Of primary concern is the manner in which certain gendered aspects of the MIR women's experiences—particularly the brutal sexualized political violence they endured at the hands of the state—have been historically silenced and also how, more recently, women's testimonials have helped to break that silence. Finally, the article proposes that feminism, both as a mode of critical thinking and as a social movement, will allow us to more fully ‘hear’ the testimonies of these women and to understand how their memories are ‘speaking from today.’  相似文献

This paper explores how law might conceive of the injury or harm of endocrine disruption as it applies to an aboriginal community experiencing chronic chemical pollution. The effect of the pollution in this case is not only gendered, but gendering: it seems to be causing the ‘production’ of two girl babies for every boy born on the reserve. This presents an opening to interrogate how law is implicated in the constitution of not just gender but sex. The analysis takes an embodied turn, attempting to validate the real and material consequences of synthetic chemicals acting on bodies—but uncovers that finding a harm in a declining sex ratio depends on a static conception of the human form, based on unfounded assumptions of ‘naturalness’ and ‘normalcy’. Elizabeth Grosz’s theory of ‘becoming’ offers a compelling challenge, essentially pointing to the conclusion that we should find harm where we find illness and suffering and not simply where we find difference. At the same time, we cannot discount the political economy of the pollution: the paper concludes by returning the focus to the role of power, colonialism and the state in the perpetuation of the pollution on the landscape.  相似文献

This paper argues that most conceptualizations of citizenship limit the purview of the discourse to static categories. ‘Citizenship’ is commonly seen as an ideal type, presuming a largely legal relationship between an inidividual and a single nationstate - more precisely only one type of nation-state, the advanced capitalist postwar model. Alternatively, we suggest a re-conceptualization of citizenship as a negotiated relationship, one which is subject therefore to change, and acted upon collectively within social, political and economic relations of conflict. This dynamic process of negotiation takes place within a context which is shaped by gendered, racial and class structures and ideologies; it also involves international hierarchies among states. Citizenship is therefore negotiated on global as well as national levels. This conceptualization is demonstrated by way of identifying one particular set of experiences of negotiated citizenship, involving foreign domestic workers in Canada. As non-citizens originating from Third World conditions, this is a case involving women of colour workers, highly prone to abusive conditions, and under the direction of employers who are more affluent First World citizens and predominantly white women. Original survey data based on interviews with Caribbean and Filipino domestic workers in Canada are used to demonstrate the varied, creative and effective strategies of two distinctive groups of non-citizens as they attempt to negotiate citizenship rights in restrictive national and international conditions.  相似文献
