In 2016 and 2017 respectively,new governments of the Philippines and the United States took office,which initiated a change in the development of their bilateral relations.Although the US-Philippines alliance has since then returned to normal conditions and defense cooperation has continued to strengthen,policy reorientations and adjustments by the Trump administration have stirred up uncertainties among the Filipinos concerning the ties between the two countries.Philippine President Rodrigo Duterte came to power with the slogan of change.His foreign policy sought to actively close the rift in the relations with China,which were severely damaged by the South China Sea arbitration case.While tightening US-Philippines defense cooperation,he also took active steps to diversify cooperation partners.In recent years,a number of new features have been added to the US-Philippines defense cooperation,which not only reflects the characteristics and trends of the advancement of the US Indo-Pacific strategy,but also has important implications for China and its efforts to maintain overall peace and stability in the neighboring areas and to further enhance China-Philippines relations.     

Evolvement of New China＇s Relations with Other Developing Countries

China＇s relationship with other developing countries is an important basis for China＇s foreign strategy. Since its founding, New China has accumulated complex experience and achieved rich fruits in how to handle and develop its relations with other developing countries. It has experienced contradictions between ideology and national identity and also made strenuous efforts to safeguard the country＇s strategic independence. Since the introduction of the reform and opening-up policy, China has rapidly enhanced its national strength, providing a new platform for it to play a greater role in the current international system. But China＇s identity as a developing country remains the starting point of its foreign strategy, and hence promoting and consolidating its relationship with other developing countries will also remain as China＇s strategic choice.     

The Major Power Diplomacy with Chinese Characteristics in the Transition of International Order

The early 21st century finds great change in international order.China's foreign relations have entered a new phase where its driving force is rapidly rising for the emerging countries and new global economic governance mechanism is gradually established.To follow the trend of the times,China has actively participated in global economic governance and supply of public goods.China' s foreign relations present a new vision,idea and strategy under the leadership of President Xi Jinping.It is a new starting point for China to further integrate itself into the world and open itself wider to the world.China takes an active part to participate in global governance and plays an important role in the issues of economic integration,environmental governance,climate change,nuclear nonproliferation,energy crisis,internet security and anti-terrorism,especially anti-terrorism.This article explains the performance of international relations in current transition order and tries to tackle prior (and in some ways more intractable) issues and to analyze the internal logics and external environment of impact of multi-polarization on China's major power diplomacy with its characteristics in the transition of International order.     

The Development Trend in China’ s Surrounding Areas

China’s surrounding areas are in a special transition period necessitated by China’s peaceful rise and the adjustment of its Asian strategy.In2014,these neighboring areas inherited the development trend of the previous three years,coaxing out changes that we are beginning to see.Changes in world economic growth,America’s rebalancing strategy,and alterations in Sino-Japanese relations are direct results of China’s rise,and other development trends are in the offing.The high-speed growth stage for Asian emerging economies has come to an end.Moderate growth in parallel with reform is the new norm in Asian economy.Due to the collective slowing of emerging economies,     

International Relations Think Tanks and Their Issues

The emergence of international relations think tanks reflects historic changes in China's relations with the world and is a result of China's need to better understand the international situation and to have a greater impact on it.It also reflects the thirst for "intellectual support" for foreign policy and strategy,and this is a sign of progress in China's governance system.

On June 22 - 27, Atal Bihari Vajpayee, India' s Prime Minister, paid a fruitful visit to China. The Prime Ministers of the two sides signed a programmatic document for the development of relations "Declaration on Principles for Relations and Comprehensive Cooperation between the People's Republic of China and Republic of India." ① They also concluded nine related agreements. The events showed that Sino - Indian relations have entered a new phase of development. The two governments should continue to make every effort to elevate the good - neighborly and friendly relations of mutual benefit and cooperation to a new level, thus laying a more solid foundation for a long - term development of ties between China and India.     

Prospects for Sino-Russian Relations and China＇s National Interests in the Next Decade

The next 5-10 years will be a pivotal period in which China will implement its ＂ 11 th Five-Year Plan＂ and accelerate its construction of ＂ a moderately prosperous society.＂ It will also be an important period for Russia＇s resurgence. Sino-Russian relations are therefore facing new challenges and will be steadily developing. Under these new circumstances, clearly defining China＇s national interests in Sino-Russian relations will be an important prerequisite of ensuring the healthy and stable development of bilateral relations and of safeguarding China＇s peace and security. For the foreseeable future, China＇s national interests in Sino- Russian relations will be the further consolidation of mutual trust between the two countries and increasing Sino-Russian security cooperation so as to maintain peace and security in China ＇s northern border areas. As the two countries are both in a phase of social transformation, they can nevertheless learn from each other throughout this process. China will continue promoting diversity of cultures and the multi-polarization of world. China should also exploit Sino-Russian economic cooperation and try to frame a joint strategy with Russia in order to achieve common development and prosperity. Consequently, the two countries will be able to march forward side by side along the path of economic reforms and structural adjustment.＂ In the 21st Century, China and Russia not only need to maintain a good neighbor relationship and guarantee their joint security, but also build a closer cooperation in their common development.

Some Thoughts on China’s International Strategy

The nature of China’s peaceful development requires that its diplomatic strategy reflect both the spirit of the times and its own fundamental characteristics. China should assess its relations with the outside world with fresh ideas, creative thinking and be prepared for flexible maneuvering in handling practical issues.     

Transforming Sino-U.S. Strategic Relations

Sino-U.S. strategic relations have undergone profound transformations over the past thirty years. It is increasingly urgent to change and transcend Sino-U.S. strategic relations. However, rapid adjustments and changes in world pattem prevent China and the U.S. from drawing a clear picture of each other＇s strategy. Vagueness in strategy awareness leads to difficult strategic adjustment, impacting virtuous interaction and stable development of Sino-U.S. strategic relations. The U.S., as relatively more important part in bilateral strategic relations, needs to take an initiative in substantial moves.     

Chinas New Foreign Relations for a Complex World

In 2013 profound and complicated changes continued to take place in the international situation, although, stable overall, there was also an accelerated restructuring of international relations. Adapting to the changing circumstances in the restructuring of international relations and for Chinas own development, the Central Committee of the Communist Party of China headed by General Secretary Comrade Xi Jinping sized up the situation and made pioneering efforts with a series of major diplomatic initiatives for proactively advancing China＇s diplomatic theories and charted a new course in practice.     

An Analysis of China's Power Status and International Standing

Many Chinese scholars have described China as the world＇s second biggest power after the U.S.. This is based on two facts. First, China overtook Japan in total economic output measured by GDP in 2010 to become the world＇s second biggest economy. Some scholars argue that China still lags behind the U.S. in comprehensive national power and in this sense it is also ranked second） The other is that Sino-U.S. relations are frequently described as the rise and fall of big powers, especially when referring to the Asia-Pacific region. It is the latest example of how relations between a rising power and one struggling to maintain its status have been so complex in the long history of international relations. While many people talk about the possibility that China will overtake the U.S. in the future, others talk about a G2.2 If we look closely at global trends and changes to China＇ s international environment, if we examine what exactly we mean by power status, we will have a much deeper understanding of China＇ s current power status from which we can build a solid foundation for this country＇ s foreign strategy and diplomacy.     

China-Australia Minerals and Energy Cooperation:Status Quo,New Features and Suggestions

Minerals and resources trade and investment play a pivotal role in economic and trade relations between China and Australia.In recent years,although China-Australia political relations have been at a low point,China?Australia minerals and energy cooperation has exhibited a different trend to that of political relations,and also from the engagement during previous periods.Minerals and energy trade has increased steadily,while investment is becoming more difficult,particularly for large projects.There has been a clear green transition in trade and investment in this functional area,and uncertainty has increased due to the influence of factors such as the Belt and Road Initiative(BRI),the shale gas revolution and China-US trade disputes.Because this is one of the pillars for economic growth for both countries,and for their trade and investment ties,and because of the importance of low-carbon transition,the free trade system,and global and regional governance,minerals and energy cooperation can serve as a platform for improving and promoting bilateral relations.It has been suggested that China should seize the opportunity to improve bilateral relations by deepening two-way investment,joining hands with Australia on developing more products in more areas,and with new cooperation models.This research will be significant for understanding the status quo of China-Australia cooperation in minerals and energy,and for improving bilateral relations,and even international energy governance.     

Suggestions to Promote Sino-Japanese Relations

It is obvious that Sino-Japanese relations are importantly both to China and to Japan. Nevertheless, the reality of “hot economic relations vs. cold political relations“ between the two countries puzzles people who show deep concern for Sino-Japanese relations: Are the inherent features of Sino-Japanese relations the cause of the phenomenon? Is the gap between aspiration and action the cause of it? Or both are the causes? The answer is there, but exploration needs to be made.……     

The Development of EU-Russian Relations

The EU＇s strategy for Russia since the end of the cold war has to a large extent failed, and the direct consequences are the currently deadlocked EU-Russia relationship. There are three reasons for this： the EU and Russia＇s respective strength and status relative to each other have been changing since the beginning of this century; the EU＇s strategy towards Russia has been more fragmenting in recently years; and the American factor. The EU-Russia relations could continue to be in poor shape in the years to come, and it is very likely sometimes even further worsening. But the two sides would refrain from extreme measures and prevent their relations from sliding into real cold war.     

China''s India Studies

Over the past 50 years, with the improvement of relationship between India and China, the scope of India studies in China＇s IR research has been broadened and the new areas of studies are being explored. The research agenda of India studies has already extended to the areas like economy, society, culture, security, national strategy and their impact on both bilateral and international relations. In this situation, the focuses of India studies in China＇s IR research can be mainly identified as follows： reviews on India＇s social, political and economic systems; analysis on the national strategy and foreign policy; Sino-Indian relations; India＇s relations with some international organizations. However, even though many fresh progresses have been made in India studies, the India studies in China＇s IR research still lag far behind the study of other important countries like the U.S., UK, Russia and Japan, and more problems and challenges will face in the coming future. The paper believes that a fuller understanding of India probably will not make China and India close friends, but it definitely will help to prevent them from becoming fierce enemies.     

How Can China, the U.S. and China＇ s Neighbors Interact Positively？

New Developments Before the 2008 financial crisis,and especially before the U.S.began its "return" to Asia,relations between China,the U.S.and China's neighbors in East Asia were not a major issue.However,since 2010,relations have been stirred up.Take the Cheonan incident,the shelling of Yeonpyeong Island,the Diaoyu Islands dispute between China and Japan,the Huangyan Island confrontation between China and the Philippines,and the South China Sea issue,for example.Sino-U.S.relations have grown more complex,and sovereignty disputes between China and some of its neighbors have intensified.At the same time,relations between the U.S.and most of China'sneighbors have improved.The U.S.' decision to "pivot" to Asia contains many objectives.

1.Building a Diplomatic Theorectical System with Chinese Characteristi by Professor Xia Liping, Dean, College of Politics and International Relations, Tongji University, Shanghai, and a Ph.D. tutor. Since the founding of New China, its diplomacy has undergone three historical stages： one, putting particular attention to reveal the aggressive nature and policies of the imperialists and superpower; two, shifting the stress onto gaining a long-term peaceful international environment for the realization of the four modernizations; three, comprehensively merging with the international community for realizing a ＂harmonious world＂. The mission entrusted to us by the times is： to sum up experiences and lessons in the studies of international relations and diplomatic theories during the past 60 years since the founding of New China and to absorb the best of the Chinese traditional culture and the excellent achievements of the Western international relations and diplomatic theories, so as to set up a mode of international relations theory with Chinese characteristics.     

TREND OF INDIA＇S DIPLOMATIC STRATEGY

In recent years, India has actively pursued an all-directional diplomatic strategy, attaching much importance to developing its relations with major powers. In particular, due to the great efforts made by the United States to draw India over to its side, relations between India and the United States have witnessed a fast development, which has attracted worldwide attention. It seems that this trend of laying special emphasis by India on its relations with the United States will continue for a considerably long period. However, it is unlikely that India will make a fundamental change to its independent and non-aligned foreign policy. It is expected that India will continue to consolidate and develop its traditional friendly relations with Russia, steadily improve its relations with China and strengthen its relations with the European Union. In Asia, India will continue to actively promote its external relations and enhance its influence in the region through bilateral as well as multilateral channels.
