In 2016 and 2017 respectively,new governments of the Philippines and the United States took office,which initiated a change in the development of their bilateral relations.Although the US-Philippines alliance has since then returned to normal conditions and defense cooperation has continued to strengthen,policy reorientations and adjustments by the Trump administration have stirred up uncertainties among the Filipinos concerning the ties between the two countries.Philippine President Rodrigo Duterte came to power with the slogan of change.His foreign policy sought to actively close the rift in the relations with China,which were severely damaged by the South China Sea arbitration case.While tightening US-Philippines defense cooperation,he also took active steps to diversify cooperation partners.In recent years,a number of new features have been added to the US-Philippines defense cooperation,which not only reflects the characteristics and trends of the advancement of the US Indo-Pacific strategy,but also has important implications for China and its efforts to maintain overall peace and stability in the neighboring areas and to further enhance China-Philippines relations.  相似文献

China's relationship with other developing countries is an important basis for China's foreign strategy. Since its founding, New China has accumulated complex experience and achieved rich fruits in how to handle and develop its relations with other developing countries. It has experienced contradictions between ideology and national identity and also made strenuous efforts to safeguard the country's strategic independence. Since the introduction of the reform and opening-up policy, China has rapidly enhanced its national strength, providing a new platform for it to play a greater role in the current international system. On June 22 - 27, Atal Bihari Vajpayee, India' s Prime Minister, paid a fruitful visit to China. The Prime Ministers of the two sides signed a programmatic document for the development of relations "Declaration on Principles for Relations and Comprehensive Cooperation between the People's Republic of China and Republic of India." ① They also concluded nine related agreements. The events showed that Sino - Indian relations have entered a new phase of development. The two governments should continue to make every effort to elevate the good - neighborly and friendly relations of mutual benefit and cooperation to a new level, thus laying a more solid foundation for a long - term development of ties between China and India.  相似文献

The next 5-10 years will be a pivotal period in which China will implement its " 11 th Five-Year Plan" and accelerate its construction of " a moderately prosperous society." It will also be an important period for Russia's resurgence. Sino-Russian relations are therefore facing new challenges and will be steadily developing. Under these new circumstances, clearly defining China's national interests in Sino-Russian relations will be an important prerequisite of ensuring the healthy and stable development of bilateral relations and of safeguarding China's peace and security. For the foreseeable future, China's national interests in Sino- Russian relations will be the further consolidation of mutual trust between the two countries and increasing Sino-Russian security cooperation so as to maintain peace and security in China 's northern border areas. As the two countries are both in a phase of social transformation, they can nevertheless learn from each other throughout this process. China will continue promoting diversity of cultures and the multi-polarization of world. China should also exploit Sino-Russian economic cooperation and try to frame a joint strategy with Russia in order to achieve common development and prosperity. Consequently, the two countries will be able to march forward side by side along the path of economic reforms and structural adjustment." Sino-U.S. strategic relations have undergone profound transformations over the past thirty years. It is increasingly urgent to change and transcend Sino-U.S. strategic relations. However, rapid adjustments and changes in world pattem prevent China and the U.S. from drawing a clear picture of each other's strategy. Vagueness in strategy awareness leads to difficult strategic adjustment, impacting virtuous interaction and stable development of Sino-U.S. strategic relations. Many Chinese scholars have described China as the world's second biggest power after the U.S.. This is based on two facts. First, China overtook Japan in total economic output measured by GDP in 2010 to become the world's second biggest economy. Some scholars argue that China still lags behind the U.S. in comprehensive national power and in this sense it is also ranked second) The other is that Sino-U.S. relations are frequently described as the rise and fall of big powers, especially when referring to the Asia-Pacific region. It is the latest example of how relations between a rising power and one struggling to maintain its status have been so complex in the long history of international relations. While many people talk about the possibility that China will overtake the U.S. in the future, others talk about a G2.2 If we look closely at global trends and changes to China' s international environment, if we examine what exactly we mean by power status, we will have a much deeper understanding of China' s current power status from which we can build a solid foundation for this country' s foreign strategy and diplomacy.  相似文献

Minerals and resources trade and investment play a pivotal role in economic and trade relations between China and Australia.In recent years,although China-Australia political relations have been at a low point,China?Australia minerals and energy cooperation has exhibited a different trend to that of political relations,and also from the engagement during previous periods.Minerals and energy trade has increased steadily,while investment is becoming more difficult,particularly for large projects.There has been a clear green transition in trade and investment in this functional area,and uncertainty has increased due to the influence of factors such as the Belt and Road Initiative(BRI),the shale gas revolution and China-US trade disputes.Because this is one of the pillars for economic growth for both countries,and for their trade and investment ties,and because of the importance of low-carbon transition,the free trade system,and global and regional governance,minerals and energy cooperation can serve as a platform for improving and promoting bilateral relations.It has been suggested that China should seize the opportunity to improve bilateral relations by deepening two-way investment,joining hands with Australia on developing more products in more areas,and with new cooperation models.This research will be significant for understanding the status quo of China-Australia cooperation in minerals and energy,and for improving bilateral relations,and even international energy governance.  相似文献

The EU's strategy for Russia since the end of the cold war has to a large extent failed, and the direct consequences are the currently deadlocked EU-Russia relationship. There are three reasons for this: the EU and Russia's respective strength and status relative to each other have been changing since the beginning of this century; the EU's strategy towards Russia has been more fragmenting in recently years; and the American factor. The EU-Russia relations could continue to be in poor shape in the years to come, and it is very likely sometimes even further worsening. Over the past 50 years, with the improvement of relationship between India and China, the scope of India studies in China's IR research has been broadened and the new areas of studies are being explored. The research agenda of India studies has already extended to the areas like economy, society, culture, security, national strategy and their impact on both bilateral and international relations. In this situation, the focuses of India studies in China's IR research can be mainly identified as follows: reviews on India's social, political and economic systems; analysis on the national strategy and foreign policy; Sino-Indian relations; India's relations with some international organizations. However, even though many fresh progresses have been made in India studies, the India studies in China's IR research still lag far behind the study of other important countries like the U.S., UK, Russia and Japan, and more problems and challenges will face in the coming future. The paper believes that a fuller understanding of India probably will not make China and India close friends, but it definitely will help to prevent them from becoming fierce enemies.  相似文献

In recent years, India has actively pursued an all-directional diplomatic strategy, attaching much importance to developing its relations with major powers. In particular, due to the great efforts made by the United States to draw India over to its side, relations between India and the United States have witnessed a fast development, which has attracted worldwide attention. It seems that this trend of laying special emphasis by India on its relations with the United States will continue for a considerably long period. However, it is unlikely that India will make a fundamental change to its independent and non-aligned foreign policy. It is expected that India will continue to consolidate and develop its traditional friendly relations with Russia, steadily improve its relations with China and strengthen its relations with the European Union. In Asia, India will continue to actively promote its external relations and enhance its influence in the region through bilateral as well as multilateral channels.  相似文献
