This year marks the 70th anniversary of the end of the World War II and the victory of the Anti-Fascist War. The WWII is an unprecedented disaster for humanity and, however, it can never be guaranteed that world wars will not break out again in the future. Just as wars can be classified as cold wars and hot wars, peace can also be defined as cold peace and real peace. Cold Peace, as an unstable state in the international relations, may bring misleading perception of peace, where peace is taken for granted, and potential crises may lead to international conflicts/ wars. This is clearly reflected in concerns of western scholars as exemplified by what is called Kissinger’s Worry and Haass’s Question. This paper approaches the question from a strategic and historical perspective and draws the following three conclusions: 1) historically, it takes a long time for people to realize the negative impacts of wars; 2) currently, we are in a dangerous stage of cold peace in terms of international security; 3) the Sino-US and Sino-Japanese relations will be crucial to the major power relations that affect China’s the national security in the future. China should find ways to deal with the two major relations and play its role in maintaining the world peace.  相似文献

This paper examines how China has played a "responsible" role in international humanitarian post-disaster assistance by taking the example of China’s assistance to post-tsunami Aceh,and explores policy implications with regard to future Sino-Australian security cooperation.China and Australia took inconsistent approaches to assistance in Aceh,which derived from their different understandings of international "responsibility".However,the inconsistencies do not necessarily hamper cooperation between the two.Rather,it is because of these inconsistent approaches that the two countries’ cooperation can develop into comprehensive and multifaceted assistance.The key to successful cooperation between the two countries,this paper argues,is the notion of "complementarity".In policy documents on bilateral relations,Chinese and Australian policymakers emphasize the "economic complementarity" between the two,but this "complementarity" is also useful when the two explore the way in which they will cooperate on security issues.One example of this complementary approach with regard to assistance for Aceh is the Australian effort to promote stability in both tsunami and non-tsunami affected areas,and Chinese economic investment in Aceh,in keeping with the Acehnese local expectations of long-term economic development and more employment opportunities,which are the foundation stones of stability.While these efforts are not consistent,they are highly complementary to each other,and have great potential to encourage peace and stability in Aceh.  相似文献

In 2016 and 2017 respectively,new governments of the Philippines and the United States took office,which initiated a change in the development of their bilateral relations.Although the US-Philippines alliance has since then returned to normal conditions and defense cooperation has continued to strengthen,policy reorientations and adjustments by the Trump administration have stirred up uncertainties among the Filipinos concerning the ties between the two countries.Philippine President Rodrigo Duterte came to power with the slogan of change.His foreign policy sought to actively close the rift in the relations with China,which were severely damaged by the South China Sea arbitration case.While tightening US-Philippines defense cooperation,he also took active steps to diversify cooperation partners.In recent years,a number of new features have been added to the US-Philippines defense cooperation,which not only reflects the characteristics and trends of the advancement of the US Indo-Pacific strategy,but also has important implications for China and its efforts to maintain overall peace and stability in the neighboring areas and to further enhance China-Philippines relations.  相似文献

Military transparency is a complicated and sensitive issue in the Sino-U. S. relations and also a touchstone testing the degree of their interest coincidence. One can hardly gain a full and profound insight into the essential implication of military transparency if he is dominated by the realist logic and putting undue emphasis on the importance of it in the bilateral military relation.Given the fact that China and the United States are two important powers shouldering critical responsibilities for maintaining global peace and security, this article argues that only by adopting a new security concept toward military transparency could the two countries forge a consensus on the international security situation and remove misunderstanding, misgivings and distrust in their military contacts and cooperation. Only by actively seeking and constructing a new security regime could the two sides strengthen the institutional base for their military cooperation.  相似文献

The Sino-African relationship is one of the most important inter-continental relationships in the world. It is unique both in its origin and evolution and plays an important role on the world stage. Since the establishment of diplomatic relations in the mid-1950s, traditional, friendly and cooperative relations between China and African countries have developed rapidly, reaching an historic high in 2000 when both sides proclaimed the establishment of a new type of strategic partnership. Transcending Western traditional value and logic of thinking, such as the supremacy of international interests and power control, Sino-African relations have created a new model in international relations, featuring equality, peaceful coexistence and friendly cooperation. This promotes African development and the democratization process in both international relations and the global community. What impact does a shift in the global distribution of power have on the international order? According to the views of traditional realists, power transitions in the international order are usually accompanied by major wars, the best example being the two world wars of the twentieth century. China's peaceful rise is conducive to the peace and stability of Asia and Pacific regions. The steady rise of China's position and its role in dealing with international and regional problems have proved China's success in "cooperative security". This paper analyzes the security order in the Asia-Pacific region1 that China wants to construct to provide important guarantees to its peaceful rise. Firstly, I review and compare key arguments about the transition of international systems and China's Asia-Pacific strategy, Secondly, I investigate the dynamics between China's peaceful rise and the "cooperative security" which I think are the collective embodiments of modem transformation and the restructuring of China's traditional strategic culture. Thirdly, I examine how to construct a mechanism of cooperation in the Asia-Pacific region to guarantee China's peaceful rise on both political and economic levels. Economic cooperation and free trade in Asia-Pacific region is an important route to regional economic integrity which will guarantee China's role in maintaining the political and economic security in the region.  相似文献

Sino-US relations are one of the most important bilateral relations in the world. The sound and steady development of the relations not only conforms to the fundamental interests of both countries and peoples, but also contributes to the future world security order. However, US policies towards China have been undergoing significant changes since President Trump assumed power, leading to intensifying strategic competition between the two countries and making the bilateral relationship more complex, uncertain and uncontrollable. In the face of enormous difficulties, more efforts should be made to stabilize and further develop Sino-US relations now standing at a juncture. This has sparked a wave of discussion and debate among scholars both at home and abroad. How to view Sino-US relations in a comprehensive, objective, rational and pragmatic manner has become a major subject worth further exploration and clarification. Against this backdrop, on September 19, 2020, the Editorial Department of Journal of International Security Studies of UIR and the PLA Information Engineering University (Luoyang Campus) successfully co-hosted the 13th “Expert Forum” on the subject of “Assessing Sino-US relations” in Luoyang, Henan Province. Under the framework of “future development of Sino-US relations and the world security order”, distinguished scholars and researchers from all around China discussed such major issues as difficulties and development trends of Sino-US relations, US domestic political landscape and its policies towards China, as well as the construction of the future world security order and China’s strategic responses. The renewed Chinese ambitions to develop trade along the different branches of the Silk Road bring several new traditional and non-traditional security challenges. The Chinese government has vowed to address them with new security concepts. Yet, these concepts might not be adequate to advance China’s security interests. Moreover, China seems to have difficulties overcoming the contradictions between different security interests: the quest for prosperity and the safeguarding of security; China’s economic aspirations and their consequence of becoming the largest economy; peaceful development and unification with Taiwan and the regain of lost territories; and the dilemma in the guiding diplomatic principles. As a result of these contradictions, Europe faces three uncertainties: How will the tensions in the Pacific develop? How will China seek to defend its interests along the New Silk Road? How will the tensions in the Pacific affect China’s behavior in the common Eurafrasian interface? These uncertainties bring about two more strategic choices for Europe: trying to continue its work with China along the Silk Road and balancing; prioritizing the huge challenges in the wedge of hardship and Europe’s immediate neighbourhood and responding calls to join the United States in its rebalancing to the Pacific. This will make it difficult to establish meaningful cooperation and to work towards burden sharing with the European Union at the other end of the Silk Road.  相似文献

Over the past 50 years, with the improvement of relationship between India and China, the scope of India studies in China's IR research has been broadened and the new areas of studies are being explored. The research agenda of India studies has already extended to the areas like economy, society, culture, security, national strategy and their impact on both bilateral and international relations. In this situation, the focuses of India studies in China's IR research can be mainly identified as follows: reviews on India's social, political and economic systems; analysis on the national strategy and foreign policy; Sino-Indian relations; India's relations with some international organizations. However, even though many fresh progresses have been made in India studies, the India studies in China's IR research still lag far behind the study of other important countries like the U.S., UK, Russia and Japan, and more problems and challenges will face in the coming future. The paper believes that a fuller understanding of India probably will not make China and India close friends, but it definitely will help to prevent them from becoming fierce enemies.  相似文献

The historical significance of Russia’s recent social transition and the implications for China mean that Russia research should be both wide-ranging and profound.
