Abstract: There is an ambivalence in attitudes to public administration as a field of study among both academics and practitioners in Australia. Teachers, researchers, students, public servants seeking training and managers have differing interests and expectations. Disagreements about the field have contributed to the lack of a unified framework of concepts, while the field has fragmented into public administration, public policy and public management, aside from other divisions such as "old" versus "new" public administration. "Education" and "training" have taken diverging paths and academics and practitioners have drifted apart. There needs to be a closer dialogue that can only be based on a generally agreed paradigm for Australian Public Administration as a field of study.  相似文献

Putting practitioners into the classroom to teach graduate public administration courses is a practice about which surprisingly little has been written. The issues raised in this article are the practitioners role in teaching MPA courses. The author examines three important considerations when practitioners become teachers. First, the method of teaching is explored with special attention being given to case-study type approaches. Next, the authority worlds of academics and practitioners are compared with several differences being highlighted. Finally, the image world of practitioners is examined with a keen eye being placed on critical analysis.  相似文献

Developing greater cooperation between researchers and practitioners is a long‐standing concern in social science. Academics and practitioners working together to coproduce research offers a number of potential gains for public administration scholarship, but it also raises some dilemmas. The benefits include bringing local knowledge to bear on the field, making better informed policy, and putting research to better use. However, coproduction of research also involves managing ambiguous loyalties, reconciling different interests, and negotiating competing goals. The authors reflect on their experience of coproducing a research project in the United Kingdom and discuss the challenges that coproducers of research confront. They situate the discussion within a consideration of traditions of public administration scholarship and debates about the role of the academy to understand better the politics of their joint practice. Thinking about the politics of coproduction is timely and enables the authors to become more attuned to the benefits and constraints of this mode of research..  相似文献

As a form of interpretive research, narrative inquiry contributes to the pursuit of high-quality public administration scholarship, along with other forms of explanatory research that have dominated the field. In this article we discuss the unique features of narrative inquiry, review how this research orientation has been used in public administration, and use our experience with a national, multimodal, multiyear research project on social-change leadership in the United States to identify and illustrate the contributions of narrative inquiry to address two key issues in the field: the concern with good research and the aspiration to cultivate a meaningful connection between researchers and practitioners in the field.  相似文献

In recent years, much research has been conducted on the relationship between public service motivation (PSM) and various outcomes, including job satisfaction. This article presents a meta‐analysis aggregating the effects of PSM on job satisfaction. Meta‐regression analysis is used to assess the impact of numerous study characteristics and to identify potential issues of publication bias. The findings, based on 28 separate studies, show no evidence of publication bias and support the positive relationship between PSM and job satisfaction. Furthermore, the results support the importance of providing individuals with the opportunity to serve the public within this relationship. Given the organizational benefits that can be derived from improved job satisfaction and the focus of PSM research on its implications for job satisfaction, these findings are of interest to both academics and practitioners in the field of public administration.  相似文献

The synergy between theory and practice is a much sought after, but sometimes elusive, touchstone for the development of public administration programs in the United States. A healthy relationship is vital to the success of both practitioners and academics alike. While the field of public administration was in no small part premised on sustaining a healthy academic-practitioner connection, there has been a retreat from engagement due to deeply rooted trends in both academic and practitioner environments. Regrettably, theory and practice are regarded more often than not as separate purviews of two different groups—academics and practitioners—resulting in a perceived gap between the two. The doctorate of public administration program at the University of Southern California's Washington Public Affairs Center sought to span both worlds. This article by Beryl A. Radin of American University profiles one of its graduates, Brenda L. Bryant. The cultures and practices of the public service and academic researchers are very different. However, there are areas of common interest in policy and governance, and some potential for building closer relationships. Public servants make direct use of academic research only in exceptional circumstances. Nevertheless, there are other ways in which academic expertise can be useful and influential. This article surveys the international literature on the ways in which practitioners make use of external expertise, including academic research. It also considers whether the heightened interest in ‘evidence‐informed policy’ might provide avenues for mutual influence between practitioners and academics.  相似文献

Since 2002, the U.S. Office of Personnel Management has used the Federal Employee Viewpoint Survey (FEVS) to monitor efforts by federal executive agencies to manage human capital. Public management researchers have used FEVS data to produce dozens of peer‐reviewed publications on a range of topics of interest to policy makers, practitioners, and academics. Despite the proliferation of these empirical studies, the field of public management until now has lacked a critical assessment of the FEVS and of how researchers have used the data. In this article, the authors discuss the strengths of the FEVS and the opportunities this survey has created for public management researchers. Despite important contributions made to the literature using the data, there are weaknesses in the content, design, and implementation of the FEVS. The authors offer a set of recommendations for refining the survey and its implementation with the aim of improving the quality and value of the data. In doing so, they hope to foster a dialogue between public management researchers and the Office of Personnel Management on the future of the FEVS and to forge a stronger link between these two communities.  相似文献

Field experiments have become popular in public administration. By allowing for the identification of causal effects in realistic settings, field experiments may become central in several research agendas of relevance to the field. Conducting field experiments is difficult and problems often occur along the way. However, researchers new to the method have few resources in public administration to consider the problems that arise when conducting field experiments. This systematic review identifies 42 field experiments in public administration and serves as an introduction to field experiments in public administration. The article discusses how field experiments developed over time and highlights trends in field experimentation in public administration. It then discusses issues to consider when designing field experiments. Among these are costs, practicality, ethics, and validity. Finally, the authors suggest a future research agenda for public administration field experiments.  相似文献

This article traces the evolution of the concepts underlying development administration since its origin as a distinct subdiscipline in the early 1960s. It relates the main thrusts in development administration to changing theories and approaches to economic and social development, especially the appropriate functions of the state, the implications of modernization, and the capabilities of people outside the modern core in urban centres. Seven major themes have emerged during the past decade. Their acceptance among academics and practitioners has produced a more sophisticated, realistic and useful appreciation of the relationships of public administration to development. Though this bodes well for the future, an unsolved problem is the continuing intellectual hegemony of Western concepts and practices, despite an impressive number of highly trained Third World scholars and well-established Third World institutions operating in this field. There is evidence that the ongoing search for effective indigenous management practices will greatly enrich development administration as a field of inquiry and of practice.  相似文献

Although education accounts for one-quarter of the United States' state and local government spending, employs one-third of all governmental employees, and consistently ranks as a high priority of citizens, public administration has neglected public education. This article considers the neglect of public education by public administration scholars, researchers, and practitioners and documents the sparse coverage of public education in textbooks, journals, books, professional association activities, and curricula. This neglect can be attributed to public administration's federal focus, ideological views about the relationship between public education and politics and resulting structural and organizational barriers, and the costs of overcoming these barriers. The separation limits the generalizability of public administration research and theory, harms policy development, constrains the capabilities of public administration program graduates, and impedes the success of public education. This article outlines steps needed to bring public education under the umbrella of public administration.  相似文献

This article outlines an innovative project to encourage knowledge sharing and engagement between academics and a policy team within the Department of the Prime Minister and Cabinet (PM&C). The project was designed to enhance policy advice by drawing on a group of academics outside the policy ranks to act as a sounding board, to question, and provide differing perspectives within the policy process of crafting advice to government. External expertise and particularly academic research has the potential to improve evidence‐based policy but often fails to be specific or timely for those at the “pointy end” of policy decision making. An informal knowledge sharing framework has the potential to improve the exchange of information through confidential and targeted conversations between researchers and public servants as one way of overcoming these barriers.  相似文献

Scholars and practitioners have long debated what role the public should play in public management. When members of the public interact with the administrative side of government, should they be treated as customers, as citizens, or in some other manner? This article takes as its premise that members of the public assume three principal roles relative to public management: as customers, as partners, and as citizens. After placing these roles in the context of the history of public administration, the article draws from recent research to recommend guidelines for how public managers can work effectively with the public in these several capacities.  相似文献

What should be done to advance the study of public administration? A strong argument is advanced by outgoing PAR managing editor Jos C. N. Raadschelders that the field benefits significantly from greater attention to ontology and epistemology. To be sure, empirical, evidence‐based research has its place, but its basis and the meaning of findings seldom are questioned. Why? Many public administration scholars seek “scientificness” through a disciplinary type of methodology. However, working within an inherently interdisciplinary field, public administration scholars cannot reduce the complex, wicked problems of society and government to mere empirical measurement. The author lays out five critical challenges confronting today’s public administration—both its study and research—requiring the field’s urgent attention in order to meet the comprehensive and rapidly expanding needs of specialists and generalists, practitioners and academicians, as well as the general public.  相似文献

Public administration is a relatively young field with a growing academic community. Against the background of enduring discussions about theory and increasing research output and diversification within the field, the authors apply the sociology of knowledge approach to discourse that combines discourse theories and a social constructionist tradition to the exemplary case of “public value” research. The authors scrutinize 50 articles from 12 journals over 18 years to trace the development of public value as a concept in public administration research. Drawing from this exemplary case, they develop propositions and propose a framework for knowledge construction that is uniquely characterized as public administration. From the anchor points of manageability, economization, and democratic accountability, the authors develop a framework for analyzing and investigating knowledge development in other concepts such as network governance, representative bureaucracy, and coproduction.  相似文献

Fannie Mae and Freddie Mac are insolvent and in government hands. Political forces led many lawmakers to neglect warnings from public administration academics and practitioners about the vulnerabilities of government-sponsored enterprises (GSEs). Private ownership combined with government backing let the two companies dominate their markets and the political process. GSEs successfully resisted bank-type regulation and capital requirements. The options now include restoring the two GSEs in some form, transforming them into temporary or longer-term wholly owned government corporations, or simply ending them. This article discusses the advantages and drawbacks of each option. Again, the public administration literature provides useful suggestions about organizational alternatives.  相似文献

Rhodes and Wanna (2007) have criticised Moore's argument for ‘public value’ as an organising construct for public managers, claiming that it is confused, ill‐informed, ignores the central dynamic of political life, and demands that public managers become ‘Platonic guardians’, making it totally inappropriate for use in Australia. This article examines Moore's analysis and Rhodes and Wanna's critique, and explores the relevance for the argument of the complex nature of authority in Australian government, recent developments in the social science understanding of governing, and the experiential knowledge of practitioners. It cites the governing of the Murray‐Darling Basin as an example, and discusses the different discourses that academics and practitioners use in making sense of complexity in governing.  相似文献

Developing nations demand a different scholarly approach in the field of public administration. We advance an agenda for research that stands on four pillars. First, in the absence of easily accessible data scholars of developing world public administration must assemble it for themselves. Second, building and testing theory plays a paramount role because researchers face limited information. Third, in developing countries, multi‐national and non‐governmental organizations are often crucial and must be considered in studying public administration. Fourth, given the novelties and ambiguities researchers face, qualitative information must be integrated throughout the research process. Our article—and the articles in this volume—constitute a call for developing country research to contribute to the study of public administration writ large, informing our understanding of both developing and developed states.  相似文献
