ABSTRACT

Following the June 1967 Six-Day War, the Soviet Union and Britain invested significant efforts in rehabilitating their relations with the Arab countries, notably Egypt. While both supported the withdrawal of Israel from the Arab-occupied territories, the two countries differed over the nature of the settlement. Still, at the UN Security Council, the Soviet Union supported the British draft resolution for solving the Middle East conflict. Cold War interests and competition over influence in the Middle East, however, led the Soviets to launch a public campaign against British policy in the Middle East and prevented the two countries from joining efforts to bring about a breakthrough in the Arab–Israeli conflict.  相似文献

The South Caucasus, which includes Armenia, Azerbaijan and Georgia, is one of the most challenging regions in the world, owing to its long-lasting and ongoing conflicts. One of these conflicts is between Armenia and Azerbaijan, the current stage of which has continued for 25 years without any prospect of a settlement in the near future. For a better understanding of this conflict it is necessary to go back to 1918 and 1919, which witnessed the emergence of the first Azerbaijan and Armenian Republics. The article examines and assesses the ethnic, historical, economic, geographical and security arguments submitted by the Armenian government to the Paris Peace Conference in 1919 to substantiate its vision of territorial delimitation between Armenia and Azerbaijan regarding Garabagh. The article argues that Armenian nationalism was ethnic nationalism and that the Armenian government constructed politically motivated arguments to substantiate its claims to Garabagh, which were part of its nationalist aim of constructing an Armenian ‘ethno-nation’ in the area from the Mediterranean to Garabagh.  相似文献

This article tries to shed light on Turco-British relations in the early Cold War era. It focuses on the two states’ cooperation in Middle Eastern defence, as well as their interactions with Egypt and Greece. Immediately after the Second World War, the Soviet Union and communism were accepted as common threats directed against Turkey, Greece, Britain, the entire Western camp and a broad range of Middle Eastern countries. Washington and London were in search of alliances with regional actors; however, due to the anti-Western attitudes of Egypt in particular, and the anti-Israeli attitudes of the Arabic realm in general, the West was not satisfied with the defence system established in the region. In regard to the relations between the four abovementioned states, while Turkey and Britain joined forces against the Egyptian cause in the Suez issue and the Greek cause on the Cyprus issue, Greece and Egypt sided with each other against the British positions.  相似文献

印俄战略伙伴关系是冷战时期印苏特殊关系的继承和演进。进入21世纪以后,随着俄罗斯的复兴和印度的崛起,双方重新审视对方在各自战略棋盘上的分量,决定建立"战略伙伴关系",加强在政治、经济、军事、科技、能源等领域的合作。由于俄罗斯与中国的"战略协作伙伴关系"不断深化,印度与中国"面向和平与繁荣的战略伙伴关系"正在推进,印俄战略伙伴关系对于中国具有某种积极意义。尽管印俄对中国的态度有一定区别,但是印俄战略伙伴关系对中国的良性作用值得肯定。  相似文献

The article explores the territorial conflict between Armenia and Azerbaijan over the Nakhchyvan region after the South Caucasus came under the Allied control following the Mudros Armistice of 30 October 1918. It analyses the arguments of the Armenian Government submitted to the Paris Peace Conference in 1919 to substantiate its vision of territorial delimitation between the two republics with regard to Nakhchyvan, examines the positions of Azerbaijan and Armenia and the Allied Powers on the Nakhchyvan problem and assesses the impact of their stance on the settlement of the issue. It argues that the Armenian claims to the region were land-related, being part of the Armenian nationalist aim of constructing an expanded Armenia from the Mediterranean to Garabagh. It also argues that the Allied Powers were guided by their own interests while making proposals on the settlement of the conflict.  相似文献

This article focuses on the Israeli politicization of the Armenian genocide from the perspective of foreign policy. Since the early 1980s Israel's official position has been to not recognize the Armenian genocide. The issue of recognition came to the surface in 1982 after Turkey put pressure on Israel to cancel a Holocaust and genocide conference. This article shows that Israel agreed to pressure the conference organizers to cancel the conference in order to secure protection for Jews fleeing Iran and Syria through the Turkish border. This article also explores the role of informal ambassadors in shaping Israel's position on this issue. Using recently declassified archival documents and oral interviews with key Israeli stakeholders, this is the first investigation into the role of informal ambassadors, specifically the Jewish minority in Turkey, and the American Jewish pro-Israeli lobby. The article also addresses a secondary incentive for Israel's refusal to recognize the genocide: ethnic competition between Jews and Armenians as victims of genocide.  相似文献

The Nixon Doctrine, which devolved US troops from direct involvement in Asian conflicts but gave priority to military sales and economic assistance, was considered by some commentators to be an inefficacious foreign policy approach that did little to serve US interests in Asia during the Cold War. Using Singapore as a case study, this article demonstrates that Richard Nixon's foreign policy approach improved US‐Singapore relations significantly from 1970 onwards. After a period of flirtation with the Soviet Union during 1968–72, Singapore came to be labelled a “good Nixon Doctrine country” by the US government in 1973. Through the sale of US military equipment and economic assistance, Singapore and the US cultivated bilateral ties that endured after the withdrawal of American troops from Vietnam in 1973 and the fall of Saigon two years later.  相似文献

In recent years, Azerbaijan–Israel relations have come to the foreground of politics in the Middle East and Caucasus region. Ties between Baku and Tel Aviv have been directly interlinked with their relations with Iran. The nature of the Azerbaijan–Israel partnership must be analysed in order to comprehend the balance of powers and energy security in the region. Even though there have been a number of works analysing the relationship by focusing on its role in regional military security, there is a gap in the discourse in terms of understanding the economic drivers of relations and the implications of the ties for regional energy security. Particular attention will be given to discussing Azerbaijan’s emerging role as a major energy producer that has already made a profound impact on the region as an ‘alternative’ to Iran in the aftermath of the recently imposed sanctions on Tehran's energy exports. It will be argued that the Azerbaijan–Israel relationship is built on solid economic grounds and it would be reasonable to expect the strength of the ties to be further intensified in the future. The article will also demonstrate that new developments in the energy security of the wider Middle Eastern region will affect the evolution of Azerbaijan–Israel ties and their rivalry with Iran in the next decade.  相似文献

欧洲战略文化从冷战时期的防御型模式向冷战后的干预型模式转变,其中,认知变量对战略文化中的核心要素——安全观的变化起着重要的作用。认知变量主要包括四大变量,即内生变量、外生变量,传导变量和干扰变量。由于认知变量发生变化,导致欧洲国家在冷战后不再把苏联作为主要威胁来源,而把非传统安全威胁,特别是人道主义灾难作为主要威胁来源,确定了新的威胁来源和安全观,并在此基础上形成了关于安全战略方面的基本认知规范,从而导致欧洲战略文化模式的变迁。本文主要从战略文化的理论角度出发,围绕安全观及其认知变量的概念,简要阐述认知变量如何影响安全观,从而更好地理解欧洲安全观改变的原因,以及这些变化对欧洲战略文化的影响。  相似文献

俄罗斯的韩国学研究经历帝俄、苏联和冷战后时期的发展演变,形成了当前较为完备的科研体系。当前俄罗斯的韩国学研究机构主要有:俄罗斯科学院东方学研究所、远东研究所、莫斯科大学亚非学院、莫斯科国际关系学院国际关系系和圣彼得堡大学东方系等。俄罗斯韩国学研究与外交政策的关系有如下特点:学术科研与外交战略趋向密切相关;苏联时期的韩国学研究受到意识形态和政治体制的影响较强;俄罗斯独立后,学术界观点对政府外交决策的影响力增强;俄罗斯现有的韩国学科研机构得到韩国的大力支持,这有可能影响俄罗斯对朝鲜半岛的政策。  相似文献

Why did East German leader Walter Ulbricht outlast other Stalin‐era Soviet allies in Central and Eastern Europe? This article considers this question, comparing Ulbricht's situation with that of the Hungarian communist leadership in 1956. The article examines different aspects of the question, from relations with the Soviet Union to the archival evidence for popular opinion in East Germany in the crisis year of 1956. It concludes that Ulbricht's relative longevity in power was due to a combination of factors, from the exposed position of the German Democratic Republic in the Cold War, and the support this elicited from the Soviet Union, to the legacy of the unsuccessful workers' uprising of 1956 and the weakness of Ulbricht's internal opposition.  相似文献

Being founded in the wake of the First World War, both Turkey and the Soviet Union followed revolutionary modernizing pathways. At the outset, one could trace many similar patterns in their radical modernization paradigms; however, their development models as well as political and social orders were radically distinct, which became more obvious with the passage of time. The paper discusses the external interpretations of Kemalism by observing the Soviet perspectives on the inception and evolution of Kemalism. Paying more attention to diplomatic, geopolitical and economic complexities of the Turkish-Soviet relations, scholars have rarely problematized the Soviet Union perceptions of Turkish ideological transformations. In reality, since the early 1920s, different state institutions, intellectual schools of thought and research in the Soviet Union closely observed the domestic transformations in Turkey by providing valuable insights on the perspective and the implications of the Kemalist transformation. The article also looks at the question of how the incorporation of Soviet perspectives can enrich the historiography and our understanding of Kemalism.  相似文献

Kazakhstan and Uzbekistan became independent upon the breakup of the Soviet Union. Neither of these republics developed strong nationalist identities and it has been the task of their former communist leaders who are still in power to develop such identities while suppressing internal divisions. Kazakhstan and Uzbekistan have had a history of tolerance toward their respective Jewish populations, from which many have immigrated to Israel (and the United States) in recent years to unite with family or for economic reasons. Those republics view Israel Diaspora Jews as a source of investment and technological know-how as well as an avenue for better relations with the United States. Conversely, Israel, while considering Russian sensitivities in its relations with Central Asia, values the region as a market for Israeli products, a source for hydrocarbon resources and a way to counteract Iran as well as to seek a more favourable attitude in disputes with the Arabs.  相似文献

Since the escalation of the Syrian conflict and refugee crisis in 2011, almost a fifth of Syrian Armenians in Syria have fled to Armenia. Most of them are descendants of the Armenian Genocide (1915) victims, who found shelter in Syria a century ago. Contrary to expectations on ethnic repatriation, their displacement and attachment to Syria emerge. The study assesses this peculiar case of the origin and return of a ‘traditionally diasporic’ community by combining models offered by diaspora studies with analysis of qualitative research on Syrian Armenian returnees who fled war-torn Syria. Continuing on the pathway initiated with the ‘Great Repatriation’ of Armenian diasporans to Soviet Armenia of 1946, the return to Armenia is a prolonged trajectory of diasporic displacement. Syrian Armenians returning to Armenia experience a conflict-generated diaspora of diaspora in the supposed homeland of Armenia. Explanations include the dissociation between the imagined Armenian homeland and the legally constituted one in present-day Armenia, and between the latter and the motherland of Syria. This challenges the essentialist account of the Armenian diaspora and, ultimately, the hypothesis surrounding Syrian Armenian marginalization and gradual ‘exit strategy’ in Syrian society.  相似文献

With the end of the Cold War and the further opening of archives, the role of Western communist parties and their relationship with the former Soviet Union has been the subject of fresh scrutiny. This article examines the conviction of the British Labour Government and its security services that the Communist Party of Great Britain represented, at least in the early Cold War period, a "very present menace". The article discusses the policies of the Soviet Union in Europe and the Communist Party in Britain and explores how these shaped the perspectives of the Attlee Government, especially during the London dock strike of 1949. When placed against this background, Attlee's anti-communism can no longer be accepted, as most commentators do, as simply a product of Cold War paranoia.  相似文献

In June 1967, when the Soviet Union and its Warsaw Pact partners decided to break off diplomatic relations with Israel following the outbreak of the Six Day War, it came as a surprise to many that Romania refused to do the same. This paper investigates previously unpublished documents in order to retrace the decision-making process in Bucharest and offer a rational answer to the question: why did Romania choose to ignore Moscow's decision? Was it a demonstration of support for Israel as it appeared at the time and, if so, what were the reasons behind it? Archival insight demonstrates that Romania's decision to maintain diplomatic relations with Israel can best be understood in the general framework of its relations with Moscow. Striving to gain autonomy in the Communist bloc and fight off Soviet domination, Romanian decision-makers preferred to engage in their own analysis of the events in the Middle East before assuming one decision or another. Their conclusions led them to believe that Moscow's policy had been adventurous and to break relations with Israel would have implied confirmation and reinforcement of Moscow's role in the Middle East.  相似文献

Citizenship by birth on territory (jus soli), versus by blood (jus sanguinis), is associated with liberal democracies and the Americas. Yet Azerbaijan and Moldova, part of the “buffer zone” between Russia and the West, have used unconditional jus soli. No such law exists in Europe or elsewhere in the post-Soviet space, including in Georgia, a third country that is part of this “buffer zone.” The three countries cannot forge closer links to the West due to Russia’s support of “frozen” separatist conflicts on their territories. The article finds that territorial citizenship in Azerbaijan and Moldova, as well as its absence in Georgia, are linked to territorial integrity concerns, a multi-century historical context that had thwarted or facilitated ethnic collective identity, and geopolitical fears of dual citizenship. Both authoritarian (Azerbaijan) and liberal-democratic (Moldova) states have used the resulting territorial concept of national identity to combat ethnic separatism, whereas Georgia remains an ethnocracy with difficulties integrating ethnic minorities.  相似文献

In the early 1950s, the Soviet Union made great efforts to persuade its former citizens among the “displaced persons” (DPs) resettled in Australia after the war to repatriate. They sent two undercover military intelligence men to Canberra to identify DPs who might be interested in returning, offer them free passages, and organize the repatriation. The result was a paltry dozen repatriations, out of the estimated 50,000 eligible DPs resettled in Australia. This strange story — hitherto completely unknown and reconstructed on the basis of recently opened Soviet classified material in the State Archive of the Russian Federation and ASIO files in the National Archives of Australia — adds a new angle to our understanding of Soviet‐Australian (and, in general, Soviet‐Western) relations at the height of the Cold War.  相似文献
