What role do political party leaders play in individual vote choice? Recent literature argues that leaders are increasingly important for decisions at the ballot box. Moreover, scholars suggest leaders may be particularly consequential in volatile, under-institutionalized party systems, like those of Central and Eastern Europe (CEE). Accordingly, we investigate the extent to which leader evaluations matter for individual voting decisions, and whether these evaluations are more consequential than ideological proximities between voters and parties. We also explore whether leaders matter more for leader-centered, ideologically blurry, and populist parties. Through a comparison of the 2017 Czech and 2020 Slovak elections, we find that leader evaluations are strongly associated with voting decisions and that these evaluations tend to be more consequential than ideological proximity. We also show that leaders are more important for parties with strong “brands” – those that have most differentiated themselves from their competitors.  相似文献

Politics must address multiple problems simultaneously. In an ideal world, political competition would force parties to adopt priorities that reflect the voters' true concerns. In reality, parties can run their campaigns in such a way as to manipulate voters' priorities. This phenomenon, known as priming, may allow parties to underinvest in solving the issues that they intend to mute. We develop a model of endogenous issue ownership in which two vote‐seeking parties (a) invest in policy quality to increase the value of their platform and (b) choose a communication strategy to prime voters. We identify novel feedback between communication and investment. In particular, we find that stronger priming effects can constrain parties to invest more resources in all issues. We also identify the conditions under which parties prefer to focus on their “historical issues” or to engage in “issue stealing.”  相似文献

Research has suggested that affective polarization (AP)—the extent to which partisans view each other as a disliked out-group—has increased, especially in two-party political systems such as in the US. The understanding of AP in multiparty systems remains limited. We study AP in Finland, characterized by a strong multiparty system and a low level of ideological polarization, between 2007 and 2019. We find that AP has increased, driven mainly by voters evaluating their least favorite party more negatively. We also propose an approach that goes beyond earlier literature, which has mostly used a single aggregate metric to measure AP. Using latent profile analysis, we find that voters are grouped into blocs that view some parties positively and others negatively. This suggests that the complex dynamics of AP in multiparty democracies involve relationships between not just individual parties but between what we call affective blocs that span across party lines.  相似文献

How should party preferences of voters in a multiparty system be measured, compared and aggregated? We use city block metric of distances between the pairwise comparisons of the five German parties (1995 survey data for West and East Germany). Neither in West nor in East Germany, a party gains the absolute majority of voters' preferences. We derive coalition preferences from the party rankings; the governing coalition of CDU/CSU and FDP is not the winner, compared with other feasible coalitions of the German party system. But the party rankings of the CDU/CSU-FDP coalition leaners are more homogeneous than other groups of coalition leaners. In the second part of the article, we analyze the common structure of all consistent party rankings. Do voters apply the same criteria to evaluate the political parties? Although only a slight majority of individual rankings fit the often used ideological left-right scale, there does not exist a competing one-dimensional order of the parties that would capture more voters. The joint scale of individual party rankings is interpreted as the collective order which facilitates political orientation of voters. This collective order is more pronounced in West than in East Germany where individuals are almost as consistent in their party rankings but where the rankings fit the collective order less well than in West Germany.

We explore how partisan affect shapes citizens' views of party ideology and political competition. We argue that voters' affective ties to parties (both positive and negative) lead them to perceive the ideological positions of those parties as more extreme. Further, when voters are "affectively polarized," i.e., they strongly like some parties and dislike others, they are more likely to view politics as high stakes competition, where ideological polarization is rampant, participation is crucial, and electoral outcomes are highly consequential. Using cross-national survey data covering 43 elections in 34 countries, we show that partisan affect indeed impacts perceptions of party ideology and that affective polarization alters beliefs about the nature of political competition.  相似文献

In this article, a two-party contest where candidates allocate their campaign resources strategically between two salient issues is studied. The analysis aims to determine the circumstances under which there is issue convergence (both parties emphasizing the same issue) or issue divergence (different parties emphasizing different issues) during a political campaign. For this purpose, the concepts of a party’s absolute and comparative advantage are used. A party has an absolute advantage on an issue if a majority of voters prefer its position on this issue to that of its opponent. A party has a comparative advantage on an issue if the percentage of votes that it would obtain if voters cared only about that issue is larger than those that it would obtain if voters cared only about the other issue. It is shown here that issue convergence can occur only if one of the parties has an absolute advantage on both issues, but its comparative advantage is not too large. Otherwise, there will be issue divergence in the political campaign.  相似文献

Social Democratic parties struggle to maintain their strong electoral position, as political competition has shifted from the traditional left-right dimension to the cultural dimension. This has led to a debate on what would be the most viable electoral strategy for these parties in terms of adjusting their policies. Some propose a “New Left” policy platform that combines social investment and progressive cultural policies; others an “Old Left” policy platform that combines traditional redistribution policies and social-conservative cultural policies. We conducted a survey experiment to test the effects of these two platforms on support for the Norwegian Labour party. Our results show that the New Left platform is more popular among current Labour voters and voters from competing left-wing parties, and the two policy platforms are equally popular among the total electorate.  相似文献

How do party cues and policy information affect citizens’ political opinions? In direct democratic settings, this question is particularly relevant. Direct democratic campaigns are information-rich events which offer citizens the opportunity to learn detailed information about a policy. At the same time parties try to influence citizens’ decision procedure by publishing their own positions on the issue. The current debate on whether “party” or “policy” has more impact on political opinions has not yet yielded conclusive results. We examine the effect of policy arguments and party cues on vote intention in two Swiss referendum votes using panel survey data. To the simple dichotomous question of “party cues or policy information” we add an additional twist in asking how party cues affect the processing of policy information through processes of motivated reasoning. We find first that both, policy arguments and party cues, have an independent effect on vote intention. However, in a second part of the analysis, we find strong evidence for partisan-biased processing of policy arguments – that is, voters tend to align their arguments with their preferred party’s position. Our conclusions with regard to the democratic quality of these vote decisions are therefore ambivalent.  相似文献

To what extent is party loyalty a liability for incumbent legislators? Past research on legislative voting and elections suggests that voters punish members who are ideologically “out of step” with their districts. In seeking to move beyond the emphasis in the literature on the effects of ideological extremity on legislative vote share, we examine how partisan loyalty can adversely affect legislators' electoral fortunes. Specifically, we estimate the effects of each legislator's party unity—the tendency of a member to vote with his or her party on salient issues that divide the two major parties—on vote margin when running for reelection. Our results suggest that party loyalty on divisive votes can indeed be a liability for incumbent House members. In fact, we find that voters are not punishing elected representatives for being too ideological; they are punishing them for being too partisan.  相似文献

Recent scholarship in comparative political behavior has begun to address how voters in coalitional systems manage the complexity of those environments. We contribute to this emerging literature by asking how voters update their perceptions of the policy positions of political parties that participate in coalition cabinets. In contrast to previous work on the sources of voter perceptions of party ideology in parliamentary systems, which has asked how voters respond to changes in party manifestos (i.e., promises), we argue that in updating their perceptions, voters will give more weight to observable actions than to promises. Further, coalition participation is an easily observed party action that voters use as a heuristic to infer the direction of policy change in the absence of detailed information about parties’ legislative records. Specifically, we propose that all voters should perceive parties in coalition cabinets as more ideologically similar, but that this tendency will be muted for more politically interested voters (who have greater access to countervailing messages from parties). Using an individual‐level data set constructed from 54 electoral surveys in 18 European countries, we find robust support for these propositions.  相似文献

The purpose of political campaigns in democracies is to provide voters with information that allows them to make “correct” choices, that is, vote for the party/candidate whose proposed policy or “position” is closest to their ideal position. In a world where political talk is often ambiguous and imprecise, it then becomes important to understand whether correct choices can still be made. In this paper we identify two elements of political culture that are key to answering this question: (i) whether or not political statements satisfy a so-called “grain of truth” assumption, and (ii) whether or not politicians make statements that are comparative, that is contain information about politicians’ own positions relative to that of their adversaries. The “grain of truth” assumption means that statements, even if vague, do not completely misrepresent the true positions of the parties. We find that only when political campaigning is comparative and has a grain of truth, will voters always make choices as if they were fully informed. Therefore, the imprecision of political statements should not be a problem as long as comparative campaigning is in place.  相似文献

Abstract.  This article explores the pattern of opinions within political parties. What is the level of issue congruence between voters and elected leaders? The article introduces two ideas for the analysis of mass and elite opinion patterns. First, the authors challenge the unidimensional conception of mass-elite linkages, and argue that the opinion structure of political parties may best be understood in the context of a multidimensional policy space. Second, they contest the proximity logic of the traditional party mandate model. In so doing, they propose the 'conditional party mandate model', arguing that 'direction' rather than 'proximity' attracts voters' interest and attention. The authors contend that in issues of principle significance for a particular party (so-called 'core issues'), the party's voters and representatives will proceed in the same direction, but the representatives will stress their position more strongly than the voters. In issues that are less significant to the parties, the relationship between the two levels will be fortuitous and less clear. The analyses, which are based on elite and mass survey data from the Norwegian political system, support the authors' hypotheses concerning positional issues. When the direction of an issue is given, representatives are more extreme than voters.  相似文献

According to much of the literature, partisanship in Britain exercises little independent influence on the vote but merely reflects voters’ prospective and retrospective evaluations of the parties’ performance with regard to their management of the economy, national security, and public services. In this view, partisanship comes close to Fiorina’s model of a “running tally” of political experiences. Similarly, Dalton’s notion of “cognitive mobilization” suggests that seeking out political information should undermine both the need for and the likelihood of party identification. Applying Mixed Markov Latent Class Analysis to the British Election Study Panel 1997–2000, we challenge these perceptions by demonstrating that partisanship is more stable than previously thought, and that high levels of political interest are linked to higher levels of partisanship and possible also to higher levels of stability. This is much more in line with classic ideas about party identification than with “revisionist” critiques of the Michigan model, and with current models of political cognition. Moreover, it suggests that political interest renders affective ties more powerful in stabilizing themselves.  相似文献

The European Union's Eastern Enlargement of 2004–2007 triggered a large wave of migration. While the influence of Central-Eastern European (CEE) migrants on Western European politics has been studied, the impact of outward migration and political remittances “sent” by expatriates remain unexplored, despite the salience of democratic backsliding and populist politics in the region. We ask how external voting among migrants differs from electoral results in homelands over time, drawing on an original dataset gathering voting results among migrants from six CEE countries in fifteen Western European host countries. Using models estimated with Bayesian ordinary least squares regression, we test three hypotheses: two related to the disparity of diaspora votes from homeland party systems over time; and one to the ideological leanings of diasporas. We observe a growing discrepancy and note that diaspora votes follow the ideological fluctuations in the country of origin but distort it, with CEE migrants voting for more liberal and more economically right-wing parties than voters ‘at home’.  相似文献

Do parties represent the ideological preferences of voters in clientelistic political systems? We answer this question by studying the case of Indonesia, whose politics analysts usually describe as being based on patronage. We reassess this proposition using an original survey of over 500 Indonesian legislators. We show that, while party positions are similar on economic policy, they are differentiated on religious issues. To explore the implications of this cleavage, we develop a new measure of policy preferences about state-Islam relations, and match survey responses from legislators and citizens. Our analysis shows a high degree of congruence in party dyads of voters and politicians, which indicates that ideology is more salient than existing research suggests. We further suggest that clientelistic networks may have been pivotal in ensuring the survival of this religious-based ideological cleavage through decades of authoritarianism and democratic politics characterized by ideological moderation.  相似文献

This article examines to what extent ideological incongruence (i.e., mismatch between policy positions of voters and parties) increases the entry of new parties in national parliamentary elections and their individual-level electoral support. Current empirical research on party entry and new party support either neglects the role of party–voter incongruence, or it only examines its effect on the entry and support of specific new parties or party families. This article fills this lacuna. Based on spatial theory, we hypothesise that parties are more likely to enter when ideological incongruence between voters and parties is higher (Study 1) and that voters are more likely to vote for new parties if these stand closer to them than established parties (Study 2). Together our two studies span 17 countries between 1996 and 2016. Time-series analyses support both hypotheses. This has important implications for spatial models of elections and empirical research on party entry and new party support.  相似文献

Representation is greater when legislators and voters agree on the national agenda. Under what conditions are higher degrees of “issue priority representation” more likely? Our answer focuses on economic conditions and party branding dynamics, and the case of Latin America. With mass and elite survey data we show that economic hard times and left-leaning preferences increase the prioritization of economic issues. We likewise document fairly high levels of economic issue priority representation in most of Latin America. From the perspective of democratic quality, evidence of representation in this domain is good news; yet, variation does exist. Consistent with our argument that party branding dynamics matter, we find that leftist and centrist parties tend to over-prioritize economic issues relative to their supporters, and the reverse for rightist parties. Further, we find a significant interaction between economic conditions and the ideological brand of parties: in economic downturns the left and the center are more likely to express a strong commitment to economic performance, whereas the right is less responsive to lean times.  相似文献

How come voters and their parties agree or disagree on policy issues? We claim that voter–party mismatches are due to a lack of information of voters regarding parties' positions. Three mechanisms determine levels of information: ideology, salience, and complexity. We test these ideas drawing on a large sample of policy statements (50) presented to voters and party leaders prior to regional elections in Belgium. Contrary to existing studies, we include predictors on all three levels: issue, voter, and party level. We find support for our claim. Major ideological divides such as the left–right divide yield useful information to the voters about where parties stand. Salience also generates information for voters, or makes information more accessible for voters, which decreases the odds that they have a different stance than their party. Our measures of complexity yielded the expected results too. When the task of voting is made more difficult, voters succeed less in voting for a party that matches their preferences.  相似文献

Faced with a choice between John McCain and Barack Obama, voters in 2008 were swayed by the familiar play of factors—party identification, policy preferences, and economic conditions—but also, we find, by ethnocentrism, a deep‐seated psychological predisposition that partitions the world into ingroups and outgroups—into “us” and “them.” The effect of ethnocentrism was significant and substantial, and it appeared over and above the effects due to partisanship, economic conditions, policy stances, political engagement, and several varieties of conservatism. Two features of Obama were primarily responsible for triggering ethnocentrism in 2008: his race and his imagined Muslim faith. As such, we demonstrate that ethnocentrism was much more important in 2008 than in the four presidential elections immediately preceding 2008, and we show that it was much more important in the actual contest between Senator McCain and Senator Obama than in a hypothetical contest between Senator McCain and Senator Clinton.  相似文献
