在国家创新驱动发展战略背景下，政府支持对企业创新起着重要的推动作用，探索式创新和开发式创新已成为我国企业转型升级的战略选择。以企业创新意愿作为政府支持与企业创新之间的中介变量，构建政府推动企业探索式创新、开发式创新的逻辑框架，可以分析政府在人力要素、资本要素和环境要素三个维度的支持行为对企业意愿的影响，并探求政府推动企业二元创新的形成机理。最后，从聚焦创新需求、提供差异化的供给和营造企业自主创新环境三方面，提出实现企业开发式创新和探索式创新动态协同螺旋式上升的发展路径。
