A Roadmap for Sino-Indian Cooperation in Afghanistan

As NATO and Western powers begin to take a backseat in Afghanistan＇s future,one of the most pressing questions is what role the region can play in helping Afghanistan to become a prosperous and stable nation.Numerous efforts are already underway through multilateral and bilateral forums,yet the key to regional cooperation for Afghanistan＇ s future lies through closer interaction between Beijing and New Delhi.Drawing on a research project spanning a number of workshops in Beijing,New Delhi and Qatar and involving influential thinkers and experts from China,India,the UK and Afghanistan,this paper will try to map out specific ideas that policymakers in Beijing and New Delhi can explore as avenues of cooperation.Post-2014 Afghanistan will remain a major regional concern for at least the short to medium term.The earlier China and India can develop workable collaborative undertakings,the sooner they can forge a stable and prosperous neighbourhood.

A Norm-Taker or a Norm-Maker？ China＇s ODA in Southeast Asia

As China expands its official development assistance (ODA) in Southeast Asia,is Chinese aid beginning to emulate international norms and practices or instead establishing its own distinct approach to development assistance? This essay argues that China’s socialization into international norms varies with the thickness of the institutional environment. In Cambodia and Laos,China’s aid program shows signs of alignment with international aid practices. At the regional level,however,China is beginning to act more like a norm-maker. Through expanding its financial support for select regional initiatives,Beijing is bolstering its ability to shape the norms and practices of regional developmental institutions. China’s rising ODA in Southeast Asia poses a potential challenge to Australia’s influence in the region,but also provides opportunities for greater diplomatic engagement and cooperation in support of regional development.

BJP secured victory in India＇s recent general election with a landslide win and new Prime Minister Narendra Medi＇s foreign policy has become an issue of wide attention. According to the author, BJP government will continue India＇s effort to be among global powers; emphasize its engagement with major powers such as the US and China while safeguard its strategic autonomy; and improve its troubled ties with Pakistan. India will conduct pragmatic diplomacy in economic ccoporation, non-traditional and maritime security, and its Look East thrust. A stable Sino-India relationship is expectably likely during Medi＇s tenure in view of the robust bilateral economic engagement despite difficulty in resolving their border disputes.

Pursuing an"India First"mantra,the"Modi Doctrine"has achieved much progress in the diplomatic field,but challenges old and new remain.To fulfill their respective aspirations of national rejuvenation,China and India should take a positive view of each other’s development,further expand areas of cooperation,and properly manage differences and competition.     

China''s India Studies

Over the past 50 years, with the improvement of relationship between India and China, the scope of India studies in China＇s IR research has been broadened and the new areas of studies are being explored. The research agenda of India studies has already extended to the areas like economy, society, culture, security, national strategy and their impact on both bilateral and international relations. In this situation, the focuses of India studies in China＇s IR research can be mainly identified as follows： reviews on India＇s social, political and economic systems; analysis on the national strategy and foreign policy; Sino-Indian relations; India＇s relations with some international organizations. However, even though many fresh progresses have been made in India studies, the India studies in China＇s IR research still lag far behind the study of other important countries like the U.S., UK, Russia and Japan, and more problems and challenges will face in the coming future. The paper believes that a fuller understanding of India probably will not make China and India close friends, but it definitely will help to prevent them from becoming fierce enemies.
