One of the fundamental problems in addressing the phenomenon of international terrorism is that despite a plethora of scholarly work and more than thirty years of inter‐governmental discourse there is still no commonly accepted definition of international terrorism. Existing definitions tend to fall into two broad categories academic and political. Contemporary academic definitions of international terrorism are primarily designed to fit incidents into various statistical models. They are often lengthy, over‐complicated and defy common usage. Governmental definitions of international terrorism tend to be ambiguous to allow the most politically convenient interpretation of events. This paper takes a pragmatic look at the ongoing definitional dilemma in the study of international terrorism. Drawing upon both sides of the definitional spectrum, it charts a middle course arguing for a more lucid and functional definition of terrorism based on primary characteristics which distinguish international terrorism from other types of violence.  相似文献

This study examines the impact of economic sanctions on international terrorism. It is argued that sanctions intensify economic hardships on the poor within countries and this increases their level of grievance and makes them more likely to support or engage in international terrorism. Further, economic sanctions are conceptualized as creating an opportunity for rogue leaders to manipulate aggrieved poor people to terrorize foreign entities who are demonized as engaging in a foreign encroachment on the sanctioned nation's sovereignty. A cross-sectional, time-series data analysis of 152 countries for the past three decades provides evidence that ceteris paribus, economic sanctions are positively associated with international terrorism. This finding suggests that, although the main purpose of economic sanctions is to coerce rogue countries to conform to international norms and laws, they can unintentionally produce a negative ramification and become a cause of international terrorism.  相似文献

The literature on terrorism makes a number of significant predictions of the effects of media coverage of terrorism on audiences, public policy, and terrorism itself. Many of these predictions are contradictory, and little or no empirical social‐scientific research has been done to determine public perceptions of international terrorism. Q‐methodology offers a means of identifying groups or “types” of persons who share similar attitudes toward a phenomenon. Use of Q‐methodology here revealed four types of respondents sharing similar views of international terrorism. These distinctive types helped shed light on the many diverse and contradictory predictions of the effects of terrorism coverage on American public opinion and public policy.  相似文献

This paper examines John Locke's political theory in order to see if it can offer any important insights into how to deal with international terrorism. The paper begins by outlining the central aspects of Locke's social contract theory and the way that Locke thinks that it is mirrored in international relations. A general definition of ‘state of nature’ and ‘legitimate common authority’ is offered that is then applied to both civil conflict and international terrorism. The situation that nation-states find themselves in with respect to international terrorist organisations is then analysed in terms of these concepts. The United Nations and the European Union are then examined in order to see if they fulfil the criteria of legitimate common authority necessary to deal with international terrorism in a just and unbiased manner.  相似文献

The aim of this article is to analyse terrorism and the phenomena linked to it in East Central Europe. In comparison with a number of other regions of today's world, this area can currently seem to be a relatively “terrorism-free zone.” Although the number of terrorist attacks committed in this territory is insignificant, this does not mean that the risk of terrorism is entirely negligible in the region. This text explains some historical determinants of the current situation and describes the consequences both of regime change in the countries in question and of their foreign policy decisions after 1989. I also analyse the importance of East Central Europe as a logistical space for international terrorism (weapons procurement, stays of terrorists, etc.). I characterise the threats of Islamic and Middle Eastern terrorism in connection with the pro-American and pro-Israeli policies of East Central European countries, especially after 9/11, assess the risks posed by the domestic extremist scenes in those countries that have a relationship with terrorism, and take notice of the accusations of terrorism that have been voiced in international politics. On the basis of this data, I then provide an overview of the importance of East Central Europe for the contemporary study of terrorism.  相似文献

This article explores definitions of terrorism according to various women in the Basque regions of Spain and France. We ask how women in social movements and government institutions define terrorism, how terrorism influences them, and whether they are viewed as victims of violence and/or as political agents who challenge terrorism. We discuss three definitions of terrorism: ethnonationalist terrorism of ETA (Euskadi Ta Askatasuna), state terrorism against ETA operatives and supporters, and terrorismo machista (or intimate terrorism seen as gender violence). The article uncovers multiple women’s lived experiences related to terrorism, and by problematising agency and definitions of terrorism, it challenges the binary in international relations of women as either victims or violent perpetrators of terrorism and it establishes terrorismo machista as political violence closely related to other forms of political violence. We conclude that women are important political agents regarding multiple types of terrorism.  相似文献

The first decade of the twenty-first century has been marked by the decisive entry into our media landscape of the so-called global war on terror, with countless films and TV series from all over the world addressing the issue of international terrorism. Even Indian popular cinema, which has been addressing the issue of domestic terrorism since the late 1980s with films such as Roja (Ratnam, 1992), Drohkaal (Nihalani, 1994), Maachis (Gulzar, 1996), has, since the new millennium, begun to tackle the topic of international terrorism. In this article, I will analyse the shift in the construction of the terrorist discourse in Indian popular cinema from a domestic to an international perspective in order to highlight the close proximity between the two, as in fact, the “global war on terror” narrative seems to offer Indian filmmakers the possibility to simultaneously address international and domestic terrorism. In particular, I will refer to Karan Johar’s film My Name Is Khan as a text which, while discussing the consequences of the American war on terror on its minorities, problematises the official discourse on terrorism and its neo-Orientalist character. It also draws a parallel between the situation of minorities in the United States and India. In so doing, the film triggers a reflection on the state of the Indian nation and questions the state of the secularist values of newly independent India after decades of communal violence.  相似文献

Terror has been officially defined by many states and international actors. Although these definitions differ from each other to a certain extent, the basic divergence appears in the definition of the terrorist, since it reveals who is considered an ‘enemy’ by those actors. The difference between the definitions and lists elaborated by the United States and by the European Union on ‘terrorism, terrorist, and terror organization’ indicates their respective perceptions of the enemy as well as their differing global policies on terrorism. In Turkey, a country marked by a 20 year long struggle against terrorism, the definition of these concepts is mostly limited to domestic politics. The objective of this paper is to compare and contrast the official definitions of terror, terrorist, and terrorist organization by these three actors, including their respective international positions on terrorism.  相似文献

The international community's March 2011 military intervention in Libya contrasts sharply to its reluctance during the preceding forty years to halt the Qadhafi regime's sponsorship of transnational terrorism and pursuit of WMD. American diplomacy, eventually supported by international sanctions, was a four decade effort to end Qadhafi's violent foreign policy. This commentary discusses how diplomacy and the American judicial process combined to achieve this successful outcome. Diplomatic and legislative efforts to compel Libya's payment to terrorism victims helped create judicial remedies enforceable in US Courts and ultimately, a bilateral claims settlement agreement that, while disappointing to the terrorism litigants, normalized relations between the Libya and the United States.  相似文献

This work probes the variability in G7 cohesion in response to relatively new disturbances in the international system. Using a domestic politics model, we argue that G7 cohesion weakens in the face of international terrorism in the context of variable domestic consequences to common foreign policy responses to this systemic disturbance. We compare the predictions from our model with predictions stemming from neorealist and liberal/institutionalist explanations. We find that, consistent with the domestic politics explanation, G7 foreign policy cohesion declines as internal terrorism increases.  相似文献

This article advances an argument for a contrapuntal reading of terrorism using the case study of India. In recent years, the work of Edward Said has received some attention in the field of international relations. As yet, however, most readings of terrorism, either in its traditional form of terrorism studies or in the guise of critical terrorism studies, have not addressed the interface between terrorism and security, drawing on the work of Said. We take his work as a point of departure, enabling the analysis in this article to critique the ‘clash of civilisations’ thesis whilst also exploring the relationship between mass casualty terrorism and crowded places. In doing so, we draw attention to the instantiation of a series of attacks in India. The final section of this article pulls the analysis together so as to question the relationship between poverty and resilience.  相似文献

This article analyses terrorism and counter-terrorism within a framework of communication. This analytic framework views violence as a form of communication that interacts with other forms of social and political communication, whether by non-state actors or state actors. By looking at how terrorism and counter-terrorism fit into the wider context of social and political life, both at the national and the international level, the analyst can better understand how terrorism emerges from other social or political activity, how it can evolve into legal or nonviolent action, and how it can be but one tool in a political or social struggle that includes both violent and nonviolent tactics. By including counter-terrorism and the array of control institutions used to battle terrorism and related phenomena, the model forces a degree of self-reflectivity and self-awareness upon the analyst, who must examine societal, state and international institutions and forms of social control alongside strategies and tactics of protest and political agitation. In a post-11 September world, this analytic task is all the more challenging.  相似文献

For nearly forty years, debates on a definition of international terrorism as part of a comprehensive convention have been preoccupying the United Nations. This article challenges conventional approaches referring to divergences in national interests and preferences, or to institutional constraints and national legal traditions, to explain why no definition has been agreed upon. It analyzes the inconclusive debates from a critical perspective and argues that the continuous search for a definition can be understood through the prism of collective identity struggles: the desire to define terrorism is not only the desire to give a precise content to terrorism and, thereby, create the identity of an Other. It is also the desire to create a collective identity, a “Self,” representing and uniting those who oppose terrorism. By applying a discursive understanding of collective identity construction to analyze the UN debates, the article elucidates how strongly the definition of terrorism hinders a common understanding among those who are opposing terrorism. Thereby, the analysis highlights that the demonization of terrorism foremost impedes a homogeneous understanding of a collective Self, ready to confront and define terrorism in the first place.  相似文献

In recent years, a growing body of research has set out to examine the role that emotions play in shaping political attitudes and behaviors regarding terrorism. However, one major issue that is generally overlooked is whether the thematic relevance of emotive triggers leads to differential effects on people's reactions to international terrorism. Specifically, does anger—regardless of its source—tend to drive people towards supporting an aggressive foreign policy option to counter terrorism, or do the thematic underpinnings of anger (i.e., the specific contents that trigger this particular emotion, such as watching a news story about a recent terrorist attack) matter vis-à-vis the policy choice? To address this gap, this study experimentally examines the impact of anger—induced by thematically relevant versus irrelevant emotive triggers—on people's cognitive processing and foreign policy preferences regarding international terrorism. Overall, we find that the induction of anger via thematically relevant emotive triggers leads to a higher tendency for selecting a military option, a lower amount of information acquisition, and a shorter processing time in response to terror-related incidents.  相似文献

This article focuses on the so-called “brutalization” of terrorism. The brutalization thesis as part of the larger theoretical concept of “new terrorism” argues that “new terrorism” is more brutal than “old terrorism.” Many scholars claim that the 9/11 attacks mark the beginning of a new era of terrorism that has lifted international as well as domestic terrorism to a new level of violent brutality. Others argue that this process had already started in the early 1990s. After discussing possible ways to operationalize a brutalization of terrorism, for example focusing on suicide bombings or terrorist attacks against soft targets, this article tests the empirical credibility of the brutalization thesis regarding both potential starting points. Data from the Global Terrorism Database (GTD) shows that only three out of nine indicators increased significantly during the 1990s, partially backing the idea of a general brutalization, whereas increasing numbers of suicide attacks and beheadings after 9/11 support the notion of a qualitative change in terrorism and its brutality connected with the idea of maximizing media and public attention. Yet, these developments are regionally limited and the brutality of this “new terrorism” exceeds the levels known from the zenith of “old terrorism” in the 1970s and 1980s in only a few cases.  相似文献

In the years since 11 September 2001, pundits, politicians and scholars of terrorism and international relations routinely have declared that 9/11 “changed everything”. This article explores not only how those decisions transformed the United States and the global response to terrorism, but also how both the decisions and response sustained a sense of fear. Further, they made possible, to paraphrase then candidate Joseph Biden’s critique of former New York Mayor Rudy Guiliani, the framing of so much of the global political debate about terrorism, and national security references as simply 9/11 accompanied by a noun and a verb. Finally, the article examines the consequences of this framing for not only our understanding of terrorism, but also our understanding of terrorism and violence within the current global system.  相似文献
