ABSTRACT

China’s growing power and assertiveness towards its smaller and weaker neighbours has been a wakeup call for the European Union and its member states which, as a result, have stepped up their involvement in East Asia. EU security policy in the region shows many elements of alignment with the United States, but also differences. In North East Asia, the EU has adopted harsh sanctions against North Korea but, contrary to the Trump administration which continues to seek regime change, has left the door open for dialogue. Moreover, the EU supports the process of trilateral cooperation among China, Japan and South Korea, while Washington has traditionally been lukewarm towards a process that excludes the US and risks being dominated by Beijing. The transatlantic allies also show differing approaches with regard to maritime disputes in the South China Sea. While EU security policy in East Asia is largely complementary to that of Washington, in some cases Europe tends – albeit inadvertently – to favour Beijing.  相似文献

Abstract

The election of Donald Trump in 2016 sent shock waves across political classes globally and prompted debates about whether his ‘America first’ agenda threatened the liberal international order. During his first year in office, Trump seemed determined to undermine the hallmarks of the liberal international order: democracy, liberal economics and international cooperation. So, are we witnessing the emergence of a “post-liberal” and “post-American” era? Four sources of evidence help frame – if not answer – the question: history, the crisis of liberal democracy, Trump’s world view, and the power of civil society (globally and nationally) to constrain any US President. They yield three main judgements. First, continuity often trumps change in US foreign policy. Second, the liberal international order may have been more fragile pre-Trump than was widely realised. Third, American power must be put at the service of its own democracy if the US is to become the example to the world it used to be.  相似文献

ABSTRACT

“Unintended consequences” is an umbrella concept. It comprises phenomena that differ in crucial respects and consequently, without refinement, it remains a rather blunt instrument for policy analysis. The contributions in this volume, however, show that disentangling unintended consequences by making clear distinctions between various types, makes the concept much more useful for policy analysis. Assessing the impact of EU foreign policies as studied in this volume, we show that “bonuses”, “windfalls”, “accidents”, and “trade-offs” – all unintended – are very different when it comes to the explanation of policy outcomes, or to allocating responsibility for them.  相似文献

The Hanoi summit between the US and North Korea failed not because of North Korea’s brinkmanship strategy or its miscalculation of the US position on the denuclearisation talks, but because of a fundamental issue: a dilemma of how much to yield in giving up its military capabilities to expedite the lifting of sanctions. The leadership in Pyongyang has concerns about the ‘deliverability’ of its promises to its domestic audience to ensure deterrence capabilities and economic recovery. The two-level game model explains why both sides keep minimising the range of options for the negotiations, increasing the risk that the talks will break down.  相似文献

ABSTRACT

United States healthcare policy has promoted the development of healthcare systems and community partnerships designed to decrease costs and readmissions, particularly for under-served populations. Typically, these partnerships are “hospital-centric”, focused on following in-house clinical costs into the community. Two contrasting large-scale community system models show results from development practices, integrating faith community partnerships that affect healthcare utilisation. This “community to hospital” focus is key to several such initiatives in the US. This article describes local implementation efforts in North Carolina, known as “the North Carolina Way”, and tests assumptions on implementation practices for creating robust faith-community and healthcare partnerships.  相似文献

“It is difficult to escape the conclusion,” this historian has claimed in previous writings, “that in the foreign policy arena [Theodore] Roosevelt was probably the greatest of all US presidents.” Such a laudatory interpretation is built on an assessment of both the record achieved by Rooseveltian diplomacy during the years of Roosevelt's presidency and the long-term significance of TR's statecraft. In its own time Roosevelt's foreign policy success grew out of a sophisticated understanding of a complex international environment, a well-conceived perspective on America's interests within that environment, and a multitude of attributes in the realm of execution that usually enabled Roosevelt, even in the most challenging cases, to attain the results he was seeking. As to its long-range importance, Rooseveltian statecraft was anchored to three precepts that might be labeled the “precept of broadly defined US interests,” the “precept of US power,” and the “precept of Anglo-American leadership.” By conducting a foreign policy grounded on these precepts, Roosevelt – certainly well ahead of the great majority of his contemporaries – anticipated the type of foreign policy approach that would become and has remained the foundation for the practice of statecraft by many Republican and Democratic presidents and their most influential advisers from 1939 to the present day.  相似文献

When in October 2002 the US administration confronted the North Koreans with intelligence that the latter had a program to enrich uranium, another nuclear crisis on the Korean peninsula was triggered. It quickly developed into a plutonium crisis because the DPRK then started to “defrost” the nuclear facilities that had been frozen by the Agreed Framework and to revive its nuclear weapons program. North Korea told the world that it was building up a nuclear deterrent force. Though the US administration toyed with the idea of working towards a collapse of the DPRK, it ultimately decided to pursue diplomacy. The two Koreas and the four great Pacific powers got involved in the negotiations. The administration insisted on a complete, verifiable, and irreversible dismantling of the North Korean nuclear programs. The DPRK was reluctant to proceed with the talks, since it felt that its basic security interests were being disregarded. Three rounds of six-party talks held in Beijing did not surpass the stage of prenegotiations. At the end of 2004, the prospects for the talks were gloomy. 1 1. Abstract

The New Strategic arms reduction treaty nuclear arms control agreement signed by US President, Barack Obama, and Russian President, Dmitry Medvedev, in 2010 is likely to achieve ratification in both Washington and Moscow, but it is too early to break out the champagne or vodka. Even successful ratification of this agreement is, at best, an important but incremental part of the US–Russian policy ‘reset’ and the larger agenda for both states with respect to arms reduction and nonproliferation. Further reductions in both states’ inventories of strategic nuclear weapons are a necessary preface toward credible leadership in stopping the spread of nuclear arms – especially in the looming test cases of Iran and North Korea. In addition, both states have to decipher a policy-strategy nexus for emerging missile defense technologies: in particular, whether missile defenses should be seen as possible means of cooperative security, as between NATO and Russia, or whether they are firewalls in the way of further progress in offensive nuclear arms reductions.  相似文献

This article reviews American missile diplomacy with North Korea during the Clinton and Bush administrations. North Korea made some missile concessions, such as agreeing to freeze missile tests, but ultimately did not halt its missile programme. US nonproliferation diplomacy was not successful because it did not address the main drivers behind North Korea's missile programmes – securiry threats, economic compulsions, and domestic political pressures. In the future, international engagement that tackles these causes of proliferation could restrain North Korea's missile advances.  相似文献

As the EU was expanding in 2004, a phase of new development between the EU and North Korea could have been expected. However, it was argued that the EU’s position towards North Korea is likely to remain unchanged. Most of the existing studies ascribed the reactive attitude of the EU to the distinctiveness of the recent enlargement. The accession of a large number of new members, which are considered to have diverse foreign policy interests and perception, is likely to add up to the already overwhelming number of problems in the governance of the EU. Thus, the EU’s policy towards North Korea would rather concentrate on a soft security approach. However, this paper contends that the existing explanation is not exhaustive, but that the implications relating to the conception of smallness, which is relevant to most of the new member states, should be included in the parameters of analysis in order to generate a more comprehensive and balanced view where the future relationship between the EU and North Korea is concerned. ABSTRACT

This article argues that despite engaging in a powerful critique of the construction of the attacks of 11 September 2001 (or “9/11”) as temporal break, critical terrorism scholars have sustained and reproduced this same construction of “9/11”. Through a systematic analysis of the research articles published in Critical Studies on Terrorism, this article illustrates how critical scholars have overall failed to extricate themselves from this dominant narrative, as they inhabit the same visual, emotional and professional landscape as those they critique. After examining how CTS has reproduced but also renegotiated this narrative, the article concludes with what Michel Foucault would describe as an “effective history” of the attacks – in this case, a personal narrative of how the attacks did not constitute a moment of personal rupture but nonetheless later became a backdrop to justify my scholarship and career. It ends with a renewal of Maya Zeyfuss’ call to forget “9/11”.  相似文献

ABSTRACT

In recent years, the Tamil and Somali diasporas have come under intense scrutiny by the media and national security agencies in Canada. This is due to concerns that members of both communities may hold political grievances associated with their respective homelands that could be acted upon by joining or supporting transnational terrorist groups. Drawing on 168 in-depth interviews with youth and young adults in Toronto’s Tamil and Somali diasporas, we provide a comparative analysis of the varying ways that existing sentiment pools can operate to mobilize broad-levels of support for, or vilification of, the framing strategies of the LTTE and al Shabaab, respectively. Our findings show that frames that portray the LTTE in a positive light resonate deeply with the young Tamil-Canadians we interviewed, characterizing a “narrative fidelity” between these frames and the existing sentiment pool. By contrast, there exists considerable disconnect between the framing strategies of al Shabaab, their supporters, and existing sentiment within the Somali diaspora – a divide that illustrates the notion of “framing failure”. We conclude with a discussion of the dynamic nature and inherent malleability of group-level sentiment pools, and highlight why this may be important from a national security standpoint.  相似文献

ABSTRACT

There is a general assumption in democracy promotion that liberal democracy is the panacea that will solve all political and economic problems faced by developing countries. Using the concept of “good society” as analytical prism, the analysis shows that while there is a rhetorical agreement as to what the “good society” entails, democracy promotion practices fail to allow for recipients’ inclusion in the negotiation and delivery of the “good society”. Contrasting US and Tunisian discourses on the “good society”, the article argues that democracy promotion practices are underpinned by neoliberal parameters borne out from a reliance on the transition paradigm, which in turn leave little room to democracy promotion recipients to formulate knowledge claims supporting the emergence of alternative conceptions of the “good society”. In contrast, the article opens up a reflective pathway to a negotiated democratic knowledge, which would reside in a paradigmatic change that consists in the abandonment of the transition paradigm in favour of a “democratic emergence” paradigm.  相似文献

ABSTRACT

Previous research has primarily focused on the EU’s high-profile involvement as direct mediator in peace negotiations. Conversely, less attention has been devoted to the EU’s support to third parties’ mediation efforts, which is a significant component of its mediation activities. Addressing this research gap, this article develops a conceptual framework for the systematic analysis of EU mediation support, identifying key mediation support techniques and the conditions for their success. In terms of mediation support techniques, the EU may rely on “endorsement”, “coordination”, “assistance”, and “lending leverage” to empower and steer third party mediators in line with its mediation objectives and values. We illustrate the utility of the conceptual framework for the EU’s support to IGAD in mediating in South Sudan’s civil war. We find that the EU has contributed significantly to IGAD’s empowerment in terms of endorsement, coordination, assistance, and lending leverage. Simultaneously, our analysis also points to important challenges in the EU-IGAD relationship, which relate to challenges concerning strategic engagement with IGAD’s internal politics that are marked by diverging interests and ties of its member states to the conflict parties.  相似文献

ABSTRACT

Decay and decomposition have long been important to the histories of capitalist development but what are the particular forms that characterize the relationship between “waste” and value in post-2008 financialization? I argue that financialization is characterized by the organized conversion of distress into forms of financial value. To make this argument I lay particular emphasis on the rehabilitation of “toxic” assets through the practices of asset management in Ireland's National Asset Management Agency. I extend this argument by foregrounding political interventions staged around post-crisis housing, a critical strategy which seeks a certain point of confrontation between the abstract and the visceral. This strategy identifies the “afterlives of global capital” as sites that could incubate imaginative work designed to challenge finance in key ways. This provokes questions about financialized value: do we now locate value in forms of financial integrity or in decay, decomposition and detritus?  相似文献

This article critically analyses the securitisation of Islam post-9/11 in the US and argues that this securitisation is a remote securitisation whereby the securitisers – the security practitioners – are placed at a distance from the securitisees – the Muslim community. This is achieved through two processes of security practice: linguistically by euphemising language and using metaphors, and analytically by understanding radicalisation through a rationalist perspective, which follows the “logic of expected consequences”. This article further problematises the rationalist view of radicalisation in the counterterrorism sector in the US and concludes by introducing a Bourdieusan concept of relationality to critical counter-radicalisation studies.  相似文献

ABSTRACT

As one of many scholars who have situated their research in terms of nonviolence (a mode of action) rather than pacifism (a philosophical position), I ask, what do we gain instead by adopting an explicitly pacifist stance, especially as a response to forms of violent extremism? First, I respond to three common dismissals of pacifism, interrogating the misguided assumptions about violence/nonviolence upon which they depend. Second, exploring recent violent encounters between white nationalist and antifa activists in the US, as well as insights from Ruddick’s “maternal thinking,” I argue that taking a principled stance against collective violence (1) has practical utility, including a protective effect, (2) forces us to wrestle with the humanity of our adversaries and our inability to ever fully control them, and (3) enables radical inclusion by requiring sustained attention to difference but also resistance to the forms of injustice and oppression this “difference” might entail. The pacifism that emerges here is messy and power laden, demanding that we continually wrestle not only with one another but with the tensions inherent in human interaction, difference, and conflict.  相似文献
