ABSTRACT

This article explores how societal actors in Somalia take part in a transnational politics of countering/preventing violent extremism (CVE/PVE) through a political sociological approach to militarisation. We argue that the transnational politics of CVE represents an extension of global militarism by some states, institutions, donors and brokers. CVE works to adapt global militarism and to reconfigure the global-local relationships that sustain it. We explore the roles and influence of local ‘CVE brokers’ in deradicalisation efforts in South-central Somalia. They inadvertently merge the counter-terrorism approach to Somali people, values and territory with non-military means. We show that their key practices – co-ordination, translation and alignment – advance, but also disrupt, alter and transform CVE policy objectives.  相似文献

ABSTRACT

The article interrogates the analytical purchase of the concept of militarism in the case of Libya, and its relationship to securitisation. While Libya is often associated with widely securitised threats to the international order, its military institutions have been viewed with suspicion and ambivalence across different phases of Libyan history, making of Libya an uneasy fit for standard categorisations of militarism. This prompts the question of whether and under what circumstances militarism can occur without and even against the military. Drawing on a historical-sociological analysis, the article shifts the focus to micropolitical dynamics and extra-institutional agency with a view to unpacking the complex entanglement of formal and informal armed actors in Libya’s hybrid security governance. The concepts of informalisation of militarism and militarisation of informality are used as analytical lenses to reconstruct the partial, failed, contested and hijacked attempts to build ‘modern’ military institutions in Libya. I suggest that the repertoire of militarism is not so much an end in itself, but a resource mobilised by local and international actors in a contentious field of state-building practices.  相似文献

ABSTRACT

Drawing on international political sociology, this article shows how the merger of development and security has become part of the ideational architecture that facilitates a new ‘feel-good’ militarism in Africa. Contemporary international reform efforts are designed to restrain military power in the name of development, democracy and civilian oversight, but also to strengthen the coercive capacities of African security institutions and make them more efficient in the global fight against violent extremism. Such defensive development efforts have implications for the historically problematic relationship of the African state with modern forms of organised force, reconfiguring and recalibrating relations and dynamics between the state, military forces and external actors. The article concludes that defensive development is fraught with combative contradictions and risks becoming the handmaiden not only of increased militaristic violence, but also of oppression and the restriction of freedom and democracy.  相似文献

ABSTRACT

The article explores how stabilisation missions reproduce the patterns that constituted colonial states. Following African historiography, the article argues that stabilisation’s militarised approach to neutralising resistance, its racialisation of targets and its aim to constitute and reform state authority evoke how colonial states were forged by the inseparable relationship between authority, force, race, production and resistance. However, it will be shown that those patterns cannot be fully understood without an account of the broader structure of coloniality and imperialism. In so doing, the article aims to contribute to bring together different literatures on contemporary peace-building interventions and contemporary militarism by examining the relation between militarism, coloniality and imperialism. It focuses on the Democratic Republic of Congo to show how an intensified use of force against resistance, added to frames that see Congolese politics as deviant, has guided the goal of restoration of state authority, and with it, different economic reforms, all of which have reinforced the military and economic power of national and international elites, without reporting significant benefits to the population at large.  相似文献

ABSTRACT

This article examines the socio-historical factors that underpin the political sociology of militarism in Nigeria. In spite of subscribing to a democratic constitution and several regional mechanisms that advance democratic values, security governance in Nigeria has been marked by the increasing use of military force in responding to perceived threats posed by armed militias in the oil-rich Niger Delta. I argue that the securitisation of oil is fuels militarisation, facilitated by local, national and international actors. The turn to democratisation and changing conceptions of security have reinforced rather than reined in militarism, which results in a competitive and often violent politics between national, local and global security and military actors over access to and control of oil resources. These dynamics also result in dangerous socio-economic and political consequences for Niger Delta communities.  相似文献

Abstract

This article examines critically one of the most active regional dynamics of European security, centred on the Black Sea. Recently, the Black Sea region has received increased attention from a variety of political actors, who seek to increase the profile of the region in order to develop a common regional identity and an integrated approach to the security problems of the Black Sea region. This resurgence of the Black Sea region can be understood as the combined product of local interests, European integration and the ‘global war on terror’. The main argument of the article is that Black Sea security integration is characterised by a fundamental contradiction between two different logics of security—geopolitical and institutional. Three other problems—transposition, fragmentation, and duplication—are also discussed. In the conclusion, the article examines the significance of the efforts to build the Black Sea region for the future of regional integration in European security.  相似文献

SUMMARY

In the era of postcolonialism the idea of an ‘African mind’ is tempting. However, constructing a notion such as the decolonised mind is theoretically problematic, as ‘African’ thought is located within the Western discourses of modernity. In order to theorise ‘African’ thought in its positivity, it is necessary to move beyond the binary oppositions of coloniser: colonised and West:Africa, and thus outside the Western teleological discourses of modernity that provided the conditions for colonial expansion in the first place. This article argues that an approach which takes local culture seriously is possible in a theory of articulation. It is necessary to realise that ‘Africa’ itself is a political, economic and cultural construct, and that this construction is the effect of complex articulations of political, economic, cultural and other discourses and practices. This entails that the very enabling conditions of postcoloniality, and the application of the term, have to be examined. A cultural studies using a theory of articulation would look at the way in which ‘Africa’ and ‘African thought’ are mobilised within the conditions of global capitalism.  相似文献

ABSTRACT

It has been well acknowledged by historians of South African media that the country had a vibrant grassroots community press under apartheid, which declined with the advent of democracy. The ruling African National Congress (ANC) has supported media diversity in its media policy and has also criticised the supposedly anti-transformative nature of mainstream agenda-setting press. It has called for a range of measures to counteract this problem, including media diversity and intensified support for community media. However, apart from the establishment of the Media Development and Diversity Agency (MDDA), in its practices in government, the ANC has adopted a market-driven approach to the development of the sector, leaving questions of market structure to the Competition Commission and Tribunal. Evidence from the community press suggests that this approach, which amounts to an adaptation to neoliberalism, but with a public service top-up, is inadequate to the task of realising diversity. As a result, the community press is facing deep crisis. The article will then consider why the ANC has adopted an incoherent, even contradictory approach to press diversity, and what policy measures are needed to encourage the sorts of vibrant community press that a democratic South Africa needs.  相似文献

ABSTRACT

Since the adoption of the first EU-Asia Strategy in 1994, there has been persistent scepticism about the EU’s ability to play a significant role in Asian security. Yet, since the release of the 2012 Updated East Asia Policy Guidelines, the EU has declared its intent to make greater practical contributions to Asian security. Against these premises, this article attempts to reflect on the evolution of the EU’s security approach to Asia, with the ultimate goal of analysing to what degree, it represents a continuation or a departure from former EU policies in the region. In scrutinising these developments, this article argues that in light of the strategic changes, that have occurred in Europe and in Asia, the EU has started to revise its security approach to the region in more pragmatic terms. The pragmatic character of the EU is seen as looking into the changes of the content of the security discourse, which appears increasingly depoliticised and, into the new practices of cooperation, which unlike in the past, seek to empower local actors, are sensitive to local needs and, call for greater security collaboration between the EU and Asian countries, to cope with regional and global challenges.  相似文献

Abstract

Although the democratisation of science was prioritised after the South African democratic elections of 1994, thus, promoting dialogue, transparency and consultation, communication with rural communities remains a challenge in South Africa. Because of the diverse cultural landscape of the country, aspects such as language, traditions and poverty impact significantly on the facilitation of communication and the dissemination of information, particularly in rural communities.

The South African government's quest to build a better future for all South Africans places renewed emphasis on the role of ‘development’ and the use of communication to meet the future challenges of ‘development for all’.

The purpose of this article is, firstly, to explore the development communication media used in the community awareness programme of the National Department of Agriculture of South Africa in the town of Makutu, Mpumalanga Province, and, secondly, to investigate and offer an assessment of the communication approach followed by the National Department of Agriculture. In this article the scene is set with a brief overview of development communication models and a discussion of different types of media and methods available for communicating with rural communities. A case study on an awareness project launched by the National Department of Agriculture is presented and the article concludes with an assessment of the case study against the theoretical overview presented in the first section of this article to determine the communication approach followed, and communication media and methods used.

A case study on The Larger Grain Borer (LGB), a quarantine insect pest of maize that has left a path of destruction through Africa, forms the basis of this article. The Directorate: Plant Health and Quality of the National Department of Agriculture of South Africa initiated this awareness project to empower farmers through awareness and education to prevent the spread, and to manage the impact, of the pest. It is believed that the key to rural food security lies in the country's ability to effectively disseminate information to rural communities.  相似文献

ABSTRACT

A growing body of evidence documents that Islamophobia is a significant social issue in the UK. This evidence also reveals an empirical link to “Islamist” terrorism, revealing a nexus between security and the social emergence of prejudice. Drawing on critical approaches to security and applying them to the case of the UK in 2017, this article explores this nexus conceptually and empirically. To do so, it examines the discourses of various governance institutions (including the media, the political elite, and security professionals) as they respond to “Islamist” terrorist events. It argues that these governance institutions individually and collectively – and often unwittingly – stigmatised and securitised “Muslim” identity. The structural emergence (i.e., the institutionalisation) of Islamophobia in the UK, this article contends, can largely be understood through these processes. This article therefore offers an illustration of some of the logics of how prejudice is embedded in societal structures, which has normative implications for how these processes might be successfully contested.  相似文献

The relationship between the media and terrorism is a complex one. This article is an attempt to discuss this relationship systematically by looking at the various relevant components in the media/terrorism debate, namely terrorists, governments, the media, the security forces, hostages and the public. International research related to these components is also dealt with. In conclusion a few recommendations are made that could also be considered in the formulation of media policy concerning the coverage of terrorism in the South African media.  相似文献

Abstract

This introduction argues for a new research agenda on European internal security cooperation from the perspective of public goods. We set out our case in three parts. First, we identify new empirical puzzles and demonstrate significant explanatory gaps in the existing internal security literature which public goods theory could help address. Second, we outline the building blocks of a public goods approach and provide an overview of its application, both existing and potentially, in various areas of regional security and European integration. Third, we present three complementary ways of using public goods theory to analyse internal security in the European Union, with the aim of spurring new research questions while accepting some limitations of this theoretical approach.  相似文献

ABSTRACT

After winning the 2006 Palestinian Legislative Council (PLC) elections and subsequently taking control of the Gaza Strip in the summer of 2007, the Palestinian Hamas – a hybrid political, social and military actor – undertook a complex process to ascertain authority and control over Gaza. The article focuses on understanding Hamas’s performance as a political party and a “rebel government” as well as the impact of this newly acquired role on the group’s strategy. Relying on primary sources, field-work and interviews with members of the Hamas government and its security sector, the study looks at Hamas’s role as a security provider and analyses the complex relationship between the institutionalized security sector and the group’s insurgent armed wing. Examining Hamas’s logic as a security provider and exploring the inherent tensions between political and insurgent logics allows for a better understanding of both the rebel group’s role as a political actor and the broader challenges behind the successful rebel-to-political transformations of non-state armed organizations. In doing so it contributes to the emerging literature on non-state actors’ shifts between ballots and bullets and on their potential role as alternative governance providers.  相似文献

Abstract

Politicians, diplomats and analysts commonly assume that commitment to multilateralism and liberal norms is part of the EU’s very DNA. Increasingly, however, the EU’s commitment to the liberal global order is more selective. We demonstrate the shift to a more contingent liberalism by examining the EU’s recent record in relation to four different challenges: international trade; US leadership; Russian actions in the eastern neighbourhood; and security in the Middle East. We speculate on what this may portend for the EU’s self-identity, European interests and the integrity of the prevailing global order.  相似文献

Abstract

This article brings defining aspects of ‘community media’ – as proposed by a group of media stakeholders – into dialogue with research findings from a study on small ‘independent media’. One significant difference between the two media sectors is that the former is usually understood as being driven by commune-style ownership and community control, and the latter by private ownership and profit-driven control. We argue that perceptions constructed by this difference potentially marginalise small independent media organisations. It may compromise their access to funding as well as obscure how, and how much, they contribute to their communities. We find that the six South African small independent newspapers in this research meet defining criteria for ‘community media’. Research findings on issues such as social responsibility, participatory democracy, media diversity and the generation of skills and wealth demonstrate how the principles and practices of the two media sectors overlap. So we propose ‘independent community media’ as a more inclusive and appropriate concept and term for small community-oriented publications, irrespective of their ownership profiles or relationship to profit. Independence is also examined – particularly how the newspapers balance editorial independence with outside control: this reveals inequitable practices currently threatening some newspapers’ survival and success.  相似文献

Abstract

As the aim of this special issue is to show practice approaches at work in the case of European diplomacy, this introduction provides readers with a hands-on sense of where the conversation about practices and European diplomacy currently stands. By introducing the key terms and overviewing the literature, the article contextualises the guiding questions of the special issue. It starts by reviewing how practice approaches have evolved in IR debates. It then describes European diplomacy’s nuts and bolts in a post-Lisbon setting. It continues by focusing on specific practices and analytical mechanisms that contribute to understand European diplomacy’s transformations and the role of security. While the debate about practices goes beyond the case of diplomacy, the latter has become a showcase for the former and this special issue continues the debate on practices and diplomacy by zooming in on the European Union.  相似文献
