The current study attempts to address a key, but underdeveloped, area in crime reporting literature: the decisions of non-victims to report crime. Drawing on a theory of criminal justice decision-making, we argue that the decision to report a crime reflects a rational process, where the individual considers his or her goals, potential actions, and the relative ability of those actions to achieve the specified goals. Differences in each of these areas result in different decision-making processes for victims and third parties. We offer a preliminary test of our arguments using data from the National Crime Victimization Survey. In general, we find support for our expectations, with third party reporting decisions more heavily influenced by crime seriousness and less so by the offender’s relationship with the victim than are victim reporting decisions. In concluding, we argue that third party reporters should be focal points of future reporting analyses.  相似文献

Abstract

Based on victim accounts provided by the National Crime Victimization Survey from 1992 to 1999, this paper examines issues related to police responses to reported incidents of assault, robbery, and rape. The primary goal was to determine the extent to which victim and offender race influence police responsiveness at various stages of the criminal justice system. The data indicate that overall, police exert more effort when victims are white. They arrive faster at the scene of the crime, and demonstrate more follow-up effort after the crime has taken place. However, they do not exert more, or less effort, during their initial visit to the crime scene, when there is proximate contact with the victims. This suggests that contextual factors may affect the penchant for discrimination. This relationship held even after controlling for other factors such as poverty, weapon use, injury to the victim, and location.  相似文献

This paper compares the crime statistics generated by the FBI's Uniform Crime Reports (UCR) to those generated by the National Crime Survey (NCS), collected by the Census Bureau for the Law Enforcement Assistance Administration. The crime reporting process is described for both the UCR and NCS to determine the nature of their respective biases. Events within the processes are analyzed to develop a new estimate of crime incidence based on both the UCR and NCS. Numerical examples are then developed to point out the deficiencies in the NCS, and to make suggestions for the improvement of its accuracy.  相似文献

Gender has been hypothesized to affect how violent offenders are treated within the criminal justice system, but studies have tended to ignore the role of the victim in decision making. This study explores the interactive effects of offender and victim sex (i.e., the sex dyad) on reporting and arrest of one-on-one assaultive crime. Using data from the National Crime Victimization Survey and National Incident-Based Reporting System, findings show that male-on-female offenses are reported to police more often than other dyads, but female-on-male offenses result in more arrests. Meanwhile, female-on-female offenses result in fewer arrests, despite nonsignificant differences in reporting. Implications of findings for theory and future research on gender discretion are discussed.  相似文献

A review of recent criminological literature suggests that different systems of social control operate across the urban-rural dimension. Specifically, it is expected that victims in urban areas will report crimes to the police at a higher rate than victims in surburban and rural areas. Moreover, it is anticipated that urban, suburban, and rural victims will have different reasons for not reporting the crime. In this paper these issues are examined empirically using the National Crime Survey victimization data. These data show that, contrary to theoretical expectations, the extent of victim reporting does not vary across the urban-rural dimension for the crimes of rape, robbery, assault, and personal larceny. Characteristics of the offense, notably seriousness, are shown to be more important in victim reporting than the extent of urbanization. In addition, these data indicate that victim residence in conjunction with type of crime and victim-offender relationship has an influence on the reasons selected by victims for not reporting the crime to the police.  相似文献

The use of generalized estimating equations and time-series methods for fitting longitudinal models in the National Crime Victimization Survey (NCVS) is discussed, with reference to the relation between the reporting of a violent crime to the police and previous victimizations. Two longitudinal models are fit to NCVS data to predict the likelihood of reporting a violent crime to the police based on characteristics of the victim and the incident and based on previous victimization experiences. In both models, it is found that higher reporting rates are associated with positive results accruing from reporting previous victimization to the police.  相似文献

Many hate crimes are not reported and even fewer hate crimes result in an arrest. This study investigates patterns of victim reporting and arrest for hate crimes in two parts. First, using data from the National Crime Victimization Survey, we find that, controlling for offense severity, hate crimes are less likely than non-bias crimes to be reported to the police and that the police are less likely to take further action for hate crimes, compared to non-hate crimes. Second, we use data from the Pennsylvania Human Relations Commission and the National Incident-Based Reporting System to compare differences between types of hate crimes in the likelihood of crime clearance. We find that those hate crimes most likely to result in arrest are those that fit the profile of a “stereotypical” hate crime: violent incidents, incidents committed by hate groups, and incidents involving white offenders and black victims.  相似文献

One of the most consistent findings in empirical studies using victimization data is that the decision to report victimization to the police is determined in large part by the seriousness of the crime. The police will be notified more often of crimes that involve more serious injury or greater monetary loss. These findings, however, may be due to the fact that most studies on reporting have been conducted using victimization surveys that devote a great deal of attention to the crime event and victim characteristics and much less to the social context of that event. As a result, influences on reporting operating at the neighborhood, jurisdiction, or nation level have been neglected. The aim of this paper is to bring social context into the discourse on reporting to the police by presenting a much more inclusive model of crime reporting. In addition, the influence of four aspects of macro-level social context on reporting are tested—the perceived competence of the police, institutionalization of insurance business, norm of conformity, and level of individualism—by merging incident-level data from the International Crime Victims Survey (ICVS) for 16 Western industrialized countries with nation-level data from various sources. Hierarchical logistic modeling is used to analyze the nested data. The perceived competence of the police has a positive effect on whether property crimes are reported.  相似文献

The paper’s aim is to show to EU policy makers, academics, journalists and the general public what the available information tells us about crime levels, trends in crime and public opinion about crime among Member States. The paper centres on an analysis of current trends on crime levels and trends based on the data available both from victimisation surveys and police statistics. The victimisation survey source is the published data collected in the International Crime Victimisation Survey. A separate analysis based on the Eurobarometer was also carried out. Data on police statistics present two separate sources i.e. the Council of Europe Sourcebook and the crime data published annually by the UK Home Office. These two sources both add considerable value to the raw police statistics by their choice of data, their commentary and their technical explanations and definitions. The paper compares data on three crime types (robbery, domestic burglary and theft of a motor vehicle) across the 15 Member States of the European Union (as in 2003). These three types were selected in line with the priorities of the EU Commission and as types of crime that are a major concern for EU-citizens. The paper has been modified from a report produced by the European Crime prevention network for the EU Directorate of Justice and Home Affairs with the permission of the EU. Objectives

Tests the idea that the frequency distribution typically observed in crosssectional crime victimization data sampled from surveys of general populations is a heterogeneously distributed result of the mixing of two latent processes associated, respectively, with each of the tails of the distribution.

Methods

Datasets are assembled from a number of samples taken from the British Crime Survey and the Scottish Crime Victimization Survey. Latent class analysis is used to explore the probable, latent distributions of individual property crime and personal crime victimization matrices that express the frequency and type of victimization that are self-reported by respondents over the survey recall period.

Results

The analysis obtains broadly similar solutions for both types of victimization across the respective datasets. It is demonstrated that a hypothesized mixing process will produce a heterogeneous set of local sub-distributions: a large sub-population that is predominantly not victimized, a very small ‘chronic’ sub-population that is frequently and consistently victimized across crime-type, and an ‘intermediate’ sub-population (whose granularity varies with sample size) to whom the bulk of victimization occurs. Additionally, attention is paid to the position of very high frequency victimization within these sub-populations.

Conclusions

The analysis supports the idea that crime victimization may be a function of two propensities: for immunity, and exposure. It demonstrates that zero-inflation is also a defining feature of the distribution that needs to be set alongside the significance that has been attached to the thickness of its right tail. The results suggest a new baseline model for investigating population distributions of crime victimization.  相似文献

Conflict has a carbon footprint. Crime is a subtype of conflict. Citizen on citizen predation by force or fraud, and responses to it, have carbon costs. The paper reviews relevant literatures and notes the absence of recognition of the nexus between crime and carbon-profligate lifestyles. The writers contend that looking at crime and disorder through a carbon costing 'lens' would profoundly influence social and criminal justice policy. The precise quantification of the carbon costs of crime is beyond the scope of this paper. The preliminary estimates contained herein suggest that the direct carbon costs of crime are substantial and the consequential costs more so, to the point where it is difficult to envisage a high crime society being a low carbon society. Recognition of this would lead to a major shift in policy favouring primary crime prevention through the design, implementation and maintenance of products and services less prone to crime. The costs of crime, both fiscal and carbon, would be a matter for regret rather than action were it not for the demonstrable success of schemes to design out crime, for example from residential environments. These are briefly discussed. The scope for further improvement in designing out crime seems considerable, and an intensive programme of research to explore avenues for advance is advocated.  相似文献

There is a significant body of research exploring the reporting behaviors of crime victims. Much of this literature has focused on specific types of victimization (e.g., sexual assault) and the correlates of victim reporting. Recently, the crimes of stalking and cyberstalking have received empirical attention; however, few studies have examined the reporting behaviors of victims of these crimes. Using the theoretical framework proposed by Gottfredson and Gottfredson (1988), the current study explored how offense seriousness, the victim-offender relationship, and the prior record of the offender influenced a victim's decision to contact the police. Data were drawn from the 2006 stalking supplement to the National Crime Victimization Survey, which examined stalking in the United States. Results offered support to Gottfredson and Gottfredson (1988) and highlighted the significance of understanding the reporting behaviors for this sample of crime victims. Differences in reporting for victims of stalking and cyberstalking were also examined.  相似文献

Police measures of crime are shaped by victims’ decisions to notify the police. To obtain a better understanding of US crime trends, this study uses the National Crime Victimization Survey to examine geographic differences and temporal trends in crime reporting in New York and other metropolitan areas for the period 1979-2004. We find that net of crime characteristics and survey methodology, the New York metropolitan area showed fewer increases in crime reporting than did other metropolitan areas. These divergent trends suggest that the real differences in the drop of nonlethal violence between New York and other areas may have been smaller than those indicated by police-based crime statistics. We also find that from the early 1990s to 2004, New York showed a sharp decrease in the likelihood of victims perceiving that “police wouldn’t help.” This trend suggests that police reforms in New York City have not resulted in more victims using police-related reasons to explain their nonreporting behavior. Instead, researchers need to develop a broader theoretical framework (not an exclusive focus on police actions) to understand how police- and nonpolice-related factors may explain the geographic variation in the trends of reporting observed in this study.  相似文献

While research routinely examines the influence of gang membership on the quantity of violent crime involvement, less is known about the influence of gang violence on the situational characteristics of violent victimization. Felson’s discussion of street gangs highlights the possible functional role gang membership plays in the commission of violent crime; what he terms “the street gang strategy.” This study examines the functionality of gang membership during violent crimes by investigating the influence of perceived gang membership on the likelihood of victim resistance, bystander intervention, and police reporting using data from the National Crime Victimization Survey. Findings offer little support for the idea that gang members intimidate victims and bystanders to the extent that their behavior during and after violence differs systematically from responses resulting from non‐gang violence. Results are discussed in terms of their policy relevance and implications for future research.  相似文献

Objectives

This study draws on an underused source of data on seasonality—victim surveys—to assess whether violent crime occurs with greater frequency during summer months or whether it simply becomes known to police more often, and to examine the extent to which seasonal patterns in violent crime are differentiated based on victim characteristics and location of crime.

Methods

Data used come from the 1993–2008 National Crime Victimization Survey. Time series regression models are estimated to describe seasonal differences in violent crime victimization and reporting rates.

Results

Seasonal trends in youth violence stand in contrast to the trends for young and older adults, primarily due to their high risk of victimization at and near school. No evidence of seasonality is found in the extent to which serious violence becomes known to the police. However, simple assault is significantly more likely to come to the attention of the police during the summer months, primarily due to increases in the reporting of youth violence.

Conclusions

Our findings confirm some of the previous work on seasonal patterns in violent crime, but also show that these patterns vary across age groups, locations, and type of violence.  相似文献

Scholarship focused on factors that influence police reporting has a long history in the literature. Yet we lack a complete understanding of how these factors differentially influence reporting by age.

Purpose

This paper aims to enhance our understanding of underreporting by investigating the relationship between reporting and age, and how this relationship differs by crime type. The study further investigates whether a variety of characteristics differentially influence reporting across the life course. Finally, the study asks how the nature of reporting varies by the victim's age.

Methods

National Crime Victimization Survey (NCVS) data were used to assess whether there are age-related differences in the factors influencing the rate and nature of police reporting.

Results

The findings suggest that the rate of reporting differs by crime type but that it generally increases throughout the life course. The influence of incident, victim, and offender characteristics on police reporting varies, not simply between juveniles and adults, but also between young and older adults. The proportion of incidents reported to police by the victim his/herself also continues to increase with age.

Conclusions

This suggests that disparities in police reporting cannot be reduced to juvenile-adult comparisons and should be studied across the full life course.  相似文献

This study investigated the association between victim reporting and the police response to past victimizations with data from the National Crime Victimization Survey from 1998–2000. The findings include: (1) investigatory effort by police when an individual had been victimized in the past increased the likelihood that the individual would report an ensuing victimization to the police; (2) however, this relationship only held when the victim, rather than someone else, reported the prior victimization to the police; (3) whether the police made an arrest after an individual was victimized in the past had no effect on whether the individual reported an ensuing victimization to the police; (4) the probability of victim reporting was unaffected by investigatory effort or whether an arrest was made after a prior victimization of a member of the victim’s household.  相似文献

Abstract

Using existing data from the FBI's Uniform Crime Reporting (UCR) Program, time series analyses were conducted on hate crime data from 2001 around the terrorist attacks of September 11, 2001. A statistically significant increase in anti-Islamic hate crime occurred after 9/11, and anti-Islamic hate crime leveled off within 8 weeks of the occurrence. News stories reporting anti-Islamic hate crimes, stories reporting fear of such bias crime, and public calls for calm, tolerance, and/or reaction to anti-Islamic bias crime followed a similar pattern found within the official data. A city-by-city analysis found that UCR reported anti-Islamic hate crime was essentially non-existent in New York City and Washington, DC. It is suggested that public calls for calm and tolerance and in-group/out-group dynamics may have impacted anti-Islamic hate crime frequency, thus accounting for rises and reductions in this form of bias crime over time.  相似文献

Although many efforts have been made during the past several decades to increase the reporting of crime to the police, we know little about the nature of long-term crime-reporting trends. Most research in this area has been limited to specific crime types (e.g., sexual assault), or it has not taken into account possible changes in the characteristics of incidents associated with police notification. In this article, we advance knowledge about long-term trends in the reporting of crime to the police by using data from the National Crime Survey (NCS) and the National Crime Victimization Survey (NCVS) and methods that take into account possible changes in the factors that affect reporting at the individual and incident level as well as changes in survey methodology. Using data from 1973 to 2005, our findings show that significant increases have occurred in the likelihood of police notification for sexual assault crimes as well as for other forms of assault and that these increases were observed for violence against women and violence against men, stranger and nonstranger violence, as well as crimes experienced by members of different racial and ethnic groups. The reporting of property victimization (i.e., motor vehicle theft, burglary, and larceny) also increased across time. Overall, observed increases in crime reporting account for about half of the divergence between the NCVS and the Uniform Crime Reporting Program (UCR) in the estimated magnitude of the 1990s crime decline—a result that highlights the need to corroborate findings about crime trends from multiple data sources.  相似文献
