This research examines the impact of research and development (R&D) consortia on the competitiveness of American companies. It also concludes that since passage of the 1984 National Collaborative Research Act, which allows companies to jointly perform research, only a few R&D consortia have been formed and they do not have much impact on companies through applications of new technology. It is suggested that R&D consortia may have more impact on firms that are catching-up technologically or for which the particular research is tangential to their core business. He holds a Ph.D. in public policy from the George Washington University (1988), and has worked for the National Science Foundation, the Congressional Office of Technology Assessment, and the National Academy of Sciences. His interests focus on technology, economic competitiveness, and government policy. He has recently published on these topics in Research Policy (August 1990), and Policy Studies Review (Spring 1991, forthcoming).  相似文献

This article is based on two surveys of US firms, all of them members of the Industrial Research Institute, on their interactions with university and federal laboratories. It covers mainly the federal part of the responses. Although questions remain to be answered (a followup survey is planned for mid-1991), the firms had a surprisingly high level of awareness of and interaction with the federal laboratories. Many of them plan to increase their external R&D funding. We believe the firms including such external resources in their strategic planning will achieve stronger competitive positions than those that do not. Previously, he was principal scientist and group manager for Industrial Policy and Planning at the Solar Energy Research Institute in Golden, Colorado. He also served as policy analyst with the National Science Foundation's R&D Assessment Program and, subsequently, as acting leader of the Working Group on Innovation Processes and their Management. Roessner received degrees in electrical engineering from Brown University and Stanford University, and a master's degree and Ph.D. in Science, Technology and Public Policy at Case Western Reserve University. Department of Energy national laboratories have long sought to expedite the transfer of commercially viable technologies to the private sector through publications and reports, workshops, the licensing of inventions, and personnel exchanges and other cooperative agreements between laboratories, industry, and universities. This article focuses on the transfer of patentable technologies through a case study of the Oak Ridge National Laboratory high temperature superconductivity Pilot Center (HTSC-PC). The Pilot Center was established in 1988 to encourage rapid incubation and commercialization of high temperature superconductivity technologies. The success of this venture will hinge upon assuring compatibility of objectives between the center and likely industrial participants and directing center efforts toward the aspirations of potential collaborators and the ultimate consumers of HTSC technologies. Lessons for general multi-program-laboratory technology transfer include the need for a model of collaboration that emphasizes openness and non-rigidity and facilitates the streamlining of information vital to the cross-fertilization of ideas, continuing reform of the licensing and royalty-sharing process, and simplifying the process of scientific exchange with external constituencies. David Lewis Feldman has a Ph.D. in political science from the University of Missouri-Columbia. He serves on the staff of the Energy Division of the Oak Ridge National Laboratory in Tennessee where he does research on the environmental impacts of energy developments, international and comparative environmental policy, environmental regulation, and technology policy. He is the author of several articles and recently completed a book on natural resources policy in the US. He also serves as senior editor ofForum for Applied Research and Public Policy published at the University of Tennessee.  相似文献

Research collaboration between government, universities, and industry, as well as among member nations, has been a prominent strategy in the European Community's science and technology policy through the 1980s and into the 1990s. In the perspective of the Single European Act and 1992 Plan, this paper outlines the lessons from European research collaboration for the United States. The structure of the European Community's cooperative R&D programs are reviewed and support for the development of advanced materials is highlighted. In the context of the benefits from the European Community's programs, five policy implications can be discerned for the US: establishment of forums for industry and government to dialogue about research priorities, institution of programs to promote strategic industrial R&D through cost-sharing, encouragement of small and medium-size firms to cooperate in R&D in high-technology sectors, monitoring of European research and development programs, and development of reciprocity policies for foreign-company membership in national collaborative R&D programs. This research examines the relationship between leader-member exchange, trust, and research center performance with satisfaction and commitment to the research center in all Industry/University Cooperative Research Centers supported by the National Science Foundation in the United States. University administrator ratings of center performance fully mediated the positive relationship between leader-member exchange and trust and the extent to which university administrators reported satisfaction with and commitment to the Industry/University Cooperative Research Center that reported to them. We discuss the manner in which leadership relationship and research center performance mutually reinforce each other and the importance of this in creating and transferring technology in industry-university research partnerships and the implications of this for science policy.  相似文献

This paper examines the determinants of the types of technology transactions in the markets for technology. On the basis of the relationship between the characteristics of a firm’s patents and the firm’s decision on whether to license out or sell these patented technologies, we empirically analyze the determinants of the decision. We employ interlocked patent data from the representative Korean market for technology, the National Technology Bank, using a bivariate probit regression model in a theoretical framework that includes the option and transaction cost perspectives. Overall, the results show that the relationship between licensing and selling, the major alternatives in technology transactions, is strongly substitutive. The major finding of this study is that firms in markets for technology tend to prefer licensing their patents when uncertainty is low or transaction cost is high, whereas they tend to prefer selling their patents under opposite conditions.  相似文献

The paper studies the concept of the place of arbitration in comparing with the legislation and practices of international commercial arbitration. It also stresses on the connection and distinction between the place of arbitration, the place of hearing, and the place where the arbitration tribunal deliberates the case, as well as the method of deciding the place of arbitration. The author also analyzes the current legislation and practices of the determination on the place of arbitration in China. The paper pointed out that it is important in both theory and practice to promote international arbitration in China and amend domestic arbitration legislation in determing place of arbitration properly. Zhao Xiuwen, professor, has been teaching international business law in the law school of Renmin University of China since 1984. She used to be a Fulbright research scholar in Georgetown Law Center of George Washington University and other universities (USA), and as a visiting professor in universities and research institutes (UK, Germany, Italy, Austria and Australia). She also works in the panel of China International Economic & Trade Arbitration Commission (CIETAC), World Intellectual Property Organization (WIPO), Chartered Institute of Arbitrators (CIArb), Singapore International Arbitration Center (SIAC) and some local arbitration commissions in China. Entrepreneurship or new firm formation plays an increasingly important role in knowledge-based economic development. Public policy to encourage new firm formation has not focused on high quality, high potential firms, and the search for entrepreneurship policy with high economic impact is still needed. This research evaluates the efficacy of the US Small Business Innovation Research (SBIR) program from the perspective of promoting high technology entrepreneurship. In particular, we examine whether the local presence of SBIR awards is associated with increased new firm formation rates in the high technology sector. Although the primary objective of SBIR is to facilitate technological commercialization in small businesses, our policy analysis based on spatial multivariate methods suggests that this program may also serve as an effective entrepreneurship policy.  相似文献

Important factors for science to contribute to technological innovation are proper focus, scope, completeness, and timing. These are influenced by both the contexts and methodologies of research. In the context, there is a need to organize a bridging form between the sources of science and the implementors of technology. In the methodology, there is a need to adjust the approaches of science with the approaches of technological innovation. Cooperative research centers and next-generation-technology strategies have been shown to provide proper contexts and methodologies for coupling science with technology. Mixed evidence has been found regarding how locating in a cluster or a park affects firms?? performance. This paper investigates how locating in different types of clusters and parks interacted by firm size or in-house R&D capability affects a firm??s innovation. Empirically testing the research hypotheses by the data of 165 Taiwan??s manufacturing firms in the information and communication technology sector and taking policy-driven parks (e.g., science parks and industrial parks) and spontaneously clusters as examples, we find that in emerging economies, firms with inferior in-house R&D capability gain more innovation benefits by locating in a science park or a spontaneous cluster while smaller firms gain more innovation benefits by locating in an industry park or a spontaneous cluster. Moreover, our findings also suggest that locating in a science park, smaller firms benefit more than larger firms in terms of innovation performance whereas larger firms benefit more than smaller firms in terms of market performance. The findings suggest that in emerging economies, compared to larger firms, smaller firms are less influenced by negative spillover effect when locating in clusters or parks.  相似文献

George Washington University Medical Center's Policy on decisionmaking by pregnant patients is being widely circulated by the ACLU; copies of the Policy can be obtained by calling the American Civil Liberties Union Reproductive Freedom Project. There is, of course, much disagreement over the details of the Policy; not everyone will agree with its underlying philosophy favoring maternal rights. Nevertheless, there does seem to be a consensus that wherever possible these conflicts should be resolved in accordance with previously adopted policies rather than by the courts on an ad hoc basis. Had the Policy been in place in 1987, the Carder case would probably not have been submitted to a judge in the first place, nor would Angela Carder have been forced to undergo a Caesarean section. All hospitals should consider adopting a maternal-fetal conflict policy, and those that do so should be aware of the George Washington University Medical Center Policy, whether or not they agree with its provisions. Whatever policy each hospital ultimately develops should be integrated with decisionmaking and informed consent policies already in place. The formulation and implementation of such a policy, reflecting the hospital's legal and ethical obligations to its pregnant patients, will go a long way towards preventing unnecessary resort to the courts.  相似文献

The recent report of the National Research Council of the US National Academies “Strengthening Forensic Science in the United States: a Path Forward” found evidence that the level of scientific development and evaluation varies substantially among the forensic science disciplines. In this paper the status of trace evidence will be reviewed from an international perspective with particular reference to case studies. The paper will argue that the trace evidence discipline needs to learn from past experience and that serious coordinated action is required at an international level if trace evidence is to continue to meet the standards expected of forensic science in the future. The paper concludes that it is vital that trace evidence remains a key component of forensic investigation due to its important role in addressing the ‘what happened’ question.  相似文献

In 1972 the United States recognized the principle of peaceful coexistence as the only acceptable basis for Soviet-American relations. This realistic step by the American side was the prerequisite for development of extensive cooperation by the two countries in so important an area as science and technology. The ties between the USSR and the USA in the realm of science and technology are built on the basis of agreements between these states and their governments, the obligations under which are rendered concrete in interagency agreements under international law. Working agreements and protocols play a large auxiliary role in implementing them. The agreements concluded between the USSR State Committee on Science and Technology with American firms, aimed at industrial utilization of the achievements of science and technology, deserve special mention.  相似文献

The Internet is receiving increasing attention as a medium for technology transfer between public research and the business sector. Technology policy hopes that Internet presentations of research activities at public institutions will facilitate the exploitation of research results, particularly from those institutions not engaged in technology transfer so far. Based on a survey of public research units in natural sciences and engineering in Germany, we analyze the determinants of firm contacts established via the Internet. Special attention is paid to the effect of experiences in firm interaction in the past. Estimation results suggest that Internet contact to firms is more likely to be established by public research units that are already well situated in the transfer market. Research units that orient their homepage design towards the business sector are more likely to build Internet-based contact with firms. However, there is no evidence that public research units that have not been engaged with firms so far, use the Internet more intensively to get into the transfer business. Our results show that the Internet has a certain potential for advancing technology transfer at public research, although this potential is not fully utilized yet, at least in the case of Germany.  相似文献

The International Development Research Centre, an agency created two decades ago by the Canadian Parliament and operated by an international board of governors, supports and funds research and development activities outside Canada. Initially it concentrated on building research capacity in developing countries and funding research projects. In the mid-1980s a significant part of the centre's attention shifted to technology transfer. In response to this new emphasis, the author developed what he calls a framework—a set of elements to consider in formulating research projects—for the purpose of improving the chances of transferring and implementing the research results. This article describes the utilization framework, using past research projects to illustrate its eight elements, and briefly describes how the centre has applied it. J. Andre Potworowski, until recently a consultant to the International Development Research Centre in the areas of technology transfer and research utilization, now is a principle with the Hickling Corporation in the management of technology. He has a Ph.D. in physical chemistry from the University of Toronto and an MBA from the Harvard Business School. He also has had various advisory positions with the Science Council of Canada; the Department of Energy, Mines and Resources; the Ministry of State for Science and Technology; and the Secretariat of the Prime Minister's National Advisory Board on Science and Technology.  相似文献

By 1996, all states had established a program focusing on the development of technology and technology-based economic development. As more agencies move to performance-based management, state S&T programs are increasingly under pressure to report outcome and output data for their programmatic activities. This paper presents findings on the extent and use of performance measurement and evaluation efforts in state science and technology programs. The 1995–96 study was based on a series of eight case studies and a mail survey of science and technology-based programs in all fifty states. The findings show that three groups of measures emerged as most important to state science and technology programs: employment-related data, leveraged or matching fund data, and anecdotal evidence. State programs are especially pressured to report short-term outcomes, yet show economic benefits. Many state program managers find value in performance data—the reseacch shows that the primary reason that many states assess their performance is the value of performance information as a management tool. Conclusion The Alvarez-Machain decision demonstrates that there is no simple division between international law, on the one hand, and domestic or constitutional law, on the other. It is a domestic matter that U.S. citizens are suddenly vulnerable to reciprocal exercises of power by foreign states. It is a domestic matter if the decision compromises the international cooperation on which the drug war depends. It will certainly be no consolation to those whose lives depend on winning that war that the case involved a single, relatively obscure treaty with a single foreign country. It is a constitutional matter if the Court will no longer exercise independent judgment in the interpretation of the supreme law of the land or will view as optional agreements the rest of the world considers comprehensive and binding.And as we reflect on the importance of treaties in such areas as trade or-especially after President Yeltsin's visit last week-arms reduction, it becomes clear that treaties-though international in origin-are usually domestic in their impact. The Supreme Court's disposition in Alvarez-Machain seems radically at odds with this nation's long-term, sophisticated self-interest in assuring the domestic sanctity of international agreements.This statement was presented in a slightly altered form to the Subcommittee on June 22, 1992. In recent years there has been an increasing focus on universities’entrepreneurial orientation and their ability to exploit and transfer scientific knowledge to the commercial sector. Spin-off firms are recognised as an important opportunity for universities. This paper aims to examine the university spin-off firm context, with particular attention to the relationship with science parks-incubators and their importance as brand names. Evidence is taken from Turin case-study. Turin has a consolidated university framework: the University and the Polytechnic are examples of success all around Europe. A particular characteristic of Turin is given by the presence of two science and technology parks and two incubators.  相似文献

Japanese corporations are undergoing radical transition: they have begun to reassess the role, organization, and management of their internal R&D and technology commercialization activities in response to changing market, business, and technical conditions. From large consumer electronics firms such as Matsushita and Sony to the semiconductor and computing conglomerates such as Fujitsu and NEC, these organizations are under considerable pressure to both invent and innovate more rapidly and cheaply than ever before. As technologies become more complex and integrated—such as the convergence of electronics, computing, video, and broadcast television—it is no longer practical to assume that all of a firm's R&D needs can be met internally. This paper looks first at how major Japanese corporations have embraced technology transfer mechanisms such as licensing, joint collaboration, and the outsourcing of R&D to manage these changes dynamically and effectively. Secondly, this paper looks at why Japanese firms' record of managing collaboration and licensing, particularly on an international basis, has been disappointing because of a number of problems and barriers. These difficulties, which are compounded by the further externalization of research and technology and by increased licensing activity, have given rise to a need for new technology transfer services which, until recently, have not been available either within the organization or through local consulting firms in Japan. This paper concludes by outlining strategic and operational guidelines for managing licensing and collaboration arrangements between U.S. and Japanese firms which are also applicable in the general case. These insights are based on the experiences of managing licensing and collaboration programs between Japanese and U.S. organizations from the dual perspectives of two licensing firms—Innovation Partners, kk. in Japan and Competitive Technologies, Inc. of the United States.  相似文献
