Since the late 1980s, democratic institutions and an active civil society are being prescribed as important ingredients and preconditions to reduce poverty, social exclusion, and violent civil strife. Multi-party systems and elections are seen as the most important expressions of formal democracy. This paper argues that more attention is needed to substantive democracy, which requires a greater understanding of the various legal-political variants within a democratic framework. The paper discusses in some depth the crisis of governance in Belgium. The analysis raises questions about the relationship between 'political' and 'civil society', and between social movements and political parties.  相似文献

Reporting on a large gathering of international and Cuban NGOs and other agencies, this article explores the issues faced by Cuban society in undergoing rapid economic change; and examines why the New World Order has not led to any significant involvement with Cuba, either by the inter-governmental agencies or by independent NGOs. It describes the roles of State-sponsored bodies in maintaining the major development gains of the last 30 years; and argues that NGOs which see their role as promoting 'democratisation' must avoid falling into simplistic and inappropriate assumptions about the distinction between the State and 'civil society'.  相似文献

Since 2006, international organisations in Lao PDR have worked closely with local actors in order to foster the creation of an enabling environment for civil society. By conceiving of civil society development as a system involving a number of closely-connected actors and levels, international actors have been able to contribute to both the adoption of a Decree on Associations, which for the first time in Lao history regulates the civil society sector, and to the organisational strengthening of the few existing domestic organisations. This paper evaluates the impact of international actors' initiatives and assesses civil society's prospects for engaging in human rights work.  相似文献

The past 30 years have seen a proliferation in the use of the phrase ‘civil society' linked to international aid, resulting in the creation of official donor ‘civil society departments’. At the same time there has been growing understanding that international development has become commercialised into the ‘aid industry'. The result is an explosion of ‘aided', globalised and tamed civil society at the expense of the naturally occurring, local, less predictable and more politicised‘unaided' variety.  相似文献

This article develops a concept of civil society in Central Asia distinct from that which emerged from the East European communist societies of the late 1980s. Kazakhstan presents a case study of a civil society that conceptually can be located between the vibrant civil society of the Baltic democracies and the civil society of the strongly repressive environments of Belarus or Uzbekistan. Kazakhstan's authoritarian structures and cultural traditions make it difficult to develop strong independent civic organizations – cooperation tends to mark state-civil society relations more than contestation, which shaped much of Eastern Europe's experience. Even in a context of relative affluence where civil society organizations are allowed some space to engage in critical activities, contestation tends to be minimized. This is only partially related to state suppression and cooptation; a political culture that views democratic processes as potentially destabilizing is also a significant factor. Kazakhstan represents a distinct Central Asian model of civil society, comparable to Russia but qualitatively different from that found in either Eastern or Western Europe, where civil society is less willing to confront the state, more cooperative with the authoritarian system, and wary of the potential for civic activism to degenerate into instability. Differentiating types of civil society is important because a key component of Western democracy assistance programmes has been providing assistance to build and strengthen civil societies. By refining our understanding of distinct civil society patterns in Central Asia, we can enhance our knowledge of political processes in this critical region, and we may improve the effectiveness of democracy assistance programmes. Spain's democratization process has mainly been described as a settlement between political elites in which civil society organizations played little part. Yet the literature on Eastern European democratization sets great store by the role of civil society, both for transition and consolidation. Does this different treatment reflect the approach adopted by analysts or the actual contrasting presence of civil society organizations in the relevant periods? The question prompts this re-examination of the role of civil society organizations in the Spanish transition. It finds that the answer depends in part on definitions of civil society, but mainly on the approach taken by authors in presenting their accounts. It finds that the elite settlement perspective silences or removes agency from the Spanish civil society organizations active in the transition.

An alternative view is developed through an in-depth review of the events following the death of the dictator General Franco in 1975 and a textual analysis of Spain's actual definitive settlement, the 1978 Constitution. The research demonstrates that civil society organizations were responsible for disrupting the dictatorship's intention to maintain an authoritarian regime, leaving it no option but to negotiate with civil society organizations such as political parties and trade unions, which were pursuing their own strategic goals towards co-construction of a socially advanced democracy. The article's approach bridges the gulf between top-down and bottom-up accounts of political change in Spain at the end of the Franco regime.  相似文献

ABSTRACT

The EU's normative promotion is a keystone in the arch of its Foreign and Security Policy, reflected in establishing a “ring of friends” in its neighbourhood. However, the EU's normative impact in these countries is often hindered by domestic constraints. Conversely, deeper socialisation through persuasion and “learning” may advance towards the promotion of EU norms better. By tracing the “learning” component of the EU's external perceptions in its Eastern (Ukraine) and Southern (Israel and Palestine) neighbourhoods, this paper elaborates upon the receptiveness of EU norms. Considering the specific attention that the ENP draws towards the support of civil society, this paper focuses on “learning” narratives of EU norms among civil society elites in Ukraine, Israel and Palestine as the key targets of EU assistance – with a particular focus on various conceptualisations of learning in the learning process. Notwithstanding perceptions of the EU as a normative power, we find that the learning processes remain too complex to be captured within a single theoretical framework. Whereas communicative rationality implies learning about each other's identities through rational arguing, our analysis demonstrates that identity performance is one of the most emotive and crucial factors in perceptions of learning.  相似文献

The research for this article was motivated by a noticeable discrepancy between levels of participation and trust in post-socialist civil organizations. While civic participation in Central and Eastern Europe is almost nonexistent, levels of trust in post-socialist civil organizations compare favourably to those in Western Europe. The first aim of this article is to understand why citizens place relatively high trust in post-socialist civil organizations. The political context, within which civil organizations operate, reveals one explanation for the high levels of trust in civil organizations: government corruption dissuades citizens from relying on state institutions and creates a void that is filled by informal networks of association and civil organizations. Empirical evidence demonstrates that trust in civil organizations focused on socioeconomic and political development is higher among citizens who express concern about corruption in their country. The second aim of this article is to understand the discrepancy between levels of trust and civic participation. A novel interpretation of past findings suggests that civil organizations' effectiveness, professionalization, transactional capacity and orientation toward service provision may garner citizens' trust while parallel neglect of grassroots mobilization leaves civil organizations short of capitalizing on that trust. Civil organizations' limited focus on interest aggregation, mobilization and representation raises doubts as to whether observers of civil society in the region should look to these organizations as its core component.  相似文献

Until the early 1980s, despite paying lip-service to the central role of 'human capital', most decision makers were obsessed by physical development and the rate of increase of Gross National Product. Like other Third World countries, Egypt followed suit. Ten years ago, however, with accumulating external debts and social disintegration, it became clear that the returns on investments in these infrastructural schemes were meagre or even negative. Culture, community, and organic leadership were rediscovered as the missing links in the development process. These and other forms of associational life are sometimes subsumed under the concept of 'civil society'. Development has come to be defined as a process in which human potentialities are optimised at the individual and collective levels. This article illustrates the interaction among these variables by reference to examples of community-based development.  相似文献

Drawing on comparative research in South Africa and Uganda, this article examines how far civil society organizations influence government policy and legislation and extend citizen participation in public affairs. The article also considers how far external funding influences policy engagement and outcomes. The main finding is that few civil society organizations have either a consistent level of engagement in the policy process or make a significant difference to policy outcomes. The nature of internal governance practices in galvanizing citizens' voices and the relationship to the state and political parties are the most decisive factors in civil society organizations achieving policy influence. The article concludes that the capacity of civil society organizations to offer citizens a say in decisions and to enhance pluralism may be as important as their ability to influence policy and demand accountability from state actors.  相似文献

Increasingly development theorists and practitioners view NGOs as catalysts of sustainable development. NGOs have been regarded as champions of democratisation and promoters of new ways of engaging in politics, with considerable influence on the development of civil society and new partnerships in environmental and social advocacy. This article analyses the ways in which Costa Rican environmental NGOs (ENGOs) engage in politics, by focusing on their perceptions of their roles in environmental governance and in representation of civil society. The results of this study suggest that the ENGOs' ways of engaging in politics differ little from traditional forms of governance, while their conceptions of engaging in politics without being political are novel. While most ENGOs had no clear conception of the stakeholders whom they were supposed to be representing, the notion of representativeness is complex and should be revisited.  相似文献

Democracy promoters around the world cling to the hope that assistance given to civil society organizations decreases the risk of civil war and will lead to democracy in post-conflict societies. A particularly promising segment of civil society in peacebuilding is women. Inspired by Welzel and Inglehart's “human empowerment: path to democracy” this study places democracy assistance to women in a broader mechanism which forms a theoretical foundation of this study. The case of Bosnia and Herzegovina and the author's insights from the fieldwork demonstrate that in order to assess the impact of democracy assistance on women's political empowerment the comprehensive women's political empowerment mechanism should be employed. The statistical examination, however, reveals that women's political activism is largely the function of legal empowerment and a country's political and socio-economic characteristics. The study also shows the limitations of current impact evaluation methodologies, and suggests better evaluation tools.  相似文献

Organizations involved in the growing field of democracy promotion need to find effective ways to aid both political parties and civil organizations and, where necessary, to foster close collaboration between them. But they also must respect their autonomy and help them realize their own democratic objectives. It is important to recognize the differences between the two sectors: civil society should not be subordinate to parties, and it would be a mistake to wrap the party sector into an undifferentiated concept of civil society. Strategies to assist democracy should, then, distinguish between four main political contexts: authoritarian; emerging democracy; post-dictatorial situations where government is not committed to democracy; and war-torn or post-conflict countries.  相似文献

Is peace more likely to prevail when the peace accord includes civil society actors such as religious groups, women's organizations, and human rights groups? This is the first statistical study that explores this issue. The article develops key claims in previous research regarding the role of civil society actors and durable peace, and proposes a set of hypotheses that focus on legitimacy in this process. The hypotheses are examined by employing unique data on the inclusion of civil society actors in all peace agreements in the post–Cold War period. The statistical analysis shows that inclusion of civil society actors in the peace settlement increases the durability of peace. The results further demonstrate that peace accords with involvement from civil society actors and political parties in combination are more likely to see peace prevail. The findings also suggest that inclusion of civil society has a particularly profound effect on the prospects for overall peace in nondemocratic societies.  相似文献

Abstract

In this article the need to revisit South African normative media theory and communication policy against the background of fundamental audience research is emphasised. This is done in view of the postmodemist argument that ‘classic’ normative media theory is no longer suitable as a yardstick for the measurement of media performance, quality and ethics in postmodern societies, in a changing media landscape. Bearing in mind that South Africa cannot be fully characterised as a postmodernist and advanced capitalist society, but based on the nature of its First World media system functioning in a multi-cultural, multi-racial, multi-ethnic and multi-linguistic society, the tendency to see ubuntuism as a point of departure for such revision is questioned. This is done in favour of an approach in which difference and diversity are acknowledged, including the different roles the media can play and the different forms in which it can (and do) contribute to social responsibility. As far as policy research is concerned, it is emphasised that such research should be based on normative theory about the role of the media in South African society. If not, South African communication policy will continue to be fragmented and responsive to mainly technological developments and opportunities, instead of being based on communicative goals and needs. This article concludes by emphasising that both normative theory and policy should be based on fundamental audience research, which is argued to be neglected in South African communication research.  相似文献

Just as domestic civil society is widely regarded as serving the greater common good of a national democratic political community, global civil society is also promoted as a vehicle through which a host of humanity's ills may be remedied. This article argues that the pinning of such high hopes on global civil society is mistaken, for its proponents have failed to recognise that global civil society is insufficiently analogous to domestic civil society for it to be a similarly positive force. At the national level, civil society functions in a balanced interdependence with the state. At the global level there is no equivalent of the state to provide the necessary scrutiny and regulation that at the national level prevents constituents of domestic civil society from committing injustices.  相似文献

In the past five years, research sponsored by the World Bank on the economic aspects of civil war1 ?1. The project was titled the Economics of Political and Criminal Violence. View all notes under the research directorship of Oxford economist Paul Collier has had an extraordinary influence on the subsequent study of violent conflict and civil war and on international policy. The research project has now turned its attention to the problem of countries emerging from civil war and what Collier and his co-author, Anke Hoeffler, call ‘a first systematic empirical analysis of aid and policy reform in the post-conflict growth process.’2 ?2. First reported in a World Bank Policy Research Working Paper circulated in October 2002, their article, ‘Aid, Policy, and Growth in Post-Conflict Societies,’ the paper was in 2003 posted on the website of the Centre for the Study of African Economics, Oxford University until it was published in 2004 in the European Economic Review. There are some minor differences between the two versions of their work, but the conclusions are identical. In the present article, the paper version will be referred to as Collier & Hoeffler (2003) and the published version as Collier & Hoeffler (2004). View all notes Building on the influence of their earlier research and the lively interest currently in knowledge about and policy on post-conflict strategies, this work is likely to be equally influential on research, thinking, and policy. It is all the more important, therefore, to subject the research to critical examination before it becomes established as conventional wisdom. This note reports one such attempt to analyze some major methodological problems with the study and argues that the research cannot sustain the conclusions they draw or the resulting policy recommendations.  相似文献

The democratization literature commonly claims that democratic transitions require an independent civil society. However this view, which builds upon Tocqueville, reifies boundaries between state and society. It also over-predicts the likelihood that independent civil society organizations will engage in confrontation with the government. Drawing upon Hegel, I develop a two-dimensional model of civil society that clusters organizations according to goal orientation and autonomy. This illustrates how high levels of autonomy combined with goals that extend beyond an internal constituency are linked to democratization. I then examine Nigeria's civil society during the era of democratization between 1985 and 1998, and identify important changes in the political opportunity structure. I attribute changes in autonomy and goal orientation of organizations to three factors: transnational organizing, coalition building, and victimization. My findings question the assumption that autonomous organizations will challenge the state. Future research could explore links between the state mobilization during the 1990s and one-party dominance today.  相似文献

Quantitative data show the weakness of civil society in the post-communist countries of East-Central Europe by using such indicators as membership in voluntary associations. Building on this data, this research offers an in-depth case-study of voluntary associations in the Eastern German city of Leipzig in order to examine the quality of the existing civil society. Due to structures put in place by the local government to encourage citizen input in policy decisions and widespread democratic participation both before and after the fall of communism, Leipzig presents an interesting case-study in assessing the vibrancy of civil society, and thus democracy, in a post-communist city that appears to embrace ideals of citizen participation. The study, based on data from 23 qualitative interviews with members of citizen associations, local parliamentarians and city officials, explores three main issues that are found in the theoretical literature on associations and civil society: the development of civic competence; the creation of a public sphere; and the relationship between civil society and the state. The qualitative nature of this study offers a more nuanced assessment of civil society in Eastern Germany than the quantitative data allow. I conclude that there are clear deficits but also strengths in the development of civil society.  相似文献

Europe has been the privileged economic and political partner of Africa, but more recently China has increased its foothold in Africa through important financial investments and trade agreements. Against this backdrop, the empirical research conducted in 2007-08 in Kenya and South Africa as part of a pioneering international project investigates the perceptions of public opinion, political leaders, civil society activists and media operators. While confirming their continent's traditional proximity to Europe, African citizens are increasingly interested in China and its impact on Africa's development. Europe is criticised for not having been able to dismiss the traditionally ‘patronising’ attitude towards Africa. While African civil society leaders and media operators describe China as an opportunity for Africa to break free of its historical dependence on European markets, other opinion leaders warn against too much enthusiasm for the Asian giant. There is a suspicion that the Chinese strategy might, in the long run, turn into a new form of economic patronage.  相似文献
