This symposium examines issues related to the links between administrative reform policy and economic development policy. The symposium introduction paper consists of two parts. First, it offers an overview of the background of theoretical and conceptual issues that are important to the connection between administrative reform and economic development. The issues reviewed include the role of government in economic development, the importance of public policy and management to economic development, the contribution of development administration, and the need of administrative reform to remove bureaucratic problems and promote efficiency. Next, the introduction paper provides a brief summary of the research arguments and findings addressed in the following six articles. They include an evaluation of administrative reform in Arab world economic growth, an examination of administrative reform and economic development in Latin America and the Caribbean, a political economy analysis of policy reform in Korea, a study of the implementation of privatization strategies in India's public sector reform, a discussion of the concerns between efficiency and ethics in China's economic development, and the study of administrative and economic development in Mongolia. The implications of the research findings and the need for further study of the linkage between administrative reform and economic development are emphasized in the conclusion.  相似文献

Systematic reviews of research methods in the public administration field have assessed the progress of research practice and offered relevant recommendations to further develop research quality. But most recent reviews examine quantitative studies, and the few assessments of qualitative scholarship tend to focus on specific dimensions. This article calls attention to the overall practice of qualitative research in the field of public administration. The authors analyzed 129 qualitative studies published during a five‐year period (2010–14) in the six top public administration journals, combining bibliometric and qualitative analyses. Three findings are drawn from the analysis. First, qualitative work represents a very small percentage of the journal articles published in the field. Second, qualitative research practice uses a small range of methodologies, mainly case studies. Finally, there is inconsistency in reporting methodological decisions. The article discusses the implications of these findings and offers recommendations to ensure methodological rigor while considering the integrity of the logic of inquiry and reporting standards of qualitative research practice.  相似文献

The field of public management is methodologically underdeveloped as compared to other disciplines. In order to derive the fullest benefits of methodological advancements, the field needs to invest in discussing and deliberating over the state of the art in methodological advances. Using state-of-the-art methods helps to produce knowledge that is useful for scholars and practitioners. This symposium aims to add to and improve the methodological toolkit available to public management scholars. We distinguish three categories that could strengthen the methodological toolkit: underutilized methods (such as ethnography), innovations in current methods (such as the synthetic control method for comparative case studies), and novel methods (such as natural language processing for content analysis). We hope that this symposium encourages scholars to seek for novel and improved methods to produce research that lives up to scientific scrutiny and is valuable for practitioners.  相似文献

Proponents of the behavioral public administration movement call for greater use of theories from psychology and experimental research designs to improve the rigor of public administration research. We agree that the use of such theories and methods will provide much-needed reinforcements to public administration research, but the approach taken so far might be too narrow and might unnecessarily alienate scholars using other perspectives and research approaches. Reflecting on our own training and experiences, we suggest that adopting a more inclusive approach that employs insights and research tools not only from psychology but also from other disciplines will provide public administration scholars with a stronger footing in their efforts to generate actionable knowledge for public managers and policy makers. We also identify some key methodological issues that behavioral public administration scholars need to consider and address as the use of experiments becomes more common in public administration research. Finally, we encourage public administration scholars interested in behavioral research questions to do more to contribute to broader management and organizational behavior research.  相似文献

Survey research is a common tool for assessing public opinions, perceptions, attitudes, and behaviors for analyses in many social science disciplines. Yet there is little knowledge regarding how specific elements of survey research methodology are applied in practice in public administration. This article examines five mainstream public administration journals over an eight‐year period regarding current methodological practice, organized around the total survey error framework. The findings show that survey research in the field of public administration features mainly small‐scale studies, heavy reliance on a single data collection mode, questionable sample selection procedures, and suspect sample frame quality. Survey data largely are analyzed without careful consideration of assumptions or potential sources of error. An informed evaluation of the quality of survey data is made more difficult by the fact that many journal articles do not detail data collection procedures. This study concludes with suggestions for improving the quality and reporting of survey research in the field.  相似文献

Behavioral public administration (BPA) research aspires not only to draw on developments in behavioral science but also, importantly, to address central themes in public administration. By focusing a symposium on bureaucratic red tape, administrative burden, and regulation, we encouraged BPA scholarship to engage with fundamental public administration topics that are also relevant for the broader literature on organizations and management. Indeed, the symposium contributions demonstrate how BPA can better meld the behavioral science and public administration literatures. They expand on existing conceptions of BPA, with respect to both methodology and topical focus, and provide a basis for demarcating what might and might not be usefully described as BPA. The symposium contributions provide a blueprint for how BPA research might usefully evolve and the introduction offers a philosophical reflection on the future development of BPA and behavioral science.  相似文献

This concluding article in the symposium develops generalizing arguments about the politics of public management reform in France, Italy, and Spain, by drawing out implications of the case studies presented in the three preceding articles. Some of these implications hold that established research arguments about politics of public management reform in the same cultural and geographical area require considerable qualification and reexamination. Some other implications of these case studies take the form of generalizing arguments about the process dynamics of public management policymaking. More specifically, an existing body of generalizing arguments is assessed and modified in the light of the research arguments crafted through the three case studies' dialogues between conceptual approaches and historical evidence. Together, these two discussions offer a contribution to the political science research literature on the politics of public management reform.  相似文献

This article investigates the discipline of public administration as it is manifested in symposium articles published during the period 1985–99. What was the field trying to accomplish? The method of investigation is narrative analysis. Using specific discourse markers (method, substantive contents, and authorial intentions), the authors found a wide variety of purposes and projects in the symposia investigated. The condition of public administration, they conclude, is distinguished by a radical pluralism—a striking absence of any singular conception of public administration scholarship.  相似文献

This article provides a comprehensive overview of how policy makers, practitioners, and scholars can fruitfully use behavioral science to tackle public administration, management, and policy issues. The article systematically reviews 109 articles in the public administration discipline that are inspired by the behavioral sciences to identify emerging research trajectories, significant gaps, and promising applied research directions. In an attempt to systematize and take stock of the nascent behavioral public administration scholarship, the authors trace it back to the seminal works of three Nobel Laureates—Herbert Simon, Daniel Kahneman, and Richard Thaler—and their work on bounded rationality, cognitive biases, and nudging, respectively. The cognitive biases investigated by the studies reviewed fall into the categories of accessibility, loss aversion, and overconfidence/optimism. Nudging and choice architecture are discussed as viable strategies for leveraging these cognitive traps in an attempt to alter behavior for the better, among both citizens and public servants.  相似文献

This introduction to the symposium on the institutional design frontiers of publicness and university performance summarizes the range of diverse intellectual and practical perspectives converging on the idea that issues of design and publicness are important for thinking about the future of higher education. Collectively, the articles featured in this symposium demonstrate that the challenges facing higher education exhibit assorted social, economic, and political complexities. Public administration is a relatively young field with a growing academic community. Against the background of enduring discussions about theory and increasing research output and diversification within the field, the authors apply the sociology of knowledge approach to discourse that combines discourse theories and a social constructionist tradition to the exemplary case of “public value” research. The authors scrutinize 50 articles from 12 journals over 18 years to trace the development of public value as a concept in public administration research. Drawing from this exemplary case, they develop propositions and propose a framework for knowledge construction that is uniquely characterized as public administration. From the anchor points of manageability, economization, and democratic accountability, the authors develop a framework for analyzing and investigating knowledge development in other concepts such as network governance, representative bureaucracy, and coproduction.  相似文献

During the 75th anniversary of Public Administration Review (PAR), this article examines the social equity scholarship published in PAR from 1940 to 2013. Less than 5 percent of all articles published in PAR since its inception focus on social equity. The articles published in PAR are primarily concentrated within the areas of personnel and public policy. Very few articles were published in the areas of budgeting or ethics. While social equity scholarship published in PAR has made a valuable contribution to understanding the career inequities of women and minorities in the public sector, scholars and professionals need to more thoroughly examine the black box of agency practice and structural inequities to examine why they persist. The challenge for future social equity research in public administration is to examine broader dimensions of equity and to understand how social inequities in administration can be mitigated.  相似文献

The possible existence of a research‐practice gap is the topic of a long‐standing debate in the field of public administration. In this Viewpoint essay, the authors examine the agendas of scholars and practitioners using the topic modeling technique of computational social science. Topic modeling a content analysis of 35 topics identified in Public Administration Review and PA Times (3,796 articles) showed that just over 50 percent of topics were common to both groups, indicating shared interests. There were, however, topics that the two groups distinctly focused on. Moreover, scholars and practitioners attached significant differences to the weights allocated to the prominent topics in their writing. Taken together, these findings indicate that topic modeling can shed new light on the research‐practice gap in public administration.  相似文献

以SSCI收录的公共管理期刊在1999-2008年间刊登的研究中国公共管理的学术论文为样本,采用实证方法分析从事中国公共管理研究的国际学术界的构成及国内外学者合作研究的现状,并分析其论文论述的主题及采用的理论视角和研究方法.研究结果表明:在国际学术界的构成上中国大陆学者所占比例偏低;在从事国际合作研究方面,大陆学者主动组织国际合作研究的能力较弱;在论题上,国际学术界研究的主题与国内学者关注的重大热点问题吻合度较高;五成以上的论文运用实证研究方法,研究设计及分析方法以案例研究为主,但进行理论检验的论文相对较少.在分析研究结果的基础上提出了关于中国公共管理研究实现科学化、国际化与本土化相结合路径的具体设想.  相似文献

In addition to public administrations and public managers, there is increasing interest in studying citizens’ interactions with and views toward government from a comparative perspective in order to put theories to the test using cross‐national surveys. However, this will only succeed if we adequately deal with the diverse ways in which respondents in different countries and regions perceive and respond to survey measures. This article examines the concept of cross‐national measurement equivalence in public administration research and explores methods for establishing equivalence. Two methodologies are examined that test and correct for measurement nonequivalence: multiple‐group confirmatory factor analysis and multilevel mixture item response theory. These techniques are used to test and establish the cross‐national measurement equivalence of two popular measurement constructs: citizen satisfaction with public services and trust in public institutions. Results show that appropriately dealing with nonequivalence accounts for different forms of biases that otherwise would be undetected. The article contributes to the methodological advancement in studying public administration beyond domestic borders.  相似文献

案例研究是公共管理研究者运用的一种主要研究方法,但却常常被认为科学性不强。其面临的一项主要指责是案例研究的结果缺乏概推性,即源自一个或少数几个案例研究的结果缺乏普遍意义。本文首先梳理既有案例研究方法论文献对该项挑战的理论回应,分析案例研究结果概推性论述中的三种主要理论逻辑:"自然主义式概推"、"分析概推"和"非正式经验概推"。在借鉴现有理论的基础上,提出一个评价体系,以全面评估案例研究者在处理概推性问题上的严谨性。该体系的三个要素是:研究者"运用案例研究的目的"、"选择案例的理由"及"对案例研究结果适用范围的界定"。在分析上述三要素及其相互关系的基础上,设计出具体的评价指标。然后以发表于五种国际一流公共管理学术期刊上的142篇运用案例研究方法的论文为样本,实证分析公共管理案例研究者在应对概推性难题上的实践。结果表明:在所有样本论文中,八成以上以"一般化"研究为目的,四成以上明确说明了案例选择的理由,三分之一以上采用多案例设计,约四分之一说明了影响案例研究结果适用范围的因素。将2005—2009年样本论文与2000—2004年相比,公共管理案例研究者在处理概推性问题上的严谨程度显著提高,明确说明案例选择理由、采用多案例设计及以"一般化"研究为目的的论文比重大幅上升。最后在讨论实证结果的基础上提出拓展案例研究结果概推性的研究策略。  相似文献

In 2015, Public Administration Review celebrated its 75th year of publication. For this milestone, the PAR Editorial Board selected the 75 most influential articles in the history of the journal and invited scholars to “revisit a selection of these articles” in order “to take stock of what these articles meant for the field.” Bibliometrics offers a complementary view of the history of a discipline and the evolution of its research and practice agendas through an analysis of its published literature. This article examines the changes over time in PAR from 1940 through 2013 in authorship: contributions, impact, gender composition, institutional and national affiliation, profession as scholar or practitioner, collaboration networks, and the status of the 75 influential articles. Through an extensive quantitative analysis of scholarly production, this article demonstrates PAR’s centrality to the discipline of public administration and its bridging role between public administration and political science.  相似文献

This article takes a comparative look at the development of the public administration discipline in three countries: Australia, Brazil and Canada. The nature of the international public administration academic community is assessed through content analysis of articles in the Australian Journal of Public Administration (AJPA), Revista de Administração Pública (RAP), and Canadian Public Administration (CPA). The method is based on that used by existing United States (US) research, allowing for comparison with that national context. The focus is on the diffusion of theoretical approaches between these national contexts, assessing whether the international public administration discipline better approximates an epistemic community, in which theoretical approaches move seamlessly between the national contexts; or a ‘Tower of Babel’, in which the different national contexts remain largely isolated.  相似文献

The use of experimental research designs is on the rise. Internationally, experiments are becoming ever more established in the field, as shown by the increasing number of journal articles, books, and conferences. In German political science, however, using experimental methods is still rather uncommon. After a (brief) discussion of the relevance of experiments for political science, we will—in general terms—introduce the logic of experimental research as well as different types of experiments. Then we shall provide a (selective) overview of experimental research in political science that has been conducted: First, we cursorily review the state of (experimental) research done in the fields of elections and public opinion, public goods and collective action, social trust and finally legislative bargaining and decision-making. Following that, we discuss in greater detail the field experimental strand of research studying voter mobilization.  相似文献
