A key feature of David Cameron's electoral appeal is his carefully cultivated image as a ‘family man’. Cameron has repeatedly stressed the importance of the family to his political views and stated his desire to see marriage rewarded through the tax system. At the same time, Cameron has presented himself as a modernising leader, keen to demonstrate that he and his party are in touch with contemporary society. Central to this effort to detoxify the Conservative brand has been an emphasis on social liberalism. The potential conflict between these two objectives reflects the division in the party between social liberals and traditionalists, which has become increasingly apparent over the past decade. This article examines Conservative party policy and rhetoric on social and moral issues since 1997, particularly gay rights and family policy. It notes that a significant divide remains in the Conservative party between social liberals and traditionalists, so in this respect Cameron's modernisation project remains far from complete.  相似文献

This study contributes to our understanding of the differences in work motivation between the public and private sectors. Data from a survey of 3,314 private sector and 409 public sector employees in Belgium strongly confirm previous research showing that public sector employees are less extrinsically motivated. Differences in hierarchical level are more important determinants of work motivation than sectoral differences. In addition, most observed differences can be wholly or partially explained by differences in job content, not by the sector itself. Evidence is presented to show that motivational differences can be explained by a positive choice of work–life balance.  相似文献

China and Pakistan have initiated a mega project with the name of China–Pakistan Economic Corridor (CPEC). This study examines how local residence support of CPEC is shaped in Pakistan. This study employs a social exchange theory to explain how perceived impacts affect an individual's level of support for CPEC development. Findings reveal that social exchange theory fits the data well by confirming that the more residents perceive impacts positively, the more they are likely to support CPEC. Data were collected online using the Google platform from 280 citizens, residing in all provinces of Pakistan. Findings of this study validate most of the hypothesis. Positive impact shows significant effect on personal benefit and support for CPEC development. Similarly, personal benefit also shows significant effect on support for CPEC development. However, negative impact shows insignificant effect on personal benefit and support for CPEC development. Findings of this study will guide the government officials and policymakers of CPEC about the perception of local people residence, both positive and negative impact. Policymakers can use the findings of this study to gain local citizen's support for the CPEC development projects and designs policies accordingly for the future projects.  相似文献

For egalitarians, families are part of the problem. By bringing together advantages and passing on to their children, families redouble and (literally) reproduce inequalities. And, by cordoning off a private sphere into which government cannot roam, the family marks the limits of any progressive agenda. But defending families should be part of any answer to social injustice. Family relationships should be seen as a primary good: we need close, caring committed relationships no matter what else we want in life. Families are also increasingly important to one's chances in life. The gulf is widening between those rich and those poor in family life. This should worry egalitarians because lacking good, stable family relationships is a major disadvantage, and one that holds back progress towards other aspects of social justice.  相似文献

This study investigates the relative effects of four types of family‐friendly policies—child care subsidies, paid leave for family care, telework, and alternative work schedules—on turnover rates and effectiveness in federal agencies. Contemporary social exchange theory predicts that an agency’s average level of satisfaction with a specific family‐friendly policy is negatively associated with turnover in the agency but positively associated with overall performance. This analysis differs from common expectations. Only child care subsidies show a positive, significant influence on reducing turnover. Child care subsidies and alternative work schedules reflect positive and significant influences on agency effectiveness. Ironically, an agency’s average satisfaction with telework arrangements proves to be a significant but negative effect on performance.  相似文献

Political science has paid a great deal of attention to sources of intergroup conflict, but the discipline has focused less on forces that bring people together and lead them to transcend group boundaries. This study presents evidence that attachment to a shared superordinate identity can improve intergroup relations by reducing the social distance between people of different racial groups. Using a survey experiment, this research shows that making a superordinate identity salient increased support for a tax increase. The effects of the identity salience treatment are compared to a policy particularism treatment in terms of effect size and their interaction with each other. The size and direction of the identity salience effect is affected by the degree of respondents' acceptance of the proffered identity. Implications for social identity theory, racial policy attitudes, and American national identity are discussed.  相似文献

In this essay we discuss effects of growing interdependence and internationalization upon national political institutions. More exactly we address the question of how these processes are reflected in matters handled by the Standing Committees of the Swedish Parliament. Generally speaking, the proportion of international issues has increased continuously during the 1970s and the early 1980s. The internationalization of parliamentary work has mainly taken place outside the area of 'traditional' foreign policy. Even though internationalization is a general phenomenon in the Swedish parliament, the enhancement of international issues is particularly evident in subject areas linked to economic life in general, but issues concerning environmental policy, communications and energy policy also bear the stamp of internationalization. In spite of this internationalization of domestic politics the pattern of relations with actors on the international scene seems to be rather stable. The picture is dominated by international organizations in the Scandinavian region and Western Europe. Traditionally, the principle of consensus has governed Swedish security and defence policy. Our data support this notion. However, international issues outside the area of 'traditional' foreign policy do not bear the hallmark of consensus. The level of conflict is considerably higher and has risen, especially during the 1980s. Generally speaking, patterns of conflict in international issues do not deviate from those in 'pure' domestic policy. Thus, internationalization has also involved domestication regarding the level of conflict.  相似文献

This article examines the influence that rebel and state leaders have on civil war outcomes, arguing that incentives to avoid punishment influence their strategic decision making during war.  Leaders in civil war face punishment from two sources: internal audiences and opponents. I hypothesize that leaders who bear responsibility for involvement in the war have a higher expectation of punishment from both sources following unfavorable war performance, and thus, have incentives to continue the fight in the hope of turning the tide and avoiding the negative consequences of defeat. These incentives, in turn, make leaders who bear responsibility more likely to fight to an extreme outcome and less likely to make concessions to end the war.  These propositions are tested on an original data set identifying all rebel and state leaders in all civil conflict dyads ongoing between 1980 and 2011.  Results support the hypothesized relationships between leader responsibility and war outcomes.  相似文献

Despite many innovative contributions to international relations theory over the past two decades, a "common sense" view of global politics continues to persist both in the field and in the arenas of public policy and opinion. This article investigates the origins of this persistence and offers an alternative framework for the analysis of global politics that considers international relations as social relations produced by a broad array of actors in multiple spheres. Drawing on the work of Henri Lefebvre, the article investigates the role of alienation in everyday life and the resulting mystifications of the realities of global politics and goes on to consider the social spaces of work, leisure and the family as important arenas where these mystifications can be overcome and international relations be reclaimed from the realm of experts and statesmen.  相似文献

ABSTRACT

The study of legitimacy in situations of conflict and peacebuilding has increased in recent years. However, current work on the topic adopts many assumptions, definitions, and understandings from classical legitimacy theory, which centers on the relationship between the nation-state and its citizens. In this introduction, we provide a detailed critical overview of current theories of legitimacy and legitimation and demonstrate why they have only limited applicability in conflict and post-conflict contexts, focusing on the three main areas that the articles included in this special issue examine: audiences for legitimacy, sources of legitimacy, and legitimation. In particular, we show how conflict and post-conflict contexts are marked by the fragmentation and personalization of power; the proliferation and fragmentation of legitimacy audiences; and ambiguity surrounding legitimation strategies.  相似文献

Recent public management literature has emphasized the influence of human resource management (HRM) policies, including traditional benefits, family‐friendly benefits, procedural justice, and managerial trustworthiness, on work attitudes. However, little research in public administration has explored more detailed impacts of each HRM policy. This article provides an integrated understanding of the impacts of HRM policies using social exchange theory. In addition, the moderating impacts of procedural justice and managerial trustworthiness on the relationship between employee benefits and work attitudes are examined. Using the Federal Human Capital Survey 2008 data set, the authors find that two types of employee benefits, procedural justice, and managerial trustworthiness are positively related to job satisfaction, whereas family‐friendly benefits, managerial trustworthiness, and procedural justice are negatively associated with turnover intention. The implications of these findings are thoroughly discussed.  相似文献

Social entrepreneurship is a growing area of interest among practitioners. Social entrepreneurship meets and satisfies social needs and brings social change through innovative ideas. This study aims to investigate the impact of positivity and empathy of individuals on social entrepreneurial intention. This study considers the mediating role of social entrepreneurial self‐efficacy between the relationship of positivity, empathy, and social entrepreneurial intention. In addition, this study investigates perceived social support as a boundary condition between the relationship of social entrepreneurial self‐efficacy and social entrepreneurial intention. Findings show that positivity and empathy positively influence social entrepreneurial self‐efficacy, which subsequently positively influences social entrepreneurial intention. Furthermore, results show that high perceived social support strengthens the relationship between social entrepreneurial self‐efficacy and social entrepreneurial intention. Discussions and implications based on the study findings are reported.  相似文献

The objective of this article is to outline approaches taken by civil society organizations (CSOs) in order to advance their work in social development given the changes in the aid architecture. It focuses on the Latin American region, particularly Andean countries, but many of the challenges and opportunities in a “post‐aid world” are insights that might prove helpful to other regions as well. The article provides a comprehensive outline of approaches that CSOs are taking given the changes in aid grouped into three categories: aid models, organizational considerations and revenue sources and modes of fundraising. Many of these have been in practice for sometime but might need to be more strategically used as CSOs manage the changing contexts. CSOs in Latin America and the Andes are considering a multitude of options, and while the approaches considered in the article are not an exhaustive list, they provide an overview of viable directions, which might positively influence CSOs' sustainability and continued provision and promotion of a myriad of public goods and services. Black Americans are a core Democratic constituency, despite holding views on social issues that put them in conflict with the party. Conventional wisdom attributes this partisan commitment to the salience of race and concerns about racial inequality. This paper considers whether the Democratic bias derives in part from low levels of political knowledge. Using data from the 2004 National Annenberg Election Study, this paper examines how political knowledge moderates the relationship between social issue cross-pressures and partisan attitudes among Black Americans. I demonstrate that the extent to which Democratic allegiance persists despite policy disagreements depends on whether blacks are sufficiently knowledgeable to act on their policy views, and not simply on the importance that blacks assign to their racial commitments. It is only among politically knowledgeable Black Americans that social issue cross-pressures are at all politically consequential; for them, Democratic partisanship is resilient but not immune to policy disagreements. For blacks with low levels of political knowledge, partisan support is unaffected by policy disagreements. This pattern is most pronounced among religiously active Black Evangelicals, for whom social issues are highly salient.  相似文献

The water sector has economic and symbolic importance for citizens in developing countries. Water utility benchmarking is no panacea for improving water sector performance. Nevertheless, it can contribute to addressing four sources of conflict in the design and implementation of policies: cognitive conflicts (based on technical disagreements regarding how data might be analysed and interpreted), interest conflicts (where suppliers and demanders obtain different benefits and costs under alternative policies), values conflicts (involving ideology or personal preferences regarding water sector outcomes) and authority conflicts (stemming from jurisdictional disagreements over who has the last word). These potential sources of conflict characterise most politically‐charged situations, including water supply management. This article examines the extent to which water utility benchmarking facilitates conflict resolution. Without information on historical trends, current baselines and realistic targets, conflicts over reforms to improve sector performance can weaken systems that are already fragile, particularly those in developing countries. This article attempts to improve our understanding of the links between sources of conflict, government approaches for dealing with conflict and the role of water utility benchmarking as a complementary strategy for addressing policy issues. Benchmarking is one way regulators and managers can promote conflict resolution that allows participants to focus on performance. The principles apply to all sectors with significant state oversight. Using evidence from Great Britain, the United States, Belgium and Spain, it is demonstrated in this article that in integrated and divided nations alike, citizens are more strongly attached to political parties than to the social groups that the parties represent. In all four nations, partisans discriminate against their opponents to a degree that exceeds discrimination against members of religious, linguistic, ethnic or regional out‐groups. This pattern holds even when social cleavages are intense and the basis for prolonged political conflict. Partisan animus is conditioned by ideological proximity; partisans are more distrusting of parties furthest from them in the ideological space. The effects of partisanship on trust are eroded when partisan and social ties collide. In closing, the article considers the reasons that give rise to the strength of ‘partyism’ in modern democracies.  相似文献

Soft law, or non‐legislative modes of policy making, is becoming increasingly common today. The Nordic countries have a long tradition soft law, not least in central–local relations, where non‐binding agreements are frequently used to coordinate policies. A key question springing from soft law theory is that of compliance. Why do independent actors comply if they are not formally obliged to do so, and what happens if they do not comply? This article addresses the question of how compliance can be achieved during policy conflict between actors at different governing levels by investigating a case of health care reform in Sweden. An important finding in the study is that compliance was reached ‘in the shadow of hierarchy’. The central government resorted to the threat of regular legislation to force the county councils to comply. This finding points to the fact that sanctions and the presence of a hierarchical order may play an important role even in soft law governance. The study also shows that an additional important reason that the voluntary agreement between the county councils and central government was honoured in the end by both parties can be attributed to the efforts of a mediating actor: the organization representing the county councils in their negotiations with the government. Finally, the study also illustrates how various forms of informal social pressures such as shaming, peer pressure and moral responsibility can help enforce local compliance in a case of open policy conflict. Arguably, all these compliance mechanisms also have relevance outside the Nordic setting.  相似文献

This paper addresses itself to a number of problems involved in the theorisation of family structures. A variety of existing sociological and historical approaches are criticised for methodological and conceptual inadequacies, and for their neglect of property relations as a crucial factor in constituting family structures. The paper develops the contention that family structures and their transformation can be understood only in relation to property rights and to the social relations of production. This theoretical orientation is explored with reference to changes in family organisation in western European history, paying particular attention to inheritance practices which are seen as mediating in a key way between the social relations of production and familial and kinship forms.  相似文献
