More than a decade after the first introduction of the e‐government policies, early enthusiasms on its immediate benefits on the quality of democracy have undergone critical review. E‐government implementation worldwide has proved that technology alone does not necessarily provide more access and more participation. Massive technological intervention is not enough for reinventing government online. Hence, other variables should be taken into consideration. Factors concerning political culture, cognitive frames and mentality, administrative traditions, as well as the country‐specific peculiarities play a relevant role in determining if and how e‐gov initiatives can succeed or fail. In this article, it will be argued that any opportunity and push for change and actual influence on administrations, governments, and societies, prompted by the new technologies, should endure important variables of political, social, and cultural nature. The political and socio‐cultural variables then overcome the technological one and we can state that politics (still) determines (e‐)policy.  相似文献

E‐government uses information and communication technology to provide citizens with information about public services. Less pervasive, e‐democracy offers greater electronic community access to political processes and policy choices. Few studies have examined these twin applications separately, although they are widely discussed in the literature as distinct. The authors, Chung‐pin Lee of Tamkang University and Kaiju Chang and Frances Stokes Berry of Florida State University, empirically analyze factors associated with the relative level of development of e‐government and e‐democracy across 131 countries. Their hypotheses draw on four explanations of policy change—learning, political norms, competition, and citizen pressures. All four explanations are strongly linked to nations where e‐government policy is highly advanced, whereas a country’s e‐democracy development is connected to complex internal factors, such as political norms and citizen pressures.  相似文献

E‐governance comprises the use of information and communication technologies (ICTs) to support public services, government administration, democratic processes, and relationships among citizens, civil society, the private sector, and the state. Developed over more than two decades of technology innovation and policy response, the evolution of e‐governance is examined in terms of five interrelated objectives: a policy framework, enhanced public services, high‐quality and cost‐effective government operations, citizen engagement in democratic processes, and administrative and institutional reform. This summary assessment of e‐governance in U.S. states and local governments shows that the greatest investment and progress have been made in enhanced public services and improved government operations. Policy development has moved forward on several fronts, but new policy issues continually add to an increasingly complex set of concerns. The least progress appears to have occurred in enhancing democracy and exploring the implications of e‐governance for administrative and institutional reform. ICT‐enabled governance will continue to evolve for the foreseeable future providing a dynamic environment for ongoing learning and action.  相似文献

This case study reports an innovative e‐government experiment by a local government in Seoul, South Korea—Gangnam‐gu. A new local political leadership in Gangnam made strategic use of e‐government applications to exert greater political control over the local civil service bureaucracy. The authors find that e‐government applications possess political properties that can be applied effectively by the political leadership as instruments to improve control over the government bureaucracy as well as to enhance essential government accountability and transparency. The political circumstances underlying e‐government development as well as its impact on local government are reported, along with key variables associated with this innovation and directions for future research.  相似文献

This article contributes to the growing discourse on the potential of e‐government to transform the operations of public sector institutions, thereby improving public services. It does so by conceptualizing public service quality into efficiency, economy (cost reduction), customer satisfaction, and service accessibility and draws on qualitative data from the Ghanaian narrative for illustration. As previous studies have demonstrated, this study also affirms the potential of e‐government in improving public services delivery by increasing efficiency, reducing the cost of operations, expanding access to services, and achieving customer satisfaction. Yet, there remains a repertoire of challenges such as weak ICT infrastructure especially in towns and villages, incessant power outages and illiteracy, which are drawbacks to fully harnessing the benefits of e‐government in Ghana. The study recommends that these challenges should feature prominently in e‐government policies to increase the chances of solving them.  相似文献

The article analyses e‐government progress in China. It provides a brief overview of benchmarking studies and their evaluation of China, plus a contextual analysis of e‐government initiatives in China and of the changing official position witnessed in the past two decades. It then takes stock of e‐government in China in the first quarter of 2004. On this basis, it considers the significance of contemporary e‐government activity for Chinese governance. The argument is that e‐government is currently having no more than a limited impact on the Chinese public sector. However, there are strong grounds for optimism about future development. Implementing e‐government in the contemporary American state is challenging. E‐government places high technical demands on agencies and citizens in an environment of budget austerity and political polarization. Governments developing e‐government policies often mobilize frontline workers—also termed “street‐level bureaucrats”—to help citizens gain access to services. However, we know little about how frontline workers cope in these challenging circumstances. This article fills this gap by examining frontline workers implementing the Patient Protection and Affordable Care Act. Based on a qualitative analysis, the authors find that frontline workers “move toward clients” when coping with stress: they bend the rules, work overtime, and collaborate in order to help clients. They are less inclined to “move away” or “move against” clients, for instance, through rigid rule following and rationing. In other words, frontline workers try to serve clients, even “when the server crashes.” Frontline workers, then, can play a vital role in the successful implementation of e‐government policies.  相似文献

At the beginning of the twenty‐first century, the challenge to governments is to improve citizens’ trust in governments. The Internet aids good governance by increasing transparency and customer‐oriented service delivery. During the last few years, European Union local governments have expanded their presence on the Internet. This article presents empirical evidence on the nature of e‐governance initiatives in cities across Europe. The findings could be of interest to cities interested in determining how their online presence compares with that of other cities. There are opportunities for information and communication technologies (ICT) to enhance governance in local governments, but the focus of the ICT applications concentrates technologies on the management and delivery of services rather than on other areas. The Internet is not yet running as an effective medium facilitating democratic inputs into the policymaking process. Our study shows that technology is behaving as an enabler within preexisting social and political structures.  相似文献

In recent studies, scholars have highlighted factors that influence citizen satisfaction with democracy, with particular emphasis on the role played by the institutional features of political systems, and ideology. This article presents the first empirical study of whether changes in important party characteristics can affect individuals' satisfaction with democracy. Using a measure of parties' character‐valence derived from content analysis of news reports, evidence is presented that when governing parties' images decline with respect to important valence‐related attributes such as competence, unity and integrity, then citizen satisfaction with democracy similarly declines. However, this relationship is conditional on the performance of opposition parties. These findings are relevant to studies of regime support, political representation, democratic accountability and voter behaviour.  相似文献

Events since I published my book Post‐democracy in 2004 suggest that democracy continues to decline in effectiveness in those parts of the world where it has been most strongly established. The global financial crisis, the consequent euro crisis, the likely shape of a Transatlantic Trade and Investment Partnership (TTIP) and growing evidence of the political power of giant mass media corporations all suggest that the dominant forces in today's politics are not those of democratic will. Movements like Syriza in Greece possibly suggest a democratic reawakening, but that is too early to determine. Meanwhile, it is important also to be aware of democracy's limits, and to try to resolve the problem of post‐democracy by extending its reach beyond its competence.  相似文献

A proliferation of health information technology (HIT) policies to implement dimensions of e‐health, including electronic medical records, electronic health records, personal health records, and e‐prescribing—along with expanding initiatives on mobile health in developed countries and emerging technologies—has sparked academic inquiry into the protection of privacy and data and the technology to protect privacy and data. This article examines HIT policies in the United States and in China and the use of authentication technologies to assess biometrics as privacy's friend or foe in different political frameworks with varying conceptions of privacy. An analysis of privacy in the context of health data protection, challenging relations of trust between patients and providers, the increasing perspective of health data integrity as a cyber‐security issue, and the growing rate of medical fraud and medical identity theft may yield findings of a convergence of views of privacy and biometrics unexpected of contrasting political cultures.  相似文献

Why do “tainted” politicians in high‐corruption countries adopt transparency and anti‐corruption policies that risk exposing their wrongdoing? Using the cases of freedom of information and public asset disclosure in Romania, we assess three explanations: that these policies are meant to be mere window dressing, facilitate bottom‐up monitoring, or ensure access to information for the ruling party if it loses power. We find that decision makers adopt transparency and anti‐corruption policies because they want to signal their integrity and because they underestimate their consequences. Because they assume they will be able to control implementation, decision makers discount the potential costs of damaging information being released. Sustained political competition can keep corruption and lack of transparency on the public and political agenda, shifting attention from policy adoption to implementation and leading to increased compliance. Since politicians miscalculate the consequences of their actions, signals that are intended to be cheap can end up being quite costly.  相似文献

MPs have not previously been assigned a major role in electoral campaigning, being considered only one element of a political party's ‘marketing’ tools for winning votes. Evidence now suggests that the relationship between MPs and their constituents is changing. The concept of ‘constituency service’ implies that individual MPs can have a much greater influence on local voters and so possibly buck national trends. At the same time the concept of the ‘permanent campaign’ is transforming political campaigning whereby the political elite needs ever‐greater control of the tools used to provide messages to voters. The internet is a potential battleground between MPs who want greater control of their own local campaigning and the party elite who want to ensure a consistent, coherent and controlled message. The Internet is a new addition to the campaigning armoury, yet the focus so far has been on e‐government, e‐democracy and election campaigns. By concentrating on how and why MPs use their websites this paper considers whether MPs have fully understood and utilised this new medium. Key questions include whether their websites are ‘sticky’, interactive and a means of creating a targeted message. The findings of this detailed study of MPs' websites show that apart from a few pioneers, MPs have not progressed beyond using the Internet as ‘shovelware’ — the vast majority view their website as an electronic brochure and not a new form of two‐way communication. The Internet will provide a way to force direct democracy to the fore, replacing many of the prerogatives now reserved for representative democracy. This is especially true in Europe where the continental integration of the economy has not been matched by integrated political democracy. Lobbying in the UK will become less relevant as the EU comes to predominate. Most studies of policy feedback have focused on processes of self‐reinforcement through which programs bolster their own bases of political support and endure or expand over time. This article develops a theoretical framework for identifying feedback mechanisms through which policies can become self‐undermining over time, increasing the likelihood of a major change in policy orientation. We conceptualize and illustrate three types of self‐undermining feedback mechanisms that we expect to operate in democratic politics: the emergence of unanticipated losses for mobilized social interests, interactions between strategic elites and loss‐averse voters, and expansions of the menu of policy alternatives. We also advance hypotheses about the conditions under which each mechanism is likeliest to unfold. In illuminating endogenous sources of policy change, the analysis builds on efforts by both historically oriented and rationalist scholars to understand how institutions change and seeks to expand political scientists’ theoretical toolkit for explaining policy development over time.  相似文献

This article investigates citizens’ refusal to take part in participatory and deliberative mechanisms. An increasing number of scholars and political actors support the development of mini‐publics – that is, deliberative forums with randomly selected lay citizens. It is often argued that such innovations are a key ingredient to curing the democratic malaise of contemporary political regimes because they provide an appropriate means to achieve inclusiveness and well considered judgment. Nevertheless, real‐life experience shows that the majority of citizens refuse the invitation when they are recruited. This raises a challenging question for the development of a more inclusive democracy: Why do citizens decline to participate in mini‐publics? This article addresses this issue through a qualitative analysis of the perspectives of those who have declined to participate in three mini‐publics: the G1000, the G100 and the Climate Citizens Parliament. Drawing on in‐depth interviews, six explanatory logics of non‐participation are distinguished: concentration on the private sphere; internal political inefficacy; public meeting avoidance; conflict of schedule; political alienation; and mini‐public's lack of impact on the political system. This shows that the reluctance to take part in mini‐publics is rooted in the way individuals conceive their own roles, abilities and capacities in the public sphere, as well as in the perceived output of such democratic innovations.  相似文献

The extent and ways in which popular preferences influence government policy are absolutely central to our understanding of modern democracy. Paul Warwick's discussion of these in the European Journal of Political Research in 2010 puts itself at the heart of the debate with its critique of the median mandate theory of McDonald and Budge, proposing an alternative ‘bilateralist’ concept of representation. This article questions whether this concept has much to add to our theoretical understanding of representational processes. However, Warwick's further conceptual points deserve serious consideration. These concern the time horizons within which representative processes work, and the status of the median position given multi‐motivated voting. At the evidential level, Warwick argues that survey‐based measures of voter and party left–right positions fail to produce the correspondence between median and government policy positions that median mandate theory would have us expect. However, survey‐based measures of median voter and party placements obscure important cross‐national variation. Using the Comparative Study of Electoral Systems ( CSES 2007 ), as Warwick does, this article shows that survey respondents norm their own and their country's party positions to their national context. The consequence is to make the political centre in all nations appear similar. Allowing for the relevant cross‐national differences brings the relationship between the median voter and government position back in line with expectations.  相似文献

Researchers have examined the impact of the politics‐administration dichotomy on the practice and theory of public administration within the United States. But the dichotomy also influenced patterns of international engagement by American experts in the 1920s and 1930s. Americans believed that they could set politics aside and collaborate on administrative questions with regimes that did not respect democracy and human rights. This belief was tested after the rise of Adolf Hitler. American experts in public administration engaged with the Nazi regime for three years, ignoring the rising controversy over Nazi policies. The breaking point came in 1936. American experts finally recognized that it was impossible to ignore political questions and became forthright proponents of “democratic administration.” This struggle to define the boundaries of international engagement is relevant today, as specialists in public administration again find themselves in a world in which a shared commitment to democracy and human rights cannot be taken for granted.  相似文献

One important but often understudied area of research in public administration is the effect of e‐government on administrative discretion. This article examines e‐government factors that influence administrative discretion through a survey of local governments. The focus of this study is on Egyptian local governments, which are using e‐government to modernise public service delivery. Through a survey of administrative officials in these governments, this study found evidence that e‐government factors of collaboration and organisational change influenced administrative discretion. Other common factors noted in the literature such as size of the local government and demand by citizens for e‐government did not register an effect on administrative discretion. The results of this study imply that local governments should do more to enhance e‐government to reduce administrative discretion, especially in the area of increasing collaboration. While ‘evidence‐based’ or ‘rationalist’ approaches to criminal policy may appeal to technocrats, bureaucrats and a number of academics, they often fail to compete successfully with the affective approaches to law and order policies which resonate with the public and which appear to meet deep‐seated psychological needs. They also often fail to recognise that ‘policy’ and ‘politics’ are related concepts and that debates about criminal justice are played out in broader arenas than the academy, the bureau or the agency. To be successful, penal reform must take account of the emotions people feel in the face of wrongdoing. Further, successful reform must take into account changes in public ‘mood’ or emotions over time and be sensitive to different political and social cultures. This article argues that criminal justice policies are more likely to be adopted if, in addition to the gathering and presentation of evidence, they recognise and deal with the roles of emotions, symbols, faith, belief and religion in the criminal justice system. It also recognises that evidence alone is unlikely to be the major determinant of policy outcomes and that the creation and successful implementation of policy also requires extensive engagement and evidence‐based dialogue with interested and affected parties. This necessitates a different kind of modelling for evidence‐based policy processes.  相似文献
