Abstract

This paper focuses on the relationship between national security and environmentalism in South Korea. The 2009 South Korean Presidential Committee on Green Growth set a long-term vision for South Korea to ‘go green’. This is promoted as a new state-led development paradigm and a response to new global security risks. The paper identifies official and unofficial contested narratives on development, environmentalism and national security. By focusing on civil society movements, the paper identifies challenges to the exclusionary realist and liberal institutional approaches to South Korea's Green Growth initiative. These alternative discourses of national security are unpacking and reconstructing the relationship between development and environmentalism through the question of who defines ‘national security’ and for whose interests.  相似文献

Abstract

Referring to the short-term survival of new progressive governments, ‘progressive setback’ has been a remarkable political phenomenon in many East Asian countries during the recent decades. Regarding this phenomenon's background, this paper investigates why and how urban citizens challenged their progressive governments in Thailand, South Korea, and Japan. First, this paper argues that the progressive setback across East Asia reflects the difficulty progressive governments faced in overcoming the legacy of longstanding conservative regimes, which had locked urban citizens into specific modes of subsistence. The progressives invoked the protest of urban populations as their new socioeconomic policies undermined these populations’ traditional basis of subsistence. Second, an investigation of the primary modes of urban subsistence in each country makes the cross-national comparison of progressive setback possible. Urban middle classes in Thailand, as an exclusive group incorporated into the mainstream political economy, engaged in a fierce contest with a progressive government that denied their privileged status in Thai society. In Korea, the self-employed turned to the conservative party since market restructuring programs of the progressive government made it difficult for these self-employed to maintain profits and sustain their livelihood. Finally, Japan's urban workers could not welcome the welfare expansion of the new labor-friendly government, because this class was too dependent upon wage incomes to agree with the consumption tax hike that welfare expansion required as its precondition. This paper implies that the old habits of urban citizens are an important hurdle for East Asia's progressives to overcome.  相似文献

While the Korea–United States (KORUS) free-trade agreement negotiations were concluded in 2007, and ratified in 2011, the agreement has remained deeply controversial. Labor unions, civil society groups, and opposition politicians in South Korea have criticized the agreement as being unfair, and also in the United States have voices spoken out against the agreement. The process of negotiation by South Korea was deeply flawed, and the conclusion of the agreement, that included a unilateral ratification by the ruling party in National Assembly, was forcefully opposed by many groups in South Korean society with violent demonstrations leading almost to the collapse of the Lee Myung-bak government. This article argues that it was not only the perception of potential economic damage to, in particular agricultural, domestic interest that was the main cause of the public resistance to the agreement, but that the unique nature of the relationship with the United States, and how this influenced the progress of negotiating and ratifying the agreement in South Korea, was a leading course of the divisiveness of the agreement and the massive resistance it faced. This is also why while the conservative Park Geun-hye government has expressed its willingness to re-negotiate other free-trade agreements, it has remained adamant in its refusal to even consider reopening the KORUS agreement. It is not only the apparent trade benefits that accrued to South Korea that is behind this refusal. With the ruling party having lost the April 2016 National Assembly elections and presidential elections scheduled for December 2017, the conservative elite, concerned about its electoral fate, has no interest in re-opening such a divisive issue as the KORUS free-trade agreement.  相似文献

This paper shows the pattern of diffusion of a tool of protest – blank and null voting (BNV)– in the context of Spanish national elections. It shows how the 2004 protest mobilization by Batasuna (a Basque nationalist party) predicts null voting by identifying the relationship of this form of protest with both the level of grievance of the population and the political resources of the mobilizers. The paper then demonstrates that this large and visible use of a protest tactic is followed by a heterogeneous diffusion process after the main mobilized protest event and beyond the supporters of the original mobilizer. In the 2008 national election, across Spain, citizens with grievances toward the political system and, most importantly, with political affinity with the initiators were the ones to update their individual protest repertoire with this electoral protest tool.  相似文献

Abstract

This article examines the increased linkage between domestic and foreign policy that has been a consequence of democratization and globalization in Korea. It argues that while prior to 1987 foreign policy-making saw very little public input, and while democratization did not lead to a weakening of domestic political institutions nor a rise in nationalism, it did open up domestic political space where foreign policy-making increasingly became part of the contentious electoral competition. The globalization policy, initiated with the purpose of raising Korea's international status, which has remained a goal of succeeding administrations, created a complex interdependency which led to a breakdown in the separation between the domestic and international, and that often brought with it a domestic backlash. As a consequence foreign policy-making, in the absence of a tradition of political compromise, increasingly runs the risk of either inconsistency, or even deadlock.  相似文献

ABSTRACT

Struggles for peace, self-determination and demilitarization are common near military installations around the world. Increasingly, these struggles have become linked in globe-spanning assemblages of activism. Based on interviews in South Korea, Okinawa, Puerto Rico, Hawai’i, and Guåhan (Guam) this paper analyzes how activists in these locales develop a sense of shared oppression that serves as a basis for connecting geographically distant activist communities. Through visiting each other’s places – and participating in activities such as direct action protests, eating together and dancing – activists develop a recognition of shared circumstance not only through intellectual discussion, but also through the production of shared visceral and emotional states. This shared feeling of mutual oppression then serves as a basis for solidarity and mutual aid among social movements that protest militarization and challenge traditional conceptualizations of security in international relations.  相似文献

Abstract

The defection of Hwang Jang‐yop, one of North Korea's major ideological authorities and a senior member of the leadership, is a clear indication of regime crisis in Pyongyang. Hwang's assessment of the nature of the Kim Jong‐il regime, which he regards as incapable of reform and committed to war with South Korea, will strengthen those in Seoul who argue for a tough approach to be taken in negotiations on security issues with North Korea. At the same time, his remarks on the extent of communist influence in South Korean politics may influence the outcome of the 1997 presidential elections.  相似文献

Since the 1990s, South Africa, like many other countries from the Global South, has provided extensive social assistance for the poor. The literature on these policies, however, is largely dominated by structuralist accounts, and it largely overlooks political factors. We conducted quantitative analyses regarding the South African flagship Child Support Grant (CSG) program and investigated how contentious and electoral political dynamics jointly shape the provision of this program. Based on a logistic regression analysis, we measured the effect of protest participation, voting preference, and their interaction on the likelihood of CSG receipt. Our analysis showed that CSG receipt is much higher among “uncontentious supporters” of ANC and “contentious nonsupporters,” as well as those who join violent protests. This lends support for our argument that CSG is being used as a tool for electoral politics and containment of unrest, providing fresh evidence for political mediation theories of social policy.  相似文献

Despite the voluminous literature on the ‘normalisation of protest’, the protest arena is seen as a bastion of left-wing mobilisation. While citizens on the left readily turn to the streets, citizens on the right only settle for it as a ‘second best option’. However, most studies are based on aggregated cross-national comparisons or only include Northwestern Europe. We contend the aggregate-level perspective hides different dynamics of protest across Europe. Based on individual-level data from the European Social Survey (2002–2016), we investigate the relationship between ideology and protest as a key component of the normalisation of protest. Using hierarchical logistic regression models, we show that while protest is becoming more common, citizens with different ideological views are not equal in their protest participation across the three European regions. Instead of a general left predominance, we find that in Eastern European countries, right-wing citizens are more likely to protest than those on the left. In Northwestern and Southern European countries, we find the reverse relationship, left-wing citizens are more likely to protest than their right-wing counterparts. Lessons drawn from the protest experience in Northwestern Europe characterised by historical mobilisation by the New Left are of limited use for explaining the ideological composition of protest in the Southern and Eastern European countries. We identify historical and contemporary regime access as the mechanism underlying regional patterns: citizens with ideological views that were historically in opposition are more likely to protest. In terms of contemporary regime access, we find that partisanship enhances the effect of ideology, while ideological distance from the government has a different effect in the three regions. As protest gains in importance as a form of participation, the paper contributes to our understanding of regional divergence in the extent to which citizens with varying ideological views use this tool.  相似文献

This essay aims to re-evaluate the quality of democratic consolidation in South Korea from a participatory democracy perspective. In order to do so, I, drawing on Barber's theory of strong democracy, redefine democratic consolidation in terms of the active citizenship and political dynamism that it breeds rather than in terms of stability, which overly prefers a liberal-pluralist, yet inherently conservative, civil society to a more vibrant and sometimes intractable form of civil society. Understanding democratic consolidation as an open-ended, non-teleological, and perennial struggle for citizenship, I then focus on the Koreans' collective response to the deaths of two teenage girls struck by a US military vehicle in 2002 to explore how Koreans critically re-evaluate their collective identity and actively repossess citizenship in civil society through the inculcation and practice of ch?ng, the Koreans' familial affectionate sentiment. I conclude by presenting “affectionate citizenship” as the most practicable model for Korean democracy.  相似文献

If gender quotas are applied to only one tier in a mixed-member majoritarian system, do we see a spillover effect of an increased proportion of women in the other tier? Based on statistical analysis of national legislative elections in South Korea from 1988 to 2016, this study casts doubt on the validity of the pipeline theory. The analysis shows that South Korea's gender quota has been achieving its primary goal of the political empowerment of women since its adoption in 2004, but with weak inter-tier contagion effect. In-depth interviews reveal the unique culture of the National Assembly and political parties which deem district-tier seats more prestigious than PR seats, and the informal practice of disadvantageous candidate district assignments lead to PR members having a hard time continuing their political careers once their terms as PR members are over.  相似文献

ABSTRACT

This article explores the perception of societal influence of civil society leaders based on a survey study conducted in 2017 among leaders of Swedish civil society organizations. Civil society leaders represent organizations that are often based on and guided by religious, political, or cultural values and that often strive to achieve some sort of social change. To exercise influence on society is thus a crucial feature of civil society leaders. Drawing on elite theories, the article seeks to explain differences in the perception of influence by looking at the following factors: (1) personal qualities and resources such as age, gender, country of birth, education, and working experiences, (2) social networks and contacts with representatives of different institutions (media, government, etc.), and (3) organizational position and resources, including relations with public authorities. The analysis shows that two out of three surveyed leaders perceive they have great influence in society concerning the issues they work with. Among the factors explaining the perception of influence, we find being a leader of an organization at the regional level, being of older age, having leading representatives of the media in one’s personal network, and stating that one has great influence over the organization one leads.  相似文献

Abstract

This paper joins the debate on Japan's territorial dispute with South Korea over the Dokdo/Takeshima islets. Informed by the ontological security framework of analysis, this paper seeks to explain the decision to adopt the ‘Takeshima Day’ ordinance by the Shimane Prefectural Assembly and the subsequent ascendance of ‘Takeshima’ to the fore of Japan's identity construction vis-à-vis the Korean ‘other’. In this paper, I distinguish between two processes: one that led to the adoption of the ordinance and another that resulted in the entrenchment of ‘Takeshima’ in Japan's identity construction vis-à-vis the Korean ‘other’. The paper argues that the former process should be understood within the context of Shimane Prefecture's distinct identity construction vis-à-vis Tokyo, while the latter can be attributed to recent changes in Japan–Korea relations unrelated to the territorial dispute per se.  相似文献

Abstract

The 2012 election resulted in a major victory for President Obama and while his Democratic Party improved its Congressional strength, the House of Representatives remains under Republican control. The election revealed the depth of America's political and voter divisions with each party showing dramatically different areas of strength and weakness. Yet the election did not hinge on foreign policy leaving the Obama administration likely to continue most of its earlier policies toward East Asia as marked by the multilayered ‘pivot’ toward Asia. Relations with China and North Korea are likely to remain difficult to manage while US–ROK links should be far smoother. Of particular concern is the economic sluggishness and rising nationalism in Japan which could well cause bilateral problems with the US and regional problems with Japan's neighbors, including US ally, South Korea. And at home the bipolar divisions over how best to deal with America's economic revitalization could well impede US abilities to exert a convincing multi-dimensional role in the region.  相似文献

Abstract

Single-party, authoritarian states such as Vietnam are frequently characterised as having ‘closed’ political opportunity structures and ‘un-free’ socio-political systems. The validity of this observation depends, however, on the viewer's frame of reference. Seen from the perspective of active citizens, Vietnamese political structures offer increasingly greater space for collective action than a state-centred institutional analysis would predict. Episodes of contentious politics surrounding land disputes and public parks during 2007 provide evidence of the changing dynamics of participation in politics. Actors involved in these and similar campaigns are broadly optimistic about the future prospects for an opening of political space within the existing system. These findings are contrasted with international reports of violations of political rights and with the Vietnamese government's own efforts at legal reform. Although signals remain mixed, to some extent Vietnam might be becoming a ‘rice-roots democracy’ in practice, while remaining a single-party state. The voices and experiences of civil society actors will continue to shape opportunities and risks in the expansion of political space.  相似文献

Abstract

Although the 1994 Agreed Framework offers a solution to the North Korean nuclear crisis, many problems may prevent its successful implementation. Should the Agreed Framework break down, the United States and South Korea have indicated that they will ask Japan to join them in a trilateral economic sanctions regime.

Japanese participation would include the severance of trade and financial flows, including money sent to North Korea from Japan's ethnic Korean community. In this paper I examine this financial flow, and, finding it a valuable linkage to the North Korean economy, conclude that Japanese participation is vital for a successful sanctions regime against North Korea.

Given this, I examine whether or not Tokyo's cooperation will be forthcoming. Japan would be inclined to participate given that it has a strong interest in eliminating a regional nuclear threat. Furthermore, Japan would also feel pressure from its allies to display diplomatic leadership in the Asia‐Pacific region, as befits a country of its economic importance.

Despite these international reasons for Japanese participation, domestic factors will be likely to prevent Tokyo from joining a sanctions regime: constitutional questions, the possibility of terrorist reprisals, interest in Pyongyang's regime maintenance, concerns for the rights of Japan's ethnic Korean community, and political ties between North Korean and Japanese politicians. I find that these domestic factors will outweigh international pressures for Japanese participation, and thus conclude that in the event of a breakdown in the Agreed Framework, alternatives to a trilateral sanctions strategy against North Korea must be considered.  相似文献

Abstract

This paper examines the processes of bank and corporate restructuring in South Korea since the 1997–98 economic crisis, and seeks to highlight how the state has intervened in a highly dirigiste manner in order to expedite restructuring in both the commercial bank and corporate sectors. At the same time it demonstrates the clear neoliberal principles that have underpinned the state's attempts to promote restructuring. The state has shown a clear determination to take action against insolvent firms and financial institutions no matter how large or strategically important they may be, to impose hard budget constraints on key economic actors. Furthermore, the state has actively sought to engineer the sale of key domestic firms and banks to foreign investors. We argue that Korea's efforts to create a functioning neoliberal economy have been largely successful and are functional from the perspective of Korean capitalism, if not the perspective of individual Korean firms. Changes in the global economy in the two decades preceding the 1997–98 crisis imposed an increasingly inescapable pressure on the Korean state to effect a neoliberal transformation and Korea's future as a centre of capitalist accumulation has for some time been bound up with the success of the neoliberal project. In conclusion, this paper seeks to draw out the broader implications of this reading of the post-crisis restructuring programme for debates on global economic liberalization and the future of capitalist diversity.  相似文献

Abstract

Germany and Japan have both used regionalism as a hedge against American power in the area of telecommunications, but this strategy has taken very different forms. Germany's regionalism is within the European Union. Since 2002 Japan has developed an ad hoc technology alliance in telecommunications with China and South Korea. Both the European Union and Northeast Asian countries have used industrial policy to promote telecommunications technology and both regional organizations have expressed concern about American dominance in telecommunications. Both Germany and Japan have looked to their lower income neighboring countries for investment opportunities in telecommunications, but each has taken a different approach. Japanese telecommunications firms have not been very successful in investing in other countries or in exporting Japan's very sophisticated and expensive telecommunications equipment. The Japanese government and business organizations have taken the lead in trying to promote joint research and pursue development of joint standards. Germany's Deutsche Telekom has been much more active than Japanese firms in international investment. The European Union differs from the Northeast Asian group in that it has pressed Germany to keep its domestic telecommunications market open and to make Deutsche Telekom compete internationally. It is surprising that China, Japan and South Korea have reached out to each other to cooperate on technology and standards development despite longstanding mutual antagonisms. The Northeast Asian agreements on telecommunications recall the European Coal and Steel Community (ECSC) of 1952, an initiative that also sought to link economically states divided by deep resentments. Like the ECSC, the current Asian initiative targets some of the most important economic sectors of the day. However, strong market pressures tend to undermine cooperation, and it is uncertain how much impact the agreements on telecommunications will really have.  相似文献
