Abstract

The surprising authority of gender expertise on sexual violence within post-Cold War peacekeeping can be understood by tracing how sexual violence became linked with political torture and combat violence in peacekeeping security rationality. The linkage emerged from the development of Post-Traumatic Stress Disorder (PTSD) theory within anti-Vietnam war activism, which gained international authority during the 1980s. Post-Cold War narratives of ‘multi-dimensional’ peacekeeping as the policing and rehabilitation of perpetrators and victims for self-government drew on PTSD expertise on ‘integrity violations’, thus problematizing sexual violence. However, gender expertise should not be dismissed as providing ideological cover for imperialist projects: the contingent authority gender expertise has claimed has disrupted the peacekeeping narrative by representing peacekeeping operations as fostering flourishing sex industries in which integrity violations are a norm.  相似文献

Abstract

In Red Tape, I do not use the term “arbitrary” in opposition to “systematic”, as is alleged by Harriss and Jeffrey. Arbitrariness accompanies systematic forms of discrimination, and is the result of both, the indifference to outcomes and to the chaotic style of functioning of Indian bureaucracies. Interpreting structural violence, or explaining injustice, requires understanding what the state means to different people. The chief argument that poverty is a form of violence, and represents the killing of the poor, underlines the injustice that results from treating poverty as a biopolitical fact. I employ a notion of politics that is not restricted to parties and mobilization, but which saturates all relations of inequality. Despite voicing dissatisfaction with the analysis presented in Red Tape, Harriss and Jeffrey fail to forward an adequate and coherent alternative.  相似文献

This article examines the feminist appropriation of the legal principle of due diligence to politicize acts of violence at the hands of private actors within the private sphere. This move expanded traditional notions of state responsibility for violence against women under international human rights law. Using frame analysis, we focus on the institutionalization of this feminist understanding of due diligence through its discursive incorporation in international human rights policy documents and its mobilization in cases of domestic violence litigated within the UN and the Inter-American and European human rights systems. Through this discursive framing work and its institutionalization, feminists have challenged the gendered politics of the public/private divide to change the terms on which differently positioned women can engage with the state and global governance institutions. We argue that this change can potentially reconfigure women's state-bounded and transnational citizenship. The implications of due diligence as a political and sociological concept require more careful consideration by citizenship and human rights scholars.  相似文献

ABSTRACT

This paper addresses the role of artistic memory in processes of redressing political violence and historical injustices. Combining philosophical reflection, insights from memory studies and examples of artistic practices, it focuses on how memory and imagination coalesce in problematising mass violence against women and resisting its ‘official’ oblivion. The argument is that artistic memory work can foster collective memories of the painful past in ways that overcome both individual and national representations. To this end, this paper aims to explore various contemporary art productions as new models of memorialization, which deal with the representation of violence against women in armed conflicts and under political repression. The academic literature on the role of art in processes of dealing with the past tends to examine literature, film, theatre, painting and other more traditional artistic media of commemorating the victims of mass violence. In contrast, this paper explores the political potentialities of new artistic models of memorialization, namely participatory and collaborative artistic practices. Unlike the traditional media, they can commemorate victims performatively and collaboratively, simultaneously catalysing transnational solidarity and new forms of politics ‘from below.’  相似文献

Gender inequality and violence of indigenous women began during the high level of European colonial penetration. This process was continued and maintained by the creation of federal Indian legislation. In order for this process to take hold, indigenous men were forced to perpetuate the same type of gender inequality that was practiced by the new Americans. Consequently, indigenous women were displaced from their indigenous purpose and relegated to an unfamiliar, inferior and often subjugated position to Indian men and to whites. As a result of this treatment, the relationship between American Indian men and women changed dramatically, contributing to a higher level of conflict and gender inequality within and outside of tribal governments. This article examines factors that gave rise to the inequality of Indian women and offers suggestions on how American Indian women can achieve a level of equality and still not sidestep the larger issue of tribal sovereignty.  相似文献

ABSTRACT

In his later years, Leo Tolstoy wrote numerous books, essays and pamphlets expounding his newly-articulated denunciations of all political violence, whether by dissidents or ostensibly legitimate states. If these writings have inspired many later pacifists and anarchists, it is partly thanks to his masterful deployment of the literary technique of ‘defamiliarisation’ – or looking at the familiar as if new – to shake readers into recognising the absurdity of common justifications of violence, admitting their implicit complicity in it, and noticing the process which numbed them into accepting such complicity. This paper discusses Tolstoy’s use of the imagination to defamiliarise and denounce violence, first by citing several typical examples, then by reflecting on four of its subversive characteristics: its disruption of automated perception, its implicit concession of some recognition, its corrosion of conventional respect for traditional hierarchies, and its encouragement of empathy.  相似文献

Abstract

This paper examines the relevance of Boltanski and Thévenot's newly translated book, On justification, to the analysis of political ideas and political action. While situating the work of the authors within its initial intellectual context, namely the ‘economics of conventions’, it shows that one of the key contributions of the ‘sociology of justification’ lies in the answers it brings to two fundamental, as yet unresolved, questions in political science and political sociology: first, how is it possible to identify those ideas which are politically relevant? Second, how is it possible to capture the dynamics of public ideas? After outlining the sources of the quandaries faced within political science and political sociology as regards these two questions, the conceptual framework of Boltanski and Thévenot is presented and explained, and research perspectives suggested. This article argues that On justification provides a highly engaging, stimulating and empirically useful contribution to current debates in social and political theory around the dynamics of political arguments and ideas.  相似文献

ABSTRACT

The prevention and mitigation of sexual and gender-based violence in (post-) conflict societies has become an important humanitarian activity. This introductory article examines the analytical discourses on these interventions, the institutionalization of SGBV expertise in international politics, and the emancipatory potential of anti-SGBV practices. It argues that the confluence of feminist professional activism and militarized humanitarian interventionism produced specific international activities against SGBV. As part of the institutionalization of gender themes in international politics, feminist emancipatory claims have been taken up by humanitarian organizations. The normal operating state of the humanitarian machine, however, undercuts its potential contribution to social transformation towards larger gender equality in (post-) conflict societies.  相似文献

Abstract

While research exists on how political parties use political marketing instruments, there is a lack of emphasis on strategic marketing, especially with regard to theoretical frameworks of political marketing orientation. This can be seen as problematic in the development of political marketing research as a subdiscipline of marketing and political science. A concept is suggested that defines a party's orientation towards political marketing management using two crucial elements of strategic marketing theory regarding customer orientation: leading and following. Three generic types of political parties are characterised by their strategic postures using their stance on these two elements. The implications of strategic postures for the fulfilment of certain political marketing functions and organisational issues are briefly discussed. While traditional parties with a rigid content-based approach towards policy-making can be characterised as Convinced Ideologists, contemporary catch-all parties have moved towards being Tactical Populists.

Whilst both these postures are prone to being perceived as dogmatic or untrustworthy and fickle, a third posture, that of Relationship Builder, is proposed. This integrates leading and following, by using a relational approach towards marketing, as suggested in the evolving literature on strategic marketing and marketing orientation. This Relationship Builder stance constitutes a theoretical posture that needs to be clarified by empirical research in the political arena. Thus, to foster further empirical and theoretical research, several propositions have been derived in a process that is in line with the demands of theory-building and hypothesis-driven exploration as suggested for this comparatively new discipline of political marketing.  相似文献

ABSTRACT

This article explores the convergences and divergence between transitional justice and peacebuilding, by considering some of the recent developments in scholarship and practice. It examines the notion of ‘peace’ in transitional justice and the idea of ‘justice’ in peacebuilding. It highlights that transitional justice and peacebuilding often engage with similar or related ideas, though the scholarship in each field has developed largely in parallel to each other, and often without any significant engagement between the fields of inquiry. The article also notes that both fields share other commonalities, insofar as they often neglect questions of capital (political, social, economic) and at times, gender. It is suggested that trying to locate the nexus in the first place draws attention to where peace and justice have actually got to be produced in order for there not to be conflict and violence. This in turn demonstrates that locally, ‘peace’ and ‘justice’ do not always look like the ‘peace’ and ‘justice’ drawn up by international donors and peacebuilders; and, despite the ‘turn to the local’ in international relations, it is surprising just how many local and everyday dynamics are (dis)missed as sources of peace and justice, or potential avenues of addressing the past.  相似文献

Abstract

Recently, G. A. Cohen introduced an influential distinction between fact-sensitive and fact-insensitive principles arguing that all basic normative principles are of the latter type. David Miller rejects this claim submitting that the validity of basic normative political principles depends on some general propositions about human nature and societies; for example, that men’s generosity is ‘confined’ and that nature has made ‘scanty provision’ for his wants. Miller ties this view of the nature of basic political principles to the view that political philosophy ought to guide people engaged in real-world politics and claims plausibly that in order to fulfil this purpose, political philosophy must be informed by social science. I argue that Miller neither succeeds in showing that basic principles can be fact-sensitive, nor establishes any connection between the Cohen-Miller disagreement on fact-sensitivity, on the one hand, and the nature and aims of political philosophy, on the other hand.  相似文献

ABSTRACT

Recent academic research has questioned assumptions about sexual violence in (post-) conflict contexts. Gender norms rather than military decision-making have been found to constitute a major underlying reason for wartime sexual violence. In this contribution, we investigate whether international organisations seeking to prevent sexual violence in the Democratic Republic of Congo have accordingly changed their analytical perspectives and modified policies and programming. We find that many, but not all, such organisations creatively appropriate new academic work in their policy and project documents. However, incentives for continuity in the humanitarian field have slackened the pace of any substantive practical changes.  相似文献

This article analyses how minority populations govern and are governed in South Lebanon’s informal Palestinian settlements and the Serbian enclave in North Kosovo. Drawing on literature about hybrid political orders, it is argued that in both settings political parties play a linchpin role in local governance. Based on this finding, three key functions of political parties in the governance of minority populations in hybrid political orders are identified: representation, provision and brokerage. Understanding the interdependencies and trade-offs between these different roles contributes to remedying the analytical blind spot regarding the nature, positions and roles of political parties in hybrid political orders.  相似文献

The Dayton Peace Agreement ended the violence in Bosnia–Herzegovina, however, it also solidified antagonistic political identities leading to the creation of two social contracts: an ‘elite social contract’ involving primarily political elites of the main ethnic groups and an ‘everyday social contract’ involving ordinary citizens trying to manage a complex social and economic environment. The first social contract is hegemonic, however, alternative, non-nationalist views are slowly emerging. Grassroots groups, the surviving remnants of inter-ethnic coexistence, the integrating pull of market forces and the presence of a large diaspora all constitute resources for the creation of a resilient national social contract.  相似文献

ABSTRACT

This article analyses how early twenty-first century political activists in Italy construct the frontier between politics and violence. It puts these constructions into the context of more conventionally theoretical accounts of violence and politics. Analysis of internet discourse published by left/anarchist bloggers and group members focusses on how activists criticize the conventional view that electoral politics is non-violent, and endorse the view that violence is politics’ main means. This means that the role of violence in oppositional politics then has to be negotiated. Discourse analysis shows how ideas of resistance, and anti-state force, are articulated in such a way as to draw distinctions between us and them, and their politics and ours. The article discusses the significance of these articulations of the politics-violence distinction for the construction of political agency, and for the justification of forms of political action, seeking to show that boundary work is fundamental to political agency.  相似文献

Abstract

Housing has important economic, political, and social ramifications for Western Europe and beyond. Despite its importance in shaping economic and political outcomes, however, housing remains in the peripheral vision of major comparative political economy debates. This introduction to the special issue accomplishes four objectives. First it demonstrates how housing defies current political economy typologies by failing to conform to their theoretical and empirical predictions. Second it summarises the current state of housing research within political science, which still remains in its infancy. Third it highlights how the contributions in this special issue expand our understanding of how housing causes and is shaped by political and economic outcomes in Europe. Finally, this introduction concludes by outlining how the special issue contributions demonstrate housing’s importance for the welfare state, political preferences and electoral shifts, regulatory and redistributive policies, and financialisation and household indebtedness in Europe.  相似文献

ABSTRACT

This article takes issue with de-politicised and moralistic conceptions of the Responsibility to Protect (R2P) and, inspired by the political theory of Hannah Arendt, develops a ‘re-politicised’ and ‘de-moralised’ account of R2P. It argues that by relying on a link between a moral responsibility to ‘save strangers’ and practical political action, R2P turns a blind eye to the political interest of powerful actors. And by trying to transform R2P into a ‘blueprint’, ‘roadmap’ or ‘emergency plan’ for political action, many commentators try to render obsolete political deliberation and practical judgement on a case-by-case basis. The present article argues that it is necessary to develop a more realistic view of R2P’s role and potential in world politics. R2P, it is argued, has an important discursive function and considerable potential to influence and guide international decision-making processes. Drawing on Arendt’s conception of ‘evil’ as a crime against humanity itself, this article reframes R2P as a ‘responsibility to protect humanity from evil’. An Arendtian understanding of mass atrocities as crimes against our common humanity (i.e. as evils) facilitates the development of a re-politicised and de-moralised account of R2P: This account recognises its discursive role, it actively seeks to generate political interest for action in the face of harrowing mass atrocities but also acts as a leash on intervention in less severe cases.

ABSTRACT

Political marketing is an exciting new area. Research produced over the last decade has been pioneering in showing the applicability of marketing to politics. However, this article argues that the field now needs to move in a different direction if we are to reach political marketing's full potential. Political marketing needs a comprehensive approach: it can be applied not just to party-electoral behaviour but also legislatures, local government, the media, and public services, with both concepts and techniques from marketing, and an understanding from political science literature as well as management studies. The article, therefore, maps out the route to be taken to reach the end of the rainbow and the pot of gold that the political marketing field potentially offers.  相似文献
