上海市农村集体经济组织产权制度改革的实践

方志权的"上海市农村集体经济组织产权制度改革的实践"一文指出,推进农村集体经济组织产权制度改革是农村改革发展中的一个具有方向性的重大课题,也是在新的历史条件下壮大农村集体经济的重要实现形式。近年来,在上海市委、市政府的高度重视下,上海各区县加强农村集体"三资"管理,积极推进农村集体经济产权制度改革工作,已取得了较好成效。     

农村集体经济组织的法律属性

农村集体经济组织在我国经历了三个阶段,在各个阶段其法律属性问题均是不明确的。农村集体经济组织具有三个本质属性:农村集体经济组织是在农村集体所有制的基础上建立;法律资格主体上与村民委员会的易混淆性;农村集体经济组织天生具有社区性。在我国,农村集体经济组织和企业、合作社等企业形式是有所区别的。在实践基础比较强的情况下,我们进行农村集体经济组织法律属性的研究是有其现实性和必要性的。     

改革开放以来我国农村集体经济的变迁与当前亟需解决的问题

改革开放以来的中国农村集体经济发展是农村经济发展成就的生动体现。农村集体经济发展既与宏观政策变化紧密相关,又与社会主义市场经济的深入发展密切相连,呈现出较为明显的三个变迁阶段。实践中,中国农村集体经济的发展呈现出多样化的态势,各地根据自身的资源条件,探索出了工业化模式、后发优势模式、集腋成裘模式等不同的发展模式。当前,中国农村集体经济发展取得明显成效,也面临一系列制度瓶颈,亟需进一步深化农村集体产权制度改革,探索集体经济有效实现形式,破解集体经济主体缺位、农村集体经济组织的成员权不清晰、法人治理结构不完善、农村集体经济缺乏长效发展机制等难题,促进新型农村集体经济发展壮大。

发展壮大农村集体经济组织是新形势下破解"三农"问题统筹城乡和谐发展的现实途径,金牛区在成都市推进城乡一体化总体战略下,积极创新发展集体经济组织,取得了明显成效.     

乡村振兴背景下壮大农村集体经济组织的思考

农村集体经济组织作为中国农村经济长期以来的重要载体,在乡村振兴战略实施过程中意义重大。然而当下中国农村集体经济组织的运营却面临体制不畅、人心不齐、基础不强的现实困境。乡村振兴过程中,必须要顺应时代潮流和农村群众对美好生活的需要,主要从三个方面打造具有组织性、科学性、市场性和参与性特征的新时代农村集体经济组织:加强党的领导,确保农村集体经济组织发展壮大的正确航向;深化涉农改革,焕发农村集体经济组织发展壮大的无限活力;夯实人才队伍建设,培养农村集体经济组织发展壮大的"领头雁"。

推进农村集体经济组织产权制度改革是农村改革发展中的一个具有方向性的重大课题，也是在新的历史条件下壮大农村集体经济的重要实现形式。     

合理确定农村集体经济成员资格,保护农民合法权益

随着经济的发展和城镇化进程的加快,农村集体经济组织成员资格和集体经济利益分配引发的纠纷不断涌现。农村集体经济组织成员问题,目前法律和行政法规等都没有明确规定,实践中认识不一,做法各异,严重影响了纠纷解决的效果。本文结合实践对此类问题浅谈几点看法,以期引起社会各界的关注和探讨,对社会主义新农村建设有所裨益。     

正确处理农村“三委”关系

村党支部、村委会、村集体经济组织在农村被称为“三委”。正确处理好“三委”关系，是目前农村面临的一个突出而紧迫的重要问题。天津农村从前年下半年以来，按照有关规定，先后进行了村党支部委员会和村民委员会的换届选举，从组织上保证了农村的稳定发展。但在一些地方，村党支部、村委会、村集体经济组织之间，尤其是前两者之间，出现了不协调的问题。     

论壮大村级集体经济

强大的村级集体经济,为新农村建设、农村政权建设、农村文化建设提供坚实基础,但目前村级集体经济存在负债偏重、建设主体缺位、帮扶力度不大、认识和领导未到位的问题。壮大村级集体经济,必须提高对激发农村发展活力、深化农村改革、建设和谐农村的认识,重点理清开发资源、利用特色、规范管理、健全财务、优化队伍的发展路子,以加强村级组织建设、建立结对帮扶机制、减轻村级经济负担、加大政策扶持力度来营造良好的发展环境。     

创新集体经济发展模式 强村富民巩固脱贫攻坚成果

正农村集体经济弱、无钱办事,村两委"有心无力",一直是制约农村发展的"瓶颈"。发展壮大村集体经济,事关农村基层组织稳固,事关巩固脱贫富民成果,事关乡村振兴战略实施。近年来,全国各地在脱贫攻坚战中,积极探索村级集体经济发展路径,引导村"两委"班子灵活运用"资源、资产、资金"三要素发展村集体产业增加村集体收入,助力脱贫攻坚、乡村振兴战略,西部地区也涌现出了宁夏固原原州区杨     

International Organizations ICTs Policies: E‐Democracy and E‐Government for Political Development

New technologies provide new channels of access to political information and participation in decision‐making processes. This assumption is clearly important in the action plans and policies of International Organizations (World Bank, Organisation for Economic Co‐operation and Development, United Nations), which have assumed a leadership role in the reform of political institutions. Starting from an analysis of the reasons that have brought the state and processes of institution building back into focus, this paper will reconstruct the International Organizations' vision of the transformative potential of new information technologies and their activity in this field. Particular attention will be devoted to e‐democracy and e‐government as policies to build democracy in developing countries.     

Foxhunting and the Conservatives

The Conservatives are pledged to have a free vote in Parliament on legislation in Government time to reverse the 2004 Hunting Act. This Act bans hunting with dogs. The Countryside Alliance has opposed the Hunting Act as part of campaigns to defend its notion of rural interests. The Countryside Alliance's success in gaining the Tory pledge could be underscored by a Tory hope that hunting supporters give decisive support for Tory candidates in marginal Parliamentary constituencies. However, the Tory leadership may find it politically difficult to give early priority to legislative attempts to repeal the Hunting Act. Moreover, it is likely to require a large Tory majority and years of waiting before a Tory government is able and willing to complete a repeal of the hunting ban.     

The influence of emotional intelligence on leadership styles: A profile of executives in ASEZA organization

This article reports new insight into the relationship between emotional intelligence (EI) dimensions and leadership style at the Aqaba Special Economic Zone Authority (ASEZA). Multiple regression results have revealed a negative significant association between EI and leadership style in three major dimensions of EI, namely, self‐awareness, motivation, and empathy. Stepwise regression analysis revealed a significant positive association of self‐regulation and social skills dimensions on ASEZA's leadership style. Results further indicated that there are no significant differences between the dimensions of EI and demographic factors as well as between leadership and undertaken demographic factors. However, no research has focused on the relationship between EI and leadership style in ASEZA‐Jordan context. The current research identified this gap in the literature by connecting leadership through EI. Implications are that leaders lacking all or some EI dimensions are less likely to have a healthy relationship with their subordinates and are likely to be classified as being ineffective leaders. Organizations could benefit from being able to differentiate ineffective leaders from leaders who suffer from some or all EI dimensions. Therefore, the lack of some major EI dimensions in an organization like ASEZA negatively influences its competitive advantage as well as its performance.     

关于现阶段发展县域经济的思考

县域经济是和谐社会的空间载体,是农村剩余劳动力的消化池,又是多经济成份高度混合的经济。但目前县域经济存在很多问题,解决这些问题对整个国民经济乃至和谐社会建设至关重要。新农村和城镇建设推动县域经济发展,三者每前进一步都在向和谐社会靠近一步。
