Abstract

The two core elements of community policing are community partnership and problem solving (Rosenbaum, 1994). A major challenge that continues for proponents of community policing is developing and evaluating programs in areas with diverse ethnic groups. While many agencies have successfully developed community policing programs, empirical evaluations of community policing are scarce in areas that include a variety of minority groups. This research explores the effectiveness of community policing by examining citizen satisfaction with local police. Analyses are conducted with data from the Bureau of Justice Statistics on Criminal Victimization and Perceptions of Community Safety in 12 United States cities. The results indicate that Whites and Hispanics have the most positive perceptions of police, while Blacks, Eskimos, Asians, and Pacific Islanders have negative perceptions of police.  相似文献

While civilian oversight in matters pertaining to police accountability is commonly found in law enforcement agencies in Western countries, this concept is fairly new to many emerging democracies. This study examines the origins and development of citizen oversight of the police in South Korea. Using a sample consisting of 406 surveyed Korean police officers, this study further examines the effects of individual factors and organizational characteristics, such as police operational philosophy, citizen support, and job satisfaction, on officers’ perceptions of civilian oversight of the police. The findings suggest that, although South Korean police officers are generally ambivalent about the role of civilian oversight, there is a strong relationship between organizational characteristics and support for a civilian role in police oversight.  相似文献

Existing research on attitudes toward the police identified demographic variables predicting citizen satisfaction with police services and performance. Common themes in this literature were the disparate rates of satisfaction reported by African American and Caucasian citizens. While it is generally understood that African American citizens express lower levels of satisfaction, the degree to which this reduced satisfaction is consistent among African Americans and the factors causing such variation are unclear. In addition, variation in levels of citizen satisfaction across diverse measures of police services has yet to be considered by race. This study used data from a medium-sized Midwestern community to contrast samples of White and African American citizens to better understand how demographic, experiential, and neighborhood contextual factors shape perceptions of global, traditional, and community police services. Results from this study indicate that there is significant variation in the importance of certain exogenous factors in predicting satisfaction with police services. The differences between perceptions and race are most prominent in the community policing services model.  相似文献

Latinos represent the fastest growing racial/ethnic population in the United States, yet paradoxically, are one of the least studied groups in the field of criminal justice (Schuck, Lersch, & Verrill, 2004). This study aimed to fill this gap by comparing citizen satisfaction with police among Latinos and Whites in the majority-minority city of San Antonio, Texas. Drawing upon prior research as a guide, the study modeled citizen satisfaction with police from a sample of 592 survey respondents that were contacted by telephone in the fall of 2005. Models across the two groups indicated that neighborhood disorder strongly influenced satisfaction and Latinos had slightly higher satisfaction levels when compared with Whites. Implications for future research are discussed regarding the enhancement of knowledge about ethnic differences in perceptions of police and the larger criminal justice system.  相似文献

Recent surveys repeatedly indicate that the public holds favorable attitudes toward the police. This analysis suggests positive public evaluations of the police may be in part the result of citizen satisfaction with police actions in handling specific incidents. Citizen-police contacts are found to be relatively common, and in the majority of these contacts, citizens are found to rate police actions favorably. Four types of citizen-police contacts are analyzed: contacts resulting from victimizations, assistances provided by the police, stops initiated by police, and citizen calls to the police for information. Contact type alone is found to have relatively little influence on citizen evaluations of the police services provided to their neighborhoods. But citizen satisfaction with police handling of contacts has a stronger impact, which appears to vary with contact type.  相似文献

Objectives

Prior research indicates that public assessments of the manner in which the police exercise their authority are a key antecedent of judgments about the legitimacy of the police. In this study, the importance of context in influencing people’s assessment of police wrongdoing is examined.

Methods

A randomized factorial experiment was used to test how respondents perceive and evaluate police–citizens interactions along a range of types of situations and encounters. 1,361 subjects were surveyed on factors hypothesized to be salient influences on how citizens perceive and evaluate citizen interactions with police. Subjects viewed videos of actual police–citizen encounters and were asked for their evaluations of these observed encounters. Contextual primes were used to focus subjects on particular aspects of the context within which the encounter occurs.

Results

Structural equation models revealed that social contextual framing factors, such as the climate of police–community relations and the legality of the stop that led to the encounter, influence citizen appraisals of police behavior with effects comparable in size to and even larger than demographic variables such as education, race, and income.

Conclusions

These results suggest that the understandings and perceptions that people bring to a situation are important determinants of their assessment of police fairness. The police can positively influence citizen interpretations of police actions by striving to create a climate of positive police–community relationships in cities.  相似文献

Citizen evaluations of police services in four medium-sized cities are investigated in this article. Socioeconomic characteristics as well as police attitudes and political attitudes were found not to be good predictors of citizen evaluation. Complaint efficacy was found to be the best predictor of citizen satisfaction with police services.  相似文献

Anecdotal evidence suggests that recent video-recorded police–citizen encounters have undermined police legitimacy and fueled civil unrest across the United States. Drawing from the process-based model of policing, social cognitive theory, and past research on media effects, we assess the influence of viewing cell phone videos of police–citizen encounters on perceptions of law enforcement. Using quasi-experimental methods and video footage of an actual police–citizen encounter captured on cell phones, the effects of viewing these videos are assessed using a series of repeated measure ANOVAs. Results indicate that viewing cell phone videos of police–citizen encounters significantly impacts perceptions of law enforcement, though little evidence of differing effects based on point-of-view, number of video exposures, or ordering of video exposures was found. The process-based model of policing should consider further incorporating the contributions of technology to provide a more holistic account of the factors influencing perceptions of police.  相似文献

The public's perception of the police is important because it is linked to several important outcomes, including compliance and cooperation with police. Long recognized as being important, research has investigated the factors associated with citizens' evaluations of the police. The way police do their jobs, in addition to what they accomplish, has recently emerged as being a significant determinant of citizens' evaluations of police. What remains largely unexamined is whether this relationship varies across distinct types of contacts between the police and citizens. The current study estimated the effects of citizens' perceptions of procedural justice on overall ratings of officer performance across three types of police–citizen encounters. Results showed that procedurally fair treatment is the most important predictor of citizens' evaluations.  相似文献

This study expands the research on public satisfaction with the police by attempting to disentangle the relationships among disorder crime incidents reported to the police, residents' perceptions of disorder, and citizen satisfaction with police performance on order maintenance. The police accountability model and the demographic model are utilized to predict the variation of public satisfaction with police control of disorder (SWPD). The data used in this analysis were derived from a random-sample telephone survey of 1,215 Houston residents. Crime data were provided by the Houston Police Department and further extracted from the area surrounding each individual respondent's residence surveyed by using Geographic Information Systems technology. The main findings are that while the actual incidence of disorder crime had no direct impact on residents' perceptions of police performance on order maintenance, it did have a significant direct impact on their perceptions of disorder. This shows the utility of the accountability model in future research. Moreover, it was found that global satisfaction with police crime prevention was an important predictor of public SWPD in their immediate neighborhood.  相似文献

This research examined the direct effects of coping strategies on stress and the moderating effects of coping strategies on the associations between workplace problems experienced by police and stress in South Korea and the United States. Data revealed that coping strategies did not change the strength of connections between workplace problems and stress. Especially in the United States, the use of escape as a coping strategy was related to high stress. Findings were most consistent with the use of organizational-level interventions to increase police officers' job control and advancement opportunities, and pointed to the need to consider support as a way to limit stress.  相似文献

Images of police officers riding in armored vehicles and carrying military-grade weapons have become part of the public consciousness following the events in Ferguson, Missouri and several other high-profile police–citizen encounters. Although a great deal of research has investigated how and why US citizens perceive the police in various ways, almost no empirical work has asked how citizens perceive the militarization of the police. The current study analyzes data from a survey of 1005 US citizens to identify characteristics that are related to support for the use of military weapons and vehicles by local police departments. The results indicate that several demographic factors and perceptions of crime and the police are significantly related with citizen support for the militarization of the police. The implications of this research are discussed.  相似文献

In a democratic society, public opinion of criminal justice systems is essential for the proper functioning of police departments. Since the 1970s, police organizations were increasingly concerned with their external social relationship. This was particularly true in the era of community policing. This study explored determinants of satisfaction with the police. Data from 235 residents of a small northeastern city in the United States were analyzed. The results indicated that Hispanics had the lowest global satisfaction with the police, while Caucasians had the highest. The results also revealed the importance of separating global satisfaction from specific satisfaction. The study concluded that police departments must work harder at gaining public satisfaction among African Americans and Hispanics and work toward increasing public feelings of safety in order to improve citizen satisfaction with the police.  相似文献

Objectives

To test, under randomized field trial conditions, the impact of police using the principles of procedural justice during routine encounters with citizens on attitudes towards drink-driving, perceptions of compliance, and their satisfaction with the police.

Methods

We conducted the first randomized field trial??the ??Queensland Community Engagement Trial?? (QCET)??to test the impact of police engaging with citizens by operationalizing the key ingredients of procedural justice (neutrality, citizen participation, respect, and trustworthy motives) in a short, high-volume police?Ccitizen encounter. We randomly allocated 60 roadside Random Breath Testing (RBT) operations to control (business-as-usual) and experimental (procedural justice) conditions. Driver surveys were used to measure the key outcomes: attitudes towards drinking and driving, satisfaction with police and perceptions of compliance.

Results

Citizen perceptions of the encounter revealed that the experimental treatment was delivered as planned. We also found significant differences between the experimental and control groups on all key outcome measures: drivers who received the experimental RBT encounter were 1.24 times more likely to report that their views on drinking and driving had changed than the control group; experimental respondents reported small but higher levels of compliance (d?=?.07) and satisfaction (d?=?.18) with police during the encounter than did their control group counterparts.

Conclusions

Our results show that the way citizens perceive the police can be influenced by the way in which police interact with citizens during routine encounters, and demonstrate the positive benefits of police using the principles of procedural justice. Our study was limited by the use of paper-only surveys and low response rate. We also recognize that the experiment setting (RBT road blocks) is limiting and non-reflective of the wider set of routine police?Ccitizen encounters. Future research should be undertaken, using experimental methods, to replicate our field operationalization of procedural justice in different types of police?Ccitizen encounters.  相似文献

In the era of community policing, a mini-police station system gained popularity and was adopted in many countries in order to improve relationships with citizens and decentralize the police. The very similar system in South Korea, which existed as the core division since the establishment of the modern Korean Police, however, stimulated controversy over the effectiveness of preventing crime and improving the relationship between citizens and the police. Unfortunately, an empirical study was not conducted to examine the effectiveness of the mini-police station system in South Korea, despite the significance of the issue. As a first step, the current study examined Korean police officers' perception of the efficacy of police mini-stations. Results showed that a majority of Korean officers believed that mini-police stations played crucial and positive roles. Regarding determinants of the perceived efficacy of a mini-police station, individual and organizational factors (except rank and unit assigned) were not significantly related to officers' attitude toward the efficacy of a mini-police station. Instead, attitudinal factors were found to be significant predictors of the perceived efficacy of a mini-police station. Policy implications and directions for future research are discussed.  相似文献

Public evaluations of the police are equally important in the East and West as police legitimacy resides in the views of the public. Using survey data from over 800 college students in China and the U.S., this study compares and contrasts Chinese and American college students' global satisfaction with the police and specific evaluations of police demeanor, integrity, and effectiveness. Three groups of predictors, including demographic characteristics, crime and criminal justice experiences, and locality were used to explain these perceptions. It was found that Chinese college students generally viewed the police less positively than Americans. Some factors such as media influence and college major had a consistent effect on perceptions of the police across the two countries, while other factors such as victimization and fear of crime had varied effects depending on specific evaluative areas. Comparative police research has largely been based on qualitative or participatory techniques. The present study utilizes quantitative data collected from America and South Korea in 2005 to test the hypothesis that American citizens have higher levels of confidence in the police than their South Korean counterparts. The study further hypothesizes that citizens’ confidence in institutions such as the court and the government will influence levels of confidence in the police. Two major police reforms were introduced in South Korea in 1991 and 1999 to help bring about a shift from a colonial style of policing to a form more prevalent in developed economies pursuing the rule of law, observance of human rights, and the practice of democratic policing. We conclude that the findings from the present study, drawing on a survey of a national sample of 406 South Korean police officers, offer modest support for the efforts of the Grand Reform in its impact on police officers?? satisfaction with promotion and salary and benefits. While few demographic characteristics, with the exception of age and years of experience, were associated with job satisfaction, there is strong evidence for the relationship between organizational characteristics and job satisfaction. Management support and perceived citizen support of police are associated with both measures of satisfaction, promotion and salary/benefits, while the police officers?? relationship with their supervisors is less than stellar. Finally, officers who believe that the primary operating philosophy of the police is to serve the government appear to be satisfied with their jobs relative to their opportunity for promotion, which is perhaps a more critical measure for them than salary and benefits, reflecting the presence of a police organizational climate that is still rooted in the historical military culture of Korean police. The findings from this study suggest that more efforts are warranted in improving organizational climate if officers are to believe their primary goal is to serve the citizen, a fundamental element of democratic policing.  相似文献

Exploring the relationship between procedural justice and citizen perceptions of police is a well‐trodden pathway. Studies show that when citizens perceive the police acting in a procedurally just manner—by treating people with dignity and respect, and by being fair and neutral in their actions—they view the police as legitimate and are more likely to comply with directives and cooperate with police. Our article examines both the direct and the indirect outcomes of procedural justice policing, tested under randomized field trial conditions. We assess whether police can enhance perceptions of legitimacy during a short, police‐initiated and procedurally just traffic encounter and how this single encounter shapes general views of police. Our results show significant differences between the control and experimental conditions: Procedurally just traffic encounters with police (experimental condition) shape citizen views about the actual encounter directly and general orientations toward the police relative to business‐as‐usual traffic stops in the control group. The theorized model is supported by our research, demonstrating that the police have much to gain from acting fairly during even short encounters with citizens.  相似文献

This study examines university students’ perceptions of the Ghana police service in contrast with general population studies that explain citizens’ attitudes toward the police. Two research questions guided this study: (1) What are university students’ perceptions of the police? and (2) What factors influence university students’ perceptions of the police? Using data collected from one large university in Ghana between the months of December 2012 and February 2013, the study found several intriguing findings. First, students have moderate trust in the Ghana police. Second, students critically evaluated police procedural fairness and effectiveness. Multivariate regression models revealed that vicarious experiences of police corruption, marital status, level of education, and ethnicity predicted students’ trust in the police as well as influenced their perceptions of fairness and effectiveness.
