呼唤魅力教育

教育是德育、智育、体育、美育的总和。眼下，又提出了“素质教育”。这很好，但有一项遗漏，就是魅力教育（或曰教育魅力）。只有教育、教学、教师、教材、教法的魅力，才会有好的教学效果，才能培养出有人格魅力和文化魅力的学生。

Historically, domestic servants have been overrepresented amongst women whose ex-nuptial pregnancy became a public “problem.” Despite such apparent vulnerability, female rescue-workers also saw domestic work as the pathway to redemption for such women. Drawing on extensive Australian data on single mothers and their children in the 19th-century, this article investigates the complex relationship between domestic service and illegitimacy. While it will argue that the overrepresentation is more apparent than real, a product of the situation of the domestic servant whose workplace was her home and whose continued employment was often dependent on maintaining high moral standards, it will also contest the viability of domestic service as a “solution” for the mother compelled to work to support her child.

Swabbing firearms for handler's DNA

Obtaining quality DNA profiles from firearms can be instrumental in assisting criminal investigations. Typically, swabbings of firearms for handler's DNA are conducted on specific regions of the firearm prior to submission to the laboratory for analysis. This review examines and compares 32 cases whose gun swabbings were either analyzed individually according to the specific region which was swabbed, or analyzed collectively by combining the swabbings from all the individual areas. Those firearms whose swabs were analyzed separately exhibited lower DNA yields and consequently fewer loci exhibiting genotypes. Those cases whose swabs were analyzed collectively exhibited higher DNA yields and consequently greater numbers of loci exhibiting genotypes. These findings demonstrate that collective swabbings result in more complete profiles and lead to the recommendation that a firearm be swabbed in its entirety using no more than two swabs.

The impact of timing and frequency of parental criminal behaviour and risk factors on offspring offending

This paper explores mechanisms of intergenerational transmission of criminal behaviour by investigating specifically the timing and frequency of the parents' criminal behaviour while including risk factors for criminal behaviour. The results demonstrate a dose–response relationship: parents' number of criminal convictions is positively related to offspring's conviction rate. Furthermore, children whose parents had only been convicted before the child's birth have more convictions than those whose parents had never been convicted. Children whose parents had been convicted after the child's birth have more convictions than those whose parents had only been convicted before the child's birth, but this difference can be explained partly by the observation that the latter group had fewer risk factors for crime. When parental convictions at different ages were examined, children whose parents had been convicted between their 7th and 13th birthdays exhibit more criminal behaviour than children whose parents were convicted in other periods, but none of the differences were significant. There does not appear to be a sensitive period for the impact of parental criminal behaviour. The results demonstrate support for static as well as dynamic explanations of intergenerational transmission such as the transmission of a criminogenic environment and/or mediation through risk factors.     

When Will a Victim Be Secondarily Victimized? The Effect of Observer's Belief in a Just World,Victim's Innocence and Persistence of Suffering

According to the belief in a just world (BJW) theory, the most threatening victim for the observers' BJW is the innocent victim whose suffering persists. Consequently the innocent victim whose suffering persists should be more secondarily victimized by high-BJW participants than by low-BJW participants. However, research has never systematically tested this basic prediction of the theory. In these two studies we tried to determine the impact of the observer's BJW, the victim's innocence, and the persistence of the victim's suffering on secondary victimization. In study 1, an interaction between BJW and victim's innocence was found on the attractiveness of the victim. In study 2, an interaction between BJW, victim's innocence, and persistence of suffering was found on the derogation of the victim.     

Expansion of state home care for parents of a child who died while serving in the armed forces. Final rule

This document amends Department of Veterans Affairs (VA) regulations concerning the payment of per diem to a State for providing nursing home care to eligible veterans. The amendments remove a restriction on VA's payment of per diem, which required all non-veteran residents of a State home to be spouses of veterans, or parents of veterans all of whose children died while serving in the Armed Forces of the United States. Under this final rule, non-veteran residents of the State home must be spouses of veterans, or parents of veterans any of whose children died while serving in the Armed Forces.     

Afghan Questions

The international community views the national reconciliation process in Afghanistan as a bold political experiment that can have a most beneficial impact on the elimination of regional conflicts throughout the world. It is not by chance that this innovative initiative is already being supported and continued by the revolutionary government of Nicaragua, along whose borders an undeclared war has been waged for many years now by the "Contras" financed by the United States. As M. S. Gorbachev, General Secretary of the CPSU Central Committee, stated in his Declaration on Afghanistan, "this is an expression of new political thought on the Afghan side." This is also an opportunity to demonstrate our good will to the great powers whose governments and peoples bear special responsibility for the elimination and prevention of dangerous hotbeds of tension on earth.
