The author questions the arts support system in post-Communist Romania, examining whether the cultural policies during 1990-2006 have contributed to the development of the arts sector, the enhancement of artistic creativity, and the independence of artists. His analysis focuses on the institutional framework and the financing mechanisms that support artists. The author argues that the institutional configurations and the collective mentalities that dominate the cultural sector and public policy have strongly influenced cultural policy in Romania. Along with the economic difficulties, the weighty legacy of the centralized authoritarian state and the paternalistic attitude that dominated for so long in Romanian history have acted as constraints on the public support for the arts and artists. The post-Communist cultural policy remains dependent on historical patterns and, despite some attempts of reform in the late 1990s, it is only recently that a noninterventionist policy and a more effective arts support system emerged.  相似文献

The training of arts and cultural administrators in Taiwan is related to the development of Taiwan's cultural sector and the centralized system of its government. In this top-down system, the government has long played a leading role in the development of the arts, cultural policies, and industries. The purpose of this article is to examine elements of historical events and factors causing change in the environment to discover the characteristics of arts/cultural administrators, the skills needed for arts/cultural administrators, and the development of curriculum. The researcher divided the historical development of Taiwanese arts administration into three waves. The first wave is from 1949 to 1980, the second wave is from 1981 to 1990, and the third wave is 1991 through the present. Through a discussion of various historical events, factors concerning arts administration and its training system are discovered. In conclusion, after reviewing Taiwan's development in the area of arts administration, one finds that viewing arts administration as a profession is a relatively recent phenomenon. The training of arts administrators and curators in the visual arts was the first area to develop. Training for performing arts administrators was not emphasized until the 1980s. Graduate programs of arts administration in universities have been promoted only since the middle of the 1990s.  相似文献

Using the case of education, we consider how global cultural and economic forces affect national education spending policies. Our analysis includes both an historical analysis of the construction and transformation of ideas about education at the global level and a statistical assessment of the implementation of conflicting approaches to state education funding within countries. In the historical analysis, we show how the idea of free education, although institutionalized in international law, was subject to powerful challenges from international financial institutions, which advocated user fees for public services, including education. Ultimately, the principle of free education prevailed despite the financial clout behind the opposing view. Using data from poor‐ and middle‐income countries from 1983 to 2004, we also show that the presence of international nongovernmental organizations (INGOs) advocating child rights was linked to an increase in the levels of state funding for education. This suggests that embeddedness in global discourses, as evidenced by country‐specific linkages to INGOs, is critical in making governments more accountable for supporting institutionalized ideas concerning education.  相似文献

Arts education in the United States, especially in public schools, has been neglected and its public funding has decreased. This is partly due to the difference in the conception of public education policies and the arts. The theory of economic goods and an analysis of two current education policies demonstrate that public education is treated as a public good that is needed by all people, and therefore funded with tax dollars. Because the arts are common goods that different people value in their own terms, education in the arts is treated as nonessential and funded sporadically in public school settings. Based on the theory of the commons, the author suggests that nonprofit arts organizations are equipped to deal with the common good and diverse nature of the arts and can provide sustainable arts education that fills the gap of arts education in public schools.  相似文献

This article investigates the extent to which public higher education institutions participate in state-level arts policy through a history of selected budgets and a textual analysis of performing arts presenting centers at public higher education institutions in Virginia. Evidence from this research suggests that the arts policy field is altered by the emergence of public higher education institutions as policy actors. The findings have financial and decision-making implications for arts policy makers, university administrators, and arts agencies as the participation of public higher education institutions affords new opportunities and challenges for the state encouragement of the arts.  相似文献

Despite generous public funding, arts institutions in Germany are primarily serving a small, educated section of the German population. This article presents findings from arts participation surveys, research from an empirical study on “Intercultural Audience Development” in public theaters and museums, and an analysis of cultural policy debates to reveal the role of audience development in overcoming the social imbalance of audiences in German cultural institutions. Research findings suggest that traditional concepts of audience development do not lead to sustainable changes in the social structure of the audience. More substantial institutional changes are necessary, supported by new cultural policies.  相似文献

In this article, I present a review of financial and management accounting literature on the arts and cultural sector. My objective is to understand to what extent this literature is able to offer a critical perspective on the study of performance evaluation practices in arts and cultural organizations, as it is currently missing in the arts management literature. Adopting a critical perspective means shifting the focus of research from the technicalities of evaluation rules and procedures to their embodiment by the different organizational and societal actors of the arts and cultural sector.  相似文献

The author studies the role of cultural gatekeepers in presenting art to the public and the triple responsibilities they bear: to the artist, audience, and investors. How can these three often competing interests be balanced? Conclusions are drawn from interviews with ten Australian cultural gatekeepers working in the performing arts who discussed their programming priorities; these comments are contextualized by statements from eight Australian artists working in various media about the impetus behind their work. The findings of both aspects of the research are considered here for their programming and funding policy implications.  相似文献

A nation’s cultural policy is derived from its political and governance history, and its past practices. Taking the genealogical traits of South Korean cultural policies into account, the authors examine the contributions and risks of a public-led arts incubator program. One of the Arts Council Korea’s grant programs in the arts-incubating structure was involved with a public funding scandal of political intervention during the grant review process. Consequently, questions were raised about the current bureaucratic system for cultural policy. This article discusses the legitimacy of state intervention in the arts, and analyzes the case with relevant collected documents and interviews.  相似文献

The performing arts sector of the Czech Republic faces significant challenges twenty-five years after the Velvet Revolution, which ushered in swift and dramatic political, social, and economic change. Early policy decisions, subsequent privatization efforts, and neglect, compounded by the country's foray into the muddy waters of the free market, have left artists and administrators seeking solutions and searching for solvency. Empirical research, primarily in the form of surveys, site visits, and interviews with prominent Czech artists and administrators, significantly informs this article, which explores the state of Czech performing arts twenty-five years after the fall of Communism.  相似文献

Marketing in the arts sector has evolved during the past decades from a functional tool to a business philosophy. At the same time, a relational view of art as experience has emerged in contemporary arts philosophy, highlighting the role of arts consumers in the creation and reception of arts. As a consequence, arts consumers have gained a central position within the artistic mission of arts organizations, posing new challenges to the role of arts marketing both as a practice and as an academic discipline. Against this background, financial figures and audience numbers are insufficient indicators of the contribution that arts marketing makes to the functioning of arts organizations. This article suggests evaluating the performance of arts marketing based on the contribution made to the achievement of the arts organization's artistic mission and proposes a model based on Kaplan and Norton's Balanced Scorecard to guide the artistic-mission-led evaluation of arts marketing performance. By paying attention to the new strategic role of arts marketing within the emerging relational view of the arts and by integrating recent literature on performance management in nonprofit organizations, we make a theoretical contribution to the body of knowledge on arts marketing performance evaluation.  相似文献

From 1970 to 1990, Yugoslav culture was signed by the tight net of Self-Governed Interest Associations (Samoupravne interesne zajednice, SIZ). Understood as one of ex-Yugoslavia's transient eras, when political control over cultural life was given to the boards of professionals and experts, “SIZ time” provided an ideal base for future development of arts management. This article explores the possibilities of applying the positive experience of the SIZ model, modified by contemporary NGO models, as the possible solution for arts management transition problems in Serbia and the region. I conclude that South European state funding and institutional systems cannot provide adequate support for arts management development, thus projects in this field should be undertaken through NGOs, with additional financial support and coordination from the international community. NGOs and the ex-SIZ system give examples of a positive experience in conducting projects in the field of arts management.  相似文献

The cultural sector needs information to support recapitalization efforts. However the majority of existing studies all point to a knowledge gap within the sector: how to evaluate the amount of capital that can be raised. Through big data, we now have the ability to understand the “universe” of support to the cultural sector. In a test employing over two million data cells from 2007 onward for cultural organizations in Charlotte, North Carolina, the author has found evident patterns and predictors for sector support as a foundation for recapitalization, making the case for big data.  相似文献

This article addresses cultural policy in post-Communist Romania, focusing on the justifications for support of culture and the arts. The objectives are to clarify values legitimizing public support and to determine their effect on the meaning and impact of cultural policy. The author argues that justifications of public funding—instrumental or intrinsic—depend on how successive governments represent the roles conferred to culture and the arts, as well as on the particular ideas of culture and art they promote. Policy discourse after 1989 has been characterized by its nourishment of a persistent instrumental ideology that gradually connected to the international debate and has been dominated by a traditional, narrow conception of culture and art, which conflicts with a modern conception. Until recently, the fluctuations and conflicts between different values and ideas of culture and art have worked to constrain cultural policy, disrupting its implementation and altering its effects.  相似文献

In recent years, the digital revolution has created both challenges and opportunities for cultural industries. The ever-increasing production and diffusion of culture through new media via the Internet have profoundly challenged the basic infrastructure and modes of operation in many sectors of the cultural industries. This has been most evident in the case of heritage organizations—including public libraries—where the digital revolution has brought with it a number of significant challenges with respect to courting visitors/users and remaining relevant in the context of evolving digital technologies. This article discusses the rise and evolution of public digital libraries in the 1990s as a response to these new challenges. After formulating some observations about this global trend, which is now more than two decades old, this article discusses the case of public digital libraries in China. In particular, this article points to the importance of cultural policy for the development of this new form of cultural institution. Finally, after reviewing some of the challenges faced by most of these new digital libraries, this article discusses the importance of professional culture in addressing the changing needs of users.  相似文献

This study confronts the following questions: what are the conditions under which a society decides to do things in the public and voluntary nonprofit sectors, and in what ways do organizations behave differently, depending on whether they are in the public or the voluntary nonprofit sector? To address these questions, the study focuses on English and Welsh hospitals during the twentieth century but prior to the National Health Service. The study argues that as long as the sources of funding for public and voluntary organizations diverge, their behavior will diverge. Because English and Welsh voluntary hospitals prior to the National Health Service were heavily dependent on the voluntary sector for funding and the public hospitals were primarily dependent on the public sector for their funding, the data set is especially valuable for observing how divergent sources of funding influence the behavior of organizations.  相似文献

Since 1989, when the Berlin wall fell, criminal organizations have undergone to deep changes. Globalisation has indeed brought about new opportunities for new criminal organizations, as well as creating new illegal markets. For most scholars, the Sicilian mafia, or Cosa Nostra (CN), has suffered the blows of these changes and entered a deep crisis. This article aims to show that CN is not in crisis, but it is rather experiencing the changes from a fordist to a psot-fordist regime of capitalist accumulation. In order to demonstrate this thesis, the author will analyse the flaws of previous mafia theorists, the changes in economy and also in culture.  相似文献

This study examines the recent spontaneous emergence of nonprofit cultural alliance organizations in the U.S. Cultural alliances are community-based associations, formed by arts/cultural organization members, which provide member interaction, collaboration, networking, resource sharing, and professional education opportunities. This research accomplishes three objectives: (1) generation of a body of knowledge about cultural alliances, (2) development of a cultural alliance member satisfaction model, and (3) quantitative analysis of member survey data to assess services provided, service quality, and member satisfaction. The results indicate that the survey instrument is an important assessment tool for use by association boards of directors and executive directors.  相似文献
