Memory, Empathy, and the Politics of Identification   总被引:1,自引:1,他引:0  
This essay explores the ethical and political dimensions of what I have elsewhere called “prosthetic memories” (Landsberg, Prosthetic memory: The transformation of American remembrance in the age of mass culture, Harvard University Press, 2004), focusing on those that are produced and disseminated cinematically. I argue that cinematic technology, by which I mean also to include the dominant cinematic conventions and practices used in the Hollywood style of filmmaking, is an effective means for structuring vision. Through specific techniques of shooting and editing, films attempt to position the viewer in highly specific ways in relation to the unfolding narrative. Sometimes, in such films, viewers are brought into intimate contact with a set of experiences that fall well outside of their own lived experience and, as a result, are forced to look as if through someone else’s eyes, and asked to remember those situations and events as both meaningful and potentially formative. By engaging specific strategies intended to elicit identification, films can force viewers to engage both intellectually and emotionally with another who is radically different from him or herself. This complicated form of identification across difference might condition viewers to see and think in ways that could foster more radical forms of democracy aimed at advancing egalitarian social goals.

This article demonstrates empirically that widespread convergence in the degree of industrialization between former First and Third World countries over the past four decades hasnot been associated with convergence in the levels of income enjoyed on average by the residents of these two groups of countries. Our findings contradict the widely made claim that the significance of the North-South divide is diminishing. This contention is based on a false identification of “industrialization” with “development” and “industrialized” with “wealthy”. Elaborating from elements of Joseph Schumpeter’s theory of innovation, Raymond Vernon’s product cycle model, and Pierre Bourdieu’s concept ofillusio, the article offers an explanation for the persistence of the North-South income divide, despite rapid Third World industrialization and despite dramatic changes in the world political-ideological context for development (that is, the shift around 1980 from the “development” project to the “globalization” project or “Washington Consensus”). While emphasizing the long-term stability of the Northern-dominated hierarchy of wealth, the article concludes by pointing to several contemporary processes that may destabilize not only the “globalization project”, but also the global hierarchy of wealth that has characterized historical capitalism. This paper looks at the shifting manner in which paramilitarism has been reproduced in Haiti, examining how it has evolved from the Cold War into the era of capitalist globalisation. The central argument of this article is that paramilitarism has not disappeared but has been altered, and that this has occurred in part due to the changing strategies of elites in the global era. Rather than a permanent and widespread force, paramilitary groups are utilised in smaller numbers and only in certain ‘emergency periods’, serving a purpose of containment: targeting political threats and beating down those large populations whose social reproduction is not required by transnational capital. This has been a difficult situation for elites to manage, as they often have only limited control over such ruthless, corrupt and violent elements, which they sometimes require. Following the 1991 and 2004 coup d’états in Haiti, a military–paramilitary–bourgeoisie grouping has repeatedly worked to recover its impunity and revamp its coercive apparatus. Under these conditions, and even more increasingly in the wake of the 2010 earthquake, a variety of elites and technocrats (most importantly, US policymakers) have sought to politically remake the country alongside processes of economic restructuring promoted by transnational capital.  相似文献

The collapse of the Soviet Union has spurred much scholarly debate about the reasons for the rapid disintegration of this apparently entrenched system. In this article, it is argued that the basic source of ultimate weakness was the obverse of the system's strengths, especially its form of organization and its relation to Marxist–Leninist ideology. Democratic centralism provided cohesion for the Communist Party of the Soviet Union (CPSU) but also gave inordinate control over ideology to the party leader. Mikhail Gorbachev carried out an ideological revision that undercut the legitimacy of party elites and his restructuring of the system left the party with no clear functional role in the society. The successor party, the Communist Party of the Russian Federation (CPRF), has made a surprising comeback for communism, utilizing the Leninist model of party organization, which has proved to be highly effective in the Russian political culture. Furthermore, the CPRF, under party leaders like Gennadi Zyuganov, has avoided Gorbachev's ideological deviations while attempting to broaden the party's base through the cultivation of Russian nationalism.  相似文献

Intercommunal, socio-economic, and political relations in the North Caucasus have historically revolved around access to this mountain region’s prized pasturage and scarce farmland. Given the centrality of the land question in the North Caucasus, it is unsurprising that historiography on land relations in the region has been highly politicized. This article examines how indigenous writing on the history of land relations in the central Caucasus – a region inhabited by today’s Kabardians, Balkars, Ossetians, Ingushes, and Karachais, and dominated by the princely confederation of Kabarda before the tsarist conquest – has been subject to wide revision in response to changes in local and national political dynamics and the emergence of ethnicized identity politics. In the late-imperial and early Soviet periods, Karachai, Balkar, and Ossetian elites-cum-historians, writing for an audience of imperial policy-makers, crafted histories to influence state policies toward land reform. By the 1930s, historians from the region tailored their histories of land relations to the prerogatives of Soviet nationality policies. The ideas contained in these histories impacted the construction of national identities in the Soviet period. Post-Soviet Karachai and Balkar intellectuals, seeking to establish new post-colonial national histories for their peoples, have reinterpreted the history of land relations in order to depict their ancestors as independent of Kabarda’s land-based dominance. This revisionism is part of the struggle of the Karachais and Balkars against their historiographical erasure, which was a product of the exclusion of the Karachais and Balkars from the family of Soviet nations during their deportation and exile to Central Asia from 1944 to 1957 and their subsequent political and cultural marginalization.  相似文献

Beginning in the 1920s a group of theorists made a significant departure from Progressive administrative theory. These Post-Progressives argued that organizations must be more than efficient producers; they must be institutions within which individuals can develop their creative potential. Toward this end, they emphasized a unified science of organizations and leadership. In so doing, the Post-Progressives believed that they were extending the course of modernity itself. The abandonment of the Post-Progressive synthesis between efficiency and human oriented organizations risks not only the viability of modern organizations but the course of modernity as well.  相似文献

This article argues that by understanding Islamic State of Iraq and Syria (ISIS) state-building processes we are able to understand how ISIS has developed while also developing a united citizenship body built from people in Iraq and Syria and those making hijra. The fragmentation of Iraq and Syria resulted in conditions that would prove conducive to the group's expansion and identifying these conditions is imperative to understanding Sunni extremism in the Middle East. The article argues that ISIS builds citizenship in two ways: first, by developing asabiyya—group feeling—among Sunni and second, by securitizing the Shi'a threat. Identifying and engaging with the concepts of sovereignty and citizenship helps to develop much stronger policy responses.  相似文献

For more than two decades the United States has considered Iran the world's leading country in sponsoring international terrorism. Shortly after the September 11 attacks the two nations worked together to defeat Al Qaeda and the Taliban. By late 2001, however, the old mistrust and suspicion had resurfaced. This article examines the brief period of cooperation between Washington and Tehran in the war on terrorism. The following sections analyze the failed attempt to smuggle Iranian weapons to the Palestinian Authority (the so-called Karine-A affair), the designation of Iran as part of global axis of evil, and the Enhanced Border Security and Visa Entry Reform Act of 2002. Despite strong disagreement on how to define and fight terrorism, the study argues, Iranian and American interests are not mutually exclusive.
