This study provides a systematic review of the development of Chinese public administration in English language journals. An analysis of articles in the top 25 English-language public administration journals worldwide from 1996 to 2016 confirmed increases in both the number and significance of studies of Chinese public administration. A systematic content analysis of abstracts of previous studies was performed and showed that social development and administrative reform were among the most important topics. With respect to the methodology of this study, qualitative methods were more frequently used than quantitative or mixed methods. Finally, implications for future research on Chinese public administration are discussed.  相似文献

Public administration is a discipline with considerable history, and is also a diverse, interdisciplinary field in social science. To analyze its evolution, discover the present research foci, and predict future development trends, this study applied scientometrics visualization technology to evaluate over 72,000 scientific articles from the 1920s to 2020s. This research referred to the SSCI and JCR databases to gather scientific data of the discipline and the journals' impact factor. Consequently, paper citations, cited journals, journal co-citations, author co-citations, authoritative papers, top countries, productive institutes, average references, and research collaboration trends were analyzed on the bases of the published literature. This study found top productive journals in the discipline, discovered productive countries and institutes, present the research foci, and predicted future development trends. Through this study, scientific production, international cooperation, and knowledge evolution mode of public administration research offers a clear knowledge map of the public administration discipline.  相似文献

This study examines the latest tendencies in Russian research on public administration (2010–14) as it appears in Russian academic journals. The study considers the subjects of articles, their methodological features, and the characteristics of contributors. Revealing problems in public administration research in Russia contributes both to the development of Russian science and to the ongoing international discussion regarding the need for better research on public administration and state policy. By drawing attention to the shortcomings and weaknesses of Russian public administration research, the study is meant to advance the current discussion on ways to strengthen the quality of policy research around the world.  相似文献

Using results from a survey of editors and board members from 39 public administration journals as well the impact factor scores created by ISI Thompson this research develops an integrated assessment of journal quality using both objective and subjective measurement tools. The findings suggest that relying on one ranking approach misses out on several important issues regarding journal quality. In addition, when evaluating outlets for publishing in public administration, there often exists a bias against journals not published in the United States. Finally, the highest-ranked generalist journals are also publishing work that is also applicable to scholars working in various subfields.  相似文献

This study aims to examine the trends of public administration research in Iran during 2004–2017. A total of 520 articles from three databases have been reviewed and analyzed using content analysis. Results are reported based on research themes, purposes, orientations, methods, and authorship. Comparisons are made across two time spans and by journal type. Findings indicate that the focus of public administration research has been on issues of public administration, Islam and public administration, administrative performance, and organizational behavior in the public sector. Observations reveal that recent Iranian research studies have more explanatory purposes and often apply qualitative methods. The study also concludes that the Iranian public administration research has advanced considerably over the past 14 years, but more efforts are needed to fill in the gap in such important areas as new public service, civic participation, globalization, policy making, sound governance, and policy implementation.  相似文献

Free economic zones (FEZs) play important roles in industrialization and economic development of both capitalist and socialist countries in various regions of the world, and thus have become a major subject of study in the development literature. Theoretical debate and empirical analysis have focused narrowly on the positive and negative economic effects of export processing zones (EPZs) in capitalist Third World countries, without giving sufficient consideration to why, when, and how different types of FEZs in both capitalist and socialist economies adapt their roles in achieving development objectives under changing international and domestic conditions. In this article, I systematically compare the dynamic development roles of three FEZs in two different systems—the state capitalist economies of Taiwan and South Korea and the reforming socialist economy of China—during 1966–1990. The comparative findings are interpreted from competing and complementary perspectives of major development theories. Finally, I use the comparative evidence to refine a lifecycle model of the evolution and prospect of EPZs in capitalist newly industrializing countries, and suggest an alternative scenario for FEZs in socialist economies. Xiangming Chen is assistant professor of sociology at the University of Illinois at Chicago, affiliated with the Center for East Asian Studies at the University of Chicago, and a research fellow at the IC2 Institute at the University of Texas at Austin. His current research focuses on the interface between urban and economic development from a comparative perspective, with a central focus on China. ABSTRACT

The impacts of information technology (IT) on public administration and the public sector are assessed by analyzing the empirical research reported in more than 1,000 issues of recent research journals (published between 1987 and 2000). These impacts are categorized in terms of four broad taxonomic domains and 22 specific impact categories. Almost half of the 230 specific findings identify changes in the capabilities of public sector units to perform functions and more than one-fourth of the findings involve changes in patterns of interaction among political actors. Relatively few IT-related changes affect the distribution of values or the orientations of political actors. In general, the highest proportions of positive impacts from IT are associated with the efficiency and rationality of behavior by units of public administration. The higher incidences of negative impacts tend to involve the more subjective effects of IT on people, in their roles as private citizens (e.g., privacy) or as public employees (e.g., job satisfaction, discretion). It is striking that there are relatively few grounded, empirical studies of the impacts of IT on public administration in the journals analyzed. About half of the empirical studies focus primarily on local level units of public administration, and most studies employ case-study methodology, with nearly one-half of the studies reporting on non-U.S. sites. The summarized and detailed findings in the article are offered as building blocs for more grounded theory on the impacts of IT on public administration and the public sector.  相似文献

This article is an analysis of the changing role of research on local governments in Central and Eastern Europe (CEE) within mainstream European studies. It refers to dependency theory (Wallerstein, Prebish) as applied to scientific research. It classifies CEE as being in the semi-periphery of academic research. The empirical analysis consists of two parts: (1) qualitative review of the most important of the comparative studies of European local governments. It includes a discussion on the role of local governments and researchers from CEE in these studies; (2) quantitative based on an analysis of articles published in international journals and citations for those articles in Scopus. The analysis covers 14 countries (all new member states who joined the EU from 2004 onwards, plus the Balkan countries: Albania, Macedonia, and Serbia).  相似文献

Policymaking based on the classical experimental design is regarded as a golden rule in the field of public policy. Despite the methodological superiority of randomized control experiment, the practices of policy experiment differ across countries, reflecting the different intentions of policymakers. This paper reviews how policy experiments are practised in Asian countries, especially Korea, China, and Singapore. As our review suggests, the term ‘policy pilot’ is preferred to ‘experiment’ as the former is considered as an exemplar proposed by the central government. At the same time, the selection of pilot sites depends on central government’s political and practical (rather than methodological) consideration. Moreover, the utilization of policy pilots does not solely depend on the success of the pilot programme or the effect size per se. As the policymaking process is a complex endeavour involving multiple streams of actors, resources, and solutions, Asian countries use policy pilot results to get ideas on how different actors respond to policy, instead of a determinant of policy decision. Therefore, we conclude that Asian countries emphasize less the rigorousness of experimental design than the possibility of pragmatic utilization of policy pilots.  相似文献

PUBLIC POLICY     
Public policy is not simply a subset of public administration, but draws on and contributes to a number of aspects of public administration, political science and other disciplines. This article traces the growth of interest in a policy focus in Britain during the 1970s and early 1980s, and its subsequent partial displacement by the emphasis on public management. Despite this partial displacement, the policy focus is now institutionalized in academic research, textbooks, journals and teaching. The recent lack of interest in generic policy analysis by British central government is reflected in the way in which the policy aspects have been an afterthought to managerial and organization changes. There is plenty of scope for further refining the skills of those who research, teach and are taught in public policy.  相似文献

Comparative and international public administration research in the United States (US) has enjoyed moments of both prestige and inattention over the last several decades, variation that is important in that it reflects the efforts of a scholarly field to contribute to improved individual and organizational performance. These contributions are, in and of themselves, worthy of attention and critical reflection. This article examines public administration research focused on the Network of Institutes and Schools of Public Administration in Central and Eastern Europe region published in US-based academic journals from 1997 to 2012, discussing trends that have characterized empirical and conceptual research during that period. This research report discusses the quality of work life of professors in public administration from a job satisfaction perspective. Nine independent variables are subjected to a bivariate and/or multivariate analysisin assessing their impact on professorial role satisfaction. A major finding is the salience of partici-pation in policy formation in explaining the degree of job satisfaction of public administration professors. This article focuses on the concept of trust and its implications for democratic governance in South Korea. Trust is an elusive concept that is often discussed using such synonyms as confidence, trustworthy, reliance, or anticipation of goodwill. Trust in interpersonal relations is different from trust in institutions. The case of South Korean politics and administration shows that the absence of trust hampers the process of building a mature democratic society and hinders the development of democratic governance. The article concludes by stressing the need to enhance trust in society, government, policy‐makers, and public administrators.  相似文献

Abstract

The purpose of this article is to point out that the standard statistical inference procedure in public administration is defective and should be replaced. The standard classicist approach to producing and reporting empirical findings is not appropriate for the type of data we use and does not report results in a useful manner for researchers and practitioners. The Bayesian inferential process is better suited for structuring scientific research into administrative questions due to overt assumptions, flexible parametric forms, systematic inclusion of prior knowledge, and rigorous sensitivity analysis. We begin with a theoretical discussion of inference procedures and Bayesian methods, then provide an empirical example from a recently published, well-known public administration work on education public policy.  相似文献

There are two major competing views on how financial resources may best be mobilized and allocated to accelerate economic growth of developing countries. One emphasizes the importance of competitive financial markets; the other stresses the role of the developmental state. This study examines one of the world’s fastest-growing economies during the past few decades, that of South Korea, focusing on its experience with financial resources mobilization and allocation. It finds that a state-centered approach provides a better, albeit imperfect, account of the South Korean postwar experience, in which the state has assiduously influenced the access to, and cost, of, available financial resources, going far beyond merely “getting the prices right.” Lawrence Chang is assistant professor of political science at Kean College of New Jersey. His publications include articles on Chinese politics inChina Spring and the political economy of East Asian development inMid-American Journal of Politics. New paradigms of public administration have been introduced in government in order to cure administrative ills around the world. Various trajectories of public sector reforms have been actively introduced in many countries and the benefit of shifting to new paradigms of public administration has been well documented. However, the cost or the consequence of public sector reforms remains understudied. Accordingly, the purpose of this article is to deal with the consequences of the paradigm change of public administration and government reform because the author sees that the public capacity has declined or at least not improved in recent years while a wide range of innovations have been carried out by many governments under the New Public Management and governance perspectives. This article first looks at the evolution of public administration and its implication, followed by a discussion on government reform and its unintended consequences, and governance change in South Korea. Then various issues on new challenges such as the lack of the public capacity, and new tasks such as capacity building and calls for curriculum development, will be elaborated, followed by conclusions.  相似文献

Participatory budgeting (PB) is one of the most popular democratic innovations worldwide. PB is connected with high stakes regarding mobilizing political inactive citizens, efficient and effective budgetary policy as well as positive effects on citizens (e.g., civic education, democratic attitudes). However, in many Western countries empirical evidence for such benefits is scarce. This also holds for Germany. Since the conduction of PB demands financial and personnel resources, a thorough evaluation is necessary. This article systematically summarizes the current state of research to make the literature on PB in Germany accessible to international scholars as well as political and administrative practitioners. It focusses on the context (which municipalities conduct PB and why), process (role of local administration and council, participation, deliberation), and outcome/impact dimension (outcomes and impact on policies and citizens). To conclude, further research venues are briefly outlined, followed by an outlook on PBs future and practical implications.  相似文献

The literature in public administration advances three important values for public administrators. In their roles as technical experts, public administrators are professionals whose decisions are guided by the norms and principles of the public administration profession. In their roles as appointed officials, public administrators are expected to be responsive to their elected superiors. As representatives of the community, they are expected to voice the concerns and demands of citizens. Professionalism, responsiveness, and representation all are considered fundamental values that must be reflected in administrative decisions and actions. Despite the importance of these three values for public administration, insufficient empirical research has been done to examine what these values mean for public administrators. That is, the critical question that remains unanswered is: “What activities of public administrators are associated with these three values?” Based on a nationwide survey of city managers, this article identifies critical activities in which public administrators get involved, then reduces these activities into factors (dimensions), and finally examines the correlation of these factors with attitudes of city managers towards professionalism, responsiveness, and representation. The findings of this research help make these three values more concrete by associating them with major policy and political activities of city managers.  相似文献
