The coming decade could provide the opportunity for the United States to consolidate stable Sino–American relations and expand US–China cooperation on a wide range of global and regional issues. Such a constructive relationship would not be conflict-free or without competitive aspects, especially in the political and economic realms, nor is its development inevitable. But the United States is not likely to conclude that a strategy of containment toward China is either necessary or feasible. Similarly, China will likely continue to pursue a strategy of seeking cooperative ties with the United States rather than adopting an anti-hegemonist coalition strategy to counter American power and influence. A key factor underlying this assessment is that ‘globalization’ is reshaping the global strategic environment. In this new strategic situation, the interests of the United States and China will limit strategic competition between them and compel closer cooperation to respond to shared strategic threats and challenges. Globalization has led to converging—though by no means identical—national interests in many critical areas and a common interest in maintaining the overall global system of regimes, treaties and organizations governing international economic, political and security relations to the benefit of both countries. This high-level common interest does not preclude sharp differences over specific issues, but it is likely to create pressure on the United States and China to cooperate in many areas to defend, maintain and strengthen the system and to restrain them from pursuing containment or confrontational strategies toward each other.  相似文献

This article examines Sino–Australian economic relations, and their impact on the ties between the United States and Australia. First, drawing on power transition theory, it is argued that in a post-Cold War environment, economic ties play as great a role as strategic relations in determining the orientation of third-party states. Second, it is also argued that Australia's deeper economic and commercial ties with China have usurped a role previously held by the United States. This has forced Australia to pursue a bifurcated foreign policy—one split between its economic and national security needs. Third, these deeper ties with China have generated a degree of alliance drift between Australia and the United States. As a result, there is now a significant debate in Australia over the future of both bilateral relations—even as its space for policy innovation remains limited.  相似文献

The growing economic presence of China around the world is a widely recognized reality. China's expanding economic relations with other developing countries have generated both positive and negative reactions. Many believe that the increasing economic ties between China and these countries will enhance China's political influence and encourage political cooperation between China and other countries in the Global South. How strong is the economic–political link? This article examines this question in the context of Sino–Latin American relations in recent years. It finds that thus far China's expanding economic relations with the region have not had a significant spillover effect into the political realm. The article provides preliminary explanations of the missing link between the economic and the political. It calls for more nuanced ways to apply familiar international relations paradigms to understanding the implications of the rise of China.  相似文献

This study deals with the subject of growing economic ties between China and Pakistan over the past decade which have evolved to match the strong bilateral political and military relations between Beijing and Islamabad. While economic exchanges between the two countries were long colored by essentially political considerations, since 1999 two-way trade and investment have expanded and become both strategically and commercially driven. To understand what underlies this development, one must look at several significant domestic and external policy shifts that have taken place in China and Pakistan since 1999. The study overviews the nature of Chinese investment in Pakistan, notably infrastructure projects such as Gwadar Port and the upgrading of the Karakoram Highway, which have both commercial and possible geostrategic facets. It also examines the deepening and broadening of Sino-Pakistani trade, as a result of which China has become economically integrated with South Asia.  相似文献

This article examines the implications of the political transition of Hong Kong on US‐China relations in strategic, political and economic dimensions. It evaluates the impact of Hong Kong's changing status in the context of the engagement‐containment debate on China policy in the US. It suggests that US concerns over questions such as democracy and human rights and China's rejection of foreign interference’ in Hong Kong would turn the territory into a source of political conflict between the US and China. Finally it points out that any major trade confrontation between the two countries would have serious implications for the territory. The article concludes by arguing that if Hong Kong could continue to be a prosperous and free society with a global outlook, it would facilitate China's integration with the global community, but if a reversion to authoritarian rule occurred in Hong Kong, US‐China relations will be aversely affected.  相似文献

中国与巴布亚新几内亚的双边警务合作启动较晚,“一带一路”倡议为此提供了重要的历史机遇和条件。随着“一带一路”倡议、项目的落实,两国经贸合作、人员往来、文化交流等活动大幅增加,这使得警务合作的必要性、迫切性愈加凸显。当前,我国与巴新的警务合作主要体现在订立条约、人才培训和国际协作等三个方面。在合作中,双方也面临着资源力量结构性不足、大国干涉、缺乏健全稳定机制的挑战。通过增强双边政治互信、经济联系、文化交流,补足警务资源结构性缺陷,健全双边警务合作机制,推动双边乃至多边协议条约签署,可以为两国开展深层次、宽领域警务合作提供坚实支撑和必要保障。  相似文献

This paper investigates macro-level sources of variations across countries regrading China's national image, as measured by the proportion of the public in each of 35 countries that expressed a favorable view of China in the 2007 Pew Global Attitudes Survey. It turns out that several expected factors have no significant measurable impact on China's image: not the extent of strategic ties between China and a given country; not the political system of that country; not the extent of Chinese investment in the country; and not the number of Confucius institutes and classrooms in that country. The only macro-level factor we find to affect China's image in a country is that country's level of economic and social development, as measured by the UN Human Development Index. Controlling for the other factors, publics in poor or developing countries are much more likely to have a favorable image of China than publics in economically advanced countries. Entering the twenty-first century, particularly under the reign of Hu Jintao, China began to pursue an increasingly pro-active diplomacy in Africa. Most analysis on China's offensive diplomacy in Africa focuses on Beijing's thirst for energy and raw materials, and for economic profits and benefits. That is why it is often called ‘energy diplomacy’ or ‘economic diplomacy’ as if China, just like Japan in the 1980s, became another ‘economic animal’. But if one looks at the history of the PRC's foreign policy, Beijing has seldom pursued its diplomacy from purely economic considerations. Is this time any different? This article exams China's diplomacy in Africa from a strategic and political perspective such as its geo-strategic calculations, political and security ties with African countries, peacekeeping and anti-piracy efforts in the region, support for African regionalism, etc. It argues that China's diplomatic expansion in Africa, while partially driven by its need for economic growth, cannot be fully understood without taking into consideration its strategic impulse accompanying its accelerating emergence as a global power. Africa is one of China's diplomatic ‘new frontiers’ as exemplified by new Chinese leader Xi Jinping's maiden foreign trip to Africa in 2013.  相似文献

Regionalism has become an interesting phenomenon in Asian international relations. Driven by fast growing trade and investment, Asian countries have developed variegated patterns of economic co‐operation and a complex level of interdependence among themselves. Although the growing Asian regionalism is very much an economics‐driven process, it has profound impacts on regional political organization. This analysis examines Beijing's changing attitudes toward Asian regionalism and its policy choice in the regional economic integration. It is argued that the integration of the Chinese economy into the regional structure is promoted by the government as well as driven by market dynamics. Although Beijing has let the Chinese economy develop into the regional ‘flying geese’ structure, the best policy choice for China, as many Chinese scholars have argued, would be a three‐circle strategy of integrating into the world economy and a strategy of ‘market for technology’ in regional economic co‐operation. This analysis also discusses the regional political obstacles impeding co‐operation across national borders. It is argued that healthy bilateral relations and more political will toward regional multilateralism on political issues would be instrumental for future regional prosperity and stablity in Asia.  相似文献

Tremendous changes have taken place in East Asia in the post-Cold War era, which have a great impact on Chinese foreign policy and its relations with major powers in East Asia. This new power configuration is related to as 'two ups' and 'two downs', which have become apparent since the early 1990s. The 'two ups' concern the rise of the United States and China. The United States' rise to sole superpower status has given Washington a dominant role in all four dimensions of world affairs: political, strategic, economic, and technological/cultural. Meanwhile, China has achieved a spectacular economic performance for the past two decades, sustaining high growth rates, and escaping, so far, the Asian economic crisis of 1997‐98. This expansion has greatly increased China's influence in regional and global affairs. The 'two downs' refer to the downturns of Russia and Japan. This article provides a detailed analysis of China's international environment in the context of the changing dynamics of major-power relations in East Asia. Special attention is paid to the crucial Beijing‐Tokyo‐Washington triangle. The examination focuses upon political, economic, and strategic dimensions.  相似文献

The People's Liberation Army has always had a significant role in shaping and implementing the People's Republic of China's foreign policies. Over the past two decades, the PLA's role has increased considerably, and is likely to become even more important in the future as China develops its military capabilities and casts a broader shadow in the Asia‐Pacific region. The PLA's foreign relations program has several goals: to shape the international security environment in support of key Chinese national security objectives; to improve political and military relations with foreign countries; to enhance China's military and defense industry modernization; to provide military assistance to countries in the developing world; and, to acquire knowledge in modern military doctrine, operations, training, military medicine, administration, and a host of non-combat related areas. The PLA seeks to accomplish these goals through its military attache´ offices abroad and the use of an elaborate system of bilateral exchanges. Of these programs, the most visible relations involve high-level visits, functional exchanges, arms purchases, and ship visits.  相似文献

This study analyzes several of the major challenges that the Taiwanese government will confront during President Chen Shui-bian's second term of office. These include serious strains in relations with the US, a continued deterioration in ties with the People's Republic of China (PRC) and increased political polarization, ethnic division and gridlock at home. 本文聚焦中日间关于台湾问题的“1972年承诺”,对中日两国围绕台湾问题存在分歧的症结及解决前景进行了分析,认为日本一直不肯直接承认中国对台湾的主权,并经常在这个问题上制造摩擦(如邀请台湾政治敏感人物访日),除了因为他们有些人无意认真遵守《开罗宣言》的规定之外,还因为他们不得不受美国台湾政策的影响以及他们固有的对台湾的战略思考所致。中日间关于台湾地位问题的“1972年承诺”就是鉴于日方这种法律、政治和战略考量,在中美日三国合作的背景下妥协的产物。笔者认为,随着中美日“三角关系”的趋于形成和中日“战略互惠关系”的建立,必将为中日间关于台湾问题的合理解决创造条件。  相似文献
