利己?利他?社会责任视角下乡村社区旅游精英再认识

乡村社区精英群体在发挥积极带动作用的同时,也可能会引致社区利益分配失衡的困境问题。作为典型的民族旅游乡村社区,桂林平安壮寨中以旅游小企业主为代表的旅游精英群体,基于经济、制度和道德等三方面动机履行一定的社会责任行为,通过直接或间接的方式,实现和促进了社区居民的利益,验证了旅游精英在乡村社区旅游发展中的积极作用。旅游精英的社会责任履行主要源于利己动机,逐利的利己动机越强,社会责任实践的利他动机就越强,旅游小企业的社区依赖性,在这种"利己与利他"的转换中产生着重要影响。因此,旅游精英在乡村社区中履行社会责任的道德治理,是解决精英困境刚性治理结构的有益补充。     

乡村政治文化与精英政治化、政治社会化——基于湖北省九个村的调查比较分析

调查表明,中国农村村民的政治参与状况在不同区域、不同村庄有不同的表征。乡村政治参与关联于乡村政治文化,乡村政治文化的迥异源于乡村社会的精英政治化和政治社会化程度。     

乡贤的外生性及其介入乡村机理分析

乡贤作为一个具有传统文化意味的描述乡村特定阶层的话语,与当下乡村社会现实阶层二者之间存在着一定程度上的不匹配。当前媒体与学者所热议的"乡贤",一般而言是城市中以知识、文化、道德为内在特质的群体下乡,这种乡贤介入有着自我内在的行动逻辑。乡贤的外生性及其介入乡村的机理,直接影响到乡贤介入乡村后的行为方式——有可能有助于乡村建设,也有可能与乡村建设产生冲突。因此,应该避免"乡贤"与"乡村经济精英"二者混淆使用的状况,并在明确乡贤融入乡村的相应政治、经济条件保障基础上,推动乡村"新乡贤"群体建构,并促进其乡村治理作用的有效发挥。     

改革开放以来中国农村社会的结构转型及其意涵

传统社会向现代社会的转型本质上是社会关系的转型。当前,我国农村社会正由传统向现代过渡,反映这种社会关系转型轨迹的中国农村经济、社会及政治结构出现了实质性的分化:乡村利益格局日益趋向多元化,教育及文化的发展使农民的意识从"身份取向"向"权利取向"转变,并自发形成了以自主治理为特征的乡村社会团体。农村经济-社会结构的转型构成了未来我国新型乡村治理关系的基础。     

社会转型中的乡村治理:从权力的文化网络到权力的利益网络

社会转型过程中,乡村发生了从传统的"差序格局-伦理本位"到当下的"圈层格局-核心家庭本位"、从熟人社会到半熟人社会等转变。乡村结构表现为利益网络格局,而非简单的文化网络格局。乡村权力结构发生了从"权力的文化网络"到"权力的利益网络"的转型。乡村社会结构和权力结构的转型促使乡村治理的转型,表现为治理主体多元化和组织基础利益网络化。     

《构建基于微观数据和大数据技术的乡村基层治理指数》

乡村经济精英因其生长于乡村,且立足乡村经济获得精英地位,在精准了解贫困群体需求,精准选择和培育产业方面更具比较优势。广西地区部分县域的乡村经济精英,通过精准选择产业,敏锐把握新经济模式,在获得自我发展机会的同时,也在带动贫困户发展方面有较好的表现,他们的成功更直观地展示了乡村经济精英在精准扶贫工作中的价值。为更好地发挥这些乡村经济精英在精准扶贫过程中的作用,建立多元主体分工协作机制,改进相关政策设计,便利乡村经济精英参与一些项目,多渠道增强乡村经济精英的获得感,采取有力措施治理"精英俘获"避免乡村精英价值扭曲,通过多方面措施激励和强化乡村经济精英更深入参与精准扶贫工作的积极性。     

新型农村社区环境治理:现实困境与消解策略——基于社会资本理论的分析

城镇化与现代化推动乡村治理结构发生深刻变革,对于新型农村社区环境治理构成严峻挑战。社会资本在新型农村社区环境治理中透过社区信任、互惠规范与关系网络发挥合作功能、约束功能与沟通功能。然而,新型农村社区在转型过程中社区信任衰退、互惠规范断层和社区关系网络转型引致社区环境治理遭遇集体行动悖论、"公地悲剧"与治理互动困境等重重困境。实现新型农村社区共同体化是提升社区环境治理能力的关键,国家需要以重塑社区信任、复建互惠规范和修缮参与网络为主线重构生态环境治理合作共同体,化解新型农村社区环境治理困境。
