完善我国政府信息公开法律制度的思考

政府信息公开法律制度是指国家行政机关以及法律、法规授权或委托的组织，在行使国家行政管理职权的过程中，通过法定形式和程序，主动将政府信息向社会公众或依申请而向特定的个人或组织公开的制度。2008年5月1日开始实施的《政府信息公开条例》是政府信息公开走向制度化、法律化的标志，信息的公开有利于提高整个政府和社会的效率。因此，这也是一个社会进步和政府工作水平提高的一个重要标志。

慈善组织信息公开的新特征:政策研究的视角

我国慈善组织在社会转型期遭遇了诚信危机,同时社会组织的自律与他律也正在日益加强。本文采用案例分析对慈善组织信息公开的新特征进行了深入剖析。研究表明,慈善组织信息公开呈现从被动透明到主动透明、从机构本位到公众本位、从主观透明到客观透明、从结果透明到过程透明、从感性透明到理性透明的新特征。针对此,文章提出了进一步加强慈善组织信息透明度的政策建议,包括推行信息公开的标准化制度、建设慈善组织信息库、实施失信惩戒机制及建立人才培养制度等。

The People's Will

The 2021 Election Committee's sub-sector ordinary elections in Hong Kong Special Administrative Region (HKSAR) took place on September 19. These were the first elections held follow-ing the improvements to HKSAR's electoral system on March 11, when a decision to enhance this specific HKSAR system was adopted by an overwhelming majority vote at the Fourth Session of the 13th National People's Congress in Beijing. Since Hong Kong's return to the moth-erland in 1997, the collusion between anti-China forces from Western countries and "Hong Kong independence" advocates has led to repeated outbursts of violence, se-verely undermining local social stability. Moreover, several "independence" advocates entered the local authorities by exploiting loopholes in the region's electoral system. Taking advantage of their positions, they not only supported unrest in Hong Kong but also actively engaged in the planning of "Hong Kong independence," jeopardizing China's territorial sovereignty and security. In this context, the Central Government had to take swift action to improve the HKSAR electoral system and, in doing so, plug the holes.

With con-crete actions and votes, the people of Hong Kong have jointly ushered in a new chapter in the history of China's Hong Kong Special Administrative Region (SAR), also known as the Pearl of the Orient. As the votes for 90 members of the seventh-term Legislative Council (LegCo), who hold different ideas, reli-gious beliefs, occupations and interests, were cast and counted by December 20, a brighter future for Hong Kong is taking shape.

This article analyzes the effects of the transfer of Hong Kong's sovereignty to China in 1997 on the participation of Hong Kong and Taiwan in international organizations. It identifies the conditions under which China tolerates co‐existence with Taiwan as members of eleven intergovernmental organizations as of 1996. It concludes with two observations: one, international organizations are not monolithic entities; two, although China has overwhelming influence over Hong Kong's participation in these organizations, it depends also on how the Hong Kong Special Administrative Region government is going to manage its relations with China.
