强化工作职能服务农村发展

新阶段农业和农村发展的重大变化，既为农村经济和社会的发展带来了许多新气象和新机遇，也带来了不少新课题和新挑战，对农村经济增长方式、运行机制和管理体制的转变提出了新任务和新要求。新阶段农业农村发展面临着资源和市场的双重约束，面临着发展经济与保护环境的双重压力，面临着国内市场与国际市场的双重挑战，面临着经济结构和就业结构的双重调整，面临着增加农民收入和保障粮食等农产品供给的双重目标，面临着促进经济增长和发展社会事业的双重任务。特别是当前和今后一个时期，农民增收问题和粮食安全问题将相互交织、互为影响，农村工作面临“两线”作战，这是个重要“关口”，必须强化措施，主动应对。鉴于此，作为全省国民经济宏观管理部门，我委将认真履行职能，紧紧围绕促进农民增收这一目标，加强规划引导，加大投入力度，改进工作方法，切实转变作风，求真务实，扎实工作，为开创我省农业和农村工作的新局面作出新的努力。     

在省委十届二次全会暨全省经济工作会议上的讲话

今天上午，纯清书记作了重要讲话，回顾总结了今年的经济工作，深刻分析了当前面临的经济形势，提出了做好明年经济工作的总体要求。我们要认真学习领会，全面贯彻落实。下面，我就今年经济发展情况和明年经济工作的具体部署，讲些意见。     

坚定信心加强法制谋发展

今年一季度以来，由美国“次贷”危机引发的全球金融风波已经蔓延到实体经济，这对各国政府应对经济危机、维护社会稳定提出了特殊的要求。而在中国，面对今明两年经济发展所面临的严重困难和严峻挑战，党中央和国务院及时作出了准确的预测并提出了积极应对的措施。这里，笔者谈谈依托法制建设、坚定发展信心的问题，     

高度关注民生 积极促进创业就业——贯彻落实中央经济工作会议精神

2008年12月8日至10日，中央经济工作会议在北京召开。会议分析了当前我国经济发展面临的来自国际国内的严重困难和严峻挑战，明确了贯彻落实2009年经济工作的总体要求，提出了2009年经济工作的重点任务。全国妇联按照中央“保增长、扩内需、调结构”的总体要求，结合中国妇女十大精神，联系妇女发展和妇联工作的实际，     

CEPA框架下香港经济的前景

针对香港经济发展过程中出现的问题，工商界人士和经济学家提出了各种分析和预测，许多人对中国加入WTO后的香港经济前景持悲观态度。然而，2003年6月29日在香港签署的《内地与香港关于建立更紧密经贸关系的安排》(Closer Economic Partnership Arrangement，简称CEPA)后，香港经济必将面临新的发展机遇。本文拟对CEPA框架下的香港经济作一前景分析，并对香港经济新一轮发展提出对策选择。     

保增长、扩内需、调结构、促改革、惠民生——2009年我国经济发展展望

2009年是新中国成立60周年，是推进“十一五”规划实施的关键一年，也是我国经济面临考验的一年。2008年12月8日-12月10日在北京举行的中央经济工作会议，提出了2009年经济工作的5项重点任务：1、加强和改善宏观调控，实施积极的财政政策和适度宽松的货币政策。     

抓住有利时机 保持我省经济平稳较快发展

今年以来，受美国金融危机的影响，我国经济形势面临严峻挑战，本月，国务院连续两次针对全国经济情况进行部署，提出了进一步扩大内需促进经济平稳较快增长的10条具体措施，计划到2010年底总共投入4万亿进行投资，可见经济形势之急迫。     

论实施绩效管理系统的常见问题及对策

随着经济的全球化和信息时代的到来，各国企业都面临着日益激烈的市场竞争。为了提升适应能力和竞争能力，许多企业都在积极探索改善组织绩效管理的有效途径。本文探讨了实施绩效管理系统的若干常见问题并提出对策。     

建立四个体系 实践“三个代表” 为经营者和消费者提供良好服务

经济全球化给世界经济发展带来了前所未有的巨大影响，我国实行改革开放30年，经济全球化极大地促进了中国经济的迅猛发展，给中国带来了机遇与挑战，只有不断地总结经验才能够持续稳定地发展下去。本文就从总体上分析了改革开放以来，我国经济发展面临的机遇与挑战，同时提出了新的经济发展战略目标。     

Chinese nationalism,Taiwan autonomy and the prospects of a larger war

In contrast to the belief that the 1995–1996 Taiwan Straits crisis was caused by the visit of the President of Taiwan to Cornell University, in fact, the post‐Mao ruling groups in Beijing made forcing early reunification with mainland China on Taiwan a top priority soon after assuming power in 1978. This new focus on Taiwan's reunification reflects a policy switch. It is not a continuation of Mao era policies. The switch is basic. It involves a profound change in the content of Chinese nationalism from Mao era nationalism, which is seen by its critics in China as insufficiently promoting the national interests of the Chinese people. The new, post‐Mao nationalism in China not only challenges Taiwan's autonomy, it also could endanger peace in the Pacific‐Asia region. Consequently, it is important to rethink the political dynamics at work in China and in the region if the parties involved hope to avoid a larger war.     

CRISIS FOCUS:Different Situation, Different Solution

The spreading world economic crisis poses grim challenges for both China and the United States, the world's two leading economies. Is there a universal rem- edy for both? Edmund Strother Phelps, Jr., an American economist and the winner of the 2006 Nobel Memorial Prize in Economic Sciences, made an in-depth analysis of the situ- ation at the Third China Beijing International Cultural and Creative Industry Expo in December. Edited excerpts from his speech follow.

Impact of the US Credit Crunch and Housing Market Crisis on China

Similarities between the US, the UK and the Chinese housing markets, including the movements of interest rates and house prices, and the exposure of some Chinese banks to the US mortgage securitization market, have triggered concern about whether China could experience a US-style credit and housing market crisis. Significant differences between China and Western economies make that unlikely in the near future. China's booming house market has been supported by fast economic growth, rapid urbanization and high domestic savings. Chinese banks have also been less exposed to mortgage defaults than their Western counterparts. However, the relative underdevelopment of the financial system—credit monitoring and asset securitization—may expose China to domestic mortgage lending-related crises.     

G20 Must Look Beyond the Needs Of the Top 20

After the financial crisis broke out,China was quick to put in place a decisive plan to boost domestic demand,advance eco-nomic restructuring and improve people's well being.These mea-sures have started to produce results.At present,the Chinese economy still faces severe challenges.     

China's New Assertiveness in the South China Sea

China's new assertiveness in the South China Sea has arisen from the growth of its military power, its ‘triumphalism’ in the wake of the Western financial crisis and its heightened nationalism. The other littoral states of the South China Sea have been troubled by the opacity of Chinese politics and of the process of military decision-making amid a proliferation of apparently separately controlled maritime forces. The more active role being played by the United States in the region, in part as a response to Chinese activism, has troubled Beijing. While most of the ASEAN states have welcomed America as a hedge against growing Chinese power, their economies have become increasingly dependent upon China and they don't want to be a party to any potential conflict between these two giants. The problem is that there is no apparent resolution to what the Chinese call, in effect, these ‘indisputable disputes’.     

全球化时代的国际危机及中国的应对

全球化时代的到来加强了国际社会各行为主体之间的互动,从而使得全球性风险系数加大.新的时代背景呼唤新的安全理念,为了有效地应对危机的挑战,国际社会成员间的合作与沟通显得尤为重要.处于全球化时代背景下的中国,需要增强危机意识,在加强与国际社会合作的同时,尽快完善我国应对危机的制度建设和法律建设,提高危机应对能力,更好地维护中国的国家利益.

英属马来亚是近代中国人口移民最多的地区之一,也是中国女性移民最多的地区之一。在1929-1933年世界经济危机和殖民地政府移民政策的影响下,中国女性人口大量移民马来亚。本文通过中国女性移民马来亚的个案分析,希望深入探讨经济危机和重大政策变化对男女移民的不同影响,以及女性不同于男性的移民模式,以期丰富中国人口国际迁移研究。     

Growing Pains

As clouds gather over its economic prospects,the United States seems to still have a long way to go toward riding out the recession. In striking contrast,emerging Asian economies are becoming a stabilizing force in the global battle against the economic crisis. John Rutledge,former economic advisor to U.S. presidents Ronald Reagan and George H.W. Bush,discussed this issue in an interview with Beijing Review reporter Hu Yue on the sidelines of the Boao Forum for Asia on April 17-19.
