The Netherlands is one of the few countries in Western Europe that did not experience massive terrorist attacks and where counterterrorism actions did not feature prominently on the political agenda. Until quite recently, the Netherlands had neither emergency legislation for terrorist incidents nor a specific Act that criminalized terrorist offences. In response to the European Union framework legislation, a bill was produced that penalizes participation in a terrorist organization, flanked by a vast array of other measures. This article analyses the policy, institutional and legislative responses to terrorism in the Netherlands and compares these with responses from other European states. The events of 9/11, as well as the political and public anxiety over the murders of Pim Fortuyn and Theo van Gogh, acted as a firm wake-up call for the Netherlands insofar as the threat of terrorism is concerned. Whilst most countries adopted an incremental approach to countering terrorism, the Netherlands witnessed a radical shift in criminal justice and law enforcement policy following these events.  相似文献

ABSTRACT

In the conceptual literature on terrorism, there is no shortage of answers to the question: “What is terrorism?” Indeed, the terrorism literature has been heavily criticized for a deluge of definitions. And yet the booming quantitative terrorism literature generally examines a narrow set of “what is terrorism?”: how country-level factors explain variation in the number of terrorist attacks. This article demonstrates the variety of ways in which scholars currently operationalize terrorism and compares them to the ways it could be operationalized. I replicate studies using alternative operationalizations of terrorism to examine the consequences of the terrorism literature’s collective bet to focus on attack counts at the country level. Finally, I discuss the implications of the narrow set of operational choices with an eye towards how a greater variety of approaches would produce a more robust research agenda.  相似文献

The London bombings in 2005 led to the perception that the terrorist threat had changed from external to internal. This became conceptualized shortly after as “homegrown terrorism.” This article deals with the meaning and scope of this phenomenon. We begin by tracing an ambiguity in the term “homegrown,” which is both about belonging in the West and autonomy from terrorist groups abroad. A quantitative study of Islamist terrorism in the West since 1989 reveals an increase in both internal and autonomous terrorism since 2003 and that most plots are now internal—but not autonomous. Finally we suggest that an increase in autonomous terrorism is a transitory phenomenon.  相似文献

International security cooperation usually takes one of two forms. A classical collective security organization is designed to promote international security through regulating the behavior of its member states. A defensive security organization is designed to protect a group of states from threats emanating from a challenging state or group of states. Both forms of security cooperation bind states to act in concert with respect to threats presented by other states. The emergence of non-state actors such as terrorist or extremist organizations challenges traditional forms of collective security. Threats from political extremism, terrorism, and outlaw organizations have grown in visibility during the past decade in the countries of Eurasia. The terrorist attacks of September 11 and the ensuing global war on terrorism have given added impetus to the Eurasian inter-state cooperation in confronting non-traditional threats and challenges from non-state actors. Bearing in mind the theory of collective security, this article analyzes threats posed by non-state actors with respect to Eurasian collective security organizations including the Shanghai Cooperation Organization, the Conference on Interaction and Confidence Building Measures, and the CIS Collective Security Treaty Organization. The article concludes that the effectiveness of these organizations at achieving stated objectives depends upon their capacity to adopt new criteria of effectiveness.  相似文献

India has been a major victim of Islamist terrorism and has long fought against an array of Islamist terrorist groups. Since the 9/11 terrorist attacks, India's previously lonely struggle against terrorism has taken place against the background of the US-led Global War on Terror (GWOT). After outlining India's Islamist terrorist challenge, this article examines India's evolving approach to counterterrorism and how the GWOT has influenced it. It concludes that India has adopted a localized, defensive, law-and-order approach to counterterrorism which has evolved in response to various attacks over the years but still remains seriously underdeveloped. The GWOT has influenced Indian counterterrorism in important ways, although its influence has been subtle and indirect rather than transformative. The GWOT has enhanced Indo-American counterterror cooperation, shaped India's terror environment by launching the war in Afghanistan and enriched Indian counterterrorism with American experience. Just as important, it has also had an impact on India's debate on counterterrorism, civil liberties and human rights.  相似文献

Scholars, politicians, and pundits increasingly suggest lone wolf terrorists are substantial threats, but we know little about how dangerous these actors are—especially relative to other terrorist actors. How deadly are lone actor terrorists? A growing body of empirical research focuses on terrorist organizations, but similar work on lone actors is sparse. Furthermore, attempts to explicitly compare these or other types of terrorist actors are almost non-existent. This article considers theoretical arguments for why lone wolves ought to be especially lethal. However, it presents an argument for why terrorist groups should generally be more lethal. This argument is conditional upon the environment in which actors operate. Lone wolves should only be more deadly in states with especially strong counterterrorism capacity. The article uses data on terrorist attacks in fifteen developed countries, 1970–2010, to compare the lethality of terrorist acts. Around the world, attacks by organizations tend to be far more lethal than attacks by other actors. In the United States, however, lone wolves are generally the more lethal terrorist actors. This is argued to be because the robust counterterrorism capacity makes organized terrorism more difficult to accomplish.  相似文献

This article aims to offer a preliminary assessment of Russian and Uzbek attempts to combat terrorism after 9/11. While both cases fit into the larger post-Soviet political narrative, itself shaped by strategic realignments following the events of 9/11, relatively little work has been undertaken to analyse how terrorism and law enforcement have intertwined in order to generate military, legislative and police responses in these countries. Thus, while recognizing how security policies changed in Russia and Uzbekistan immediately after 9/11, this paper argues that policy reactions to home-grown terrorism have, for the most part, continued to be the main driving force behind attempts to combat terrorism. Equally, however, the latter part of this paper argues that a more nuanced account of security in the North Caucasus and Central Asia is needed in order to study terrorism effectively. In particular, the emergence of suicide terrorism in Russia and Uzbekistan raises important issues, not just about post-9/11 law enforcement, but also identity politics, illustrating how diverse local, regional and international forms of identification shape International Relations theory.  相似文献

ABSTRACT

The challenges of 9/11 required a wide ranging response across all three of the broad divisions of EU policymaking competence: the economic and monetary union, common foreign and security policy and internal security. These policy divisions make up the ‘three pillars’ of the EU's political architecture. This article reviews general issues of accountability and human rights protection in the EU's policymaking and implementation process, the evolution of the EU's response to terrorism, and the general response to 9/11. It then considers, in detail, the implications of the various response measures adopted under each ‘pillar’. The article demonstrates the emphasis that the Member States have placed on security measures and the wider concerns that their content and speed of adoption left little scope for other views to be heard. The article lays stress upon the fact that the effectiveness of the response measures are crucially dependent on the variable implementation capacity of the Member States. The article concludes by noting how the 2004 EU Constitution [Article I-42] requires Member States to ‘…?act jointly in a spirit of solidarity if a Member State is a victim of a terrorist attack….’  相似文献

The aim of this article is to analyse terrorism and the phenomena linked to it in East Central Europe. In comparison with a number of other regions of today's world, this area can currently seem to be a relatively “terrorism-free zone.” Although the number of terrorist attacks committed in this territory is insignificant, this does not mean that the risk of terrorism is entirely negligible in the region. This text explains some historical determinants of the current situation and describes the consequences both of regime change in the countries in question and of their foreign policy decisions after 1989. I also analyse the importance of East Central Europe as a logistical space for international terrorism (weapons procurement, stays of terrorists, etc.). I characterise the threats of Islamic and Middle Eastern terrorism in connection with the pro-American and pro-Israeli policies of East Central European countries, especially after 9/11, assess the risks posed by the domestic extremist scenes in those countries that have a relationship with terrorism, and take notice of the accusations of terrorism that have been voiced in international politics. On the basis of this data, I then provide an overview of the importance of East Central Europe for the contemporary study of terrorism.  相似文献

France has had a long history of struggle with various forms of terrorism and over the past decade has achieved particular success against Algerian Islamic terrorist groups – the GIA and GSPC – with close links to Al-Qaeda. This article reviews France's experience of terrorism since the end of the Second World War and details the evolving state responses to these challenges and the sophisticated anti-terrorist apparatus that now serves the French state. It then considers the role of France in the post-11 September ‘war on terrorism’ and argues that France remains in the front-line of the struggle against Al-Qaeda and that the French experience has much to contribute to the international war against Islamic terrorism.  相似文献

This work examines differences in the level of violence of counterterrorism measures adopted by Central Asian states. Why do some Central Asian governments opt for wanton repression in the name of the struggle with terrorism, while others adopt less severe methods of control and prevention? To answer this question, this study draws on a synthesis of rationalist and constructivist explanations. Like rationalists, it posits that the magnitude of terrorism and states' material capabilities affect governments' responses to terrorism. Following constructivists, the study stresses the impact of ideas about the nature of terrorist threats and views on the appropriateness of the use of force on the counterterrorism policies of Central Asian states.  相似文献

How has the US government’s use of counterterrorism sting operations changed over the past quarter-century? Have major terrorist attacks led to more frequent sting operations and/or more frequent entrapment – and if so, have such changes been temporary or long-lasting? Have different types of terrorism provoked different reactions? This study answers these questions using a database of US terrorism prosecutions occurring between 1989 and 2014, each coded for 20 indicators of entrapment. We analyse temporal trends, and in particular, compare the government’s responses to the 1995 Oklahoma City bombing and the 9/11 terror attacks. Results indicate that after the Oklahoma City bombing, the number of sting operations against right-wing extremists doubled, while the average number of entrapment indicators dropped. This suggests that authorities in the 1990s responded to the growing threat of right-wing terrorism appropriately: conducting more investigations while avoiding entrapment. After 9/11, sting operations against suspected jihadi terrorists rapidly increased, but in this case, they featured high numbers of entrapment indicators through the end of the study period, suggesting widespread and persistent entrapment. Reasons for this difference, and for the government’s failure to reduce entrapment in response to widespread criticism over the past decade, are analysed.  相似文献

Following 9/11, Al-Qaeda-orchestrated plots were considered the greatest threat to Western security and sparked the coalition’s war on terror. Close to a decade later, the post-9/11 threat landscape had shifted significantly, leading then CIA-director Leon Panetta to describe “the lone-wolf strategy” as the main threat to the United States. Subsequent lone-actor attacks across the West, including the cities of London, Nice, Berlin, Stockholm, Ottawa and Charleston, further entrenched perspectives of a transformed security landscape in the “after, after-9/11” world. The unique features of lone-actor terrorism, including the challenges of interdiction and potential of copycat attacks, mean that the media is likely to play a particularly important role in shaping the reactions of the public, affected communities and copycat attackers. This article presents findings from a content analysis of British and Danish newspaper reporting of lone-actor terrorism between January 2010 and February 2015. The study highlights that lone-actor terrorism is framed, with national variations, as a significant and increasing problem in both countries; that Islamist lone-actors are often represented as distinct from far-right lone-actors; and that some reporting, despite relatively limited amplification of specific terrorist messages, potentially aids lone-actors by detailing state vulnerabilities to attacks.  相似文献

From a humanities course on terrorism that focuses on how terrorist ideology and acts are transformed into cultural artefacts, several pedagogical–theoretical issues have emerged: the incongruity of viewing terrorist violence as art; 9/11 as an ahistorical event; the impossibility of defining terrorism; the infiltration (trivialisation?) of terrorism into popular culture; subgenres of terrorist works, each with its own paradigm; and the iconoclastic potential of many terrorist texts and films. These issues have implications for the curricular design of terrorism courses and for the role of instructors – in academia and in the larger community.  相似文献

Since the 9/11 terrorist attacks, research on terrorism has grown exponentially. Data limitations, however, have made temporal generalization difficult. Most terrorism datasets extend back only to the 1970s, which inhibits the ability to quantitatively examine earlier waves of terrorism. To address this limitation, this article presents a dataset of over 250 terrorist organizations formed between 1860 and 1969. These data, which have global coverage, include country-year information on group formation, allowing scholars to examine the relationship between various country-year factors and the emergence of terrorist organizations. To illustrate their usefulness, these data are used to examine the relationship between democracy and terrorist group formation. Following several recent studies, the empirical analysis reveals a curvilinear or inverted u-shaped relationship between terrorism and democracy.  相似文献

ABSTRACT

Terrorism and how to respond to it looms large in the current transatlantic debate, with the Europeans often being accused of failing to recognise terrorism as the major strategic issue of the early twenty-first century and thus putting their own security as well as that of others at risk. This is both true and false. It is true in the sense that fifteen years after the end of the Cold War, the Europeans still lack a global strategic vision, never mind how the threat from terrorism might impact upon it. But it is false in the sense that it understates what the Europeans can and are doing to reduce and manage terrorism on a global scale. The article is structured into four sections. The first examines terrorist activity in Europe post-9/11. The second deals with how the Europeans responded to 9/11 collectively within the EU. The third section focuses on what are termed the “outreach” activities of the Europeans via the United National Security Council, G-8, OSCE, NATO, and the European Union. And finally the article concludes that it is this outreach by the Europeans that holds the most promise for effectively countering international terrorism, that the Americans are dependent on this activity, and that the Europeans have to modify their strategic vision in order to deliver more effectively.  相似文献

Fieldwork in the study of terrorism remains the exception, allowing for scores of publications to be produced each year with little or no contact with the perpetrators of terrorist violence and scarce direct observation of the social realities in which it occurs. While examining some of the serious drawbacks and pitfalls such research can entail, this article makes a case for more fieldwork in terrorism studies, arguing that it can bring greater depth to our understanding of terrorist violence. The discussion focuses on a common assumption – the existence of the ‘terrorist’ as subject – and a common practice of terrorism studies – the concentration on extraordinary events at the expense of ‘ordinary life’ and ‘ordinary people’ – and how they are called into question by the material gathered during field research conducted in the Southern Philippine region of Mindanao. The article concludes with a reflection on some of the challenges facing researchers in danger zones, from their dependence on local knowledge for security to the need for methodological flexibility when faced with the complexity of research in conflict areas.  相似文献

For a century, intellectual debate on political violence has been dominated by efforts to romanticize the extremist and to invest him with the aura of the altruistic “freedom fighter.” It is astonishing that in the post-9/11 era, the terrorist's image continues to remain habitually mystified and ennobled, while terror attacks are justified as self-defense. “Terrorist discourse” is indicative of the universality of the intellectual position of the Left with regard to terror, national discrepancies notwithstanding. The present article evaluates leftist liberals' attitudes towards terrorism in the 20th-century Russian Empire, Europe, the U.S., and especially Israel—one of the epicenters of terrorism today. The article proposes to examine psychological responses to terrorism in conjunction with a range of contemporary reactions to threats, acknowledged or displaced with an assortment of mental constructs and rationalizations.  相似文献

In the years since 11 September 2001, pundits, politicians and scholars of terrorism and international relations routinely have declared that 9/11 “changed everything”. This article explores not only how those decisions transformed the United States and the global response to terrorism, but also how both the decisions and response sustained a sense of fear. Further, they made possible, to paraphrase then candidate Joseph Biden’s critique of former New York Mayor Rudy Guiliani, the framing of so much of the global political debate about terrorism, and national security references as simply 9/11 accompanied by a noun and a verb. Finally, the article examines the consequences of this framing for not only our understanding of terrorism, but also our understanding of terrorism and violence within the current global system.  相似文献
