ASEAN, whose international prestige grew as a result of its diplomatic role in 1970s, can be seen as providing a model for linking the very disparate states of the Asia-Pacific region in a common association. The centrality of ASEAN to any attempt to build regional institutions was strengthened by clashes of interest between the major powers. In order to protect its own strategic interests, ASEAN has established mechanisms of economic and security cooperation with the EU and the United States since the end of Cold War. After September 11, the cooperation between ASEAN and the US has become much more extensive than before on both regional and global levels. Sino-EU-US triangular relationships have had a significant influence on ASEAN relations with these powers in the new century.  相似文献

It is pointed out by the Chinese leadership that, despite numerous frameworks for Asia-Pacifi c economic cooperation, a regional security architecture that suits the regional realities and meets the needs of various countries should and must be constructed. China should grasp the current strategic opportunities, assume the role of concept-generator and agenda maker, and duly advocate the creation of an Asia-Pacifi c regional security architecture. This paper lists six objectives in building a regional security architecture, compares the positions and proposals of various countries on regional security affairs and analyzes the three salient security issues—North Korea, the East China Sea and the South China Sea. Given the attitudes of the United States, Russia, Japan, South Korea, Australia and the ASEAN, it is impossible for any one of these entities to take the initiative in building a comprehensive architecture; nor is it advisable for China to do so under these circumstances. What China needs to do at this moment is to defi ne its strategic goals and clarify its strategic thinking.  相似文献

Southeast Asia is an important region in China's neighboring diplomacy and the focus has been on its good neighbor policy.After China andASEAN set up a dialogue-partnership in 1991, their relations have progressed substantially.China now has a strategic partnership with ASEAN and has also taken the initiative in building good economic, trade,security and cultural ties with ASEAN member states.China is currently ASEAN's largest trading partner, while ASEAN is China's third largest trading partner.Beijing, however, has mostly ignored security ties and cultural exchanges with the region over economic cooperation.This has led to a number of security issues and perception problems that have gradually hindered bilateral ties.Most recently, China changed its Southeast Asia policy after holding the 18th National Congress of the CPC, the Neighboring Diplomacy Work Conference, and recent visits by China's top leaders to regional countries.These changes will form the foundation of a grand blueprint for the future development of Sino-ASEAN relations.  相似文献

In the 60 years since the founding of the People's Republic of China, the country has pursued a peace-oriented foreign policy. After the end of the Beijing Olympics in October 2008, China's foreign relations began to take on a new look. The country now participates more actively in global and regional issues, forging multilateral and bilateral relationships, and entering into discussions on maritime rights and military strategy. It could be said that China is now showing more initiative, independence, confidence, transparency and a greater sense of responsibility, and strengthening cooperation with all partners. These changes are mainly due to China's increasing comprehensive national strength and its need to integrate into the international system in a peaceful and harmonious manner with benefits to all. China has redefined its identity and reassessed its interests. These changes are ongoing, and the nation's diplomacy is still not perfect, but the general direction has now been set.  相似文献

China's "Belt and Road" initiative is emerging as the Western-dominated world order is declining.Capitalism has intensified the rich-poor divide and power politics have led to great upheavals.Western values have caused a "value dislocation" for non-Western countries.The world is calling for new development concepts.The "Belt and Road"initiative has emerged as an answer.It embodies China's ideas on global development.First,it works for the "common prosperity" of every country,which will ease contradictions between the South and the North.Second,it emphasizes geo-economic integration that will heal the fragmentation of Eurasia.Third,it advocates linkages between people and inclusiveness to create a new kind of civilization.However,many difficulties and challenges lie ahead for the implementation of the "Belt and Road" initiative.  相似文献

President Barack Obama has trumpeted a "new era of engagement" for the United States. The central components of his strategy include a world order characterized by peaceful accommodation between established and rising powers; the collective management of transnational problems; and the overhaul of international institutions to reflect these shifting power dynamics and the new global agenda. Placing less emphasis than his predecessor on the pursuit of American primacy, Obama envisions--indeed, insists-that other global powers assume new responsibilities. Notwithstanding its multilateral instincts, though, the Obama administration is limited in its practical ability to promote and embrace sweeping reforms to global governance. Therefore, rather than casting its lot entirely with universal organizations like the United Nations, the United States will adopt a pragmatic approach to international cooperation that combines formal institutions with more flexible partnerships to achieve US national interests. The balance sheet for Obama's first year in office underscores both the opportunities for and the constraints on global governance reform in the current geopolitical environment.  相似文献

Military transparency is a complicated and sensitive issue in the Sino-U. S. relations and also a touchstone testing the degree of their interest coincidence. One can hardly gain a full and profound insight into the essential implication of military transparency if he is dominated by the realist logic and putting undue emphasis on the importance of it in the bilateral military relation.Given the fact that China and the United States are two important powers shouldering critical responsibilities for maintaining global peace and security, this article argues that only by adopting a new security concept toward military transparency could the two countries forge a consensus on the international security situation and remove misunderstanding, misgivings and distrust in their military contacts and cooperation. Only by actively seeking and constructing a new security regime could the two sides strengthen the institutional base for their military cooperation.  相似文献

Minerals and resources trade and investment play a pivotal role in economic and trade relations between China and Australia.In recent years,although China-Australia political relations have been at a low point,China?Australia minerals and energy cooperation has exhibited a different trend to that of political relations,and also from the engagement during previous periods.Minerals and energy trade has increased steadily,while investment is becoming more difficult,particularly for large projects.There has been a clear green transition in trade and investment in this functional area,and uncertainty has increased due to the influence of factors such as the Belt and Road Initiative(BRI),the shale gas revolution and China-US trade disputes.Because this is one of the pillars for economic growth for both countries,and for their trade and investment ties,and because of the importance of low-carbon transition,the free trade system,and global and regional governance,minerals and energy cooperation can serve as a platform for improving and promoting bilateral relations.It has been suggested that China should seize the opportunity to improve bilateral relations by deepening two-way investment,joining hands with Australia on developing more products in more areas,and with new cooperation models.This research will be significant for understanding the status quo of China-Australia cooperation in minerals and energy,and for improving bilateral relations,and even international energy governance.  相似文献

Appealed by Asian Bank, Great Mekong River Sub-region was established in 1992 and was basically consist of six parties such as China (Yunnan), Thailand, Vietnam, Lao PDR, Myanmar and Cambodia. Its cooperation fields basically focus on commodity circulation and investment. Wherein, as an effective method to develop the economic growth in sub-region and to relieve poverty, the agricultural trade is of important significance to strengthen the GMS cooperation further. In 2002, the agreement on the frame of integrally economic cooperation between China and ASEAN was signed by both China and ASEAN to ensure "the Early Harvest Plan". However, to what degree of the effect can this program exert on Yunnan province by joining in regional economic cooperation is the research purpose in this paper.  相似文献

After the global financial crisis broke out in 2008, major industrial economies became concerned about delndustrlahzation . The important roles that the industrial sector plays in creating jobs and ensuring intemational competitiveness began to be recognized again. The U.S. launched its policy of "re-industrialization" and Brazil published a plan to develop its industrial sector between 2011 and 2014. China's industrial sector has rapidly developed. "Deindustrialization" sparked widespread concern because it is connected with the global distribution of technological capability and the future global economic order. It is noteworthy that the U.S., Brazil and some other major economies partly blamed China for the problems that "deindustrialization" has caused and this has had an increasing effect on China' s relations with these countries. It reflects China' s problem as a new manufacturing power. In this article, the author analyzes those political and economic factors associated with "deindustrialization" and makes some suggestions for the Sino-Brazilian strategic partnership. In this way, the author explores some ideas on establishing a new type of big power relations.  相似文献

The rise of multilateral defense diplomacy in Asia is an important new phenomenon.In addition to the newly established ADMM+ process and the Shangri-La Dialogue(SLD) ,ASEAN defense ministers,ASEAN chiefs of defense and ASEAN chiefs of intelligence are now all meeting on a regular basis.Such gatherings were almost unthinkable as recently as a decade ago.This paper seeks to interpret these developments and their implications for the Sino-Australian security relationship.It argues that while these recent developments appear to reflect a deepening of Asian security cooperation,they are actually a manifestation of an intensifying institutional competition,namely between the ASEAN-centered ADMM and the Western-backed SLD.This,in turn,is symptomatic of a broader institutional contestation——reflecting underlying strategic competition——which is becoming a distinctive feature of Asia’s emerging security ‘architecture.’ The paper goes on to argue that China and Australia find themselves on opposite sides of this competition and,particularly in the area of defense diplomacy,are likely to become increasingly important players in fuelling it.The paper concludes by observing why such a dynamic is potentially problematic and offers a modest set of policy recommendations designed to assist Beijing and Canberra in addressing and alleviating their competitive tendencies.  相似文献

Since the beginning of the 21st century, international geostrategic thinking has experienced two important changes. First, the rise of the Asia Pacific region as a global economic power has shifted the world geopolitical center of gravity from the Euro-Atlantic region to the Asia Pacific region at an ever increasing speed. Second, globalization along with Asia Pacific's rise has shaken up world geopolitics. Traditionally, geopolitics centered on power struggles and preparations for war but this is now dying out. New geopolitics emphasizes global interdependence and cooperation. These changes provide a rising China with new opportunities. They are creating favorable conditions for the nation in its ascendance. China now needs to formulate a new geostrategy.  相似文献

India's strategic rise will exert significant impacts on regional and global strategic pattern in general, China and Sino --Indian relations in particular. A mutual concerned topic is emphasized on the 60th anniversary of Sino--Indian relation: whether India and China can establish and develop strong and healthy partnership through a credible way, coordinate conflicts, pursue common interests and promote regional and global security and development. To achieve this goal, it is neeessary to enhance mutual trust on strategy and expand cooperation, implement the strategic interaction mechanism, improve the predictability of mutual poliey, and deal with main issues such as border dispute and geo-strategy collision.  相似文献

The United States did not have an overall strategy toward ASEAN (the Association of Southeast Asian Nations) for a long time in the past. In its bilateral relations with ASEAN member countries, it focused mainly on the old members while paying less attention to the new ones, which exerted a negative impact upon U.S.-ASEAN relations. Participation,support and understanding of countries along the Belt and Road are requisites for promoting and implementing this major initiative.Indonesia,a major ASEAN economy,is crucial but Indonesia has a limited perception of the B&R initiative.Although its government welcomes it and the ruling coalition cooperates positively,parts of the military and opposition are skeptical of China's intent.The B&R initiative is well-received among the Indonesian Chinese group,while Indonesian academic circles remain cautious and somewhat critical.From a Chinese viewpoint,easing negative or hostile emotions appropriately would be well-timed.China should settle the Natuna issue,adjust its publicity in Indonesia,use diplomacy,and promote Sino-Indonesia cultural exchange and commtnications.Chinese enterprises should focus on project quality and uphold social responsibilities.Short-term goals are reducing Indonesia's opposition and obstruction of B&R,while long-term goals are enhancing the recognition and likeability of the Initiative 's worthwhile plans.  相似文献
