ABSTRACT

The article makes the case for scrutinising international organisations (IOs) as key sites and agents of inequality reproduction and transformation in international society. Drawing on sociological inequality research and institutionalist approaches to International Relations, we argue that IOs reproduce and transform broader stratification patterns in their global social environment through intertwined processes of categorisation and distribution. We propose to capture these twin processes from three observation points, which highlight different material and symbolic practices operating within IOs and at the interface between IOs and their environment.  相似文献

Abstract

In circumstances that are substantially different from the norm, new ways of thinking about those alternative contexts are necessary. In the context of corporate governance and corporate social investment (CSI) the relationship between corporate donors and community organisations is regarded as important, but the indicators used to describe this relationship need revisiting. The argument in this article is that context-specific indicators are needed to bring the true nature of the corporate–community relationship to the fore. In addition, a suggestion is made that such indicators be both rigorous and relevant in describing the relationship. In an interpretative, qualitative exploration of data from individual interviews it was revealed that well-known relationship indicators were inadequate to describe the relationship between corporate donors and community organisations accurately. The article could serve as the first step in reviewing stakeholder relationship indicators from organisational communication research and adapting these indicators to a specific context.  相似文献

ABSTRACT

Diplomacy often finds itself reduced to actions centred on states. However, after the Cold War, international relations and diplomacy have expanded with different actors growing into significant roles, particularly in the increase of diplomatic relations in the context of sport. The classification and significance of other actors remains under-researched in relation to sport, with literature focusing more on the growth of new and varying practices of diplomacy. This analysis contends that there is a need to interrogate fundamental components of modern diplomacy—with the actor being the focus—more specifically the classification of sports organisations in diplomacy. It is relevant as a more accurate understanding of sports organisations will contribute to how diplomatic studies can analyse and evaluate modern diplomacy within the context of sport. The International Olympic Committee is the actor used to illustrate how problematic classifications currently in the academic literature translate into weak and reduced analysis and evaluation of its role and significance in diplomacy. As counterpoint, this analysis proposes an analytical framework of socio-legal theory that harnesses legal regulation as a benchmark to classify an actor’s capacity within a society. In consequence, the IOC is as an active and significant contributor to the ever expanding and complex diplomatic environment and wider society.  相似文献

This article examines the little explored issue of non-state actor (NSA) participation in the European Union’s (EU) Common Security and Defence Policy (CSDP). Despite the fact that NGOs and civil society are shielded from formal access to CSDP, EU staff in both Brussels and the missions engage with them informally. Drawing on interviews with policy-makers and NSA representatives, the article analyses the practices of the EU in its engagement with NSAs, focusing on civilian missions in Georgia and Palestine. It shows that such engagement is more intense during implementation at the level of CSDP missions rather than during policy-making in Brussels. It argues that a combination of rational choice-based (functional needs of policy-makers and intensity of NSA advocacy) and constructivist (organisational and individual cultures) explanations helps us better understand why CSDP structures open up to NSAs. The article contributes to the nascent academic and policy debate on EU–civil society cooperation in CSDP and, more broadly, to the studies of informal governance in the EU and NSA participation in international organisations.  相似文献

Abstract

Since the early 1990s the concept of the information society has taken centre stage on the political agendas of several national governments in the North and South, as well as regional and international institutions, donor organisations and non-governmental organisations (NGOs). This article first sets out to analyse and describe both the content of, the evolution in, this policy discourse. It attempts to assess the validity of this discourse in light of the current changes at the global level and in the light of the problems associated with the practical implementation of policy in a developmental context. By so doing, it questions the basic – and overly simplistic – assumptions of the dominant scenario.  相似文献

ABSTRACT

Faith-based organisations (FBOs) have long been involved in HIV and AIDS impact mitigation and humanitarian relief, but most are not equipped to intervene in the structural drivers of food insecurity and attendant health inequities. Acknowledging limitations is as paramount a task for organisational effectiveness as maximising strengths. This article reports findings from a study of HIV-positive care supporters who volunteer with a church-run home-based care organisation in Swaziland. The article seeks to assess the impact of chronic food insecurity on antiretroviral adherence practices and how these individuals manage daily food shortages. Findings highlight the limited capacities of FBOs in highly vulnerable settings and the imperative for international and governmental coordination.  相似文献

Abstract

This article argues that when actors engage in controversial new security practices, it is misconceived to view secrecy as an opposed, counterproductive alternative to the pursuit of legitimation. Rather, we propose, deployment of “quasi-secrecy”—a combination of official secrecy with leaks, selective disclosure, and de facto public awareness—can be an effective strategy for achieving normalization and legitimation while containing the risks entailed by disclosure. We support this claim via a detailed case study of US targeted killing. First, we establish the existence of an American norm against targeted killing during the period 1976–2001. We then detail the process by which an innovation in practice was secretly approved, implemented, became known, and was gradually, partially officially acknowledged. We argue that even if quasi-secrecy was not in this instance a coherently-conceived and deliberately pursued strategy from start to finish, the case provides proof of concept for its potential to be deployed as such.  相似文献

Abstract

For over 25 years the Sudan and the United States have had a contentious relationship. In 1986 several international human rights organisations pointed to the re-emergence of the practice of slavery in the Sudan. Past research by American media has shown that journalists tend to use routine channels and American government officials, especially those from the ‘golden triangle’ (the White House, Pentagon and State Department) when covering stories related to foreign countries. However, in the case of the Sudan there was no clear American foreign policy for an extended period of time. Consequently, there was a stark absence of reporting on the slavery issue in the two elite American newspapers (the New York Times and the Washington Post) examined in this study. Furthermore, even when the topic was covered the sources used defined the issue through an American perspective, rather than within an historical and geopolitical context.  相似文献

Abstract

The global South, as the collective for the peripheries of mainstream development is known, is often regarded as merely a beneficiary of Northern-borne notions in the field of organisational communication. The problem is that the Southern context and circumstance do not always mirror those of the North, meaning that these dominant, revered theories are not necessarily applicable. One Southern context is that of the South African mining and construction industries, which is seen as notoriously dangerous, plagued by various obstacles to internal organisational communication (such as illiteracy and diversity), and what Le Roux and Naudé (2009, 29) refer to as ‘historical baggage’. The research question of this article is whether congenital Northern communication theories can be adequately incorporated into the unique global South, in order to fulfil the important task of communicating safety information to employees. The article explores the appropriate implementation of the principles of the excellence theory, the stakeholder theory as well as the relationship management theory, and the research methodology includes interviews, focus groups and quantitative questionnaires at two organisations. The result of the empirical research is the amalgamation and reworking of these theories’ principles into a model for internal safety communication applicable to the South.  相似文献

The paper argues that the emerging norms on corporate social responsibility (CSR) can be theorised as a constructivist regime, specifically a subset of private authority regimes—a transnational private legitimacy regime. The purpose of this regime is the transnational legitimation of globalised private accumulation strategies. It hypothesises that CSR acts as a framework of principles, norms and practices that enables communication, negotiation and contestation between civil society organisations (CSOs) and transnational corporations about the social impact of foreign investment. The regime inadvertently transforms the terrain on which businesses interact with other actors from one of power (where business was clearly dominant) to a terrain of (at least partial) legitimacy. This implies that actors that control “legitimacy resources”, such as CSOs, should see their negotiating power increase vis-à-vis businesses. The paper examines these conjectures through a case study of CSR promotion and advocacy in Latin America.  相似文献

ABSTRACT

This article offers a constructive critique of Fehl and Freistein's argument that international organisations (IOs) significantly affect international stratification, either producing, reproducing or transforming inequality. It suggests that without reference to the specific purposes which individual IOs pursue and the forces driving global change, it is impossible to predict either when the goals of IOs and states might diverge, or when a particular IO might promote the reproduction of inequality on the one hand, or its transformation on the other. In particular, divergence between states on the one hand and IOs charged with the management of the global economy on the other is explained by the fact that the IOs concerned are committed to the reproduction of capital on a global scale, and therefore to the continuous transformation of global hierarchies. The argument is supported by a case study of IO support for China's Asian Infrastructure Investment Bank (AIIB).  相似文献

Abstract

In order for organisations to survive in an ever-changing milieu in the current business environment, sufficient crisis communication and management practices need to be in place. Despite this, organisational crises are often inefficiently managed, which could be ascribed to the lack of strategic management of crises (Kash & Darling 1998: 180). This article explores the lack of strategic crisis communication processes to ensure effective crisis communication with the media as stakeholder group. It is based on the premise that the media are one of the main influencers of public opinion (Pollard & Hotho 2006: 725), thereby necessitating the need for the accurate distribution of information. Furthermore, the study focuses specifically on the financial industry, which is arguably more sensitive and thus more prone to media reporting because financial services providers manage people's money (Squier 2009). A strategic crisis communication process with the media is therefore proposed, facilitated through an integrated crisis communication framework, proposing a combination of integrated communication (IC) literature, with emphasis on Grunig's theory of communication excellence, to build sustainable media relationships through two-way communication; and a crisis communication process that has proactive, reactive and post-evaluative crisis communication stages, thereby moving away from seeing crisis communication as a predominantly reactive function.  相似文献

Abstract

This article analyses recent developments in the campaign to combat terrorist financing in Europe and questions the utility of financial surveillance as a method to counter terrorism. A background presentation of surveillance in modern society is followed by an overview of earlier international initiatives to interdict money laundering. The measures used to combat terrorist finance are built upon this foundation of surveillance and criminal investigation. Applying these measures in the ‘war on terror’ has unintended consequences for the financial transactions of citizens and non-citizens alike. The article concludes by considering these problems and their impact on society within the context of a larger concern for the impact to individual liberty from these surveillance practices in pursuit of security in the early twenty-first century.  相似文献

This paper analyses practices for monitoring, tracking and assessing the international aid and reconstruction efforts in Haiti in an attempt to ‘build back better’ from the devastation of the January 2010 earthquake. We suggest that aid and reconstruction efforts filter through an international network of development organisations. This network also acts as a governing auspice, overseeing the transformation of Haiti from a ‘failed state’ to a strong democratic state. The central governing mechanism in this reconstruction effort involves the embedding of the ideas and practices of audit within Haitian political and civic culture. We reveal how, in Haiti, this culture of audit monitors aid and reconstruction through biopolitical technologies such as benchmarks and performance indicators, and through the constitution of calculable and accountable entities. More than a means of implementing disaster recovery, audit culture is a technique of biopolitical governance that aims to transform Haiti's state, civic institutions and citizens into entities accountable to an international development agenda.  相似文献

Abstract

This article provides a concise discussion of meta-theoretical (critical-rhetorical, feminist and postmodernistic) approaches towards corporate communication management utilising meta-ethical points of departure with the aim of providing a glimpse into the meta-theoretical future of corporate communication management. The discussion is supplemented by an analysis of the challenges that face organisations in the fast-changing environment of the twenty-first century and corporate communication management as a critical/strategic management function that has the potential to assist organisations in adapting and remaining relevant to their environment, and by implication to the needs of their key internal and external stakeholders. The article is concluded by an explication of corporate communication management as being inextricably linked to ethical conduct and a product of the amalgamation of different meta-theoretical approaches, which interprets and advances the values of both stakeholders and the organisation in a manner that socially and ethically responsible, dialogical mutually adaptive, and contributes to democratising the organisation's decision-making and management processes. This poses challenges to, and insight into, the meta-theoretical approach held while engaging in discourse on the comprehensive nature of corporate communication management.  相似文献

In responding to the 2016 reformulation of the United Nation’s Sustainable Development Goals, the development community’s efforts are focused on a sweep of initiatives aiming to promote whole-society, sustainable development. The ambition of the SDGs is inspiring, but also daunting, and does not always sit easily within national models of economic development. This viewpoint profiles two organisations in the south Indian state of Tamil Nadu, that have decades of experience in whole-person development among scheduled tribes and disability communities. Both organisations serve as timely examples of ongoing holistic, whole-person health and development in the context of new ideals and economic realities.  相似文献

ABSTRACT

Brexit will profoundly change politics in the European Union, and all countries will have to adjust to the new situation. But the issue is more pressing for small member states that are more dependent on international organisations than big states. This article studies how the institutional setting affects a small state’s preparations for Brexit in the areas of the common security and defence policy and internal market. Contrary to the expectations, it shows that the Czech Republic, the small state under scrutiny, has invested more effort into a preventive adjustment in the internal market policy than to the CSDP. This result is explained by the existence of alternative institutional frameworks that are expected to mitigate the impact of Brexit on EU’s security and defence policy. It also suggests that while small states profit from the existence of strong institutions, they also face the risk of unmitigated impact when these institutions change.  相似文献

Abstract

Whilst the link between international diplomacy and the Olympic movement has been the subject of extensive academic and journalistic enquiry, the experience of diplomatic discourse relating to the relatively youthful Paralympic movement has received little attention. It occurs not just in the context of state diplomacy, where for example the Paralympic Games may provide a conduit for the pursuit of specific policy objectives, but also in relation to the engagement of the International Paralympic Committee [IPC] as an evolving non-state actor in the diplomatic process. The idea of the IPC as an advocacy body engaged through public diplomacy in promoting disability rights needs exploration as an element of the contemporary politics of disability. This analysis considers the relationship between the activities of the IPC and wider lobbying by disabled people’s organisations as a means of leveraging change in domestic and international policy toward disability. In relation to the global development agenda, it also assesses IPC responses to the gulf in resourcing for para-sport as well as related health and education provision between high- and low-resource regions. It considers the response of the organisation from the perspective of public diplomacy and locates that response within the wider diplomacy of development.  相似文献
